    SUBJECT BEHAVIOR DETECTION AND ANALYSIS BASED ON COMPUTER VISION TECHNOLOGY

    This article discusses the current problem of identifying violations during distance learning during the final certification. The coronavirus (COVID-19) pandemic has served as a stimulus for innovation in the field of education in all countries, including Kazakhstan. Innovative approaches are being taken to ensure the continuity of education and training. Thanks to the rapid response measures taken by governments and partners around the world to ensure the smooth learning process. The ongoing digital transformation of an educational institution requires appropriate information content, suitable methodological models, effective teaching methods and a supportive learning environment. The solution to one of the urgent tasks is to ensure the quality and reliability of assessing the knowledge of students by introducing an online proctoring system. The primary task of the online proctoring system is to recognize faces and identify abnormal behavior of students. The basis for obtaining data is the unified information educational environment of the D. Serikbayev East Kazakhstan Technical University is represented by the SPORTAL hardware and software system, which is an integration of two powerful subsystems: a Web application - the Dales of Knowledges educational portal and the SPORTAL information and software complex. The main theoretical results obtained are aimed at solving practical problems and are being introduced into the educational environment of D. Serikbayev East Kazakhstan Technical University to increase the degree of confidence in the results of students' knowledge in distance learning using an online proctoring system. The article presents the results of studies of one of the Viola-Jones face detection methods, commonly known as Haar cascades. During the study, a technology for identifying faces and detecting violations in real time was developed.     CONVERGENCE OF PROJECT MANAGERS COMPETENCIES IN HYBRID WORLD

    Global trends that occur in various fields of knowledge with a significant acceleration affect the development of information technology and project management competencies, programs, and project portfolios. The paper aims to develop and study information technology and mechanisms for assessing the competencies of project managers for their development based on current trends and flexible methodology of Agile in project management in creating modern information and communication technologies in project management. Global trends that challenge the development of project management competencies and programs are related to global acceleration, digitalization of society, development of blockchain, cloud and fog technologies, active introduction of smart systems, the transition from “Rational economy” to “Behavioral economy”, “Green economy”, “Sustainable development economy” and “Circular economy”. The convergence of these trends creates a new platform for the effective application of existing methodologies, knowledge systems, and methods of assessing the competence of project managers. Based on convergence, integration, and harmonization of project and program management methodologies, step-by-step research methods have been identified. The formation of an updated system of competencies lies in the change of paradigms from the traditional waterfall life cycle model to the Agile life cycle models of the projects. Decisionmaking in conditions of uncertainty based on data mining, from rational to irrational forms. The article examines modern hybrid information models of projects and programs that change the competency systems of project managers, convergent models and methods of decision making. At the same time, the change in competencies as actions or functions to be performed by project managers affects the competency model and evaluation system, including key competency indicators. A meaningful model of diagnostics of application of competence models and methods of project management in the digital and “behavioral economy” based on flexible methodologies is given. Some key competency indicators that are used in assessing the competence of a project manager based on his competencies in working in a project team are identified. Patterns of behavior of project managers in project product creation and project management are studied. The patterns allowed the authors to identify bottlenecks in the application of Agile project management methodologies in the convergence of trend information models and technologies.     MATHEMATICAL AND COMPUTER MODELS OF THE COVID-19 EPIDEMIC

    The COVID-19 epidemic has gone down in history as an emergency of international importance. Currently, the number of people infected with coronavirus around the world continues to grow, and modeling such a complex system as the spread of infection is one of the most pressing problems. Various models are used to understand the progress of the COVID-19 coronavirus epidemic and to plan effective control strategies. Such models require the use of advanced computing, such as artificial intelligence, machine learning, cloud computing, and edge computing. This article uses the SIR mathematical model, which is often used and simple to model the prevalence of COVID-19 infection. The SIR model can provide a theoretical basis for studying the prevalence of the COVID-19 virus in a specific population and an understanding of the temporal evolution of the virus. One of the main advantages of this model is the ease of adjusting the sampling parameters as the study scale increases and the most appropriate graphs between the data and the resulting assumptions. Computer models based on the mathematical SIR model of the spread of the COVID-19 epidemic make it possible to estimate the number of possible deaths in the future. In addition, on the basis of the proposed models, it will be possible to assess the effectiveness of measures taken to prevent infection by comparing published data with forecasts. Computer models in Python are created on the basis of the proposed mathematical apparatus of SIR. The following libraries were added in the Python high-level programming language for the numerical solution of the system of differential equations for the SIR model: NumPy, Matplotlib PyPlot and the Integrate module from the SciPy library

