Dataset for Green Transition Policies, Stakeholders and Practices in Albania
This dataset contributed to deliverable 4.2 Regional Mapping Report and shows the Albanian mapping. This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region.
The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5).
Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report.
This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information

Snow Avalanche Hazard Prediction Using the Best-Worst Method—Case Study: The Šar Mountains, Serbia
Snow avalanches are one of the most frequent natural hazards in high mountain regions. In this study, a map of the susceptibility of the Šar Mountains to snow avalanches was determined. The study area is located in the southern part of Serbia, which has the Status of a National park. Geographic information systems (GIS) and remote sensing are used to analysis and cartographical presentation of nine the most important elements of natural conditions which have an influence on avalanche development. Then, by applying the best-worst method (BWM) for each of the criteria was given a weighting coefficient depending on its importance for the avalanche occurrence. A synthetic map of snow avalanche susceptibility was created by processing geospatial data in the GIS software. The obtained results show that high susceptibility covers 16.9% of the territory, while 10.7% of the total area is very highly susceptible. The final results may be useful to decision-makers, local self-governments, emergency management services, and mountaineering services to mitigate human and material losses from snow avalanches. Демографске пројекције депопулационих зона у Србији: пример општине Неготин
Demographic projections represent a multi-purpose instrument in predicting the population development for the purpose of spatial planning and organizing as well as local economic development. In Serbia, demographic projections are very rarely produced on territorial levels lower than regional, therefore, the projections that are depicted in this work will be focused on the municipality of Negotin with the goal of observing an exceptionally depopulated area located in Eastern Serbia. The projections have been created with a time horizon of the year 2040 by using the cohort-component method which is wellestablished in literature as a prevailing method of producing population projections. Population projections for the municipality of Negotin have been constructed in three variants all relying on the initial hypotheses of fertility, mortality, and migrations. This is also the first time that such projections have been made separately for a rural and urban area of the municipality of Negotin. Results have shown that by the year 2040, the population will range between 17 and 18 thousand citizens, with the depopulation rate in rural areas being twice as high as that of urban ones. With the current demographic state in mind, it is evident that only direct interventions in the domain of migrational policies could slow down the pace of depopulation. This is due to the fact that the current fertility potential is undoubtedly insufficient to slow down depopulation even in the occurrence of a complete response to pronatalist policies.Демографске пројекције представљају вишеструко користан инструмент предикције развоја становништва у сврху планирања и организације простора и локалног економског развоја. У Србији су пројекције становништва врло ретке за територијални ниво нижи од регионалног, па су стога у овом раду пројекције изражене за општину Неготин, са циљем да се сагледају демографске развојне перспективе једне изразито депопулационе зоне у Источној Србији. Пројекције су израђене за временски хоризонт до 2040. године, а употребљен је кохортно компонентни метод који је као доминантан приступ за израду популационих пројекција добро утемељен у литератури. Пројекције становништва за општину Неготин израђене су у три варијанте у зависности од улазних хипотеза о фертилитету, морталитету и миграцијама и први пут да су изражене понаособ за сеоска и градско насеље. Резултати су показали да ће до 2040. године на простору општине живети између 17 и 18 хиљада становника, са двоструко вишим интензитетом депопулације у сеоском подручју. Но основу тренутног стања становништва евидентно је да би једино директне интервенције у домену миграционе политике могле успорити депопулацију, јер је фертилни потенцијал у овом тренутку недовољан да успори депопулацију чак и у случају потпуног одзива на мере пронаталитетне политике
Uticaj eksploatacije uglja na životnu sredinu i mogućnost obnove degradiranih površina na prostoru kolubarskog ugljenog basena
Zaštita životne sredine je jedna od najaktuelnijih tema današnjice. Prisutni negativni uticaji su rezultat nekontrolisane upotrebe prirodnih resursa, energije, ali i zanemarivanja zakona prirode. Prilagođavanje prirode čovekovim potrebama dovodi do promena koje često izazivaju složene posledice. Eksploatacija uglja na prostoru velikih rudarskih basena kao što je kolubarski ugljeni basen, dovodi do konflikta između rudarskih aktivnosti i postojeće sredine. Nastaju veliki ekološki, geomorfološki i hidrološki poremećaji koji utiču na funkcionisanje postojećih predela i ekosistema. U radu se analiziraju sve direktne i indirektne implikacije otkopavanja uglja na životnu sredinu i mogućnost njihovog smanjenja, odnosno dovođenja u prihvatljive okvire. Ispituju se i najbolja rešenja za povratak terena koji su ostali degradirani nakon eksploatacije uglja u prvobitno stanje ili uspostavljanje neke druge pogodne funkcije. Ekonomski aspekt kao jedan od važnih činilaca kvaliteta života, često je u konfliktu sa očuvanjem zdrave životne sredine. Najveći izazov je uspostaviti ravnotežu između neophodne degradacije i narušavanja kvaliteta životne sredine u cilju obezbeđenja ekonomskih uslova života ljudi, sa jedne strane, i očuvanja životne sredine sa svim resursima, sa druge strane
