Системи просторног планирања у Европи
The paper aims to present the most significant classifications of spatial planning systems and territorial management in Europe. After the first attempts, from the end of the last century, at the beginning of the new millennium, extensive analyses of the spatial planning system were carried out through several ESPON projects. Their results were based on the dominance of one of four approaches: urbanism, land use, regional-economic or comprehensive integrated planning. Some countries have a combination of two or three approaches. The second research also refers to the development trends observed in the national systems of territorial management and spatial planning. Recent research include the classification of states according to the way of management, the level of integration of sectoral policies, the degree of adaptability in planning, as well as the degree of engagement of citizens in the planning process. Knowing the basic characteristics of the spatial planning system, as well as the classifications based on them, creates a clearer perspective of spatial planning as a socially important activity and makes it easier for every country to review and improve its planning practice.Рад има за циљ да прикаже најзначајније класификације система просторног планирања и територијалног управљања на подручју Европе. Након првих покушаја крајем прошлог века, почетком новог миленијума опсежне анализе система просторног планирања рађене су кроз више ЕSPON пројеката. На основу њихових резултата извршено је груписање држава према доминацији једног од четири приступа у планирању: урбанистичког, коришћења земљишта, регионалноекономског или интегралног. У великом броју држава евидентирана је комбинација два или три приступа. У раду је, такође, дат приказ резултата истраживања која се односе на развојне трендове у националним системима територијалног управљања. Новија истраживања обухватају и класификацију држава према нивоу интеграције секторских политика, степену адаптибилности у планирању, као и степену ангажованости грађана у процесу планирања. Познавањем основних карактеристике система просторног планирања и територијалног управљања, као и на основу њих извршених класификација, ствара се јаснија перспектива просторног планирања као друштвено важне активности и олакшава се свакој земљи да преиспита и унапреди своју планерску праксу
Процена туристичког климатског комфора на примеру Новог Сада
Climate elements are one of the most important factors for tourism development. This study aims to show the values of the tourist climate comfort index based on monthly values. For the needs of the research, the method of tourist climate comfort (TCCI) was used, on the example of the city of Novi Sad. Meteorological data for the climatological period of 30 years (1991–2020) from the meteorological station Rimski Šan?evi were analysed. Meteorological data that were observed, analysed, and statistically processed are: mean monthly air temperature, monthly temperature amplitude, mean monthly humidity, monthly insolation, and number of rainy days. The obtained results indicate that May and September are the most climatologically suitable months for tourist activities. Data on the number of tourist arrivals and their overnight stays in this area covers the period from 2004-2020. In this paper, a linear correlation between the value of climate comfort and the number of tourists has been made in order to provide local authorities and tourism organizations a more precise overview of the perception and valorisation of climate elements for the improvement of tourist potential.Климатски елементи представљају један од најзначајнијих фактора за потребе развоја туризма. Ова студија има за циљ да прикаже вредности туристичког климатског индекса комфора на основу месечних вредности. За потребе истраживања коришћена је метода туристичког климатског комфора (TCCI), на примеру града Новог Сада. Анализирани су метеоролошки подаци за климатолошки период од 30 година (1991–2020), са метеоролошке станице Римски Шанчеви. Метеоролошки подаци који су сагледани, анализирани и статистички обрађени су: средња месечна температура ваздуха, месечна температурна амплитуда, средња месечна влажност ваздуха, месечна инсолација и број кишних дана. Добијени резултати указују да су месеци мај и септембар климатолошки најпогоднији за туристичке активности. Подаци о броју долазака туриста и њихових ноћења на овом простору обухватају период од 2004-2020 године. У раду је извршена линеарна корелација између вредности климатског комфора и броја туриста, како би се локалним властима и туристичким организацијама пружио јаснији приказ у сагледавању и валоризацији климатских елемената за потребе унапређења туристичког потенцијала
Tourism and travel at Divčibare
The nature of Serbia is a first-class tourist value, which is based, among other things, on a large number of mountains, which have different types and times of formation, tectonic structure, geological composition, extent, height and rise of the mountain mass, i.e. tourist attractions. Mountains of Serbia are often mentioned in tourism propaganda. They appear individually and in groups. They contribute to the development of various types of domestic and foreign, seasonal and year-round tourism, in organized and infrastructural well-equipped centres, which over time have formed appropriate contractive tourist zones and confirm with appropriate accommodation and catering facilities, the number of tourists, their overnight stays, health-recreational function and the corresponding manifestations. This is the mountain Maljen. This is its tourist center, Divčibare. Divčibare is less than an hour's drive from Valjevo and Požega and can be reached without difficulty. Tourist traffic in Divčibare has been observed for a long time. It is characterized by significant changes between individual years and longer periods. In the years with the best visitor numbers, more than 50,000 tourists and more than 330,000 of their overnight stays were registered in Divčibare. Domestic tourists were always more numerous than foreign ones
Demographic Aspects of Urban Shrinkage in Serbia: Trajectory, Variety, and Drivers of Shrinking Cities
Many European countries have faced the process of urban shrinkage in recent decades.
