    In the context of the formation of an innovative economy, great attention in management in recent years has been paid to the problems of mastering and implementing the management of an organization based on quality. Quality management is one of the key functions of both corporate and project management, the main means of achieving and maintaining the competitiveness of any organization. The historical experience of the USA, Japan, Germany, and a number of other countries shows that ensuring the steady and harmonious development of any enterprise through the use of effective management systems based on quality is one of the main levers with which they managed to overcome the economic crisis and take a strong position in the world market. The research topic is relevant due to the great importance and significance of the integration mechanisms for the development of enterprises and organizations based on quality management. Thus, the construction of a functional model allows you to develop new solutions for bringing enterprises to a new level of development. In recent years, the role of quality in ensuring the competitiveness of products and enterprises has significantly increased, which requires the management of organizations to develop and implement modern management models that meet the requirements of international and national standards. This article discusses an algorithm for the formation and implementation of a functional model for the development of an organization based on quality management in an educational organization. The feature of quality management policy in an educational organization is analyzed. A process of forming a functional model based on standardization, which is based on the implementation of interrelated processes that increase the efficiency of an organization in obtaining the intended goals, is proposed. This article describes the algorithm of formation and realization of the functional model of development of the organization on the basis of quality management in education. So, bioinformatics is one of these fields, it is a scientific discipline that has been actively developing over the past decades and uses IT tools and methods to solve problems related to the study of biological processes. In particular, a crucial role in the field of bioinformatics is played by the development of new algorithms, tools and the creation of new databases, as well as the integration of extremely large amounts of data. The rapid development of bioinformatics has made it possible to conduct modern biological research.     The paper considers the features of the use of intelligent information technologies in the process of the emergency rescue service of the enterprise. To improve the efficiency of the rescue services, it is necessary to carry out strategic planning and management, which would be designed to prevent the occurrence of an emergency (emergency). Effective subsystems of emergency proactive planning should not only predict the occurrence of possible emergencies, but also provide for appropriate preventive measures, and emphasis should be placed on eliminating the underlying causes, not the emerging consequences. The change of modes in the event of an emergency can be effectively implemented through the deployment of a technologically secured situational center. Decisions in emergency situations are made in various operational situations, including crisis, and in extremely limited time. Nevertheless, they must be taken in a timely manner, be as reasonable as possible, and ensure the fullest and most effective use of available opportunities. Decision-making processes can be based on the personal experience of participants in the management process. As you carry out your professional activity, experience is formed, which subsequently allows you to perform some tasks much faster and more efficiently. To gain experience, it is proposed to use a knowledge management system based on ontology. In order to ensure maximum awareness of the management of the situation, it is proposed to use the expert system of the situation center. (ES SC) The ES of the situational center of the authorities can significantly improve the efficiency of management processes and provides information support for strategic and tactical management decision-making. The ES should implement tools for a comprehensive and operational assessment of the state of the management object and situational analysis of the identified problems

    APPLICATION OF MULTISPECTRAL IMAGES TO SEARCH FOR CONSTRUCTION OBJECTS ON THE SPECTRAL SIGNATURES BASE

    The work is devoted to the study of Landsat-8 multispectral images of not high resolution using the spectral angle method on the base of spectral signatures libraries to detect objects under construction in an urban area. The physical basis of the research method is that all objects have different reflection coefficients depending on the wavelength. This property makes it possible to identify various substances by their spectral signatures. In the work, an automatic comparison of the curves of the spectral reflectivity of objects on a lowresolution space multispectral image was made to identify the identity of the characteristic energy absorption and reflection zones for detecting objects in the construction process. The article also describes the stages of image preprocessing, cross-track illumination correction of the image, atmospheric correction, and mathematical operations of bands transformation, which provide more opportunities for analysis and recognition of objects using a spectral study of a space image. The study accurately determines the presence or absence of the desired materials, since the search is based on the molecular structure of the substance. Also, the use of multispectral images allows you to analyze the entire city at the same time. The initial data was taken from a 2021 Landsat-8 satellite image with 11 bands, with a resolution of 30 meters, which was enhanced to 15 meters during pre-processing. The results of the search and detection of objects under construction in the city are given. The detection results can be used as input data for further in-depth analysis

