Digitalisation de la gestion des risques de non-recouvrement dans les entreprises non financières : Une étude qualitative des perceptions des managers de risque au Maroc
Within an ever-changing economic landscape, organizations are exposed to a myriad of risks, compelling them to increasingly implement rigorous and sector-appropriate risk management. In this context, the risk of non-recovery of receivables within non-financial companies deserves particular attention due to its significant impact.
This article, among the few studies addressing this specific topic, aims to shed light on the perceptions and attitudes of risk managers regarding the digitization of non-recovery risk management in non-financial enterprises. It is commonly observed that the risk of non-recovery is more frequently discussed in the context of financial companies, while non-financial enterprises also experience its challenges. The fundamental idea behind this study is to understand how risk managers perceive this risk and whether they believe that digitization impacts its management. The results reflect trends in the adoption of digitization, the perspectives of risk managers, and the observed impacts on non-recovery risk management. The discussion delves deep into these findings, highlighting challenges, successes, and opportunities. By exploring trends, perspectives, and impacts, this research contributes to a broader understanding of the role of digital tools in anticipating, assessing, and mitigating non-recovery risks. The challenges highlighted in the discussion emphasize the need for tailored strategies and further exploration of opportunities for improvement.

On observe couramment que le risque de non-recouvrement est plus fréquemment discuté dans le contexte des entreprises financières, tandis que les entreprises non financières font également face à ses défis. L'idée fondamentale de cette étude est de comprendre comment les gestionnaires de risques perçoivent ce risque et s'ils estiment que la numérisation a un impact sur sa gestion. Les résultats reflètent les tendances en matière d'adoption de la numérisation, les perspectives des gestionnaires de risques et les impacts observés sur la gestion des risques liés au non-recouvrement. La discussion approfondit ces résultats, mettant en lumière les défis, les succès et les opportunités. En explorant les tendances, les perspectives et les impacts, cette recherche contribue à une compréhension plus large du rôle des outils numériques dans l'anticipation, l'évaluation et l'atténuation des risques liés au non-recouvrement. Les défis soulignés dans la discussion soulignent la nécessité de stratégies adaptées et d'une exploration approfondie des opportunités d'amélioration.

Intelligence territoriale : État de l’art théorique
Territorial intelligence is a concept that first appeared in 1998 in France following the declination of economic intelligence, and then became an independent discipline extending to other countries. According to Girardot 2010, the term « Territorial intelligence » has emerged in France in order to better understand the needs of the vulnerable population. It is an innovative approach that aims to fully exploit the resources of a territory by combining a number of tools such as; data analysis, technology and knowledge as well as a set of principles such as participatory approach and partnership, to promote sustainable development.
A relatively recent concept, territorial intelligence can be considered as strategic planning. Some assume that it is close to territorial marketing and territorial development, others claim that it presents a complementarity to economic intelligence.
The study was conducted in the form of a state of the art in order to show the historical evolution of territorial intelligence, its development and scope, as well as to retrace its theoretical corpus.

Selon Girardot 2010, Le terme « Intelligence territoriale » a émergé en France afin de mieux comprendre et répondre aux besoins de la population vulnérable. C’est une approche novatrice qui vise à exploiter pleinement les ressources d’un territoire en combinant un certain nombre d’outils tels que ; l’analyse des données, la technologie et la connaissance ainsi qu’un ensemble de principes comme l’approche participative et le partenariat, afin de favoriser un développement durable.
Concept relativement récent, l’Intelligence territoriale peut être considérée comme une planification stratégique. Certains supposent qu’elle est proche du Marketing territorial et du développement territorial, d’autres affirment qu’elle présente une complémentarité à l’Intelligence économique.
L'étude a été menée sous forme d’un état de l’art dans le but de montrer l’évolution historique de l’intelligence territoriale, son développement ainsi que son champ d’application, ainsi que de retracer son corpus théorique.

