Cultural Form of Manifestation of Value Models in the Interaction of Personal Values and Social Structures
Value models in society are often positioned as key factors in the formation of interpersonal interaction. In this regard, the process of forming a value model should be considered based on the pattern of social interaction. In cultural studies, as in other socio-humanities, such an internal branch of knowledge as cultural axiology was also formed. In general, cultural axiology is correlated with the implementation of the value approach as a general scientific approach. However, in cultural studies, this approach has its own specifics. The use of a value-based approach in cultural studies allows highlighting the inner side of the relationship between an individual and society. The scientific novelty of the study is determined by the structural content of the formation of values and their correlation with the practical values of the development of the social system. The authors show that the main importance is achieved through the interaction between the paradigm of social development and the expectations of the population in the process of spreading state or public ideology. The paper defines that the main goal remains to determine the possibility of adapting the social value model and the global cultural paradigm. The practical significance of the study is determined by the need to adapt post-structural social development and mitigate the transformation of the paradigm of social development in crisis socio-political periods
Non-Authentic Property Declaring as a Qualifying Feature of a Corruption Offense: The Experience of Eu Countries
Declaring property is a method of fighting and preventing corruption. Making it mandatory to provide information about the property causes a number of problems that are related to the inaccuracy of the declaration information. European Union (EU) countries have different approaches to providing information and property information. Significant differences in the requirements for declaring income and assets were revealed. It was done on the basis of the data analysis. The systems of declaration and verification of information on the property of Central and Eastern European (CEE) countries were studied in this work. The difference in the procedures of verification of authenticity and establishment of responsibility in case of detection of violation is determined. It is determined that smaller sanctions have been imposed in the countries of Central and Eastern Europe with a higher level of corruption. Sanctions mainly relate to the imposition of fines. In Greece, penalties for administrative fines vary considerably in the number of fines and, in some cases, it might be imprisonment for up to 10 years. The system of verification of declarations also varies significantly within Central and Eastern Europe: from verification of declarations, in particular randomly or automatically, the usage of risk assessment methodology for inaccurate information of the declarant to the notification of unjustified amount of property. It is determined that the inspection takes place as a result of bringing a person to justice in 6 countries
Law and Person: Modernity and Forecasting
This study will investigate the efficiency of law, considering the relevant objective and subjective factors. The authors would like to emphasise that in no case this publication is intended to cast doubts on the universality of legal provisions, but rather, on the contrary, to emphasise it; as well as to emphasise what modern law must demonstrate nowadays, so that no such doubts arise in relation to this paper. The law itself is not effective – it is free people, who are subjects of law in their relations. A free person is an intelligent being who has the will, the gift of thinking, is capable of producing tools and can consciously use them. However, the mere biological in human does not define it as a person. Personality is described by a combination of biological content and social qualities. That is why the latter acts as a legal subject that embodies the legal existence, the principle of law, and acts as its carrier and implementer. An important issue in this context is the clear delineation of concepts such as progress, progressive change, and the usual (appropriate) standardisation, the proper performance of a certain phenomenon of its mandatory functions. In this study, the authors will try to answer the extent to which the law demonstrates its relevance in the life of the average person, civil society, the state to address certain contemporary issues

At the same time, based on the results of this study, it is suggested that in the near future the number of investigations and appeals to the court on issues related to the professional activities of medical workers carried out during the spread of the pandemic will increase.
Informally Self-Employed in Russia: Attitude to Formalization (On the Example of Saint Petersburg)
The paper examines the attitude to the formalization of informally self-employed in Russia on the example of the city of St. Petersburg. The authors proceeded from the position that this social group is heterogeneous, and different characteristics of representatives of this social group affect the attitude to the formalization of their economic activity. The negative attitude to formalization of representatives of this social group was revealed on the surface. However, this negative attitude among different subgroups of informally employed people turned out to be different. The results of the study show that different age groups of informally self-employed people react differently to government initiatives regarding registration of such activities. The presence or absence of social status in the sphere of formal employment, which many self-employed people combine with informal economic activity, proved to be a significant social characteristic in forming the attitude of the informally self-employed to formalization. Thus, the great value has stability of the institutional framework of formal self-employment generated by the state, and the state’s determination to follow its promises given to informally self-employed, so that this social group formalized its economic activity. It was found that a fairly large proportion of the informally self-employed took up a waiting attitude towards the state’s initiatives to formalize the economic activities of this social group. This paper will be useful for representatives of Russian state authorities who are developing measures of socio-economic policy in relation to informally self-employed citizens
