Transfers of Employees in Albanian Legislation in a Comparative Perspective
Employee transfer is an important phenomenon that affects both the public and private sectors worldwide. It is one of the most important managerial and productive instruments that a company can use. Even though it is widely used in practice, it is not a well-regulated institution in Albania according to European standards. Albanian labor legislation only recognizes the internal transfer of one category of workers, the civil servants. In this context, there arises an urgent need for the immediate regulation of this institution for the category of workers in the private sector as well. This would ensure effective protection of employees in line with the European legislations, as the lack of such regulation may turn transfers into a tool in the hands of employers
Assessment of Workplace Safety Climate among Healthcare Workers: A Case Study of the Public Sector Hospitals in Greece
Safety climate assessment is considered an effective tool to investigate employees' perceptions of workplace safety practices, attitudes, and behaviors. Scope and Aims: The purpose of the survey is to assess the climate of workplace safety among employees in the public healthcare sector, with the following objectives: a) to identify the most decisive factors that determine the climate of safety at work in order to prioritize interventions, and b) to subserve commitment to create a positive climate of safety among both management and employees. Methods: For this purpose, a cross-sectional study was conducted in 23 hospitals, which concerned all employees in total. The tool used was the Nordic Occupational Safety Climate Questionnaire (NOSACQ-50). Results: The results showed that the safety climate was generally negative and that there was a need for interventions (minor or major). Parameters with high statistical variation (< 0.0001) were identified, such as working position (employee or leader), employment status (tenure), age, hospital of origin, and specialty of the employee. Conclusion: To address the gaps identified, efforts need to be made to promote an effective and positive safety climate in all hospitals in the study, to emphasize prevention, and to strengthen the commitment of both management and employees in this direction
Harmonizing Legal Frameworks: A Comparative Legal Overview of Employee Transfers in Albania and Selected EU Countries
Employee transfer is an important phenomenon that impacts both the public and private sectors worldwide. It is one of the most important managerial and productive instruments that a company can use. Although it is commonly practiced, the institution of internal employee transfers is not regulated in the Labor Code of Albania. Albanian legislation only recognizes the internal transfer of one category of employees, the civil servants. In this regard, there arises an urgent need for the immediate regulation of this institution for the other categories of employees as well. In the context of Albania's accession to the European Union, implementing such regulations would ensure effective protection for employees in accordance with European legislation. Without such regulation, transfers could become a mechanism that employers might misuse. This research paper employs various scientific methods, including historical, analytical, and comparative methods. Following a historical analysis of Albanian legislation, the paper examines employee transfers under current Albanian laws and those of selected EU countries. In conclusion, it is essential for the Albanian Labor Code to establish regulations for internal employee transfers that align with leading European legislations, which have often served as models for shaping Albanian law
The Moderating Effect of Stakeholders Management on the Relationship Between Organizational Characteristics and Performance of African Ports
The main objective of this study was to determine the moderating effect of stakeholders’ management on the relationship between organizational characteristics and the performance of seaports in Anglophone Africa. This study adopted a positivist research philosophy with a descriptive cross-sectional census survey design. Structured questionnaires were employed to collect primary data targeting executive managers of container-handling seaport terminals in Africa who are knowledgeable in port operations and management. Additional published data was also obtained from the websites of some of the ports. The response rate was 83.6%. The reliability and validity of the indicator items were ascertained through diagnostic tests. The use of SRMR and NFI confirmed model fitness. Partial Least Squares Structural Equation Modeling using Smartpls 4.0 software was used for data analysis and measurement model estimation to test the null hypothesis that there is no significant moderating effect of stakeholders’ management on the relationship between organizational characteristics and the performance of seaports in Africa. The finding established a positive and significant moderating effect of stakeholders’ management on the relationship. The study concluded that sound and competent stakeholders’ management enhances port container terminal performance thereby creating a competitive advantage for ports in Anglophone Africa. The study adds to new knowledge, theory, policy, and practice by recommending that seaports in Africa should mitigate possible conflicts from stakeholders while developing new ports or expanding existing ports by embracing stakeholder theory. 