Local development programs: Factors of economic efficiency of the city of Dakhla
The evaluation of the effectiveness of local development programs is of strategic importance to examine the development programs implemented at the local level, in order to further improve the socio-economic conditions and to promote sustainable development in a given territory via key socio-economic indicators.
This article aims to evaluate the effectiveness of local development programs implemented in Dakhla, by examining their impact on various aspects of local life, including employment, education, health, infrastructure and the quality of life of residents. To do this, we have undertaken a quantitative investigation in order to corroborate our theoretical observations with empirical data.
We first examined the existing literature on the key indicators of the effectiveness of such programs, then proceeded to our survey among a sample of 120 inhabitants in different districts of the city of Dakhla. The results obtained confirmed the theoretical notions addressed by the authors on the main question of this study. It emerges from our analysis that two socio-economic factors are crucial to understand the effectiveness of local development programs: economic and employment development, as well as human and social development.
As a result, this research can provide valuable guidance to policymakers, development practitioners and other stakeholders, proposing recommendations to strengthen the effectiveness of local development programs in Dakhla, while paving the way for future research in this area.
The main limitation of our research is related to the availability and reliability of the data. Due to limited resources and the complexity of local issues, it is possible that some relevant data may not be easily accessible or that their quality may vary.

Cet article vise à évaluer l'efficacité des programmes de développement local mis en œuvre à Dakhla, en examinant leur impact sur divers aspects de la vie locale, notamment l'emploi, l'éducation, la santé, l'infrastructure et la qualité de vie des résidents. Pour ce faire, nous avons entrepris une enquête quantitative afin de corroborer nos observations théoriques avec des données empiriques.
Nous avons d'abord examiné la littérature existante sur les indicateurs clés de l'efficacité de ces programmes, puis procédé à notre enquête auprès d'un échantillon de 120 habitants dans différents quartiers de la ville de Dakhla. Les résultats obtenus ont confirmé les notions théoriques abordées par les auteurs sur la question principale de cette étude. Il ressort de notre analyse que deux facteurs socio-économiques sont cruciaux pour comprendre l'efficacité des programmes de développement local : le développement économique et de l'emploi, ainsi que le développement humain et social.
Par conséquent, cette recherche peut fournir des orientations précieuses aux décideurs politiques, aux praticiens du développement et aux autres parties prenantes, en proposant des recommandations pour renforcer l'efficacité des programmes de développement local à Dakhla, tout en ouvrant la voie à de futures recherches dans ce domaine.
La principale limitation de notre recherche est liée à la disponibilité et à la fiabilité des données. En raison de ressources limitées et de la complexité des problèmes locaux, il est possible que certaines données pertinentes ne soient pas facilement accessibles ou que leur qualité puisse varier.

La qualité des institutions freine-t-elle la transformation structurelle de la Communauté Économique des États de l’Afrique Centrale (CEEAC) ?
The aim of this paper is to assess the contribution of quality of institutions to the structural change in ECCAS countries. A sample used of 11 countries members of ECCAS by data panel observed in period of 1996-2021. Estimator regrouped means of group is the methodology used in this paper. The results show that the institutions quality explain negatively the structural change level of ECCAS members. In addition, disaggregated using the institutions quality, the effect still the same for the regulation quality and he state of law. Anyway, the effect is positive for the efficacy of government and the politic stability. Our results still stout in using the square less ordinary method and the square less ordinary adjusted completely. The economic policy suggestions according to the implementation of a beneficial institutional framework (stable and peaceable) for attracting outside shareholders and boosting private investment. Moreover, ECCAS members must take benefit to their important endowment in natural resources for more investing in material capital and industrialization promote.

