    Adaptive-compartmental model of coronavirus epidemic and its optimization by the methods of artificial intelligence

    In this work, we develop a systemic approach to the study of a new model of COVID-19 pandemic. The main goal is to minimize the pandemic damage to economy and society by defining the model optimal management parameters. Our approach consists of two main parts: 1) the adaptive-compartmental model of the epidemic (ACM-SEIR) – a generalization of the classical SEIR model and 2) the module to tune ACM-SEIR parameters using artificial intelligence methods (collection, storage and processing of big data from heterogeneous sources) that allow the most accurate adjustment of ACM-SEIR parameters turning it into an intelligent system for decision support called herein iACM-SEIR. We show that among iACM-SEIR parameters, the most important are individual economic, demographic and psychologic characteristics of society and the governmental actions

    Coronavirus as a Catalyst for Digitalisation and Public-Private Partnership in Medicine

    The article focuses on the impact of the COVID-19 pandemic on digitalization and public-private partnerships (PPPs) in medicine. The epidemic of this disease has intensively affected Russia, and the viral economic crisis has highlighted the need for structural reforms in many sectors of the economy, including medicine. The Russian Federation’s budget regularly lacks funds to solve much pressing health care and science problems. In this regard, PPP is of particular interest, promoting better management and higher medical services quality. Therefore, the purpose of the work is to consider the forms of interaction of advanced medical institutions with entrepreneurship, scientific organizations, regional administrations, civil society and the possibility of increasing the potential of such cooperation. A methodological basis of our research was a synergistic approach to scientific knowledge, institutional, cluster, general scientific analysis of sources, which made it possible to establish key aspects of the interaction of agents, and the SWOT analysis method made it possible to show, with some examples, the impact of PPP not only on the development of medical institutions but also on efficiency activities of the company

    The article considers the contemporary state of congress-exhibition service market as critical. Organizing the major events which have non-negligible impact on economical, innovative, technological, investment processes has been limited due to the new coronavirus infection (COVID-19). Decision-making process of putting limitation on activities organization has been derived from external environment adverse events aligned with current sanitary-epidemiological situation. There has been analyzed the potential loss due to cancelling or rescheduling congress-exhibition events in 2020. Demand and supply reduction necessitate searching alternative development directions and core business diversification. In the capacity one of potential and perspective directions There was stated a social activity vector of Roscongress foundation as a non-financial development institution and organization of Saint-Petersburg International Economic Forum, and Expoforum International, Ltd. as operator of holding forum venue. Saint-Petersburg International Economic Forum has endowed with not only economic impact but also influence on forming-up communications intended to favor realization of the social programs during offline traditional holding event. There have been analyzed the quantitative indicators dynamics of St.-Petersburg International Economic Forum and qualitative indicators in the context of thematic zones of social orientation, which gives the ground to state the wide institutional influence on social economic processes in tourism destination and in other fields. Cooperation programs diversification with local communities has been allowing positive image creation as one of elements of destination strategic promotion on the world congress and tourist map

    Regional and Environmental Factors in the Mental Component of Human Potential

    Introduction. The study is of relevance as the influence of environmental factors is growing in all socio-economic and socio-psychological processes of modern society. Based on the study conducted, the article analyzes the processes of interaction between environmental factors and the mentality of a person and society. Materials and Methods. Works of Russian and foreign researchers on the interdependence of mentality and the environmental situation, as well as the authors' own long-term studies of this relationship were used as materials for the study. Particular attention was paid to such factors as natural resources, hypertrophied consumption, pollution and degradation of the natural environment. When examining the issue of anthropogenic destruction of the biosphere and the relationship of these processes with mentality, the ecological characteristics of the current stage of world development, specific regional problems of Russia and other countries and regions were considered. The main research method employed was the systemic socio-eco-economic analysis of situations and the systematic account of the key characteristics of regional specificity. Results. Dependence of mentality on regional environmental factors has been revealed. The processes of formation of the environmental mentality in various social groups, the regularities of the influence of the mentality of the population, business, government agencies on the emergence and development of environmental problems have been analyzed. The case study of Russia’s regions with the most acute environmental problems has shown that it is the traditional mentality that is largely the cause of the emergence and escalation of conflict situations. The principles of consistent environmentalization of the mentality of the population, business, federal and regional government agencies have been stated. Discussion and Conclusion. The idea that it is the mentality of the human consumer and that of the mass consumption society that is steadily leading to an environmental disaster is gaining the understanding very slowly. There is a need for increasing efforts to systematically environmentalize the mentality when perceiving world, regional, and local problems. The article will be useful to a wide range of specialists in the analysis and synthesis of socio-eco-economic systems. The results of the study may be applied for prevention and de-escalation of regional and interregional conflicts associated with environment and nature conservation

