The Reports of the Russian Empire Officials on the Semirechye Region: A Historiographic Analysis
The paper describes the process of scientific substantiation of the Russian Empire's preliminary preparation for the colonisation of the Kazakh steppes in the second half of the 19th century. The purpose of the paper is to analyse the political, as well as the economic situation (development of animal husbandry and agriculture) in the Semirechye region based on sources compiled with the help of the works of military officials of 19th century tsarist Russia. The paper also provides an assessment and comparative analysis of the subjective characteristics of historical sources on the region development. Considering the study of the region until the end of the 19th century, the authors have found that Semirechye was of interest for the Russian Empire in terms of the presence of important natural resources. Based on the methods of scientific research, we also identified the relationship between the ethnographic, political and economic development of the region. In general, the paper shows the importance of the reports of military officials as valuable primary sources of information
Supra-Word Units with a Turkic Component
The article presents an analysis of Turkic borrowings in the semantic aspect, particularly features of their functioning within set expressions. The materials for the study are academic dictionaries of the Russian literary language published from the 18th to the 20th centuries. These sources were chosen because the lexical variety of the language becomes, at a particular stage of its development, reflected in lexicographic sources, and most comprehensively – in explanatory dictionaries. This type of reference books is aimed at most fully comprise the everyday vocabulary of a literary language. Comparing the lexicographic sources of various periods, as well as a comparative analysis of the Turkic units contained in them, allows tracing the life of a borrowed word in a language and the stages of its assimilation in the receiving language, and identifying the features of functioning of the Turkic layer in the Russian vocabulary. Supra-word units with a Turkic component are also analyzed from the viewpoint of their lexicographic registration, i.e., in compliance with the parameter indicated in explanatory dictionaries. It was found that during their functioning in the Russian language, Turkisms broaden their sphere of usage and occur within phraseologisms, some of them being registered as early as in the 18th – 19th centuries
Economic Analysis Positioning of Risks at the Stages of Company Development
The purpose of the article is economic analysis and compare the organization's risks to the stages of the life cycle according to I. K. Adizes. This paper uses risk classifications of V. S. Romanov and Microsoft. Based on the description of each stage of the organization's development, an attempt is made to systematize risks at each stage of the company's life cycle according to the model of Yitzhak Adizes. In addition, risk maps have been drawn up for the company's development stages. The authors of the article argue the need for this research by the fact that at the moment risk management in companies occurs without taking into account the life cycle, respectively, those groups of risks that are characteristic of the stage of development of the company are overlooked. This is why life-cycle risk management is necessary: companies will have a list of risks that are specific to the stage of development of the organization
Uncovering Partnership among Village Stakeholders in Village Governance: An Evidence from East Java, Indonesia
This study uncovers the partnership interactions that occur in village government in East Java and aims to determine the partnership, described and explained in the form of a quadrant-type of analysis through two dimensions of Government and Non-partnership. The existence of two institutions (village government and BPD) that carried out village governance requires a robust partnership and mutual interactions among both in the implementation of their activities, the pattern of partnership relations itself has become a trend in public administration and good governance practices, where partnerships are considered capable of increasing the effectiveness of governance in the provision of public services. The data analysis used in this research is descriptive quantitative by measuring the mean of two dimensions, so that it can describe the quadrant that explains the partnership relationship between the two institutions. The results of this analysis indicate that the partnership relationship that occurs occupies the partnership quadrant, meaning that there is a high alliance between the two institutions
Tendency of Investment Economy Formation
The relevance of the topic is caused by the need to identify trends and characteristics of the investment economy formation in the face of the external economic environment new challenges. The article’s main aim is to develop recommendations for optimizing the directions of the state economic policy in the field of investment activity development. The research is based on an analysis of the current situation and the identification of trends in the formation of Russia's investment economy and its regions. The study's novelty is to identify trends and characteristics in the investment economy formation in the regions of Russia and formulate development sectors in the Republic of Tatarstan. The main results of the study are as follows: issues of the preconditions for the formation of investment activity in the country's economy are examined, as well as macroeconomic indicators that form the financial foundations of the investment economy, the main directions for improving investment attractiveness are identified and proposed, including the use of the advantages of geographical and geopolitical position, increasing the economic, social and political level of development, improving the state of the environmental situation and demographic situation