Due to the various theoretical aspects of urban shrinkage, there are numerous approaches to the
interpretation of this process. The most widely accepted of these refers to the demographic component as the starting point for defining this phenomenon, with the decline of the total population as the main indicator. The demographic shrinkage of cities in Serbia is a process that has been in place since the 1960s, with the dynamics of spatial-demographic and socioeconomic transformation during the post-socialist transition having exacerbated urban shrinkage. As a result, over 80% of urban settlements are affected by it. This paper identifies the trajectory and spatio-temporal patterns of the intensity and dynamics of urban shrinkage for the period from 1961 to 2022. The aim of this work is to show the diversity of shrinking cities and to explore the driving forces behind this process in Serbia. In this study, we conducted an analysis of population trends in 167 urban settlements in Serbia. Further analysis included the identification of contrasting spatio-temporal and demographic dynamic patterns characterized by either natural losses or out-migration. Due to the complex urban trajectories, a typology was created that distinguishes four different types of shrinking cities: continuously shrinking cities, episodically shrinking cities, recently shrinking cities, and resurgent cities. The results are important to achieving a better understanding of how patterns of local population trends change over time and space. The result will thus be a step towards explaining the main demographic factors causing population change and inter- and intra-regional differences between shrinking cities in Serbia, as well as towards examining urban renewal opportunities in the future
Sanitary landfill site selection using GIS-based on a fuzzy multi-criteria evaluation technique: a case study of the City of Kraljevo, Serbia
Adequate disposal of municipal solid waste (MSW) is one of Serbia’s most complex environmental challenges. The problem is more serious in urban areas, since large amounts of waste are disposed of in locations that do not comply with environmental, technical, and socio-economic standards. Such is the case for the city of Kraljevo, where about 116,000 inhabitants do not have a sanitary landfill facility. This research includes a multi-criteria analysis, conducted with the help of geographic information systems, to find a suitable landfill site location. After data collection, the first step was to process 15 environmental and socio-economic factors utilizing the fuzzy analytic-hierarchy process method. The second step comprised the visual analysis and selection of the ten most suitable locations from the synthetic convenience map. The third step involved the final ranking of sites by means of the fuzzy multi-objective analysis by ratio, plus the full multiplicative form method, based on four additional beneficial and non-beneficial criteria. The results show that sanitary landfill candidate site A4 is the most suitable location for constructing a sanitary landfill site due to its large area (569 ha) and relatively short distance from the urban zone (8 km). This study is the first to integrate geographic information systems and the fuzzy analytic-hierarchy process, multi-objective analysis by ratio, and the full multiplicative form algorithm for sanitary landfill selection. The results of the research can be used as a reference for safe waste disposal in the city of Kraljevo

primeru istraživanja „Promene u načinu života uslovljene pandemijom: diskursi i
prakse zaposlenih na Univerzitetu u Beogradu i Univerzitetu umetnosti u Beogradu“, koje je sproveo tim Instituta za sociološka istraživanja Filozofskog fakulteta.