L’objectif de ce papier est d’évaluer la contribution de la qualité des institutions aux changements structurels dans les pays de la CEEAC. Nous utilisons un échantillon de 11 pays de la CEEAC à partir d’un panel de données observées sur la période 1996-2021. La méthodologie utilisée dans ce document est l’estimateur du groupe moyen regroupé. Les résultats montrent que la qualité des institutions explique négativement le niveau de changement structurel dans les pays de la CEEAC. De plus, en utilisant la qualité des institutions désagrégée, l’effet reste le même pour la qualité de la réglementation et l’état de droit. Cependant, l’effet est positif pour l’efficacité du gouvernement et la stabilité politique. Nos résultats restent robustes en utilisant la méthode des moindres carrés ordinaires dynamiques et la méthode des moindres carrés ordinaires entièrement modifiée. Les suggestions de politique économique concernent la mise en œuvre d’un cadre institutionnel favorable (stable et pacifique) pour attirer les investisseurs étrangers et stimuler l’investissement privé. En outre, les pays de la CEEAC devraient tirer parti de leur importante dotation en ressources naturelles pour investir davantage dans le capital physique et promouvoir l’industrialisation.

L’impact de l’innovation managériale du télétravail sur l’articulation travail-famille des employés pendant le covid-19
The relationship between human resources management practices and innovation is often seen as a black box, with many facets yet to be explored. The COVID-19 pandemic was a real catalyst, forcing managers to review their working methods, innovate and digitise their operations at a frantic pace. Faced with this unprecedented situation, they have had to rapidly adapt their organisational methods to adapt to the new reality shaped by an unprecedented economic climate. In the spring of 2020, a large number of employees found themselves teleworking, while their spouses and children were also at home due to the widespread confinement. This forced cohabitation exacerbated the already existing challenges of reconciling work and family obligations, particularly during busy periods such as mornings and late afternoons. In this context, the aim of this article is to take an in-depth look at the impact of the adoption of teleworking as an innovative managerial practice on employees' work-life balance. To do this, we will undertake an in-depth analysis of the existing literature in order to shed light on this complex and dynamic relationship. In this context, our study aims to analyse the impact of the introduction of telework as an innovative management method on workers' work-life balance. To do this, we will draw on an in-depth analysis of the existing literature to shed relevant light on this complex relationship. By exploring different theoretical perspectives and the results of previous research, we will seek to gain a better understanding of the implications of teleworking on the reconciliation of employees' work and family responsibilities.

Paper type: Theoretical Research La relation entre les pratiques de gestion des ressources humaines et l'innovation est souvent perçue comme une boîte noire, renfermant de multiples facettes encore à explorer. La pandémie de COVID-19 a constitué un véritable catalyseur, obligeant les gestionnaires à revoir leurs méthodes de travail, à innover et à numériser leurs opérations à un rythme effréné. Face à cette situation inédite, ils ont dû rapidement adapter leurs modes d'organisation pour s'adapter à la nouvelle réalité façonnée par une conjoncture inédite. Au printemps 2020, un grand nombre d'employés se sont retrouvés en situation de télétravail, tandis que leurs conjoints et enfants étaient également à la maison en raison du confinement généralisé. Cette cohabitation forcée a exacerbé les défis déjà existants pour concilier les obligations professionnelles et familiales, notamment lors des périodes d’affluence telles que les matinées et les fins d'après-midi. Dans ce contexte, l'objectif de cet article est d'explorer de façon théorique l'impact de l'adoption du télétravail en tant que pratique managériale innovante sur l’articulation travail-famille des employés. Pour ce faire, nous entreprendrons une analyse approfondie de la littérature existante afin d'éclairer cette relation complexe et dynamique. Dans ce contexte, notre étude vise à analyser les répercussions de l'introduction du télétravail en tant que méthode de gestion novatrice sur l'équilibre entre vie professionnelle et vie familiale des travailleurs. Pour ce faire, nous nous appuierons sur une analyse approfondie de la littérature existante afin d'apporter un éclairage pertinent sur cette relation complexe. En explorant les différentes perspectives théoriques et les résultats de recherches antérieures, nous chercherons à mieux comprendre les implications du télétravail sur la conciliation des responsabilités professionnelles et familiales des employés.