    Diversifying relationships: Russian policy toward GCC

    The interaction between Russia and Gulf countries represents the story of ups and downs, severe conflicts and sharp warmings that can largely be explained by the permanently changing role and place of each of these players at the global and Middle Eastern political arenas. After Russia's “return” to the Middle East in 2012–2015, Moscow's foreign policy towards the Gulf can be explained in terms of a bargaining strategy. On the one hand, Russia is trying to underline its importance and relevance to the GCC by putting forward diplomatic and political initiatives. The Kremlin uses its direct or indirect presence in the key regional conflicts such as the Syrian, Libyan and Yemeni civil wars as well as the Israeli-Palestinian conflict and Iran’s nuclear issue. On the other hand, Russia is interested in building up stronger economic cooperation with the GCC, drawing bigger volumes of investments from the Gulf to Russia’s broken economy, as well as coordinating efforts with Saudi Arabia in the global oil market. While, in the near future, the qualitative evolution of Russia’s relations with the GCC is hardly possible, there are still options for their deepening within the current level of interaction between Moscow and the Gulf

    Research background: The world is actively transforming socio-economic and production processes. Ensuring economic growth today is accompanied by an increase in living standards and environmental degradation, the exhaustion of natural resources, imbalance in the biosphere, and climate change, which leads to poor human health and limits the possibilities for further development. All this is due to the need to transform both the provision of technological progress for economic development, and the favouring of the natural environment in the context of globalization. Purpose of the article: The purpose of the article is to study energy conservation as a necessary condition for the development of a “green” economy in the context of globalization and transformation of society. Methods: The research is based on general scientific methods of empirical research (observation, measurement, experiment, modelling), analysis and synthesis, analogy, systematization, as well as methods of structural-logical, statistical analysis. Findings & Value added: The article systematizes approaches to defining the concept of a green economy, reveals the relationship between the categories of politics and society, and elements of the green economy. The efficiency of the use of fuel and energy resources is determined by the energy intensity of GDP. In this regard, the predicted dynamics of energy intensity of GDP by regions of the world, energy consumption per capita in the world and groups of countries are analysed, measures of state support in the field of energy conservation and energy efficiency are substantiated

    Competence approach in teaching the discipline “Life safety and environmental protection”

    The article outlines quantitative criteria of students’ performance results in the course of studying the subject ‘Life Safety’ in the times of online education. The process of education is conducted using the competency-based approach and presupposes the evaluation of performance with the help of 3 levels: basic (adaptive), independent (productive), competent (creative). The evaluation of the indicators of students’ knowledge and skills was done using a modular rating system. The discipline is taught in 2 main ways: lectures and seminars. The assessment of students’ knowledge was conducted using progress tests, mid-term and final tests. The article provides Spearman’s rank correlation coefficient which indicates a very high level of correlation between the ratings of students’ achievements in different Modules of the course. The results indicate that using online education to prepare Bachelor’s degree students for their final test in the subject ‘Life Safety’ was effective, there were no serious disadvantages; which leads to a tentative hope of integrating online education into regular education in the future

