    Osvrt na strateško planiranje održivog razvoja nedovoljno razvijenih opština u Srbiji do 2020. godine

    Povećanje ovlašćenja lokalnih samouprava u procesu decentralizacije omogućio je efi kasnije integrisanje ciljeva održivog razvoja u proces strateškog planiranja održivog razvoja. Rad se zasniva na komparativnoj empirijskoj analizi sadržaja strategija održivog razvoja i sprovođenja procesa strateškog planiranja razvoja u ekonomski nerazvijenim opštinama Srbije. Cilj istraživanja jeste identifi kacija najčešćih propusta u izradi strategija održivog razvoja opština kao i donošenje relevantnih preporuka za unapređenje procesa. Analiza sadržaja strategija omogućila je odgovor na nekoliko ključnih pitanja: koji faktori presudno utiču na kvalitet strategija, da li je kvalitet donetih strateških dokumenata i uspešnost strateškog planiranja u korelaciji sa ekonomskom razvijenošću opština i koji su najčešći uzroci slabe implementacije strategija održivog razvoja

    Obnovljivi izvori energije u depopulacionim regijama Srbije

    Izolovane regije Srbije se odavno suočavaju sa razvojnim problemima. Među njima, postoje prostori koji su skoro u potpunosti izgubili stanovništvo, ekonomiju i funkcije kao što je to slučaj sa napuštenim klasterima – katastarskim opštinama na teritorijama Zaječarskog, Pirotskog, Jablaničkog, Topličkog, Pčinjskog, Raškog i Zlatiborskog okruga. Novi popis stanovništva je ukazao na dalje proređivanje naseljenog prostora u navedenim okruzima, odnosno proširivanje depopulacionog prostora. Međutim, iako retko naseljeni ili nenaseljeni, na njima i dalje postoji resursna osnova za pojedine privredne grane kao što je energetika. Dva cilja ovog rada su bila: a. da se analiziraju i izdvoje lokacije sa najvećim potencijalom za dobijanje energije iz OIE putem solarnih elektrana i vetrogeneratora na depopulacionim prostorima kao i b. utvrđivanje ograničenja za takve projekte iz ugla zaštite životne sredine u zaštićenim prirodnim dobrima koja se nalaze na depopulacionim prostorima.     Evaluation of Rainfall Erosivity in the Western Balkans by Mapping and Clustering ERA5 Reanalysis Data

    The Western Balkans (WB) region is highly prone to water erosion processes, and therefore, the estimation of rainfall erosivity (R-factor) is essential for understanding the complex relationships between hydro-meteorological factors and soil erosion processes. The main objectives of this study are to (1) estimate the spatial-temporal distribution R-factor across the WB region by applying the RUSLE and RUSLE2 methodology with data for the period between 1991 and 2020 and (2) apply cluster analysis to identify places of high erosion risk, and thereby offer a means of targeting suitable mitigation measures. To assess R-factor variability, the ERA5 reanalysis hourly data (0.25° × 0.25° spatial resolution) comprised 390 grid points were used. The calculations were made on a decadal resolution (i.e., for the 1990s, the 2000s, and the 2010s), as well as for the whole study period (1991–2020). In order to reveal spatial patterns of rainfall erosivity, a k-means clustering algorithm was applied. Visualization and mapping were performed in python using the Matplotlib, Seaborn, and Cartopy libraries. Hourly precipitation intensity and monthly precipitation totals exhibited pronounced variability over the study area. High precipitation values were observed in the SW with a >0.3 mm h−1 average, while the least precipitation was seen in the Pannonian Basin and far south (Albanian coast), where the mean intensity was less than an average of 0.1 mm h−1. R-factor variability was very high for both the RUSLE and RUSLE2 methods. The mean R-factor calculated by RUSLE2 was 790 MJ mm ha−1·h−1·yr−1, which is 58% higher than the mean R-factor obtained from RUSLE (330 MJ mm ha−1·h−1·yr−1). The analysis of the R-factor at decadal timescales suggested a rise of 14% in the 2010s. The k-means algorithm for both the RUSLE and RUSLE2 methods implies better spatial distribution in the case of five clusters (K = 5) regarding the R-factor values. The rainfall erosivity maps presented in this research can be seen as useful tools for the assessment of soil erosion intensity and erosion control works, especially for agriculture and land use planning. Since the R-factor is an important part of soil erosion models (RUSLE and RUSLE2), the results of this study can be used as a guide for soil control works, landscape modeling, and suitable mitigation measures on a regional scale

    Evaluating Farm Tourism Development for Sustainability: A Case Study of Farms in the Peri-Urban Area of Novi Sad (Serbia)