Genre Strategy of Modern Russian-Language Poetry in Kazakhstan
At the end of the 20th century, the poetry of Kazakhstan made a great stride forward, which can be compared with the ideas of the cultural revolution. Unlike Russian poetry being changed throughout the 20th century, Kazakh poetry has made a breakthrough in its development only for the last two decades, allowing it to fit the conventions of modern world poetry. The present article aims at revealing the features of the functioning of the Russian-language poetry of Kazakhstan at the end of the 20th – the beginning of the 21st century. The authors of the article define those changes that have occurred in the genre strategy of modern poetry in Kazakhstan. The genre canon is generally accepted as one of the essential manifestations of the dialogue between different texts, being a kind of recognizable quote; simultaneously, it is deformed in the works by poets of the beginning of the 21st century. The transformation of genre traditions and canons engenders a unique phenomenon in modern poetry of Kazakhstan – "the poetry of philosophers." The poets such as Sergei Kolchigin, Indira Zaripova, Zhanat Baimukhametov tend to be attributed to this category. Also, modern Russian-language poetry is distinguished by the aspiration for collecting incredibly lyrical emotion and the same "extreme" interest in extra-literary events within the boundaries of one text. All these features bespeak the formation of another poetics in modern literature of Kazakhstan
The Arabic Root and the Peculiarities of Its Language Categorization (Structure and Inflection)
This article discusses the peculiarities of the Arabic root, its phonemic structure, and morphological categorization. The pure appearance of the Arabic root in language categorization allows you to separate the onomatopoeic feature of inflectional structure and phonetic rules of the Arabic language by which the root is categorized. This phenomenon of meaningful consonant phonemes in the Arabic roots makes the theory of onomatopoeia practicable not just only in Arabic but also in other Semitic languages. Moreover, the first consonant of an Arabic root usually contains the word's primary, essential meaning, and the second and third lookup. Also, in this work, it is noted that the grammar of the Arabic language has many features aimed at preserving the “purity” of the language and ensuring its continuity. It means that Arabic grammar is working as a trusted keeper of Arabic; therefore, the rules of this phenomenon are well prepared by old Arab grammarians. The Arabic root can show very useful organized peculiarities making Arabic so easy to understand and makes the Arabic words formed systematically. The article reveals “the Arabic law of language self-defense” and its basic rules, such as the principle of progressive language categorization
Responsibility for Illegal Use of Trademarks: International and Interstate Aspects
A trademark is a widespread means of product individualization, which allows you to draw attention to the product, its manufacturer, or the seller. In fact, Goods, works, service individualization tools in the Russian Federation are the outcome of mental activity. Trademark registration makes it possible to form an easily recognizable brand and use it in order to sell it successfully among similar products. A manufacturer, promoting his product on the market, spends money on advertising, and increases the attractiveness of his products. Unscrupulous entrepreneurs are very tempted to produce goods using a famous brand, without corresponding costs, and without keeping a high quality of his goods. This article discusses the international and domestic aspects of accountability for the illegal usage of a trademark and provides recommendations for R.F. criminal law improvement. Foreign Constitutional Guarantee of Voting Right
The paper presents the results of a comparative legal study of the texts from the constitutions belonging to the member countries of the Commonwealth of Independent States to identify guarantees of legal voting right in them. The study was built based on a dialectical approach to disclosing legal phenomena and processes using general scientific (systemic, logical, analysis, and synthesis) and particular scientific methods. Based on the classification method, the sought guarantees were identified, named, and characterized in the following varieties: constitutional sovereign, electoral constitutional with a subdivision into the material (general and particular) and procedural (restrictive and technical) types, and institutional guarantees implemented by special and constitutional control entities as well as standardizing constitutional types. Within this working framework, the authors present the results of the comparative study devoted to the constitutions of the CIS member states in connection with the identification of guarantees of legal voting right in them. So far, no such comparative study has been conducted to identify the securities of the right to vote in the member states of the Commonwealth of Independent States
Principles of the Economic Analysis and Criteria for Evaluation of Corporate Structures Functioning
In this article, authors attempt to investigate and specify the principles of the economic analysis and criteria for evaluation of activity of corporate structures in the conditions of instability of the external environment that allowed defining degree of completeness of their realization in practice. For receiving quality and objective standard of the economic analysis results, in the course of its carrying out we seek to consider the established principles representing the set of rules. Based on the outcomes, it can be concluded that the possibility of their full realization in many respects depends on institutional, legal and infrastructure conditions, professionalism of management of that region in the territory of which the corporation is located. Need of introduction of the principles of adaptability, relevance, independence, clarity and openness of results of the economic analysis is proved