    Digitalization of the economy is one of the priority tasks set in the development strategies of Kazakhstan. Currently, there is a rapid change in information and communication technologies (ICT). Emerging changes affect network technologies, computing and communication devices themselves, as well as data processing. As a result, information technologies are being used in an increasing number of spheres of human life and economic life. One of the relevant areas of scientific research is the sphere of the living environment, which is currently developing from the field of Smart Homes into the field of Smart City, Smart Transport system, etc. Today, cities have become the main force of economic development and have taken a central place in production, consumption networks, the definition of social and economic relations and currently provide a significant share of the gross domestic product of many countries. Cities began to play a major role in national, regional, and global development. The quality of people's lives depends on them. Therefore, today, more than ever, special requirements are imposed on them, such as the availability of affordable urban infrastructure, high mobility, security of urban areas, environmental friendliness, and developed urban self-government. Governments and city government bodies are facing new challenges that should not only solve a whole range of emerging problems, but also carry out a radical transformation of cities. One of the key components of the transformation is intelligent electrical networks. This article aims to identify and systematize technological, economic and other effects of the introduction of intelligent networks. The article analyzes current trends and approaches to urban planning with an emphasis on energy infrastructure. A comprehensive approach to the development of the power supply system is noted, the main directions of its intellectualization are highlighted.     Every modern business system tends to a reduction of production and management costs. There are many ways of upgrading and automatization however most common is introducing Business Process Management. Although BPM is a holistic approach to optimizing and automating business processes from start to finish, this article represents Robotic Process Automation as a new form of workflow automation technology. From the construction of a consistent overview that allow the comparative analysis of the methodologies, to select the one that suits better its specificities it can be verified that, although they share the same objective, each notation has its specific characteristics. According to those representational analyses, the introduction methodology of the robotic solution technique is represented within the framework of a logistic business process. The author provides the work with a detailed description of BPM and RPA models integration highlighting their main features. Along with that, the literature analysis was conducted to define the problems of the logistic business automatization’s current condition. The paper is a consequent comparison of BPM and RPA, especially in logistic systems. The author provides methodological recommendations on the adoption of management and automation tools in logistic systems

The goal of these efforts is to improve economic indicators within the state budget system and to allocate public funds more efficiently in order to achieve the best results across all sectors of Kazakhstan’s economy. In addition, the adoption of blockchain technology can address various security threats and problems, such as phishing attacks, server hacking, and compromised accounts, by allowing users to reclaim control of their data. The use of blockchain, which offers a high level of security and privacy, has the potential to revolutionize industries that rely on trust. In the long term, it is expected that blockchain will become a widely accepted and integral part of society, similar to the internet. The digitalization of finance in Kazakhstan is necessary to simplify and automate accounting, financial monitoring, and various banking and tax operations. It also makes it possible to improve the transparency of financial reports and increase the efficiency of budget management. The digitalization of finance can also reduce the risks of errors in working with accounting documentation, simplify accounting, and improve cost control.     BIOMETRIC AUTHENTICATION OF STUDENTS TO CONTROL THE LEARNING PROCESS IN ONLINE EDUCATION

    This article considers the relevant problem of biometric authentication of students in higher educational institutions. The authors present the results of using a turnstile system with a face recognition terminal, with the ability to provide unique biometric data in real time. The study was conducted among students of the D. Serikbayev East Kazakhstan Technical University, Ust-Kamenogorsk, Kazakhstan. The article presents the results of studies of one of the biometric methods of personality recognition. In this method, the process of proving and verifying the identity of the person can be carried out through the presentation by the user of his biometric image. The processing results are sorted and compared with typical images from the database. With its positive decision, the developed software issues the results of biometric authentication of a person who presented himself in front of a digital scanner. The applied value of the results of the work lies in the possibility of using them in the field of education, and various industries to make a decision on providing access to information resources. In the course of the study, a technology was developed to provide biometric authentication processes for university students. Domestic and foreign scientists who have made a significant contribution to the development of methods for processing facial images are noted. A review of biometric methods of recognition is carried out, and tools for electronic authentication and modern information security systems are described. Factors that significantly affect the probability of correct recognition of students’ faces are determined.     ANALYSIS OF DYNAMICAL CHANGES FROM LARGE SET OF REMOTE SENSING IMAGES

    Basic elements of changes on the multi-temporal satellite image and their basic sets of dynamic objects are formulated and defined, for which the main characteristics define the dynamic object as an area of motion. Such dependents of objects are inherited not only between objects and their dynamic groups. In such a case, the concept of dynamic objects in a multi-temporal sequence of satellite images has been developed based on the formalization of processes occurring on a change stream. A specific methodology has been developed to select a dynamic object from a dynamic group based on the analysis of the changing characteristics of the object’s environment. It means that objects in a group have similar changing for separate characteristics. Such objects are included in specified ranges and are combined into dynamic groups. Characteristics dynamic group is characterized by changing every object of it. The monitoring is performed for such a group. The technique includes six stages: image acquisition and pre-processing, image scene segmentation and selection of regions, image scene analysis for segmented areas, control of compliance with the conditions for behavioral characteristics, and classification of the behavioral line of objects in the region. As a result, it is possible to describe the properties of the group’s behavior and objects in the group as separate characteristics. The control of fulfillment of conditions for the behavioral characteristic is carried out to control the object as a dynamic group element. Thus, monitoring is carried out as a control for the motion of many objects rather than images
