Srpska Crna Gora - contemporary geographical changes in the function of regional development
Subject of the doctoral dissertation is Srpska Crna Gora (Užička Crna Gora), region that is located in the basin of river Skrapež, with the center in Kosjerić. From the mid-20th century to the present, the territory being studied are identified demographic, physiognomic and functional changes that affect its geographic transformation. The main objective of the research is scientifically based knowledge of the executed geographical changes and their impact on regional development, ie. identification, defining and chronological monitoring of transformation of geographical space in order to plan future development. This includes objective and complex consideration of changes physiognomic and functional characteristics, pointing to the main holders of these changes, and setting priorities for future regional development. In order to reach the relevant scientific findings and conclusions of contemporary geographical changes were monitored through causal and spatio-temporal connection of natural and socio-economic processes. The intensity of such changes is determined by the interaction of internal and external socio-economic factors. The impact of natural processes was less pronounced...Predmet proučavanja doktorske disertacije je Srpska Crna Gora (Užička Crna Go- ra), regionalna celina u slivu Skrapeža, sa središtem u Kosjeriću. Tokom druge polovine 20. i početkom 21. veka proučavana teritorija je zahvaćena demografskim, fizionomskim i funkcionalnim promenama koje su uticale na njenu geografsku transformaciju. Osnovni cilj istraživanja je naučno utemeljeno saznanje o izvršenim geografskim pro- menama i njihovom uticaju na regionalni razvoj, tj. uočavanje, definisanje i hronološko praćenje preobražaja geografskog prostora radi planiranja budućeg razvoja. To podrazumeva objektivno i kompleksno sagledavanje promena fizionomskih i funkcionalnih obeležja, ukazivanje na glavne nosioce tih promena, i utvrđivanje prioriteta budućeg regionalnog razvoja. Kako bi se došlo do relevantnih naučnih saznanja i zaključaka, savremene geografske promene praćene su kroz uzročno-posledično delovanje prirodnih i socioekonomskih procesa, prostorno i vremenski. Model upravljanja elektronskim otpadom na nivou grada – primer grad Beograd
Elektronski otpad postaje sve značajniji problem savremenog društva iz dva razloga: opasan je jer sadrži veću količinu opasnih i štetnih supstanci koje imaju negativan uticaj na zagađivanje životne sredine, drugo količine e-otpada rastu neverovatnom brzinom zbog napretka tehnologije i brzog zastarevanja proizvoda. Problem je posebno izražen u urbanim sredinama, gde način života zahteva upotrebu velikog broja električnih uređaja i gde je prizvodnja ovog tipa otpada najveća. Nažalost, najveći deo elektronskih aparata i opreme završava kao otpad, iako se čak 90% komponenti otpada mogu ponovo iskoristiti. Razvijene zemlje sveta uspele su u većoj meri da uspešno reše problem e-otpada, i te primere pozitivne prakse možemo iskoristiti kao polaznu tačku u uspostavljanju efikasnog sistema upravljanja e-otpadom, najpre na teritoriji grada Beograda, pa kasnije i na području čitave Republike Srbije. U radu su prikazane osnovne karakteristike elektronskog otpada, njegov nastanak, uticaj koji taj tip otpada ima na životnu sredinu, najveći problemi koji se javljaju u oblasti upravljanja elektronskim otpadom, moguća rešenja navedenih problemа, kao i primer prikupljanja i reciklaže e-otpada u Beogradu.Urednik: Aleksandar Đorđevi
Prirodni resursi opštine Lučani u funkciji održivog razvoja
Savremenom čoveku je praktično nemoguće da izbegne uticaj na životnu sredinu, ali se taj uticaj može svesti na najmanju moguću meru uz pridržavanje određenih principa (načela) koji čine politiku održivog razvoja. Pridržavanje ovih principa omogućuje razvoj ljudskog društva uz očuvanje životne sredine. U te principe, pre svega, spadaju: integrisanost, predostrožnost, obnovljivost resursa i preventivno delovanje. Teritorija opštine Lučani prostire se između Ovčarsko-Kablarske klisure, planine Jelice i razvođa reke Bjelice prema Golijskoj Moravici. Problem istraživanja ovog rada usmeren je na sistematsko istraživanje prirodnih resursa opštine Lučani, geografskog položaja, geoloških, pedoloških, hipsometrijsko-hidrografskih, kao i vegetacijskih karakteristika u navedenoj opštini. Cilj rada je da ukaže na neophodnost zaštite prirodnih resursa na teritoriji opštine Lučani, kako bi se dati resursi ostavili u nasleđe budućim generacijama, što je saglasno sa principima održivog razvoja. Lokalne zajednice i potencijali vodnih resursa - studija slučaja opštine Aleksandrovac
Relacija vodni resursi – ljudsko društvo doživljava kontinuiranu i izrazitu progresiju složenosti odnosa. Nikada do sada voda nije podržavala ovoliku ekonomsku aktivnost, složenu tehnologiju, brojno i ekološki destruktivno þoveþanstvo. Odnos izmeÿu raspoloživih i formiranih potreba za vodnim resursima je sve nepovoljniji – od lokalnog do globalnog nivoa. Kroz agrarnu i industrijsku revoluciju, ali i socijalni i demografski razvoj voda je postala prvorazredna ekološka, ekonomska i socijalna kategorija, odnosno univerzalni resurs i kapital svake teritorije i društvene zajednice. Konkurencija i borba za njeno obezbedjenje prerasta u specifþan vid antropopresije koja se vremenom ekspanzivno širi po horizontali i vertikali prostora. Neoendogeni razvoj gradova i ekološki paradoks: studija slučaja šest gradova u Srbiji