Selection and Phenotypic Stability of M4 Mutants of Pearl Millet (Pennisetum glaucum (L.) R. Br.) Derived from Gamma Rays Induced Mutagenesis
Gamma irradiation mutagenesis is an approach that offers a wide range of possibilities for varietal selection. It consists of simultaneously inducing multiple mutations to modify several plant traits. The aim of the present study was to select seed lots for four mutants in the M4 generation. An experiment was carried out in an experimental plot to purify drought-tolerant M4 genotypes based on morphological characteristics. Potential mutants MI 02/82, MI 13/63, MI 12/72 and MI 10/54 were tested in a randomized complete block design. The parameters measured are the number of tillers, stem height, number of internodes, number of ears, ear length, stem and spike diameters and cycle duration. The results show on morphological parameters that MI 13/63 and MI 10/54 genotypes as an homogeneous population from M4 onwards. MI 12/72 can be classified into two different subgroups according to ear length. MI 02/82, on the other hand, shows a high degree of variability at M4. These results will contribute to the selection of new varieties adapted to the requirements of rural producers to improve pearl millet productivity in Niger
Identity Crisis in Strindberg’s Miss Julie and Chekhov’s The Cherry Orchard: A Psychoanalytical Study
August Strindberg’s Miss Julie and Anton Chekhov’s The Cherry Orchard have always been recurrently analyzed within disputable studies concerning the characters’ psychoanalytic makeup, the characters’ breakdown at the break of a new social class, and a naturalistic, existential approach. Such a foundational approach for analysis is overpoweringly highlighted in the two plays within an unshakable regularity to the assumption that female identities in the two plays have undergone intense turmoil, toppled heavily in the middle of socioeconomic changes with the decline of aristocracy. However, this paper aims to juxtapose and compare the concept of identity crisis in association with the traumatic experiences of the two characters Miss Julie and Mrs. Ranyevskaia through a comparative psychoanalytic approach. It is inexplicable how the two addressed characters grapple with their different circumstances with fractured identities, where they fail to stand up for their social and gender roles and elevate their sense of individuation and selfhood in the middle of the surrounding deteriorations. Through a comparative analysis, this study lays the groundwork needed for exploring, interpreting, and investigating more nuanced reciprocal relationships associated with identity crisis
Évaluation de la performance environnementale des usines d’égrenage de coton de la Sofitex au Burkina Faso
Les industries sont confrontées à d’énormes difficultés liées au management environnemental. Pour ce faire, elles doivent trouver des moyens adéquats pour préserver les ressources naturelles ainsi que la qualité de l’environnement dans leur site d’implantation et leur zone d’influence. L’objectif de cette étude est d’évaluer la performance environnementale des usines d’égrenage de coton de la SOFITEX au Burkina Faso. Pour ce faire la méthode d’évaluation utilisée est celle de ISO 14031. La méthode comporte trois (3) indicateurs de mesure dont les indicateurs de performance de management (IPM), les indicateurs de performance opérationnelle (IPO) et les indicateurs de conditions environnementales (ICE). Chaque indicateurs dispose d’indices et une note sur 5 est attribuée à chacun. Par la suite une pondération de scores est réalisée pour chacun des indicateurs. La dernière étape de l’évaluation a consisté à une évaluation globale des trois indicateurs afin d’obtenir la valeur de la performance environnementale globale de chaque usine. Les résultats de l’évaluation de la performance de management montrent que les usines sont peu performantes et ont toutes un score de 2,37. Cela est dû à l’existence d’une politique environnementale au sein de la SOFITEX, de la présence d’un responsable environnement au niveau central et des audits environnementaux réalisés chaque 3 ans. Cependant cela reste insuffisant compte tenu de l’absence d’un système de management environnemental et de personnes qualifiées pour la gestion environnementale au sein de chaque usine. Concernant l’évaluation des indicateurs de performance opérationnelle, les usines ont des notes très faibles également avec des pourcentages inferieurs à 50% pour les usines de Bobo 1 et Banfora 1, 2. Il n’y a que l’usine Bobo 2 qui a un pourcentage de 60%. L’évaluation de la performance environnementale globale des usines indiquent un niveau peu satisfaisant avec des notes de 1,85 (37%) pour Bobo 1 ; 2,25 (45%) pour Bobo 2 et une note de 2,05 (41%) pour Banfora 1 et 2. Aux termes de cette analyse, il serait intéressant pour la SOFITEX de mettre en place un système de management environnemental efficace comme la norme ISO 14001. Cela pourrait favoriser une amélioration de la performance environnementale des usines.