    Farm tourism is often considered a form of tourism whose main characteristic is sustainability. Nevertheless, the existing literature also provides a partial approach, where the development of farm tourism is analyzed within the context of sustainable development and crisis situations, such as the COVID-19 pandemic. The aim of the paper is to analyze environmental, social, and economic factors as vectors for the sustainable development of farm tourism by applying a specially designed SFT model. An empirical study was carried out on a sample of nine farms in the peri-urban area of the city of Novi Sad (the Republic of Serbia). Sustainable development was analyzed using dynamic social, economic, and environmental indicators with the aim of finding a model that could be used to ensure more stable economic income for the population, social equality, and environmental protection. By applying the SFT model, it was determined that the current position of farm tourism is not fully compliant with the aims of sustainable development due to its clearly dominant economic dimension and less developed social and environmental sustainability. The results were further analyzed with the aim of achieving a balanced development of farm tourism, which needs to be based on the continued application of the concept of sustainability. The results could be used by public and private institutions in the tourism sector, as well as creators of legal regulations and strategies in the field of sustainable and rural tourism, with the aim of further developing and improving its sustainability

    Prostorna organizacija i razvoj turizma u Toplici: železnička pruga kao potencijalni turistički itinerer

    U periodu tranzicije došlo je do stagnacije i propadanja industrije kao dominantne privredne delatnosti u Topličkom okrugu. Početkom XXI veka, privredni razvoj okruga, strateški se oslanja na uslužne delatnosti, pre svega turizam, od kojeg se očekuje da multiplikativnim efektima podstakne razvoj ovog, nedovoljno razvijenog okruga, i omogući egzistenciju malobrojnom stanovništvu. Neravnomerni raspored turističkih lokaliteta, zona i aktivnosti na prostoru okruga, odnosno koncentracija istih na prostoru Kuršumlije, zahteva unapređenje prostorne organizacije turizma u cilju alokacije turista i uravnoteženog razvoja okruga. Hipoteza rada je da prostorna grupacija turističkih lokaliteta uz železničku prugu Prokuplje-Kuršumlija-Merdare i turistička atraktivnost pruge, omogućavaju formiranje kombinovanog turističkog itinerera i razvoj novih oblika turizma. Potencijalni Toplički turistički itinerer povezao bi zonu okružnog centra Prokuplja i brda Hisar sa turističkom zonom Radan-Kosanica-Đavolja varoš, što bi omogućilo celovit obilazak okruga. U cilju potvrđivanja hipoteze, u radu su opisane i prikazane sve turističke vrednosti železničke pruge i turističkih punktova (lokaliteta) u njenoj zoni. Prostornom analizom ukazano je na stepen koncentracije/grupacije turističkih punktova i zona u neposrednoj zoni pruge, što omogućava njihovo kombinovanje, povezivanje i formiranje turističkog itinerera. Kako je danas prostorna organizacija turizma značajan segment ukupnog privrednog razvoja, predložen je koncept prostorne organizacije turizma, zasnovan na formiranom turističkom itinereru. Ovako koncipirana prostorna organizacija turizma, doprinela bi očuvanju prirode i životne sredine usled smanjenja koncentracije turista u samo jednoj zoni.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.     The demographic approach to the quality of official ethnicity data in Serbia - a research proposal

    Demographic studies of the population by ethnicity are gaining new significance. Emigration, intensive aging, and declining fertility have caused changes in demographic trends, particularly in communities of different ethnic backgrounds. Ethnodemographic trends are mostly observed through the lens of official ethnic statistics. The most important factor regarding data quality is the approach towards subjective criteria in the self-declaration of ethnic affiliation in censuses and vital statistical surveys. This paper presents examples of statistical deviations of demographic indicators based on official data on ethnicity and introduces a proposal for research into their quality and use value. Our research proposal is based on previous demographic analyses of ethnicity data and focuses on the demographic framework of statistics of ethnicity in Serbia through data quality analysis. We contend that the results presented in the paper constitute a sufficient argument for a broader methodological discussion regarding the necessity of demographic research into ethnicity data to create a “more objective” demographic picture of minorities. Examining the quality of ethnicity data is very important for analysing indicators of statistically variable minority ethnic groups. The results of the research can form the basis for reviewing the data sources on which policies towards ethnic minorities are formulated