Postindustrijski razvoj i postfordistički model kapitalizma uzrokovali su zaokret u razvojnim modelima gradova, od programa koji su bili strateški osmišljavani na nacionalnom nivou (top-down pristup) do koncepta koji insistira na lokalno zasnovanom, to jest neoendeogenom razvoju gradova. Cilj rada je da ukaže na različito konceptualno i kontekstualno promišljanje pojma lokalno zasnovanog razvoja u evropskim okvirima, a potom i da na primeru šest gradova u Srbiji (Kragujevac, Zrenjanina, Užice, Šabac, Sombor, Novi Pazar) utvrdi da li se posmatrani gradovi profilišu ka novom, neoendogenom razvojnom modelu. U fokusu analize su stavovi lokalnih eksperata, sa osvrtom na strateška dokumenta istraživanih gradova. U prvom delu teksta bliže se određuju pojmovi lokalizovanog i lokalno zasnovanog, to jest neoendogenog razvoja, a potom se uvode i pojmovi teritorijalnog kapitala, teritorijalizacije, ekološkog paradoksa. U drugom delu teksta ti pojmovi se razmatraju u kontekstu strateških opredeljenja Evropske unije i relevantnih karakteristika postsocijalističke transformacije evropskih zemalja, uključujući i društvo Srbije. U trećem delu teksta specifikuju se ciljevi i metod sprovedenog istraživanja i prikazuju njegovi rezultati. Zaključni deo ukratko sintetizuje sličnosti i razlike između posmatranih gradova u ispoljavanju ekološkog paradoksa, pri ocenjivanju razvojnih potencijala i prepreka u skladu sa modelom neoendogenog razvoja. U analizi su korišćeni kvalitativni podaci iz istraživanja koje je Institut za sociološka istraživanja Filozofskog fakulteta Univerziteta u Beogradu realizovao 2013/2014. godine
The role and importance of infrastructure planning in mountain tourism development in Serbia
The main purpose of this dissertation is to examine and define the interrelated causation, connections, importance and influences of infrastructure planning and mountain tourism development, which would enable the development of methods for a more successful consideration of the process of changes in space and ways of directing them towards a desired course. By parallel analyses of the experiences in Serbia, the world and Europe, as well as of the similar experiences of the neighbouring countries, the proposed solutions tend to help the further work of experts, and of regional and local authorities and other stakeholders directly or indirectly involved in this field, with the aim of mountain tourism development in Serbia. The research covered several successively related parts: defining the basic theoretical grounds of the problem – general considerations of mountain areas, tourism, mountain tourism in particular, infrastructure systems and their planning, as well as development planning of tourist areas; an analysis of the most significant characteristics and interrelated similarities and differences of mountain tourism development in the world, in Europe, in neighbouring countries, starting from its history proceeding to the current situation and ending with the development trends, with a detailed consideration of the mountain areas of Kopaonik and Tara; an analysis of infrastructure capacity of the mountain areas of Serbia, with a detailed consideration of the areas of Kopaonik and Tara, on basis of which the conclusions were defined about the relationship between mountain tourism development and infrastructure capacity of mountain areas. Next, infrastructure planning was analysed with a view to mountain tourism development in strategic and planning documents in Serbia at the national level, including those covering the areas of Kopaonik and Tara; subsequently, the applied norms and standards for infrastructure capacity of mountain tourist areas were separately considered. The final part of the thesis considered the possibilities of defining the steps towards a directed and coordinated improvement of the situation in the examined area through specific suggestions within the planning process of sustainable mountain tourism and infrastructure planning with a view to mountain tourism development. The use of integral and comparative scientific method, as well as the analysis and synthesis methods and integral approach to problem solving throughout the research have confirmed the basic hypothesis that the directed, coordinated and efficient infrastructure planning is a powerful tool, which contributes to mountain tourism development, i.e. that the stated interrelations evidently confirm the possibility to promote and direct both mountain tourism development and spatial development as a whole by way of thoughtful planning and programming of infrastructure systems development. The research determined that the infrastructure capacity of mountain areas in Serbia is not at an adequate level, that the institutional coordination in directing the development of mountain tourist areas has been neglected, and that