    Intelligent Dam Breach Threat Monitoring System

    The article is devoted to the development of a river flow modeling technique. The paper considers possible approaches to modeling the flow of fluids, as well as an analysis of existing solution methods and the formulation of research problems. The task is analyzed and the main problems that may arise in the course of its solution are identified. A general description of the problem and the formulation of research objectives are given. The advantages and disadvantages of the described methods are highlighted. A comparative analysis of known methods for complex analysis, forecasting the consequences of natural and man-made emergencies using modern technologies of mathematical modeling and a computational experiment with displaying the results in a geographic information system and a study of a mathematical model of a dam breakthrough was carried out. A description of the flood and flood monitoring technology developed in Kazakhstan is given, the results of its practical use in certain regions are discussed, and directions for further development are outlined. Thus, based on the analysis of various existing methods, the goal and main objectives of research aimed at developing a methodology for predicting a hydrodynamic accident as an emergency were formulated. The continuous wave method or ultrasonic pulse echo method is used. Based on microprocessor technology and sensors, an autonomous microcomputer system for transmitting climate data has been developed. A program for monitoring the factors of breakthrough waves in real time has been developed. An autonomous microcomputer system for transmitting climate data has been developed. The autonomous power supply subsystem for satellite data transmission systems includes a set of equipment, the functions of which are to generate and store energy for its subsequent use in order to provide power supply to the equipment. Water level measurement equipment can be different. To ensure the functioning of the system, the measuring equipment will be interfaced with the data transmission subsystem and the power supply subsystem. The pairing of these systems will make it possible to monitor the water level in moraine lakes, the location of which is extremely inaccessible. Technical means measuring the water level must be able to receive data from sensors with different periodicity. The accumulated data is used to predict possible floods and floods, calculate water consumption, and for other purposes. The characteristics of dams and the capabilities of modern control systems based on the use of microprocessor technology are analyzed

    EXPERIMENTAL VERIFICATION OF THE EFFECTIVENESS OF TEACHING METHODS USING ADAPTIVE MATHEMATICS TEACHING

    The article presents theoretical and empirical results of the study of the advantages of adaptive learning. The practice of creating and organizing adaptive learning for students using the «Moodle» platform is considered, and the results of the application of the adaptive learning model in the preparation of first and second-year students in secondary vocational education are presented. The article presents the results of the input, intermediate, and control measures that the control and experimental groups took. The results are presented both in tabular form, indicating the individual achievements of students in points, and in the form of bar charts. Based on the data obtained, it is possible to quantify the progress in the study of the discipline of mathematics and to compare the individual achievements of students. Thanks to a detailed assessment of various aspects of the results of experimental tasks, it is possible to identify with high accuracy the strengths and weaknesses in the preparation of each of the students, to give individual recommendations for further training. The verification of the validity of the coincidences and differences in the characteristics of the control and experimental groups was carried out by using the Kramer–Welch statistical criterion, which demonstrated, on the one hand, the equality of the training levels of the control and experimental groups at the beginning of the pedagogical experiment under consideration, and on the other hand, the significance of the difference in the level of training at the end of the training process through the application of the proposed methodology

    ON THE DEVELOPMENT OF MANAGEMENT MODELS FOR REGIONAL PROGRAMS OF ENVIRONMENTALLY SAFE OPERATION AT CRITICAL TRANSPORT INFRASTRUCTURE FACILITIES

    The objects of the critical transport infrastructure are located in all regions of Ukraine, and the question of the safety of these objects is extremely relevant. A functional approach should be used to form an effective safety management unit for critical transport objects. Therefore, in order to achieve an acceptable level of safety of the critical transport infrastructure, it is necessary to have an effective mechanism for achieving this result, which can be achieved through the formation and efficient management of regional programs for the safe operation of critical transport infrastructure objects. Management models for regional safety programs at critical transport infrastructure facilities based on the existing approaches to construction of models of program and project management are proposed in the article. Critical transport infrastructure includes highways, state-owned transport enterprises, subway facilities, gas stations, bridges, sea and river ports, airports, and pipelines. These facilities are strategic for the state, and as a consequence, vulnerable, so they require special protection. To form an effective apparatus for environmental safety management in critical transport infrastructure facilities, the application of a program approach is proposed in the article. To assess the life cycle of regional environmental safety programs of critical transport infrastructure facilities based on the Deming cycle, a spiral model was developed, which is the environment for the operation of schematic, system, and service models of the environmental safety management program. Development of approaches to the management of regional programs for the environmentally safe operation of critical transport infrastructure facilities, based on the formation of strategic objectives and their decomposition, will be aimed not only at solving existing problems of critical transport infrastructure in the region but factors related to the occurrence of dangerous events for them and the elimination of the causes leading to these problems.     PARAMETRIZED EVENT ANALYSIS FROM SOCIAL NETWORKS

    The growth of data in social networks facilitate demand for data analysis. The field of event detection is of increasing interest to researchers. Events from real life are actively discussed in the virtual space. Event detection results can be used in a variety of applications, from digital marketing to collecting data about natural disasters. Thereby, researchers face the emergence of new algorithms along with the improvement of existing solutions in the event detection field. This paper proposes improvements to the SEDTWik (Segment-based Event Detection from Tweets using Wikipedia) algorithm. The SEDTWik algorithm is designed to detect events without contextual guidance. The overall SEDTWik detection process excludes the perspective of a topic, or multi-topic, guided (or semi-supervised) event detection approach. As a result, some interesting narrowly focused events are not detected as they are weakly relevant in a broader context (e.g., Wikipedia) although acquiring relevance within a conditioned context. Therefore, there is a need for an adaptive perspective where data is to be analysed against a set of narrower topics of interest. This paper shows that SEDTWik gains expressive power after being extended with multi-topic semi-supervision. The evaluation of the current proposal uses the well-known corpora with labeled events, Events2012. In the Events2012 dataset used notation category for events, meaning that events are combined by a certain topic. SEDTWik with topic dictionaries was checked across all categories. In the main part of the article, it is also explained the process of topic dictionary construction from Events2012 labeled tweets. At this stage of the research, in all tasks unigrams were used. SEDTWik with dictionaries showed improved accuracy, and more events were found within a certain category

