The Constitutional Position of the Federal President in Switzerland
No full textThe aim of the article is to define the constitutional position of the Federal President in Switzerland in the context of the relationship between him and the Federal Council. It discusses the origins of the institution, the mode of election and the scope of competences of the Federal President. As it results from the analysis, the Federal President exercises the scope of competences assigned to him only as the chairman of the Federal Council. The Federal President does not have any authoritative competences that would result from the constitution. He only performs ceremonial and organizational functions that enable the proper performance of tasks by the Federal Council. Thus, it should be recognized that in Switzerland there is a collegial head of state, which is the Federal Council. It performs the constitutional functions of the government and the head of state, which are separated in other countries.Celem artykułu jest określenie pozycji ustrojowej Prezydenta Federalnego w Szwajcarii na tle relacji łączącej go z Radą Federalną. Omówiono w nim genezę instytucji, tryb wyboru i zakres kompetencji Prezydenta Federalnego. Jak wynika z przeprowadzonej analizy, Prezydent Federalny realizuje przypisany mu zakres kompetencji wyłącznie jako przewodniczący Rady Federalnej. Prezydent Federalny nie dysponuje kompetencjami o charakterze władczym, które wynikałyby z konstytucji. Pełni jedynie funkcje ceremonialne oraz organizacyjne, umożliwiające właściwe wykonywanie zadań przez Radę Federalną. Tym samym uznać należy, że w Szwajcarii występuje kolegialna głowa państwa, którą jest Rada Federalna. Wykonuje ona funkcje ustrojowe rządu i głowy państwa, które w innych państwach są rozdzielone
Pedagogika sztuki, a może jednak pedagogika estetyczna?
No full textThe paper contributes to the discussion on the process of making the pedagogic and aesthetic discourse an academic discipline. The concept of art pedagogy developed by Dariusz Kubinowski serves as the reference point for the analysis. In the text, the author highlights the possibility of adopting a broader approach – going beyond the field of art – to the research focus of the emerging sub-discipline which is perceived as the next stage in the scientific reflection on the issue of aesthetic education. The arguments supporting this possibility will be drawn from traditional approach to aesthetic education and the achievements of contemporary aesthetics and empirical aesthetics, which are crucial for the ongoing discussion. At the same time, the author proposes to use the term “aesthetic pedagogy.” Adoption of a broader research focus, on the one hand, creates an opportunity to consolidate within the sub-discipline the existing research findings of educators exploring the aesthetic dimensions of reality in relation to upbringing/education, while on the other, it opens up new areas for inquiry.Artykuł jest głosem w dyskusji na temat procesu dyscyplinaryzacji dyskursu pedagogiczno-estetycznego. Punktem odniesienia dla przeprowadzonej analizy jest koncepcja pedagogiki sztuki autorstwa Dariusza Kubinowskiego. W niniejszym tekście autorka wskazuje na możliwość szerszego – wykraczającego poza obszar sztuki – ujęcia przedmiotu zainteresowania wyłaniającej się subdyscypliny, postrzeganej jako kolejny etap naukowej refleksji nad problemem wychowania estetycznego. Argumenty wspierające powyższą możliwość zostaną wywiedzione zarówno z tradycji wychowania estetycznego, jak i osiągnięć współczesnej estetyki oraz estetyki empirycznej jako kluczowych dla prowadzonych rozważań. Jednocześnie autorka proponuje stosowanie nazwy „pedagogika estetyczna”. Przyjęcie szerszego przedmiotu badań stwarza, z jednej strony, szansę skumulowania w ramach subdyscypliny dotychczasowych ustaleń badawczych pedagogów zgłębiających estetyczne wymiary rzeczywistości w relacji do wychowania/edukacji, z drugiej – otwiera na nowe obszary dociekań

Targeting Education in NGOs: Supporting the Implementation of Social Innovations
No full textNon-governmental organizations (NGOs) address social issues through proven services or social innovations (SI). This study examined whether NGO type (implementing vs. non-implementing SI) and member status (leader vs. non-leader) influence attitudes toward SI. Using the Inventory of Attitudes Toward Social Innovation (IATSI), data from 226 randomly selected Polish NGO members were analyzed with a two-factor ANOVA model. Results showed that only the implementation of innovations affected attitudes, not member status. These findings challenge assumptions about the role of organizational position and suggest educational programs for NGO members should focus on fostering positive attitudes toward SI rather than differentiating by status

