    Manajemen dan Praktik Inklusif Pendidikan Tinggi bagi Penyandang Disabilitas: Studi Kasus di Dua Universitas Kalimantan Timur

    Inclusive access to higher education for persons with disabilities in Indonesia remains limited, as indicated by data from the National Disability Committee (2022) showing that only 2.8% of persons with disabilities continue to higher education. This study addresses the issue of weak inclusive governance in universities by examining two institutions in East Kalimantan-one public and one private-selected to compare managerial practices. Using a descriptive qualitative approach, data were collected through in-depth interviews with university leaders, lecturers, administrative staff, and students with disabilities, as well as through campus facility observations and policy document reviews. Thematic analysis was applied to identify key patterns. The findings reveal that inclusive practices remain partial and highly dependent on individual initiatives. For instance, Campus A has established a Disability Service Center, but its authority is limited, while Campus B lacks a formal structure and relies on ad-hoc solutions. Major challenges include the absence of standardized service guidelines, insufficient budget allocation, and weak monitoring systems. This study recommends the establishment of dedicated disability service units with clear authority, special budget allocation, and participatory monitoring mechanisms to ensure the sustainability of inclusive education in higher education institutions

    Desentralisasi Fiskal: Tantangan Pengelolaan Pengeluaran Daerah dalam Mewujudkan Otonomi Keuangan Daerah

    This article provides an in-depth analysis of fiscal decentralization in Indonesia, focusing on regional expenditures as an indicator of local government financial capacity within the framework of regional autonomy. While fiscal decentralization aims to create effective, efficient, and locally responsive governance, the study's findings reveal persistent challenges in its implementation. The descriptive qualitative study, utilizing literature review and case studies, highlights three main issues: the dominance of regional spending by routine expenditures, particularly personnel costs, leading to limited allocations for strategic development and public services ; a high fiscal dependency on central government transfers (DAU, DAK, DBH), which indicates weak fiscal autonomy and disincentivizes local revenue generation; and institutional weaknesses, including rigid budgeting, fragmented regulations, and a lack of competent human resources. These conditions hinder the effectiveness of fiscal decentralization in promoting equitable and sustainable regional development. Therefore, policy reformulation is crucial, emphasizing result-based budgeting, strengthening institutional capacity in planning and oversight, and reforming the intergovernmental fiscal transfer system to be more needs-based and performance-oriented. This work contributes both theoretically and practically to improving local financial governance in the decentralization era

    Pengaruh Pendidikan Politik dan Efikasi Politik Terhadap Peningkatan Partisipasi Politik Peserta Kegiatan Fasilitasi Badan Kesbangpol Provinsi Sumatera Barat

    This study examines the influence of political education on political participation, which is mediated by political efficacy. This study focuses on the forms of political participation according to the theory of Samuel P. Huntington and Joan M. Nelson. The approach used is quantitative with a survey method. The research sample of 400 respondents was selected by simple random sampling. Data were analyzed using path analysis techniques with the help of the SPSS program version 24. The results of the study show: First, political education and political efficacy simultaneously contribute 47% to political participation, while the remaining 53% is influenced by other variables not studied. The average level of political participation after the political education facilitation activities is classified as high, with a mean value of 3.74 (equivalent to 74.80%). Second, the results of this study recommend ongoing political education efforts to strengthen democratic involvement in society. Third, it is important for the West Sumatra Provincial Kesbangpol Agency to pay attention to the subject of political education implemented from the aspects of age, education level,monthly income, and other social characteristics

    This study aims to analyse the effectiveness of human resource training and development in improving competencies in the digital era. The research method used is descriptive through a literature study approach by reviewing several books, journal articles, and website sources relevant to the research topic. The results of this study show that training and development programmes are strategic steps in facing digital disruption. Along with the advancement of digital technology such as Artificial Intelligence (AI), Internet of Things (IoT), big data, data analytics, and business process automation, it is very helpful for companies in managing and developing human resources. HR training and development models in the digital era can be done through various methods such as e-learning, blended learing, and other platforms that make it easy for employees to improve their competence without being limited by time and place. The study results show that adaptive integration of digital technology in HR competency training can improve the efficiency and effectiveness of competency development in various organisational sectors

    Determinasi Rendahnya Partisipasi Politik Mahasiswa Ilmu Administrasi Negara UNP dalam Pilkada Gubernur Sumatera Barat 2024