Les Aspects du Big-data dans la finance : Transformations, solutions numériques et nouveaux risques dans le système financier
The digitalization of the financial sector allows big data technologies such as advanced analytics, machine learning, artificial intelligence, and the cloud to penetrate and revolutionize the competitive landscape for financial market players. Major companies are adopting these new technologies to successfully carry out their digital transformation, meet customer demands, and enhance their profitability. As the financial sector increasingly evolves and reorganizes around a data-driven approach, organizations must respond to these changes proactively and comprehensively. With effective technological solutions capable of meeting the advanced analytical demands of digital transformation, financial organizations can fully leverage vast amounts of unstructured data, uncover new competitive advantages, and seize market opportunities. However, since financial institutions were not originally established in a digital environment, they must undergo a lengthy conversion process that necessitates both behavioral and technological changes. This adaptation is crucial to adjust their conventional approaches and toolkits to these transformations and to avoid potential risks arising from this revolution. The present research is based on an exploratory methodology, primarily involving theoretical and technical investigation. It aims to identify the aspects of big data in the finance sector and the new risks associated with a digital financial system, while highlighting the digital solutions implemented in this context. The theoretical analysis suggests, on one hand, that the financial world is undergoing continuous evolution characterized by a data explosion, the rise of AI and financial technology tools. On the other hand, new challenges are being added to the traditional risk portfolio, increasingly jeopardizing the financial system.

La présente recherche repose sur une méthodologie exploratoire, consistant principalement en un travail d'investigation théorique et technique. Elle vise à identifier les aspects du big data dans le domaine de la finance et les nouveaux risques d'un système financier numérique, tout en mettant en lumière les solutions numériques mises en œuvre dans ce contexte. L'analyse théorique déployée soutient, d'une part, que le monde de la finance relève d'une évolution continue caractérisée par l'explosion des données, l'essor de l'IA et des outils de la technologie financière. D'autre part, de nouveaux défis s'ajoutent au panier des risques classiques, qui mettent de plus en plus en péril le système financier.

L’incidence de l’inclusion financière sur la croissance économique au pays à revenu intermédiaire : une preuve empirique
Recently, policymakers and researchers have turned their attention to financial inclusion as a means of controlling poverty, the informal economy, tax collection and financial development. Empirical and theoretical literature shows that financial inclusion has become a fundamental necessity for economic development. The aim of this article is to examine the effect of financial inclusion on economic growth for a panel of 13 middle-income countries over the period 2010-2021. Two steps were highlighted in this work. First, we constructed a financial inclusion index. Secondly, the system generalized method of moments is used to estimate our model. The results show that financial inclusion has a positive effect on economic growth.

Récemment, les décideurs politiques et les chercheurs ont porté leur attention sur l’inclusion financière afin de contrôler la pauvreté, l’économie informelle, la collecte des impôts et le développement financier. La littérature empirique et théorique montre que l’inclusion financière est devenue une nécessité fondamentale pour le développement économique. Cet article a pour objectif d’examiner l’effet de l’inclusion financière sur la croissance économique pour un panel de 13 pays à un revenu intermédiaire au cours de la période 2010-2021. Deux étapes ont été mises en évidence dans ce travail. Premièrement, nous avons construit un indice d’inclusion financière. Deuxièmement, la méthode des moments généralisés en système est utilisée pour estimer notre modèle. Les résultats montrent que l’inclusion financière a un effet positif sur la croissance économique.

