    Efektivitas dan Tantangan Pemilihan Kepala Desa Secara E-Voting di Kabupaten Magetan

    This research is motivated by the decrease in community participation in the election of village heads (Pilkades) by e-Voting in Magetan Regency in 2023 compared to 2019. The purpose of this study is to analyze the effectiveness, identify challenges and supports for the implementation of e-Voting in the Regional Elections in Magetan Regency. The research method used is a qualitative approach with data collection techniques through interviews using the snowball sampling method on informants from the Community and Village Empowerment Office, Communication and Information Service, Village Government, Pilkades committee, and the elderly. Data is also obtained from archives, reports, regulations, and technical instructions related to the implementation of e-Voting. Data analysis techniques include data condensation, data presentation, and conclusion drawn. The results of the study show that the implementation of e-Voting in Magetan Regency in general has been effective by being marked by the achievement of the objectives of the activity. Challenges faced include: limited technological infrastructure, low digital literacy, system reliability and technical failures. The challenges of implementing e-Voting can be overcome with collaboration and synergy across agencies and election committees. Collaboration and synergy in the implementation of e-Voting is supported by strong organizational characteristics, a supportive environment, competent human resources, and progressive policies and management. The research recommendations include increasing socialization through online and offline media in a balanced manner, developing e-Voting applications independently, and appointing special staff to support the sustainability of e-Voting innovation

    The quality of Vocational High School (VHS) graduates is inseparable from the performance of vocational schools in providing school services. The performance of vocational high schools (PVHS) based on the Indonesian National Qualifications Framework (INQF) in facing global demands in the industrial revolution 5.0 needs to pay attention to the application of Artificial Intelligence (AI), Public Trust (PT) and Human Resource Capability (HRC). This study aims to determine the influence of AI, PT and HRC on INQF-based PVHS in Magetan district. The type of research used is quantitative associative. The research population is teachers, students, industry and parents of vocational school students in Magetan Regency. The research sample was 120 respondents. The data collection technique uses a survey with a questionnaire instrument. The analysis technique uses the Structural Equation Model (SEM). The results of the study can be explained that AI, PT and HRC have a positive and significant influence on PVHS. The proper application of AI, PT and HRC can provide an increase in the performance of vocational schools

    Collaborative Dynamics Pemberian Makanan Tambahan Lokal dalam Upaya Percepatan Penurunan Stunting di Kelurahan Kalijaga Kota Cirebon

    Stunting is still a major health problem in Indonesia, including in Cirebon City, which can have an impact on the quality of human resources in the future. The government has adopted various policies to accelerate stunting reduction, one of which is through a collaborative governance approach, which emphasizes multi-actor involvement in program implementation. This research aims to analyze the dynamics of collaboration in implementing the Supplementary Feeding Program (PMT) as part of efforts to accelerate stunting reduction in Kalijaga Village, Harjamukti District, Cirebon City. By using a qualitative approach and case studies, this research refers to the collaborative governance dynamics theory of Emerson et al. (2011), which includes the dimensions of mobilizing shared principles, shared motivation, and capacity for joint action. Research results show that even though a collaborative forum has been formed with the roles of various stakeholders, there are still several obstacles in planning, the effectiveness of cadre roles, as well as monitoring and evaluating program implementation. Therefore, strengthening coordination and synergy between actors is a strategic step to increase the effectiveness of the stunting reduction acceleration program in Cirebon City

    Analisis Peran Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bengkalis dalam Penempatan Tenaga Kerja Lokal di Duri

    This study aims to analyze the role of the Bengkalis Regency Manpower and Transmigration Office in the placement of local workers in Duri, focusing on policy effectiveness, implementation of training programs, and efforts to increase local employment. The theory used in this research is the theory of employment policy according to Payaman Simanjuntak Priyono 2018, which includes three indicators: Labor Qualification Suitability, Local Labor Participation and Labor and Company Satisfaction. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The research informants consisted of officials from the Bengkalis Regency Manpower and Transmigration Office, company staff in the Duri area, and local workers who had participated in the job placement program. The results showed that the Manpower and Transmigration Office has run various training programs and cooperation with local companies, but there are still obstacles such as limited employment opportunities, lack of local workforce skills, and not optimal implementation of the workforce placement policy. This research suggests that the Manpower and Transmigration Office should improve synergies with the private sector, expand training programs based on industry needs, and strengthen monitoring and evaluation of the implementation of local worker placement policies in order to improve the competitiveness and welfare of local communities

    This study aims to analyze the performance-based budgeting implemented by the Cooperative, Small and Medium Enterprises, Trade, and Industry Office of Cirebon City. The theoretical framework for this research is the performance-based budgeting cycle proposed by Nurkholis and Khusaini (2019). A qualitative research method was employed, utilizing data collection techniques such as interviews, observations, and documentation. The results indicate that the Cooperative, Small and Medium Enterprises, Trade, and Industry Office of Cirebon City has implemented four stages of the performance-based budgeting cycle in accordance with the theory of Nurkholis and Khusaini, namely determining vision and mission, goals, and targets, determining performance indicators, evaluating and making decisions on program selection and priorities, and analyzing cost standards. However, challenges persist in the stage of determining performance indicator, evaluating and making decisions on program selection and priorities, and analyzing cost standards. This study suggests aligning output and outcome targets with available inputs, prioritizing programs based on the capacity of work units, and adjusting cost standards to reflect market prices

