The interaction between PM&E and the regulatory framework further moderated this relationship, as indicated by a composite mean of 4.13, correlation coefficient R = 0.572, and ANOVA (F = 55.360, p = 0.000). These results led to the rejection of the null hypothesis, confirming that both PM&E and regulatory frameworks positively impacted project success.
Research Implications: Strengthening regulatory frameworks, enhancing participatory monitoring practices, and conducting regular policy reviews were deemed essential for improved project performance. Capacity-building for community leaders was also recommended to reinforce the efficacy of HIV/AIDS community health projects.
