Re-evaluating the Place Attachment Concept and Developing the New Place Relatedness Scale: Evidences from Serbia
The attachment can be directed towards the people (socially based attachment), but also
can be based on the physical characteristics of the place or other factors. People in Serbia frequently
change place of residence during educational stages or due to important family and
life events. It also depends on other factors, such as ethnicity, tradition and environmental
concerns. This study aims to re-evaluate the place attachment concept based on the well-established
triple person-process-place concept and develop a new place attachment scale and
apply. The survey included 1059 respondents. The SPSS was used for EFA relatedness calculations,
Independent T-tests, and One-way ANOVA, while R and RStudio were used for CFA analysis.
Four groups of factors were identified, leading to the development of a four-dimensional
Place Relatedness Scale (4PRS): Family and Home, Social, Community and Everyday Life, Local
Environment Bonding, Life Cycle. Certain differences were found between male and female
respondents and in regard to other socio-demographic parameters
Depopulation cluster - settlements with 20 or less inhabitants in Serbia
Rad se bavi složenom dinamikom depopulacije u ruralnim prostorima u Srbiji. Iako je tema veoma aktuelna u poslednjim decenijama, a istraživanjima su odavno utvrđeni uzroci i posledice depopulacije brojnih regija u Evropi, čini se da ne postoje sistematski pristupi u sprovođenju politike upravljanja napuštenim prostorima. Pošli smo od već poznatih faktora koji doprinose depopulaciji obuhvatajući ekonomsku, socijalnu i ekološku dimenziju. Oslanjajući se na prethodna istraživanja, istorijske trendove i statističku bazu podataka pokušali smo da kroz novu, kvantitativnu metodologiju za grupisanje napuštenih prostora u klastere kao osnovne jedinice širenja depopulacionog prostora, predstavimo depopulaciju kao prostorni proces koji ima svoju veličinu, strukturu i posledice. Cilj rada je bilo kvantitativno utvrđivanje veličine i strukture depopulacionog prostora u Srbiji nakon popisa 2022. godine. Istraživanjem su otvorena i nova polja istraživanja korišćenja depopulacionog prostora u budućnosti, ali i ponuđena izvesna rešenja kreatorima politike, istraživačima i zajednicama koje se bore sa izazovima depopulacije. Rezultati rada ukazuju na postojanje 47 napuštenih klastera u 10 administrativnih oblasti Srbije, što je za 17 više u odnosu na Popis 2011. godine. Utvrđena je dalja homogenizacija i ukrupnjavanje klastera u Topličkoj, Zaječarskoj, Jablaničkoj, Pirotskoj i Raškoj oblasti, odnosno povećanje ukupne depopulacione teritorije kao i njeno prostorno širenje ka severu države
Trend analysis and time series decomposition on hydrological profile Mojsinje in the Juza Morava River Basin
The Juzna Morava basin covers an area of 15,469 km2, its surface area and hydrological peculiarities require constant research. Imbalances of small, medium and large waters, torrential and erosive events are frequent. Average flows are statistically obtained values, which are most often used in practice when analyzing and preparing studies for further monitoring purposes The non-parametric Mann-Kendall test and Sen’s slope estimation were applied for trend observation, and the Pettit test was used to determine the breaking point in the analyzed time series. Data collected on the hydrological profile of Mojsinje (Juzna Morava) in the time interval 1961-2020 were processed The average annual flow (Qavg) is the most important hydrological indicator for observing trends in longer time series; mean monthly and seasonal flows were also analyzed. Based on the applied tests, it was determined that the water level on the hydrological profile decreases (0.70m3/s/year) without statistical significance, while the results obtained for May are the most significant (-2.10m3/s). The breaking point of the average discharges for most of the data series was recorded in the early 1980s (1982–1984), which coincides with the pluviometric regime in the basin. The analysis of seasonal hydrological events in the basin shows negative trends, most significant in winter. Green urban development in Belgrade
Most Europeans live in an urban environment, and the green future of cities is one of the most important issues for scientists and policy makers across the continent. Serbia is an EU candidate country in the process of incorporating EU legislation into national law, and environmental policy is an important part of this process. Belgrade, the dominant urban region in Serbia and its capital, should be a role model. A green future is recognized by city authorities as an important goal of urban planning and design. Moreover, the growing environmental awareness of citizens makes it necessary to create a more sustainable and livable city. In this article, we analyse the green development of the city of Belgrade, detect announcements and plans, and follow their implementation. We also raise some questions about the green urbanism in Belgrade. In recent years, construction activity in the housing sector has increased, although planning is often fragmented and guided by the profit-seeking interests of real estate investors. We ask for whom the green development is intended - is it part of sustainable development and does it improve the quality of life for city residents, or is it a mean to attract investment and increase investor profits
Assessing Urban Resilience with Geodesign: A Case Study of Urban Landscape Planning in Belgrade, Serbia
Resilient cities have emerged as novel urban ecosystems that respond to the increasing
challenges of contemporary urban development. A new methodological approach is needed to
measure and assess the degree of resilience of the urban landscape during the ongoing planning
process, considering different planning and design scenarios. Based on this consideration, the first
attempt of this study was to develop a resilience index that summarizes the application of resilience
theory in urban landscape planning. Is geodesign an appropriate tool to assess urban resilience? This
was the main research question and the topic of the workshop ”IGC—Resilient City of Belgrade” at
the Faculty of Forestry, University of Belgrade (Master Landscape Studio). The main result of this
research is a model for urban resilience assessment with IGC geodesign, which allows to measure
scenario changes through developed resilience indicators (index), which are determined by a set of
parameters (area, redundancy, diversity, porosity, carbon sequestration, edge type, edge length, etc.).