    SHIFT IN PARADIGM: STARTUP BUSINESS-INCUBATION AT UNIVERSITIES DURING THE EDUCATIONAL DISCIPLINE INSIDE OF CURRICULUM RATHER THAN EXTRACURRICULAR ACTIVITIES OF STUDENTS

    Diploma or Dropout - it is argued, whether graduation is more important than a successful startup. Students drop either college or their ideas. A presented exploratory study about the incubation of technological startups among students tries to solve this contradiction. The curricula business incubation as the educational discipline inside of the curriculum was offered in opposition to the extracurricular activities of students. There is not a lot of data about this model of student incubation outside of the university's entrepreneurship center and every contribution is valuable. The used research method is Qualitative studies, so the surveys among students are conducted during and after the incubation process on the educational discipline "Startup & Technological Entrepreneurship". At the end of this research, the framework was proposed, a set of actions, for helping students to go all the way from Idea to Product and Techno-Business. The framework is tested on a limited number of students in several universities in developing countries. The experiment is about embedding the syllabus into the Curriculum and measuring of achievements of students. The course is supposed to be elective and only students wishing to develop something are accepted. Later, interviews are conducted with two groups of students: those who passed the offered course and those who tried to develop startups independently. The final aim is to prove whether the inter-curricular framework works and how it overperforms other similar extra-curricular solutions

    INFORMATION-ANALYTICAL SYSTEM FOR EVALUATING THE SCIENTIFIC PERFORMANCE OF STRUCTURAL UNITS OF UNIVERSITIES AND RESEARCH INSTITUTES BASED ON THE APPROACH OF CONSTRUCTING COMPLEX INTEGRAL EVALUATION

    The article discusses the creation of an information-analytical system for evaluating the scientific performance of structural units of universities and research institutes based on the approach of constructing complex integral evaluation. A model of information technology for evaluating the results of scientific activity is proposed, consisting of four modules: an information collection module, an information storage module, an analytical module, and a module for user interaction and data visualization. The modular structure of the technology will allow expanding and modifying the capabilities of each of the modules independently of the others, as well as increasing the stability and flexibility of the technology. The implementation of this system is performed using microservices technology. A conceptual model of the information system and a structural model of the functioning of the information collection module, as well as a structural model of the information system database, are proposed. It is shown that most of the well-known indices for evaluating the performance of subjects of scientific activity, for example, h-index, g-index, e-index, I-10 index, etc., do not fully take into account information about citation. Therefore, the method for calculating the evaluation of scientific research activities of scientists was proposed, which does not lose information about any citation of the author and publication. This method determines the scalar evaluation of the results of scientific activity, and it is based on determining a few coefficients. The coefficients define one scientist's citation in the publications of other scientists. As a result, assessment is obtained by solving a system of linear algebraic equations that are constructed based on calculated coefficients. Most of the known evaluation approaches have their own calculation features and disadvantages, which are associated with the loss of some information. Therefore, it is not recommended to give preference to one of them. For the purposes of a comprehensive assessment of the productivity of research activities of scientists, the authors proposed a method of vector evaluation of the results and the construction of the integral assessment. This method is based on the construction of vectors and scalar estimates for each scientist in a multidimensional metric space. The dimensionality of the space is determined by the number of calculated scalar estimates. The method is also based on the construction of an ideal point, which consists of scalar estimates that are the best in terms of achieving maximum performance. The assessment of each subject of scientific activity is calculated as the metric distance from the ideal point to the vector of scalar estimates of this subject of scientific activity

    According to the state program “Informational Society 2030”, it is planned to develop education on the basis of new progressive concepts of introducing the latest information technologies and scientific and methodological achievements into the educationalprocess. In order to achieve goals, it is necessary to implement mobilization and effective use of staff and property and technical resources of the university. It is possible if there is purposeful modeling of the information and educational portal of the university.The choice and design of teaching technology are primarily determined by the type of students’ competencies and the characteristics of the planned learning outcomes for each level of competence (knowledge, skills, and experience). Constant improvement of EP content and educational technologies as a key factor of education services quality is a vital demand. The article considers the issues of the concept of ontology, IDEF-technologies and, based on the ontological model proposed in the article, the architecture of the database of the information and educational portal of the university is developed and classes and properties for the implementation of this model are defined, and a functional model of the university in IDEF0 is developed, which covers all types of university activities, integrates all information flows and forms a single information space