mountain tourism development in Serbia has not so far functioned as an integrating factor or driving force of local government development. The research has led to the following conclusions that have confirmed the secondary hypotheses: equipping areas with appropriate infrastructure is the prerequisite for sustainable mountain tourism development, i.e. appropriate planning and development of infrastructure systems has to be solely considered as an assumption and not as a consequence of the development of mountain tourist areas; the management of infrastructure systems needs to reflect a holistic consideration of planning and designing spaces without partial considerations of individual components or their planning as artificially separated parts and so infrastructure planning is one of the instruments of directing mountain tourism development and its cooperation with other development measures and instruments is necessary; infrastructure planning itself is not a sufficient condition for mountain tourism development, as it requires appropriate implementation and monitoring of the implementation of planning and programming solutions – consequences of an adequately and efficiently completed infrastructure planning and programming process, i.e. a successful implementation of plans and programmes is a specific realization of individual infrastructural objects, which involves the procedure of designing and building physical structures in space within a certain time period.Osnovni cilj disertacije je ispitivanje i definisanje međusobnih uslovljenosti, veza, značaja i uticaja planiranja infrastrukture i razvoja planinskog turizma, što bi omogućilo da se razviju metode za uspešnije sagledavanje procesa promena u prostoru i načini njihovog usmeravanja u željenom pravcu..
Transformation of spas in Serbia into modern centers of spa and wellness tourism
Bearing in mind the high growth rates of spa and wellness tourism on a global level, the quantity and quality of competitive bidding has continuous growth, and in these conditions it is extremely difficult for everyone to get adequate market position. Since Serbia, despite the extremely favorable natural resources for the development of spa tourism, is still among the underdeveloped destinations, of particular importance for the future improvement of this type of tourism and positioning of spas as a tourist destination on the international tourist market is the transformation of the traditional spas in modern spa centers and wellness tourism. The main aim of the research part of this thesis is to set up a relevant scientific basis for interpretation of the transformation process of traditional spas Serbia into modern centers spa and wellness tourism; this basis must be applicable, relevant and supported by adequate theoretical framework. The task of this research was to identify the problems of development of tourism in Serbian spas, on the one hand through the analysis of the motivation of tourists who visit spas, and on the other by analyzing attributes of attractiveness spas. This thesis aims to develop a model that would encompass all the factors that influence the decision-making process of tourists when it comes to choosing the spa as a place to rest. Previous studies either included only motivation (push and pull motives) or constraints, while this study presents an integrated model that includes all three factors. Understanding and adapting to the motivation and behavior of tourists is the only way to be competitive at the spa tourism market. The survey was conducted on samples of several tourists in spas in Serbia. Analysis of all the factors that influence the decision-making process on the selection of spas as tourist destinations in Serbia was carried out with the help of Analytical - Hierarchy Process (AHP method).Imajući u vidu visoke stope rasta spa i wellness turizma na globalnom nivou, kvantitet i kvalitet konkurentskih ponuda beleži kontinuirani rast, te je u takvim uslovima vrlo zahtevan zadatak izboriti se za adekvatnu poziciju na tržištu. Budući da se Srbija, uprkos izuzetno povoljnim prirodnim resursima za razvoj banjskog turizma, još uvek ubraja u nedovoljno razvijene destinacije, od posebnog značaja za buduće unapređenje ovog vida turizma i pozicioniranje banja kao turističkih destinacija na međunarodnom turističkom tržištu, jeste upravo njihova transformacija od tradicionalnih lečilišta u moderne centre spa i wellness turizma. Osnovni cilj istraživanja u okviru ove disertacije je postavljanje naučno relevantnih osnova tumačenja procesa transformacije tradicionalnih banja Srbije u savremene centre spa i wellness turizma, koje će biti aplikativno prihvatljive i potkrepljene adekvatnim teorijskim okvirom. Zadaci istraživanja odnosili su se na razradu problematike turizma u banjama Srbije, s jedne strane analizom motivacije turista koji posećuju banje, a sa druge analizom atributa atraktivnosti banja. U disertaciji se pokušao razviti model koji bi obuhvatio sve faktore koji utiču na proces donošenja odluke turista kada je reč o izboru banje kao mesta za odmor. Dosadašnje studije ili su obuhvatale samo motivaciju (push i pull motive) ili samo ograničenja, dok je u ovoj studiji predstavljen integralan model koji uključuje sva tri faktora. Razumevanje i prilagođavanje motivaciji i ponašanju turista je jedini način da banje budu konkurentne na turističkom tržištu. Anketno istraživanje sprovedeno je na uzorcima turista u više banja u Srbiji. Analiza svih faktora koji utiču na proces donošenja odluke o izboru banja kao turističkih destinacija u Srbiji urađena je uz pomoć analitičko - hijerarhijskog procesa (AHP metod)