The methodological approach allows quantifying the impact of adopted innovations in geodesign
scenario proposals, which plays a crucial role in strengthening the connection between landscape
planning and design. In the context of the novel urban ecosystem, future urban landscape planning
should focus on resilience as a measure to achieve sustainable development goals, supported by
geodesign as a collaborative and spatially explicit negotiation tool

Značaj strateških i planskih dokumenata za unapređenje sistema zaštite prirode Srbije
Integralan deo savremenog sistema zaštite prirode Srbije jeste i obavezujući element planskog uređenja zaštićenog prirodnog dobra. Na osnovu ključnih sistemskih zakona iz oblasti zaštite prirode i planiranja i izgradnje, ustanovljena je ne samo normativna, već i funkcionalna i izvršna povezanost ovih sektorskih oblasti. Ovim radom biće dat pregled aktuelnih teorijskih i normativnih pristupa koji tretiraju planska dokumenta namenjena za područja koja zahtevaju poseban režim organizacije, uređenja, korišćenja i zaštite prostora i za koje je strateška procena uticaja na životnu sredinu obavezujući deo plana. Pojave i procesi kompatibilnosti i konfl iktnosti prostornog razvoja različitih sektorskih oblasti u odnosu na zaštitu prirodnih vrednosti, moguće je identifi kovati već i u samom procesu izrade dokumentacije, ali i tokom implementacije planskih rešenja. Analizom procene uticaja planskih rešenja na zaštitu prirode i životnu sredinu na primerima odabranih studija slučaja (nacionalni park Kopaonik i park prirode Zlatibor), pokušaćemo da sagledamo ključne konfliktne i kompatibilne ciljeve razvoja koji utiču na dugoročan proces unapređenja zaštite prirode na ovim područjima.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S. Environmental Audit and Ethnological Expertise of Environmental Risks of Subsoil Use in the Circumpolar Zone
Обеспечение устойчивого социального и экономического развития Арктики ставит перед недропользователями весьма высокие требования по обеспечению экологической и социальной ответственности бизнеса. Оценены позиции российских и зарубежных недропользователей в системе ранжирования по Индексу экологической ответственности в Арктике (AERI). Рассматриваются экологический аудит (ЭА) и этнологическая экспертиза (ЭЭ) как инструменты снижения и управления экологическими и социальными рисками регионов циркумполярной зоны. Обозначена перспектива применения ЭА и ЭЭ при экологической оценке новых регионов недропользования Арктики.Ensuring sustainable social and economic development of the Arctic places very high demands on subsoil users to ensure the environmental and social responsibility of business. The positions of Russian and foreign subsoil users in the ranking system according to the Arctic Environmental Responsibility Index (AERI) were assessed. Climatic regionalization of Montenegro by applying different methods of cluster analysis
To carry out an "objective" regionalization of the climate of Montenegro for the period 1961-2020, this paper used cluster analysis, which is a multivariate technique that classifies a sample of subjects (objects) based on a set of variables into a single number. Based on the results (score), several groups were separated, and similar classes (groups) were grouped into the same cluster. Annual data for mean temperature and total precipitation from 18 meteorological stations were utilized. Temperature and precipitation cluster regions were separated using three different hierarchical agglomerative methods (Unweighted Pair Group Method with Arithmetic Mean (UPGMA), Single linkage, and Ward's) and one non-hierarchical method (K-means). The Euclidean distance was used as a measure of distance for hierarchical methods, and the results were represented graphically in the form of dendrograms and thematic maps. The obtained results indicate that the singled-out temperature and precipitation cluster regions largely coincide with the established climate types in Montenegro. The cluster results further showed that the distribution of meteorological stations clearly reflects the largest part of the climatic diversity of Montenegro and indicates the spatial dimension of temperature and precipitation
An attempt to locate the Russian spatial planning system within the European planning families
Since the end of the 1980s, several studies have been conducted aiming at understanding the heterogeneity of spatial planning traditions across Europe. Over the years, such studies became more comprehensive and included many European (and not only the European Union) countries. Nevertheless, some parts of Europe (e.g., the Western Balkans or the post-Soviet countries) usually remained excluded from the mentioned studies. To mitigate this gap, the paper focuses on the case of Russia. Using a twofold methodological approach, the paper firstly examines the attributes of Russian spatial planning (through a multi-layered analysis of the socio-economic and institutional settings, the evolution of spatial planning over a century, and contemporary planning instruments and procedures of plan-making), to then compare the attributes of the Russian spatial planning system to the core features of the European planning styles. As a result, the elements of multiple distinct spatial planning styles can be traced in Russian spatial planning: land use management and regional economic planning seem to prevail, whilst comprehensive integrated and urbanism traditions are less represented but not absent. Bearing in mind the complexity of the exercise, this contribution should be considered a preliminary attempt to enlarge the existing comparative studies beyond European countries
