Procurement Ethics and Accountability: A Comparative Analysis of Government and Private Sector Practices in the Philippines
Procurement has always mirrored how institutions value fairness and discipline. In the Philippines, a major turning point came with the transition from Republic Act 9184 to RA 12009. This reform renewed the government’s push for transparency and digital integration while encouraging professionalism among procurement staff. The private sector, though ruled by its own internal frameworks, faces a similar public demand to demonstrate ethics and accountability. Few studies, however, have looked at both sides in one frame.
This study brought together 36 procurement professionals—half from government, half from private organizations—through a structured survey and 10 follow-up interviews. Their stories reveal the same ethical spirit but different approaches: government workers lean on compliance and transparency; corporate buyers emphasize efficiency and flexibility. Most welcomed RA 12009, though many said that paperwork, supplier diversity, and training remain persistent hurdles. Despite these, both sectors show readiness to learn from one another, particularly in ethics, documentation, and digital systems. The research points to one message: integrity thrives best when systems are clear, people are trained, and collaboration is encouraged
Functional Literacy Level of Officials in Selected Barangays: Basis for an Extension Project
This research investigates the functional literacy levels of barangay officials in selected agricultural communities within Guagua, Pampanga, aiming to design an extension program that improves governance effectiveness. Employing a quantitative descriptive design, the study utilizes a modified DepEd-ALS functional literacy test to evaluate reading, writing, and numeracy competencies among 30 elected officials across Ascomo, Pulungmasle, and Maquiapo. The findings reveal a significant gap between academic qualifications and practical literacy skills, with over 36% of respondents classified at the beginning literacy level. This underscores the need for targeted interventions, especially in remote areas with limited access to education.
The study contextualizes functional literacy as a pivotal element for public service delivery, transparency, and civic engagement. Results show that while 80% of respondents attained college education, their functional abilities in written communication, budgeting, and digital tasks vary significantly. The proposed extension program is a six-week, module-based training covering reading, writing, numeracy, communication, and digital literacy. Recommendations include integrating technological tools, routine assessments, and peer mentorship to sustain improvements. Ultimately, enhancing functional literacy is framed not just as a personal upgrade for officials, but as a foundational strategy for community empowerment, responsive governance, and sustainable development
The Civilian Transition: Retelling the Lived Experiences of Medically Discharged Filipino Military Amputees
Amputation in military service leading to discharge and transition difficulty is the Philippines was still yet to resolve, a focus on training the jungle and sea division of the military was made in order to train the soldiers for the different terrains that they will engage the rebels on. Over the years, numerous studies were already made on the narratives of the discharged military veterans for both honorable and dishonorable discharges yet there was little to no studies centered around the lives of the medically discharged amputees after leaving the organization. This study aims to narrate the lived experiences of the medically discharged amputees, more specifically a qualitative research study that details their personal lives after leaving the organization. A total of five (5) medically discharged amputees were interviewed face to face in this study and a total of four (4) themes were generated which are ‘Post-Medical Discharge Experience’, ‘Overcoming Adjustments’, ‘Self-Concept’, and \u27Personal Goals’. The results showed the difficulty of the amputees to accept their new condition and the engagement in drinking alcohol or using cigarettes to lighten their burdens. The importance of financial stability was also widely discussed fueling a discussion for the consideration of the benefits that the amputees do receive after leaving the organization
Learning in Forensic Chemistry Education: Impact on Criminology Students\u27 Competence and Readiness
This study explored how e-learning influences the development of forensic chemistry skills and professional preparedness among criminology students in the Philippines. A convergent parallel mixed-methods design was utilized, incorporating a quantitative survey with 300 participants and qualitative interviews with students enrolled in a forensic chemistry course. The survey instrument, adapted from existing measures, was subjected to content validation and pilot testing, showing high internal consistency (α=0.86). Quantitative data were analyzed using descriptive statistics, correlations, and regression analyses, whereas qualitative data were analyzed using thematic analysis. The findings indicated that students had favorable views of e-learning in forensic chemistry, valued multimedia resources, and recognized both challenges and opportunities. A strong positive correlation (ρ=0.754, p=0.001) was identified between perceptions of e-learning and readiness to use e-learning tools, with readiness significantly influencing positive perceptions (R=0.708+0.806). Qualitative themes such as enrichment, utilization, enhancement, resources, and foundation underscored the advantages and disadvantages of e-learning in forensic chemistry education. The study concludes that well-crafted e-learning platforms can effectively connect theoretical knowledge with practical skills, improving students\u27 comprehension and critical thinking. However, the absence of hands-on laboratory experience remains a significant limitation. The findings suggest that a blended learning approach, which combines e-learning with traditional practical training, is crucial for a thorough forensic chemistry education. Future research should broaden the study\u27s scope, conduct longitudinal studies, and investigate hybrid learning models to enhance the effectiveness of e-learning in forensic chemistry education
Factors Influencing Consumers’ Patronage of Unlimited Food Restaurants in The City of San Pedro, Laguna
This paper presents a narrative literature review and synthesis of a quantitative study that explored the factors influencing consumer patronage of unlimited food restaurants in San Pedro, Laguna, Philippines. Shaping Power Trio of Parents\u27 Private School Choice: Image, Attractiveness, and Experience
Only a few studies have concurrently investigated school image, attractiveness, and parents\u27 past experiences at private high school within a single, emotion-based framework. This study examines the direct, indirect, and moderating relationships among these variables in shaping private high school choice in Indonesia. Employing the Hayes PROCESS Macro on data from 270 parents, analysis revealed that school image is a powerful predictor of parental school choice, operating both directly and indirectly via school attractiveness. Prior private high school experience significantly leveraged the parents\u27 ratings of image, attractiveness, and school choice, and magnified the impact of both image and attractiveness on the final school choice. This study provides two primary contributions: First, it significantly advances the literature on emotion-based school choice by demonstrating the strong interplay between image and attractiveness. Second, it establishes prior experience as a critical moderator, indicating that the emotional drivers of choice are fundamentally different for experienced parents, offering a new insight for school management and marketing strategies that seek to leverage parental background