Negotin wine region, then and now - the role of tourism in revitalising traditional winemaking
This research is based on identifying dynamics and tradition as cultural processes. Wine production in Negotin wine region (Rajac and Rogljevo area), eastern Serbia, is a family activity, but research has revealed some changes in traditional knowledge. We have explored the authenticity of tourism products on offer: whether the winemaking method is traditional, if there are rituals (traditions) regarding grape growing and winemaking as a cultural form, and if so, whether residents present them to tourists, as well as what the external effects related to the changes are. The aim of this research is to establish the reasons for changes in the way wine is produced, in the way of life, and whether tourism is a factor in revitalising traditional winemaking or not. This paper examines the development of changes, and explains how they are affected by the value system of the local community, their knowledge or experiences, what is considered traditional and what modern. Pimnice, folk architecture structures where wine was produced and stored were analysed in relation to their significance both in the past and in the present. We have investigated the response of residents to changes in production, whether there is a will to continue participating in viticulture, and the possibilities of public-private partnership with regard to the increase in wine production and restoration of these unique wine cellars
The possibilities for using wind energy in AP Vojvodina (North Serbia): Defining the most favorable areas for the construction of windmill farms: A review
As a conventional non-renewable fossil energy sources have a leading role in energy production, constant price increase and lack of resources are the key problem for the whole world. Fossil fuels are the major polluters of the environment which leads to global issues such as global warming, greenhouse effect, acid rain, etc., therefore the growing need and importance of substitution of non-renewable to renewable energy sources is evident. Wind energy as a renewable source of energy has been recognized as one of the cleanest and economically viable substitution of fossil energy sources. Because of this, most countries of the world started to increase their use of wind energy to generate electricity. The Republic of Serbia, which has a remarkable wind potential, is still in the early stages of development in the field of wind energy. Numerous studies confirm that the territory of Vojvodina has the largest wind energy potencial in Serbia. The main objective of this paper is to extract the areas that are most suitable for the construction of wind farms on the basis of defined criteria and with the help of GIS technology in the territory of Vojvodina
Elementi turističke destinacije - primer Turističko-rekreativnog centra u Koštunićima
There are various classifications of elements of tourist destinations in the scientific literature. For optimal consideration of elements of tourist destinations, the World Tourist Destination has proposed the FAS methodology applicable to the rural tourism destinations as well. In this paper, factors, attractors and support (FAS) were applied to the example of the eco-village (tourist-recreation centre) in Koštunići. Natural, human and capital factors, natural, cultural and attractors in the form of centres for activities, support services, transport and catering as support to the tourism development, have been shown on the basis of field observations, interviews and relevant literature. On the example of tourist-recreation centre in Koštunići, the research results show that in each subgroup of elements, there are the elements which are key drivers of tourism development, but also those which have a limiting effect on this industry.U naučnoj literaturi postoje raznovrsne klasifikacije elemenata turističke destinacije. U cilјu optimalnog sagledavanja elemenata turističke destinacije Svetska turistička destinacija je predložila FAS metodologiju, primenlјivu i na destinacije ruralnog turizma. Faktori, atraktori i podrška (FAS) su u ovom radu primenjeni na primeru eko sela (turističko- rekreativnog centra) u Koštunićima. Prirodni, lјudski i faktori kapitala, prirodni, kulturi i atraktori u vidu centara za aktivnosti, prateće usluge, transport i ugostitelјstvo kao podrška razvoju turizma, prikazani su na osnovu terenskih opservacija, razgovora i relevantne literature. Rezultati istraživanja pokazuju da na primeru turističko-rekreativnog centra u Koštunićima u svakoj podgrupi elemenata ima onih koji su klјučni nosioci razvoja turizma, ali isto ako ima i onih koji ograničavajuće deluju na ovu delatnost