Evaluation and valorization of geoheritage of the Mount Rogozna area
Due to its unique geology, relief, and extensive hydrologic network, Mount Rogozna has been chosen as a case study for the quantification of geodiversity. The study consists of two interconnected parts. The first part demonstrates the application of the geodiversity evaluation method using the geodiversity index, whereas the second part deals with the evaluation of the geoheritage objects of the studied area. The methodology for calculating geodiversity index that was applied in this research was modified due to the size of the studied area. The geodiversity index is calculated based on the number of abiotic elements and the roughness of the relief within the studied area. Mount Rogozna, with an area of 818.26 km2, has been studied and processed using a network of spatial polygons of 500 × 500 m and using different maps. The second part of the research deals with the evaluation of geoheritage objects, applying the Geosite Assessment Model. The obtained results demonstrate that geoheritage objects are not always located in places with high values of the geodiversity index. This is proven by the fact that 5 out of 7 geoheritage sites are located in areas with low geodiversity values. The obtained qualitative and quantitative data with maps showing the distribution of geodiversity can serve as a starting point for the development of a planning and management strategy, but also as the example of good practice for possible further application in the quantification of geodiversity in this part of Serbia, and beyond its borders as well
Dataset for Green Transition Policies, Stakeholders and Practices in Serbia
This dataset contributed to deliverable 4.2 Regional Mapping Report and shows the Serbian mapping. This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region.
The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5).
Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report.
This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information
Декомпозиција рецентног пораста економске активности становништва Србије
The present work decomposes the recent increase in the labour force participation rate into two factors: the contribution of the age composition, and the contribution of the age- and sex-specific labour force participation rate. After a whole decade of stagnation, the labour force participation rate in Serbia has increased by 10% between 2012 and 2021, which opened the question of the deterministic basis for an increased economic activity in case of population that is aging and declining in size. For the purpose of decomposition, the method of overall rate decomposition has been used, which is considered to be the preferred standardization method. The results have shown that both the age composition as well as the age-specific labour force participation had
a positive effect on the increase in overall economic activity. The effect of the age -specific labour force participation rates was significantly higher, contributing to more than 76% of the overall change, whereas the age composition resulted in only 22% change (25% change in case of male population, and 21% in case of female population). These findings shifted the research focus from aging population, as the key determinant of the labour force participation rate, towards the factors affecting the increase of specific age related activity rates, but also towards the need to investigate the importance of other specific activity rates (apart from the age- and sex-related ones).У раду се декомпонује рецентни пораст стопе активности становништва на допринос старосног састава и допринос стопа активности специфичних према полу и старости. После читаве деценије опадања, стопа активности становништва радног узраста у Србији је од 2011. до 2021. године порасла за 10 процентних поена, што је отворило питање детерминистичке основе повећања активности у условима опадања броја становника и старења укупног становништва. За декомпоновање пораста активности употребљен је метод декомпозиције општих стопа, који је у демографији утемељен у поступку стандардизације, а резултати су показали да је на раст економске активности становништва позитивно утицао и старосни састав и специфичне стопе. Допринос специфичних стопа активности био је значајно већи, и одговоран за више од 76% укупне промене, док је захваљујући старосном саставу остварено тек 22% разлике (25% разлике у случају активности мушког становништва и 21% разлике у активности женског становништва). Ови резултати су померили фокус истраживања са старења, као кључне детерминанте обима радне снаге, на факторе који утичу на пораст специфичних стопа активности по старости, али и потребу да се поред стопа активности специфичних према полу и старости, сагледа и значај других специфичних стопа активности
Ecological Evaluation of the Sustainability of City Forests
The Košutnjak forest in the city of Belgrade, Serbia, with an area of 259 ha, provides
ecological and social benefits to its inhabitants, but its composition has changed in the last 20 years: forest areas have decreased, people have become irresponsible towards the forest and forest soil, and forest degradation is evident. The question is whether the forest has the potential to regenerate and survive. The horizontal assessment of attributes was carried out using data from the official forest database of the administrative unit “Košutnjak (2007–2016)”, which, in conjunction with the basic forest, defines indicators of change, stability, and self-renewal, which assume sustainability and can be a useful tool for sustainable forest management. The attributes and indicators are processed on a three-level alphanumeric scale in Microsoft Excel, and the data collected and analyzed are mapped using ArcGis 9.3. The ability of forests to survive without human intervention was evaluated using the EEFS method of ecological assessment of forest sustainability, which was used for the first time in this study. The results showed that forest change was significant, stability was medium, and self-renewal was low on most sections, so forest sustainability was rated as unlikely. The EEFS method used provided results that can form the basis for a forest management strategy in the city and a platform for the long-term monitoring of forest condition