No full textW związku ze wzrostem znaczenia sztucznej inteligencji w codziennym życiu wielu obywateli w ramach badania sprawdzono możliwości wykorzystania ChatGPT do upraszczania zaleceń lekarskich zawartych w kartach informacyjnych z leczenia. Celem badania było ustalenie, czy zalecenia lekarskie wygenerowane przez ChatGPT w oparciu o autentyczne zalecenia z 20 kart wypisowych są bardziej zrozumiałe dla przeciętnego pacjenta i czy uwzględniają zasady prostego języka medycznego. Poziom zrozumiałości tekstów sprawdzono przy pomocy aplikacji Jasnopis. Analiza poszczególnych cech uproszczonych tekstów została przeprowadzona w oparciu o znane z literatury zalecenia dla prostego języka medycznego. Badania wykazały, że przy pomocy ChatGPT można znacząco uprościć zalecenia lekarskie, jednakże uproszczone teksty nie są w pełni zgodne z zasadami prostego języka medycznego, m.in. w odniesieniu do terminologii specjalistycznej.With the increasing importance of AI in the daily lives of many citizens, the study examined the potential of using ChatGPT to simplify medical recommendations contained in treatment information sheets. The analysis aims at determining whether ChatGPT-generated medical recommendations based on authentic medical recommendatoons from 20 discharge cards are more understandable to the average patient and whether they follow the principles of plain medical language. The comprehensibility level of the texts was checked using the Jasnopis application. The individual features of the simplified texts were examined based on the scientific recommendations for plain medical language. The study has shown that medical recommendations can be significantly simplified with the help of ChatGPT; however, the simplified texts do not fully comply with the principles of plain medical language, e.g., with regard to specialised terminology
Ten Years of China’s Belt and Road Initiative in Central Asia: The Critical Assessment and Future Directions
No full textThis paper looks at how China’s use of the Belt and Road Initiative (BRI) in its policy towards Central Asia (CA) has changed since 2013 and what this change signalizes regarding China’s use of the BRI at international forums. To answer these research questions, the paper focuses on Central Asia – once dubbed “the first strand of the BRI” (R. Pantucci); the region where China has “tested” many institutions of its international engagement; and where the BRI was introduced in 2013. To answer the research questions, this study draws from analyzing literature and sources in Russian, Chinese, English, and Polish. This study is primarily empirically oriented. This study finds that at its 10, the BRI will focus on connectivity, clean energy, and new technologies. It also finds that despite the high profile of the Green BRI and many relevant agreements, only a fraction of projects are branded “Green BRI.” It thus argues that the BRI has served as a legitimizing “umbrella” label for various Chinese policy initiatives, which are realized via other cooperation formats

No full textW tekście zaprezentowano nieznane informacje na temat działalności warszawskiej firmy „W. Golińska”, specjalizującej się w handlu artykułami wyposażenia wnętrz i galanterią. Przedsiębiorstwo o XIX-wiecznym rodowodzie na początku lat 30. XX w. przeszło transformację, która zdefiniowała jego późniejszą pozycję na rynku dóbr luksusowych. Sklep przeniesiono wówczas z budynku Teatru Wielkiego do nowoczesnego lokalu przy ul. Mazowieckiej, wymienianego dziś wśród sztandarowych przykładów warszawskiego modernizmu we wnętrzach handlowych, a jego otwarcie reklamowano eksperymentalnym filmem Drobiazg melodyjny, zrealizowanym przez Franciszkę i Stefana Themersonów. Analiza tekstów źródłowych i dostępnych materiałów ikonograficznych umożliwiła próbę umiejscowienia działalności firmy w obszarze polskiej sztuki stosowanej i przemysłu artystycznego lat 30. XX w. W odpowiedzi na intensyfikację tendencji regionalistycznych, wraz z przeprowadzką firmy „W. Golińska” w jej ofercie dokonał się wyraźny zwrot w kierunku promocji wytwórczości krajowej. Ustalono, że ówcześni właściciele przedsiębiorstwa, mający własne doświadczenia w zakresie produkcji przedmiotów użytkowych, współpracowali z lokalnymi manufakturami i fabrykami, a także bezpośrednio z artystami. Komercyjny charakter przedsiębiorstwa, nowoczesne podejście do promowania biznesu, a przede wszystkim estetyka oferowanych przedmiotów – w dużej mierze nawiązujących do stylu międzynarodowego – wyróżniały działalność firmy na tle ówczesnych inicjatyw o podobnym charakterze.The text presents hitherto unknown information on the activities of the Warsaw-based company “W. Golińska”, a specialist firm trading in interior furnishings and fine accessories. Established in the 19th century, in the early 1930s the company underwent a transformation that defined its later position on the luxury goods market. In the process, the shop was relocated from the Grand Theatre building to modern premises at Mazowiecka Street, today identified among the flagship examples of Warsaw modernism in retail interiors, and its opening was advertised with an experimental film Drobiazg melodyjny made by Franciszka and Stefan Themerson. An analysis of the source texts and available iconographic material made it possible to attempt to situate the company’s activities in the area of Polish applied arts and the art industry of the 1930s. After the relocation, the offer of the “W. Golińska” company clearly shifted towards the promotion of domestic manufacturing; this was done in response to an increase in regionalist tendencies. The research has permitted to establish that the then owners of the company, who possessed their own experience in the production of utilitarian objects, collaborated with local manufactures and factories, as well as directly with artists. The commercial nature of the company, the modern approach to business promotion and, above all, the aesthetics of the items on offer, very much in keeping with the international style, made the company’s activities stand out from similar initiatives of the time

