Examining Workplace Diversity, Equity and Inclusion (DEI) With The COMMIT Inclusive Behavior Framework
Efforts to protect marginalized and minority groups from workplace discrimination go back decades. With the increase of social turmoil in America, many organizations faced the urgent need for diversity, equity and inclusion (DEI). Therefore, the problem addressed in this grounded theory quantitative study was the lack of research that examined whether positive mechanisms such as the COMMIT Inclusive Behavior Framework influenced climates of equity and inclusion within organizations. To do so, the primary focus was on the demographics of the population surveyed and produced results that reflected the correlation between the COMMIT Inclusive Behavior Framework among corporate employees and among corporate workplaces. This quantitative grounded theory study determined whether relationships exist between the COMMIT Inclusive Behavior Framework among corporate employees and among corporate workplaces. Although a relationship was found between the independent and the dependent variables, causation was not determined. This study successfully met the purpose of the research and provided practical information for organizations and corporate leaders and management practitioners. Based on this study’s results, inclusion coaching should concentrate on areas of negative correlation. In contrast, there were several areas of positive correlation that should be reinforced in the workplace. The significance and social change implication is that organizational leaders and corporate executives could use the results of this study to expand DEI policies and programs that leverage full range inclusion among minority and marginalized employees to address the new reality of supporting the increasingly global workforce
Classifying Opportunity Zones- A Model-Based Clustering Approach
Objective: Opportunity Zones (OZs) are the first major place-based economic development policy from the federal government in nearly two decades. To date, confusion persists among planners and policymakers in some places as to what features of OZ tracts matter for their inclusion, and, secondly, what features of OZ tracts make them attractive targets for potential investment. The authors developed a typology of OZ tracts in order to offer planners and policymakers alternative ways of organizing a highly variable set of tracts.
Methods: This study employs model-based clustering, also known as latent class analysis, to develop a typology OZ tracts from the population of all eligible tracts in the United States. The authors use publicly available data from the US Census Bureau and Urban Institute in developing the typology. Descriptive statistics and graphics are presented on the clusters. Using Portland, Oregon as an example city, the authors present a cartographic exploration of the resulting typology.
Results: OZs present with immense variation across clusters. Some clusters, specifically cluster 3 and 9, are less poor, have a greater number of jobs and higher development potential than other clusters. Additionally, these exceptional clusters have disproportionate rates of final OZ designation compared to other clusters. In Portland, these less distressed clusters make up the majority of ultimately designated OZ tracts in the city and are concentrated in the downtown area compared to the more deprived eastern part of the city.
Conclusions: We find that OZ designation is disproportionately seen in particular clusters that are relatively less deprived than the larger population of eligible tracts. Cluster analysis as well as other forms of exploratory or inductive analyses can offer planners and policymakers a better understanding of their local development context as well as offering a more coherent understanding of a widely variant set of tracts

The coronavirus pandemic has had enormous effects on the U.S. economy due to governmental mandates temporarily closing businesses and schools, and individuals remaining home due to fears of infection. In response, policymakers expanded unemployment benefits and passed legislation providing many people with Economic Impact Payments. As a result, many Americans’ financial stability actually improved early in the pandemic, both in subjective measures, like financial satisfaction, and more objective measures, like financial fragility and savings behavior and balances
Essays in Housing and Urban Economics