Industries are facing enormous environmental challenges. To do this, they must find adequate ways to preserve natural resources and the quality of the environment in their locations. The objective of this study is to evaluate the environmental performance of SOFITEX cotton ginning factories in Burkina Faso. To do this, the evaluation method used is that of ISO 14031. The method includes three (3) measurement indicators including management performance indicators (MPI), operational performance indicators (OPI) and environmental condition indicators. (GLACE). Each indicator has indices and a score out of 5 is assigned to each. Subsequently, a weighting of scores is carried out for each of the indicators. The last stage of the evaluation consisted of an overall evaluation of three indicators in order to obtain the value of the overall environmental performance of each factory. The results of the management performance evaluation show that the factories all have a score of 2.37. This is due to the existence of an environmental policy within SOFITEX, the presence of an environmental manager at the central level and environmental audits carried out periodically. However, this remains insufficient given the absence of an environmental management system and qualified people for environmental management within each factory. Regarding the evaluation of operational performance indicators, the factories also have very low scores with percentages below 50% for the Bobo 1 and Banfora 1, 2 factories. Only the Bobo 2 factory has a percentage of 60%. The evaluation of the overall environmental performance of the factories indicates an unsatisfactory level with scores of 1.85 (37%) for Bobo 1; 2.25 (45%) for Bobo 2 and a score of 2.05 (41%) for Banfora 1 and 2. According to this analysis, it would be interesting for SOFITEX to set up an effective environmental management system such as the ISO 14001 standard. This could promote the environmental performance of the factories
Effet-classe sur les performances des écoliers de 6e année primaire en République Démocratique du Congo en mathématiques
Le présent article analyse l’effet-classe dans le contexte congolais. A cet effet, il répond aux questions suivantes : [1] Quel effet la classe exerce sur les apprentissages des écoliers ? et [2] quelles sont les paramètres les plus agissants sur les performances des écoliers au niveau de la classe ? Ainsi, il vise dégager l’effet-classe et mettre en évidence les paramètres pertinents dans le contexte de la RDC. Pour cela, les données de 87 classes sont collectées à partir d’un questionnaire adressé à l’enseignant et celles de 3576 écoliers de 6e année primaire de Bunia et de Kisangani suite à l’application d’une épreuve. Considérant deux niveaux, la régression multiniveau appliquée à cet effet, a montré que 56.14% de la variance des performances en mathématiques se situe au niveau de l’écolier et 43.86% au niveau de la classe. De leur côté, les caractéristiques individuelles et morphologiques expliquent 7.05% de la variance au niveau de la classe et 0.25% au niveau de l’écolier. L’effet classe du type B dégagé ici, est de l’ordre de 8.96% au niveau de la classe et de 0.25% au niveau de l’écolier. Dans l’ensemble, 8 paramètres se sont montrés pertinents. Il s’agit de deux paramètres individuels (Age et fréquentation de l’école maternelle), de deux caractéristiques morphologiques (pourcentage des filles et type de classe) et de 4 autres du processus de la classe (climat de travail et de discipline, le rythme de cours et les devoirs).
This article examines the effect of classes in the Congolese context. To this end, it answers the following questions: [1] What effect does the classroom have on schoolchildren's learning? and [2] What are the parameters that have the greatest impact on schoolchildren's performance in the classroom? The aim was to identify the class effect and highlight the relevant parameters in the context of the DRC. To this end, data were collected from 87 classes on the basis of a questionnaire sent to teachers, and from 3,576 pupils in the 6th year of primary school in Bunia and Kisangani on the basis of a test. Considering both levels, the multilevel analysis applied showed that 56.14% of the variance in mathematical performance was at pupil level and 43.86% at class level. Individual and morphological characteristics explained 7.05% of the variance at the class level and 0.25% at the pupil level. The class effect of type B identified here is of the order of 8.96% at class level and 0.25% at pupil level. Overall, 8 parameters were found to be relevant. These were two individual parameters (age and nursery school attendance), two morphological characteristics (percentage of girls and type of class), and four others relating to the classroom process (work and discipline climate, pace of lessons, and homework)
Decoupling and EKC in European Union countries: a shiftshare decomposition of air emissions
This paper examines the non-linear effect of per capita GDP growth rate, trade openness, and physical and human capital endowments on air pollution in the EU region over the period 2008-2016 by decomposing air emissions into scale, composition, and technique effects. Results show a negative non-linear relationship between greenhouse and acidifying gas emissions and per capita GDP growth rate, with more open economies tending to reduce emissions both directly and indirectly through investment in physical capital. The determinants mainly affect the scale component, although the environmental improvement due to capital investment works through the technique component. There are heterogeneous effects across countries, with more pronounced environmental benefits for countries in the higher deciles of GDP and trade growth rates. 
Youth Heavy Metal Bands in Morocco: Resistance and the Struggle for Change
In Morocco, Metal is a controversial genre of youth music that has usually been misinterpreted, marginalized and stigmatized by many individuals due to its transgressive sound, lyrical contents and visual codes. In this regard, the purpose of this paper is to explore the specific lyrical themes of Moroccan Metal bands concerning elements of symbolic transgression and musical activism. It also aims to the main motivations that push these bands to produce and sustain their musical discourse taking into account the conservative nature of the Moroccan context. Using both content analysis and semi-structured interviews, the paper concluded that despite the severe cultural challenges that surround their socio-cultural condition, the artistic participation of Moroccan Metal bands has not just allowed them to gain support from their subculture but also made them impose themselves as leaders of culture of courage. By tracing the Moroccan Metal bands’ artistic engagement and commitments, this paper will bring to light the cultural sociology and multi-dimensional nature of Metal narratives in Morocco and the challenges that shape its existence. It also provides an interesting account for students and academics concerned with cultural minorities, literature and arts-related topics about the nature of content produced by this minority as a reference