No full textIn this article, I discuss the issue of the meaning of care of the self as a challenge for modern man and for education. Care of the self becomes particularly important in a world of uncertainty, undefined threat, and change, which is not based on permanent moral, axiological, and semiotic foundations. In this chaos, a question emerges of how the journey from the self to the Self looks like and how this “second” Self is understood. The considerations in the article will focus on the thesis that openness to dialogue with oneself and others, which is based on parrhesia, plays an important role in constructing the identity of a modern man. In this dialogue, an individual can get to know himself and be himself at the same time. By conducting a dialogue with others, we show who we are, what values are important to us, and at the same time we learn to recognize other perspectives presented by our interlocutors. This is a manifestation of the care of the self and others, which the ancient world called for. However, in the modern world, this is a difficult task to accomplish due to the lack of clear moral references, the ubiquitous phenomenon of contempt and hatred for differences, and the loss of the ability to conduct argument-based dialogue. In this aspect, education plays a key role, as it should prepare individuals for constructive self-training.W artykule poruszam problem znaczenie praktyki troski o siebie jako wyzwania dla współczesnego człowieka oraz dla edukacji. Troska o siebie nabiera szczególnego znaczenia w świecie niepewności, niedookreślonego zagrożenia, płynności, który nie bazuje na trwałych i niezmiennych fundamentach moralnych, aksjologicznych oraz semiotycznych. W tym chaosie pojawia się pytanie jak obecnie wygląda podróż od siebie do Siebie i jak „to drugie” siebie jest rozumiane. Rozważania prowadzone w artykule, koncentrować będą się wokół tezy, iż dla konstruowaniu się tożsamości współczesnego człowieka istotną rolę odgrywa otwartość na dialog ze sobą i z innym, który oparty jest na parezji. W tym dialogu jednostka może poznać samego siebie i jednocześnie być sobą. Prowadząc dialog z innym, ukazujemy, kim jesteśmy, jakie wartości są dla nas ważne i uczymy się jednocześnie uznawać inne perspektywy, prezentowane przez naszych rozmówców. Jest to przejaw troski o siebie i innych, do którego nawoływał świat antyczny. Jednak we współczesnym świecie, jest to zadanie trudne do realizacji, ze względu na brak jednoznacznych moralnych odniesień, wszechobecne zjawisko pogardy i hejtu dla odmienności oraz zatracanie umiejętności prowadzenia opartego na argumentach dialogu. Theoretical foundations of research on popular legal culture among students of pedagogy, social work and teachers - research and application perspective
No full textTekst jest pierwszym z cyklu, który Autorki wydadzą w związku z badaniami nad popularną kulturą prawną, realizowanymi w ramach grantu z programu pilotażowego Akademia Liderów Innowacji, organizowanego przez Centrum Przedsiębiorczości Akademickiej i Transferu Technologii Uniwersytetu Mikołaja Kopernika w Toruniu. Celem badań, zarówno w sferze teoretyczno-badawczej, jak i praktycznej, jest opracowanie wdrożenia społecznego w postaci nowoczesnych narzędzi do edukacji prawnej dla wybranych grup beneficjentów (e-book, aplikacje internetowe). Badania realizowane są na potrzeby opisu w ramach III kryterium ewaluacyjnego: wpływ działalności naukowej na funkcjonowanie społeczeństwa i gospodarki. Badania mają charakter interdyscyplinarny; ulokować je można na styku kilku subdyscyplin pedagogicznych, tj. pedagogiki ogólnej, andragogiki i pedeutologii. Wpisują się one również w nurt pedagogiki prawa, którą umiejscowić należy w strukturze nauk pewnych.The text is the first in a series of studies on popular legal culture. The research is carried out as part of a grant from the Innovation Leaders Academy pilot program. Organizer: Center for Academic Entrepreneurship and Technology Transfer of the Nicolaus Copernicus University in Toruń. The aim of the research, in the theoretical, research and practical spheres, is to develop social implementation. The implementation will include modern tools for legal education for selected target groups (e-book, internet applications).
The research is carried out for the purposes of description under the third evaluation criterion: the impact of scientific activity on the functioning of society and the economy.
The research is interdisciplinary; are on the border of several pedagogical subdisciplines: general pedagogy, andragogy and pedeutology. They are also in the mainstream of legal pedagogy, which takes place in the structure of legal sciences
