    Reality of large regional plans implementation - IP RSPPBD

    The question of accurate defining of planning solutions and factual possibilities of their realization are the basic dilemmas of every strategic document. The main prerequisite for that is to establish good implementation mechanisms. Their organization is possible within the plan itself (planning implementation) or later on, when the plan is adopted and its solutions are reviewed after a certain period of time (post-planning implementation). Regional spatial plans have the characteristics of a strategic plan with subsequently specified measures and instruments of implementation (according to the Law on planning and construction, after one year from the adoption). The paper gives an example of such a document, which was made in mid-2016 for the Regional Spatial Plan of Podunavlje and Braničevo district (RSPPBD). The implementation programme for RSPPBD developed strategic priorities, which are being implemented or their implementation begins by 2020 and it also set out the strategic priorities which, for various reasons, were not elaborated in this programme, those which have completed or those on the basis of which innovations of RSPPBD shall be considered. The implementation programme of RSPPBD laid down the indicators of spatial development, which will be the basis of annual reports on the realization of this regional spatial plan. When drafting the implementation programme for RSPPBD, it was clearly indicated that certain planning solutions and strategic priorities might face the prospects of changes (institutional, socio-economic, financial, etc.) and that their achievement could be therefore modified, delayed or postponed. Some government projects may have been suspended in the meantime, some abandoned and some postponed for the future planning horizons. A large number of stakeholders, with their general and sectoral strategies, plans and programmes, complicate the realization of numerous activities and projects, particularly in view of the lack of horizontal and vertical coordination among them. Finally, RSPPBD provides a tabular presentation of clearly programmed projects for the next five-year period, the indicators of monitoring and a layout of an annual report of the plan.Editors: Miroslav T.     Demographic research of the fl oating ethnic groups in Serbia are directly connected to the methodological problems of ethno-statistical evidence, that affect the quality of the census data, vital statistics and derived demographic trends. The usage of subjective criteria, as a offi cial principle in expression of ethnic identity in census and vital statistics, gave rise to ethnic mimicry and created a fl oating ethnic groups, characterized by varying trends in population dynamics due to frequent changes in ethnic declaration. According to the results of quantitative research of population growth indicators according to declared nationality at the period 1948–2011, the ethnic groups are clustered by variability trends, that don’t have a demographic explanation. The methodological changes of ethno statistical evidence, changes of statistical nomenclature of ethnic characteristics, the interstate agreements of resettling and political instrumentalization of census may cause statistical variability characterized by predictability, and the possibility of reconstruction of demographic trends. On the other side, there are the floating ethnic groups whose ethno-national identifi cation was directed by complex infl uences of historical-civilization, socio-cultural, economic and political factors. The basic characteristics of this ethnic groups are continuous variability of demographic indicators, unpredictability of trends, disparities of ethnic characteristics within the same ethnic group, and absence of correlation between the components of population dynamics and indicators of population growth, which hinders the formation of explicable demographic trends

    Problems in implementation of the spatial plan of the Republic of Srpska until 2015: Quantitative analysis

    The implementation of spatial plans in the Republic of Srpska is certainly the weakest phase of the process of spatial planning in this entity. It is particularly evident in the case of the Spatial Plan of the Republic of Srpska until 2015 which is the highest strategic spatial planning document in the Republic of Srpska. More precisely, the implementation of spatial plans has been defined as the carrying out of spatial planning documents, i.e. planning propositions as defined in the spatial plans. For the purpose of this paper, a quantitative analysis of the implementation of the planning propositions envisioned by this document has been carried out. The difference between what was planned and what was implemented at the end of the planning period (ex-post evaluation of planning decisions) is presented in this paper. The weighting factor is defined for each thematic field and planning proposition, where the main criterion for determining the weighting factor is the share of the planning proposition and thematic field in the estimated total costs of the plan (financial criterion). The paper has also tackled the issue of the implementation of the Spatial Plan of Bosnia and Herzegovina for the period 1981 - 2000, as well as of the Spatial Plan of the Republic of Srpska 1996 - 2001 - Phased Plan for the period 1996 - 2001, as the previous strategic spatial planning documents of the highest rank covering the area of the Republic of Srpska. The research results have proven primary hypothesis of the paper that the level of the implementation of Spatial Plan of the Republic of Srpska until 2015 is less than 10%

    Regionalization of Serbia as an instrument of balanced regional development and reduction of regional inequalities