    In a pandemic COVID-19, where we are now, there is an urgent need to move to a new stage of development and reconstruction of the existing methods of teaching, in particular, the active use of digital technologies. Over the past decades, the number of students using distance technologies has been growing very rapidly. This indicates that this form of training has received recognition. Certain experience has been accumulated and positive results have been obtained. An increase in the number of universities providing training in these technologies signals a global trend towards a transition to non-traditional forms of education. All this is reflected in the system of training specialists in higher educational institutions. Global integration processes, affecting all spheres of human activity, pose significant new tasks. Such a task is the training of professional journalists. This article talks about the new possibilities of online education in the teaching of journalism disciplines. We tried to analyze these technologies and identify the positive aspects of online learning. Also on the basis of the analysis of questionnaires among students of Kazan Federal University and with the aim of increasing students' motivation and effectiveness, some recommendations are given on the example of mastering the course “History of Domestic Journalism”

    Tracks for Russian university students’ multilingual development within remote education during the pandemic

    The chapter explores language and non-language university students’ practices of foreign language learning within the unscheduled shift to remote studies in Russia due to the COVID-19 emergency. The RUDN University Law Institute experience is considered as an example. The paper explores common and specific features of foreign language, translation, and interpreting skills training within the Law Institute language and non-language programmes. The research rests on the case study methodology, considered from the policy-making and managerial point of view. The findings reveal both common features and specificities of multilingual university education of non-language and language students. The study also confirms the need for the educational institutions to draft specific guidelines on language courses implementation for different target audiences during the COVID-19 pandemic

    PCSK9 and cancer: Rethinking the link

    BACKGROUND: Cancer is emerging as a major problem globally, as it accounts for the second cause of death despite medical advances. According to epidemiological and basic studies, cholesterol is involved in cancer progression and there are abnormalities in cholesterol metabolism of cancer cells including prostate, breast, and colorectal carcinomas. However, the importance of cholesterol in carcinogenesis and thereby the role of cholesterol homeostasis as a therapeutic target is still a debated area in cancer therapy. Proprotein convertase subtilisin/kexin type-9 (PCSK9), a serine protease, modulates cholesterol metabolism by attachment to the LDL receptor (LDLR) and reducing its recycling by targeting the receptor for lysosomal destruction. Published research has shown that PCSK9 is also involved in degradation of other LDLR family members namely very-low-density-lipoprotein receptor (VLDLR), lipoprotein receptor-related protein 1 (LRP-1), and apolipoprotein E receptor 2 (ApoER2). As a result, this protein represents an interesting therapeutic target for the treatment of hypercholesterolemia. Interestingly, clinical trials on PCSK9-specific monoclonal antibodies have reported promising results with high efficacy in lowering LDL-C and in turn reducing cardiovascular complications. It is important to note that PCSK9 mediates several other pathways apart from its role in lipid homeostasis, including antiviral activity, hepatic regeneration, neuronal apoptosis, and modulation of various signaling pathways. Furthermore, recent literature has illustrated that PCSK9 is closely associated with incidence and progression of several cancers. In a number of studies, PCSK9 siRNA was shown to effectively suppress the proliferation and invasion of the several studied tumor cells. Hence, a novel application of PCSK9 inhibitors/silencers in cancer/metastasis could be considered. However, due to poor data on effectiveness and safety of PCSK9 inhibitors in cancer, the impact of PCSK9 inhibition in these pathological conditions is still unknown. SEARCH METHODS: A vast literature search was conducted to find intended studies from 1956 up to 2020, and inclusion criteria were original peer-reviewed publications. PURPOSE OF REVIEW: To date, PCSK9 has been scantly investigated in cancer. The question that needs to be discussed is "How does PCSK9 act in cancer pathophysiology and what are the risks or benefits associated to its inhibition?". We reviewed the available publications highlighting the contribution of this proprotein convertase in pathways related to cancer, with focus on the potential implications of its long-term pharmacological inhibition in cancer therapy