This dissertation examines how housing and location choice decisions contribute to spatial and social inequality. The first chapter studies the financial burdens of property taxes on homeowners. Exploiting a reform in Philadelphia that generated changes in property taxes without changing the provision of public goods and services, I measure how sensitive homeowners are to increases in their property tax bills. I find that a $100 increase in property taxes increases property tax delinquency by 3.9% after one year and 7.7% after two years. Home sales also increase by 4.1% after two years. There is no effect on house prices. Further, the financial burdens of property taxes vary considerably by owner race and occupancy status. White owners are more likely to recover from delinquency and sell their homes than Black and minority owners. Owners who live in their houses are also more likely to sell than landlords. The second chapter studies how the time spent commuting to work have evolved over the last four decades for White and Black commuters. In 1980, Black commuters spent 50.3 more minutes commuting per week than White commuters; by 2019, that difference declined to 22.4 minutes. Two factors account for the majority of this decline: Black workers are more likely to commute by transit, and Black workers make up a larger share of the population in cities with long average commutes. Increases in car commuting by Black workers account for nearly one quarter of the decline in the racialized difference in commute times between 1980 and 2019. Today, commute times have mostly converged (conditional on observables) for car commuters in small- and mid-sized cities. However, persistent differences in commute times still remain today in large, segregated, congested, and---especially---expensive cities, revealing the limits of cars in overcoming entrenched racialization of other factors of commuting
The Role of NEUROPILIN2A/B and Sema3fa in the Protoglomerular Targeting of Zebrafish Olfactory Sensory Neurons
During development, zebrafish olfactory sensory neurons (OSNs) project axons from the olfactory epithelium to neuropil structures in the olfactory bulb (OB) known as protoglomeruli. OSNs expressing either OMP or TRPC2 exclusively project axons to two distinct, complementary sets of protoglomeruli. It is not known how differential protoglomerular targeting of these two populations is maintained. The guidance receptors nrp2a and nrp2b, along with their ligand sema3fa, were identified through RNAseq as potential candidates responsible for differential protoglomerular targeting of OMP- and TRPC2-class OSNs. Nrp2a and nrp2b are expressed in TRPC2-class OSNs, while sema3fa is expressed in OMP-class OSNs and OB. To investigate the involvement of these guidance factors in OSN axon guidance, the protoglomerular targeting fidelity of OSNs expressing OMP:RFP or TRPC2:Venus were assessed in nrp2a, nrp2b, and sema3fa mutants. The roles for these three guidance factors were further investigated through genetic interaction studies and live time-lapse imaging experiments. Targeting fidelity of TRPC2-class OSNs is degraded in nrp2a, nrp2b, and sema3fa mutants with increased rates of misprojecting axons observed in OMP-specific protoglomeruli as well as non-protoglomerular regions within the OB. Genetic interaction experiments suggest that nrp2a and nrp2b are partially redundant and that sema3fa is likely one of multiple guidance cues that acts in the same pathway as nrp2a and nrp2b. Live time-lapse imaging experiments comparing nrp2a and sema3fa mutants to their heterozygous siblings show that the dynamic behavior of TRPC2-class OSN growth cones are altered in mutant animals. The results support a model in which sema3fa functions as a repulsive cue to exclude nrp2a- and/or nrp2b-expressing TRPC2-class OSNs from OMP-specific protoglomeruli as well as form the dorsal-medial OB, adding to a growing list of guidance factors involved in protoglomerular targeting of OSNs. I also describe a protocol for the registration of guidance cue expression data in the 36hpf OB and present an unbiased registration template and model of the 72hpf OB and protoglomeruli. This work highlights the complex interaction of guidance factors involved in protoglomerular targeting of OSNs and lays a foundation for the systematic study of olfactory circuit formation
Study of Nash Equilibria in Blockchain Voting Systems
In the first part of this thesis we analyze the three most common blockchain committees selection strategies: lottery, single-vote and approval voting, where voters can “approve” of any number of candidates. We first show that all these mechanisms converge to optimality exponentially quickly as the size of the committee grows. Approval-voting requires that even honest voters act strategically, we characterize different approval voting strategies and we show that although finding the optimal approval voting strategy is extremely complex, almost any approval voting strategy outperforms the single-vote mechanism enforced on the majority of blockchains. In the second part, we investigate a blockchain governance model where a group of n voters must choose between two collective alternatives. As opposed to the usual voting system (one person – one vote), we propose a voting system where each agent buys votes in favor of their preferred alternative, paying the m-th root of the number of votes purchased. Its novelty relies on allowing voters to express the intensity of their preferences in a simple manner. We provide a rigorous comparison of the utilitarian welfare between Regular Voting (m = 1) and Quadratic Voting (m = 2). We present closed formequilibrium solutions to the 2 voters and 3 voters games. In addition to characterizing the nature of equilibria, one of our main result demonstrates that the normalized utilitarian welfare of the mechanisms tends to one as the population size becomes large