    Geoekološko vrednovanje reljefa Odorovskog polja primenom GIS-a

    U radu je detaljno analizirano kraško polje u istočnoj Srbiji sa ciljem vrednovanja terena za potrebe turizma, rekreacije i izgradnje infrastrukturnih objekata. Primena GIS-a u geoekološkom vrednovanju reljefa Odorovskog polja omogućava efikasno prikupljanje i organizovanje prostornih podataka, čijim se kombinovanjem i analizom identifikuju područja sa posebnim geološkim karakteristikama, kao i potencijalne lokacije za turističke objekte i infrastrukturu. Takođe, omogućava donošenje relevantnih odluka o razvoju turističkih destinacija i efikasno planiranje izgradnje objekata u skladu sa geološkim karakteristikama i zahtevima očuvanja prirode. Pored toga, može se koristiti i za identifikaciju i analizu rizika koji mogu uticati na turističke aktivnosti i izgradnju objekata. Kroz integraciju prostornih podataka i analitičkih alata, GIS pruža informacije potrebne za precizne odluke i održivo planiranje, što rezultira unapređenju upravljanja i optimalnim korišćenjem potencijala ovog područja u turističke i druge svrhe.Urednici: Dejan Filipović, Velimir Šećerov, Dejan S.     Influence of the COVID-19 pandemic on global tourist movement

    Пандемија ковида-19 је највећи изазов са којим се свет суочио у периоду од Другог светског рата, задајући погубан ударац глобалном туристичком привређивању и кретању туриста. Туризму су неопходне отворене границе, те стабилни политички, социо-економски и, пре свега, здравствено-безбедносни услови. Суноврат такве стабилности на глобалном нивоу почетком 2020. године довео је, de facto, до потпуног замирања туристичких кретања. У раду се анализирају негативне последице поменуте пандемије на глобално туристичко привређивање, као и покушаји/мере адапатације јавног и приватног сектора, на драстично погоршане услове развоја туризма настале током протекле две године. Такође се разматрају већ присутне, али и очекиване промене на туристичком тржишту које ће се манифестовати у пост пандемијском периоду. Током протекле две деценије, већина експерата је у својим истраживањима и проценама наводила да ће будућност туризма, највећим делом, зависити од дејства екстерних чинилаца – као што су промене животне средине (пре свега климатске промене), здравствена ситуација, социоекономски услови и стилови живота, а мањим делом, од управљачког механизма који користе менаџери туристичких дестинација и привредни субјекти. Чини се да је пандемија ковида-19 својим погубним дејством управо потврдила овакве процене.The COVID-19 pandemic is the biggest challenge the world has faced since World War II, dealing a devastating blow to global tourism and tourist movement. Tourism needs open borders, and stable political, socio-economic and, above all, health and security conditions. The collapse of such stability at the global level at the beginning of 2020 led, de facto, to the complete cessation of tourist movements. The paper analyzes the negative consequences of the mentioned pandemic on the global tourism business, as well as attempts/measures to adapt the public and private sector to the drastically worsened conditions of tourism development that have occurred in the past two years. The already present, but also expected changes in the tourist market, which will be manifested in the post-pandemic period, are also considered. Over the past two decades, most experts have stated in their research and assessments that the future of tourism will largely depend on the action of external factors – such as environmental change (especially climate change), health situation, socio-economic conditions and lifestyles, and to a lesser extent, on the management mechanism used by managers of tourist destinations and economic entities.     Repeatability Cycles of River Discharges: Can We Identify Discharge Patterns? a Case Study of the South Morava River (Serbia)

    Water scarcity, unequal access to water resources, and the impact of climate change on water availability are among the major global environmental concerns. As dynamic and vulnerable water subjects, rivers are constantly exposed to the pressure of natural conditions variability (primarily climatic) and direct anthropogenic influences. Therefore, it is necessary to investigate river regime dynamics over longer periods to adapt the water management sector, and human demands to any observed variations in river discharge. Observing the periodicity or cyclicity of the occurrence of certain discharge values is an important topic of modern physical geography and hydrology research. Statistics and hydrologic modelling provide great opportunities for observing cyclicality and forecasting future trends. The aim of this paper is to indicate the importance of specific statistical methods of autocorrelation and spectral analysis to study the repeatability of mean annual and maximum discharges. The South Morava River in Serbia (HS: Mojsinje, Korvingrad, Grdelica) has been selected as a case study. The obtained results (period: 1924-2021) indicated the significant cyclicity of mean annual discharges, especially pronounced at the upstream hydrological station Grdelica (3.5-year cycle) and downstream hydrological station Mojsinje (19.5-year cycle). These cyclicities are mostly influenced by variations in the amount of precipitation received from the upper part of the river basin (R > 0.6). In contrast, no regular cycles of maximum annual discharge values were determined in the studied period. The obtained results can be important for future detailed geographic and hydrologic studies as well as for the development of strategies and plans in the field of water management, environmental protection, spatial planning, prevention of floods and droughts, etc