    This research discusses the political participation of students of the State Administration Department of Padang State University (UNP) in the West Sumatra Governor Election in 2024. This research is motivated by the importance of the role of students as agents of change in the democratic process, but in reality their level of participation in regional head elections is still low. The research used qualitative methods with data collection techniques through interviews, observations, and online surveys to active students of the 2019-2024 batch. The results showed that only 37.3% of students exercised their voting rights, while 62.7% chose to abstain. This low participation is caused by several main factors, namely administrative and domicile issues for overseas students, low trust in politics due to rampant cases of corruption and money politics, and the lack of socialization and political education both from the campus and related parties. Many students experience difficulties in arranging a letter of transfer to vote, making them reluctant to participate. In addition, negative perceptions of politicians and unfulfilled promises further strengthen apathy and skepticism among students

    Food security is a crucial issue at the village level, given its role in improving community welfare. Sidomoyo village has potential in agriculture and fisheries, but as time goes by and population growth increases, farmland in Sidomoyo village is decreasing. This is a challenge for the village government to realize food security in Sidomoyo village. The purpose of this study is to describe and analyze the village government's strategy in realizing food security in Sidomoyo Village. The method used is descriptive qualitative approach, with data collection through interviews, observations, and documentation studies. Based on the research conducted, the village government's strategy in realizing food security in Sidomoyo village is quite good, especially in the aspects of goals and actions. Meanwhile, in the learning indicator, the resulting innovation is still not optimal. Further monitoring, evaluation and mentoring of the training that has been carried out are needed so that the results can be applied effectively. Thus, improvements in the direction and learning indicators are needed to ensure the sustainability of the food security strategy in Sidomoyo Village

    Analisis Sentimen Menggunakan Support Vector Machine Sebagai Tools Evaluasi Layanan Sipraja Mobile

    E-government is one of the government's strategies to implement good governance through the use of technology to improve public services. The realization of e-government is done through the provision of web-based and mobile services by the Sidoarjo Government by releasing the Sidoarjo People's Service System (Sipraja). Sipraja is an application that integrates administrative services in villages and sub-districts. Sipraja mobile has been downloaded by more than 100,000 users, received more than 2,000 reviews, and received a review rating of 4.2. However, user review ratings sometimes do not match the format of the review text provided. This study aims to get an overview of public perceptions / sentiments towards Sipraja mobile services to be used as evaluation material. Research was conducted to analyze user reviews of the Sipraja mobile application on Google Playstore using the Support Vector Machine (SVM) algorithm and linear kernel type. The research model used is able to produce an accuracy rate of 75.10%, precision of 80.36%, specificity 81,97%, recall of 68.70% and F1 score of 74.07%. From the research results, public sentiment towards Sipraja mobile services is more inclined to positive sentiment of 54.84% However, negative sentiment has a similar amount of 45.16%. The Sidoarjo local government's attention and follow-up is needed to continue to meet the objectives of e-government to improve services to the community

    The Smart Indonesia College Card (KIP-Kuliah) is real evidence that the government is working hard to ensure access to education for everyone, especially the underprivileged. The government's seriousness in realizing equal opportunities for education is also demonstrated through the Smart Indonesia College Card (KIP-Kuliah). Government support for higher education is an important step in improving the quality of human resources and encouraging social and economic progress. This study aims to determine the effect of the KIP-Kuliah scholarship on the learning motivation of public administration students in the 2020 and 2021 intakes at Muhammadiyah University of Sidenreng Rappang. The method used is a quantitative method with a sample size of 62 public administration students receiving the KIP-Kuliah. The sampling technique used is simple random sampling. Data were collected through observation, questionnaires and literature studies. Furthermore, it was analyzed using IBM SPSS Statistics 21.0. The results of the study showed that the KIP-Kuliah scholarship had a significant effect on the learning motivation of public administration students in the 2020 and 2021 intakes at Muhammadiyah University of Sidenreng Rappang with a value of 3.535. This finding provides theoretical contribution in the development of study of learning motivation, especially by emphasizing that financial support through KIP-Kuliah scholarship. From a practical perspective, the results of this study provide strategic input for policy makers of Muhammadiyah University of Sidenreng Rappang to continue to maintain and expand the scope of the KIP-Kuliah scholarship program

    This research was conducted at CV. Indo Jaya Putra Surabaya which aims to find out and analyze: 1) the direct influence of motivation on employee performance, 2) the direct influence of collaboration on employee performance, 3) the direct influence of employee involvement on employee performance, and 4) the direct influence of motivation , employee cooperation and involvement on employee performance. This type of research is a quantitative method with a questionnaire to collect data, the saturated sample or total sampling is a population of all 53 employees from various operational departments at CV. Indo Jaya Putra Surabaya. Using multiple linear regression analysis using SPSS version 25. The results of this research show: 1) Work Motivation has no significant effect on Employee Performance, 2) Collaboration has a significant effect on Employee Performance, 3) Employee Engagement has a significant effect on Employee Performance, and 4) Work Motivation, Cooperation and Employee Involvement simultaneously have an effect significant impact on CV employee performance.