Financing urban development in the EMCCA
The internal and external financing of urbanisation enables governments to mobilise funds to finance urbanisation and urban infrastructure projects in the Economic and Monetary Community of Central Africa (EMCCA). The objective of this paper is to examine the effects of internal and external financing of the economy on the observed urbanisation rate from a sample of six (6) African countries. To achieve this, we specify and estimate a panel data model using Ordinary Least Squares (OLS) methods over the period 2000-2021. The robustness of the results is tested by adding additional variables. Our results show that internal and external financing of the economy, measured by Foreign Direct Investment (FDI), migrant remittances, official development assistance and investment, significantly increase the urbanisation rate in the EMCCA. We suggest that economies be opened up financially in order to improve urban planning in the EMCCA.

Set up in 1964, it has never really succeeded in achieving its main objective of promoting intra-regional trade. EMCCA comprises six member countries (Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea and Gabon), all of which belong to the franc zone, and its main mission is to achieve real integration between the member states, building on the achievements of their long history of monetary cooperation. It is made up of two unions, each governed by a convention. On the one hand, the agreement creating the Central African Monetary Union (CAMU) is based on a set of rules for monetary cooperation between member countries. Its objective, through the Bank of Central African States (BCAS) which forms its foundation, and according to article 1 of its new statutes ratified in 1998, is to issue currency and guarantee its internal and external stability. Without prejudice to this objective, it also supports the general economic policies developed within the Union. On the other hand, the convention creating the Central African Economic Union (CAEU) has the role of encouraging the achievement of real economic integration through the gradual removal of customs barriers and quotas.
Le financement interne et externe de l’urbanisation permet aux gouvernements de mobiliser des fonds pour financer des projets d’urbanisation et d’infrastructures urbaines dans la Communauté économique et monétaire de l’Afrique centrale (CEMAC). L’objectif de cet article est d’examiner les effets du financement interne et externe de l’économie sur le taux d’urbanisation observé à partir d’un échantillon de six (6) pays africains. Pour ce faire, nous spécifions et estimons un modèle de données de panel à l’aide de méthodes des Moindres Carrés Ordinaires (MCO) sur la période 2000-2021. La robustesse des résultats est testée en ajoutant des variables supplémentaires. Nos résultats montrent que le financement interne et externe de l’économie, mesuré par les investissements directs étrangers (IDE), les envois de fonds des migrants, l’aide publique au développement et l’investissement, augmente considérablement le taux d’urbanisation dans la CEMAC. Nous suggérons que les économies soient ouvertes financièrement afin d’améliorer la planification urbaine dans la CEMAC.

Industrial policies in the 21st century: the 4th generation of industrial revolutions
Industry 4.0, also known as the Fourth Industrial Revolution, is characterized by the integration of advanced digital technologies into manufacturing processes. The main pillars of Industry 4.0 include the Internet of Things, artificial intelligence, additive manufacturing and robotics. These technological advances aim to increase the efficiency, flexibility and productivity of factories, opening the way to new opportunities for businesses and economies. The impact of Industry 4.0 on industrial policy is significant, as it leads to a major transformation of industrial processes and economic models. Technological advancements such as the Internet of Things, artificial intelligence and additive manufacturing are changing the way businesses operate. This requires adapting industrial policies to encourage innovation, competitiveness and sustainability. In the context of Industry 4.0, industrial policy faces several major challenges such as the need to adapt to rapid technological advances, ensure data protection and respond to the challenges linked to the digital transition. However, these challenges also offer unique opportunities for industrial policy, notably in terms of promoting innovation, boosting business competitiveness and promoting sustainable economic growth. The key lies in the ability of governments and industry players to work closely together to seize these opportunities and successfully address the challenges.
Observation of the main experiments underway since the second decade of the third millennium allows us to note the multitude of objectives for each case. Feedback from international experiences reveals a concentration on digitalization, the Internet of Things, Data and renewable energies. The main objective of this work is to provide researchers and policy makers with a range of data that will be used to implement academic choices in economic studies or public policies regarding industrial development visions.