    Regionalization of Serbia in the second half of the 20th century was characterized by the dominance of the traditional approach, based on classical understanding of region as a static physiognomic spatial unit, with some attempts at economic regionalization. Such regionalizations were largely inapplicable in practice, so that they did not become part of legislative related to the planning of a balanced development of the territory of Serbia. Decentralization in socialism did not yield expected results, and after political changes in the late 20th century, Serbia became a highly centralized state. The modern concept of regionalization is relatively new in Serbia. Regional dimension of development has become the subject of scientific research in the last few decades, which is conditioned by the growing economic and demographic disparities between different parts of the state. Creating a NUTS regions in Serbia in 2009 was the first step towards modern regionalization. However, NUTS regions in Serbia do not have autonomy in regional governance and can not be able to decrease developmental disparities and support long-term economic and social development. It is therefore necessary that these territorial units get appropriate competencies in governance and decision-making, which would ensure de facto decentralization of the state and give a clear sense to the newly formed regions

    The impact of Mediterranean oscillations on periodicity and trend of temperature in the valley of the Nisava river - a fourier and wavelet approach

    Periodicity of temperature on three stations in the Nisava River valley in period 1949-2014, has been analyzed by means of Fourier and wavelet transforms. Combined periodogram based on fast Fourier transform shows considerable similarity among individual series and identffies significant periods on 2.2, 2.7, 3.3, 5, 6-7, and 8.2 years in all datasets. Wavelet coherence analysis connects strongest 6-7 years spectral component to Mediterranean oscillation, starting in 1980s. Combined periodogram of Mediterranean oscillation index reveals 6-7 years spectral component as a dominant mode in period 1949-2014. Wavelet power spectra and partial combined periodograms show absence of 6-7 years component before 1975, after which this component becomes dominant in the spectrum. Consistency between alternation in temperature trend in the Nisava River valley and change in periodicity of Mediterranean oscillation was found

    Ecological risks in the economic transition conditions: Case study of reindustrialization of Valjevo

    In this paper we presented the case study of reindustrialization of Valjevo - ecological risks in the conditions of economic transition. The crisis in Serbia during the 1990s had, among others, consequences visible in the manufacturing activities, especially industry. Nevertheless, Valjevo, as an evident example of favorable business environment, has made significant efforts to build an ambient for successful entrepreneurship. The aim of the paper is a critical presentation of the state of: economy and employment, processes of reindustrialization, environment and ecological risks in Valjevo. Special attention was given to the presentation of investment activities (direct investments recorded from companies from Austria, Italy, Slovenia, Croatia and other countries). The state of the environmental elements' quality has been estimated, and, on the basis of this, we can conclude that in Valjevo, it is mainly satisfactory, although, in some areas, more or less altered. Also, that a higher concentration of population and various economic activities, along with inherited industrial production (outdated technological processes, large quantities of industrial waste, low energy efficiency, lack of facilities and equipment for pollution reduction, etc.) are in conjunction with the possible occurrence of ecological risks. It was found that the current state of data and planning documents related to ecological risks assessment on the territory of Valjevo, is characterized by the basic availability of information on the dangers of possible natural disasters and technological accidents, as well as on severity of consequences that can cause (endangering the health, security and life of people, damage of a smaller or larger volume, changes of the environmental status, etc.). In order to reduce the consequences of possible ecological risks and develop a sustainable and effective way of their management, it is necessary to take measures of prevention and protection, both of the population, and of natural and material goods. Also, investors, as well as local government in Valjevo, have to follow legal norms and standards and work on: introducing and encouraging of new technologies use and developing of socially responsible business with expert services and professional personnel trained to control and manage possible ecological risks

    Improvement of tourist valorization: Case study of the Viminacium archaeological site

    As an integral part of tourist-geographical research of values, tourist valorization is considered complementary to various spatial, economic, ecological and social aspects. The paper discusses the possibilities and limitations of improving the tourist valorization of the Viminacium Archaeological Site, using the existing research and literature, as well as the field work of the author, and also two complex models of valorization have been presented. The results of the research show that numerous indicators applied in different models help complex view of the archaeological site and environment, and that they are in accordance with modern trends in scientific research, which significantly contributes to the improvement of evaluation of Viminacium for the purpose of tourism

    A review of the effects of wind farm investments on the energy policy of Serbia

    Our study analyses the effects of wind farm investments on sustainable development in Serbia after the political changes in 2000. With the purpose of creating the conditions for the inflow of renewable energy investments, the institutional and legal frameworks, as well as energetic and economic reforms, were initiated after 2000. The new laws and strategy were the impetus for the promotion of utilization of and investing in renewable energy sources (RES) in Serbia. The new Law on Energy (2011) defines an action plan for the utilization of RES and systematically regulates the position of electricity producers in Serbia. Hence, the energy legislative framework harmonized with the European Union, as well as the new economic conditions in Serbia, was finally defined. It was an opportunity for foreign direct investment in the RES sector