Духовни и материјални трагови Светог Александра Невског у културном наслеђу Србије
Руско културно наслеђе у Србији и на Балкану је различитог порекла, специфично по хронологији ширења и присуства. Нажалост, истраживање, очување и знање о овом културном феномену нису на најзадовољавајућем нивоу. Један део објеката руске културне баштине је непознат, а неки су заувек изгубљени. Њихов губитак је често последица утицаја протока времена и нехаја, а често се због различитих разлога уклањају или физички уништавају. Овај рад ће осветлити део културне баштине Св. Александра Невског у Србији и другим српским етничким областима на Балканском полуострву. Објекти културне баштине о којима се говори имају огроман историјски значај, разноврсни су по својим облицима, распрострањени су на широким територијама. Колико знамо, до сада ова тема није била предмет посебне студије и није била тако детаљно представљена у Србији и региону. Циљ овог чланка је да се укаже на порекло и савремено стање историјског наслеђа Светог Александра Невског у материјалној и духовној култури Срба и Србије. Ова тема је свакако вредна пажње упркос објективним и субјективним факторима који ограничавају истраживање
Tourism in the Context of Contemporary Theories of Regional Development
Tourism is a significant segment of development policy at the national level, and it is important in terms of contributing to the Gross domestic product (GDP) diversifying of economy, reducing disparities between regions, fostering development capital, and promoting regional development. Tourism greatly contributes to the sustainable development of a region and a unit of local self-government, in an environment where sometimes there are no other alternatives for achieving that goal. Theories of regional development and tourism have evolved over a similar period after the Second World War. The concept of regional development has undergone a significant transformation through various theories. The paper analyzes the main principles of the theory of endogenous regional development and the possibility of its application for tourism research as a development factor. Tourism development policy is often created by the views of these theories. The purpose of this paper is to indicate, based on the analysis of modern ideas and approaches to regional development, whether they are suitable for the study of tourism and which factors are decisive in achieving its development function. The paper points out certain elements of theories that can individually or together represent the theoretical basis for tourism development planning in regions and local government units
Geography of diseases caused by biological agents from water – AP Vojvodina
The aim of this article is to investigate the health effects of biological agents originating from the waters of the AP Vojvodina (northern Serbia). Microbiological defects in untreated drinking water were analysed for coliform microorganisms, Escherichia coli, Enterococcus (genus Streptococcus), Pseudomonas aeruginosa, aerobic mesophilic and thermotolerant microorganisms of faecal origin, and the possible effects on public health are discussed. Characteristic diseases caused by biological pathogens (acute bacillary dysentery, giardiasis, infectious jaundice, leptospirosis, tularemia, amoebic dysentery) are also shown with an illustration of the changes in disease patterns and their tendencies. These analyses can influence the improvement of population and public health status, the adaptation of prevention programs in vulnerable areas, and the reduction of waterborne disease prevalence among the local population
Zeleni turizam na salašima Vojvodine kao motivacioni faktor za privlačenje turista
Ekološki seoski turizam, ili u svetu poznatiji kao zeleni turizam, u središte pažnje pozicionira prirodu i očuvanje prirodnih vrednosti. Konzervacija tih vrednosti je od krucijalnog značaja u eri globalizacije, masovnog turizma i snažne konkurencije na turističkom tržištu. Kreiranje turističkog proizvoda u kontekstu ekoturizma i u skladu sa principima održivosti može doprineti razvoju brenda koji će omogućiti dugoročni priliv turista, a istovremeno obezbediti očuvanje resursa za buduće generacije. Vojvodina se profi lisala kao atraktivna destinacija za domaće i inostrane turiste. Salaši, kao svojevrsni čuvari tradicije smešteni u očuvanoj prirodnoj sredini, predstavljaju dobru osnovu za razvoj zelenog turizma. Postavlja se pitanje da li kreiranje autentičnog turističkog proizvoda na salašima znači veću šansu za ruralni i eko turizam ili znači narušavanje prirodne ravnoteže i postepenu ekspanziju masovnog turizma u seoskim krajevima?! U radu je sprovedeno anketno istraživanje među turistima kako bi se, na osnovu dobijenih odgovora, utvrdilo da li je turistima ponuda salaša atraktivna i u kojoj meri je izražena ekološka svest. Za obradu i analizu podataka korišćen je statistički paket za obradu podataka SPSS (26.00), a dobijeni rezultati mogu poslužiti kao polazna osnova za uspostavljanje ravnoteže između ekonomskih, ekoloških i socijalnih normi koje predstavljaju pokretačku snagu i preduslov za uspeh svake delatnosti.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.