These technological advances aim to increase the efficiency, flexibility and productivity of factories, opening the way to new opportunities for businesses and economies. The impact of Industry 4.0 on industrial policy is significant, as it leads to a major transformation of industrial processes and economic models. Technological advancements such as the Internet of Things, artificial intelligence and additive manufacturing are changing the way businesses operate. This requires adapting industrial policies to encourage innovation, competitiveness and sustainability. In the context of Industry 4.0, industrial policy faces several major challenges such as the need to adapt to rapid technological advances, ensure data protection and respond to the challenges linked to the digital transition. However, these challenges also offer unique opportunities for industrial policy, notably in terms of promoting innovation, boosting business competitiveness and promoting sustainable economic growth. The key lies in the ability of governments and industry players to work closely together to seize these opportunities and successfully address the challenges.
Observation of the main experiments underway since the second decade of the third millennium allows us to note the multitude of objectives for each case. Feedback from international experiences reveals a concentration on digitalization, the Internet of Things, Data and renewable energies. The main objective of this work is to provide researchers and policy makers with a range of data that will be used to implement academic choices in economic studies or public policies regarding industrial development visions.

Impact de la crise du covid-19 sur le secteur bancaire marocain
The health crisis severely affected bank profitability, both during the pandemic and after its immediate effects had subsided. Banks faced an increase in non-performing loans, a reduction in interest margins and a general decline in investor confidence. Containment measures and declining economic activity compounded these challenges, limiting credit opportunities and increasing default risks.Furthermore, our analyses reveal that even after containment measures were lifted, negative impacts on bank performance persisted. Banks had to revise their risk management strategies and adjust their long-term profitability forecasts. The crisis thus highlighted the vulnerability of the Moroccan banking sector to external shocks, and underlined the importance of strengthening resilience and risk management mechanisms to prepare for possible future crises.
The aim of our paper is to analyze the impact of the COVID-19 health crisis on the banking sector in Morocco, highlighting its negative effects on the performance of the Moroccan banking sector. To this end, we have used the GARCH (Generalized Autoregressive Conditional Heteroskedasticity) model to examine the volatility of the Moroccan banks' stock index, based on daily prices and geometric returns.

La crise sanitaire a gravement affecté la rentabilité des banques, tant durant la pandémie qu'après la diminution de ses effets immédiats. Les banques ont été confrontées à une augmentation des prêts non performants, une réduction des marges d'intérêt et une baisse générale de la confiance des investisseurs. Les mesures de confinement et la baisse de l'activité économique ont aggravé ces défis, limitant les opportunités de crédit et augmentant les risques de défaut. Par ailleurs, nos analyses révèlent que même après la levée des mesures de confinement, les impacts négatifs sur la performance bancaire ont persisté. Les banques ont dû réviser leurs stratégies de gestion des risques et ajuster leurs prévisions de rentabilité à long terme. Cette crise a ainsi mis en évidence la vulnérabilité du secteur bancaire marocain face aux chocs externes et souligné l'importance de renforcer les mécanismes de résilience et de gestion des risques pour se préparer à d'éventuelles crises futures.
L'objectif de notre article est d'analyser l'impact de la crise sanitaire du COVID-19 sur le secteur bancaire au Maroc, en mettant en lumière ses effets négatifs sur la performance du secteur bancaire marocain. Pour ce faire, nous avons utilisé le modèle GARCH (Generalized Autoregressive Conditional Heteroskedasticity) afin de scruter la volatilité de l'indice boursier des banques marocaines, en nous basant sur les cours journaliers et les rendements géométriques. Le modèle GARCH, reconnu pour sa capacité à modéliser et à prévoir la volatilité des séries temporelles financières, nous a permis de capturer les dynamiques complexes et les variations de l'indice bancaire durant la crise. Nos résultats indiquent que la période de crise, en particulier le début du confinement, a constitué un choc significatif pour le secteur bancaire. Cette phase a été caractérisée par une augmentation notable de la volatilité, révélant l'incertitude et l'instabilité accrues sur le marché financier.