    The purpose of this research is to examine how sustainable social development can be an effective commitment to the prevention of human trafficking in coastal areas because coastal areas, with their unique demographic and economic conditions, face major challenges in addressing human exploitation, whether in forced labor, child trafficking or sexual exploitation. This qualitative research uses a literature review method that analyzes various journals, research reports, and related policies. The analysis was conducted by categorizing the findings based on key themes, such as causal factors of human trafficking, social development policies, and intervention strategies. This research emphasizes that planned and comprehensive social development can reduce the potential for human trafficking in coastal areas. Through improved economic welfare, better access to education, and improved social and economic infrastructure. Therefore, a strong commitment is needed from the government, community organizations, and local communities to implement sustainable social development strategies to create safer and more prosperous coastal areas

    Kolaborasi Stakeholder dalam Penanganan Bencana Kebakaran di Kota Surabaya: Perspektif Pentahelix

    The high population density in Surabaya City creates challenges for firefighters responding to fires, necessitating effective stakeholder collaboration. While the pentahelix concept has been identified in research as a promising approach to improve service delivery, it has not yet been implemented in Surabaya's fire management. This qualitative descriptive evaluative study analyzed weaknesses in stakeholder collaboration and assessed economic and community welfare impacts of fire disasters. The research involved 14 informants selected through purposive sampling, with data collected via interviews and documentation, and analyzed using three-stage coding. Results revealed suboptimal stakeholder collaboration due to several factors: inadequate implementation of health protocols, insufficient citizen safety equipment, neglected fire-prone areas, traffic congestion, disorganized residential facilities, and limited fire engine availability. The economic and welfare impacts included income and job losses, alongside psychological trauma among fire victims. The study recommends that the Fire and Disaster Management Agency (DPKP) strengthen collaborative efforts through clearer authority distribution and appropriate budgeting to meet disaster management requirements, ultimately fostering more effective collaboration among stakeholders

    Implementasi Program Tabungan Utsman Terhadap Perekonomian UMKM Berdasarkan Peraturan Walikota Bukittinggi

    This study aims to analyze the implementation of the Uthman Savings Program based on the Bukittinggi Mayor Regulation in supporting the economy of MSME actors in Bukittinggi City. This program is a form of sharia-based public policy that provides access to financing without interest and collateral to MSME actors, with funding support from the APBD. The research method used is descriptive qualitative with data collection techniques in the form of interviews, observation, and documentation from informants from the City Government, PT BPRS Jam Gadang, and MSME players. In this study, researchers used a qualitative approach with descriptive methods in Bukittinggi City. The results showed that the implementation of the program was quite effective, but still faced several obstacles such as limited human resources, limited budget, and uncooperative customer behavior. The Bukittinggi City Government and PT BPRS Jam Gadang have made a number of solutions such as improving the quality of human resources and improving the supervision system. This program is considered to have a positive impact on increasing access to capital and economic stability of MSME actors, although it still requires strengthening in terms of socialization and supervision

    The Indonesian International Student Mobility Awards (IISMA) program, an initiative by Indonesia's Ministry of Education, Culture, Research, and Technology, aims to enhance students' academic and global competencies through international mobility. This study, the first to specifically connect the IISMA program with a constructivist approach within a policy framework, also proposes a conceptual framework: the Adaptive Constructivist Mobility Cycle (ACMC). A Systematic Literature Review (SLR) reveals that while IISMA positively impacts students' global perspectives, soft skills development, and cultural adaptation, significant challenges remain. These include academic credit transfer, post-program institutional support, and cultural and social barriers. Consequently, this study underscores the critical role of implementing constructivist principles in IISMA to ensure more meaningful and applicable learning experiences. Key policy recommendations include strengthening credit transfer mechanisms, enhancing academic and psychosocial support, and optimizing experience-based learning approaches in international mobility programs

    Dampak Kesetaraan Gender Terhadap Kinerja Organisasi: Tinjauan Literatur Sistematis pada Sektor Publik dan Swasta

    This study aims to explore the impact of gender equality on organizational performance, both in the public and private sectors, through a Systematic Literature Review (SLR) approach. Despite the increasing participation of women in the workforce, structural barriers such as the glass ceiling phenomenon and gender disparities in access to resources remain significant challenges. This study identifies 20 relevant articles from 120 articles analyzed, showing that gender equality has a positive impact on service quality, employee well-being, organizational innovation, and sustainability. However, the representation of women in leadership positions remains limited, especially in countries with strong patriarchal cultures. Additionally, gender quota policies in the academic and political sectors have been shown to improve female representation, though structural barriers and gender stereotypes persist. The findings of this study provide valuable insights for decision-making at both organizational and public policy levels in designing more inclusive and sustainable measures. Therefore, gender equality is not only ethically important but also a strategy for enhancing organizational performance in the long run
