    Social Participation in Community Empowerment through the Development of Alamendah Tourism Village

    This study aims to analyze the experiences, perceptions, and meanings of community participation in the empowerment of the Alamendah Tourism Village. The research employs a qualitative approach with a phenomenological research design. The relevance of this study to the field of Government Science can be seen from several aspects. First, in designing and implementing the development of a tourism village, knowledge in government science helps local governments and related institutions formulate policies that support community empowerment and effective tourism program management. Second, government science emphasizes the importance of citizen participation in decision-making processes. The data analysis technique used in this study follows Creswell's Phenomenological Analysis, which includes the stages of data management, reading and memoing, describing, classifying, interpreting, and representing or visualizing. Data were collected through observation, interviews, documentation, and audiovisual materials. The results of the study indicate that social participation in community empowerment through the development of Alamendah Tourism Village proceeds through interrelated and complementary stages. The awareness stage successfully fosters community understanding of the importance of their role. The capacity-building stage enhances the skills and knowledge required for managing the tourism village. Finally, the empowerment stage grants autonomy and responsibility to the community, strengthening their independence and active participation

    Efektivitas Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) Dalam Meningkatkan Indeks Pengawasan Kearsipan Pada Perpustakaan Dan Kearsipan Kabupaten Sinjai

    This study aims to determine the effectiveness of the implementation of the Integrated Dynamic Archival Information System (SRIKANDI) in improving the archival oversight index at the Library and Archives Service of Sinjai Regency. The background of this study is based on the importance of archive digitization as part of bureaucratic reform and the realization of an electronic-based government system (SPBE). This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The effectiveness analysis refers to four indicators according to Sutrisno, namely: program understanding, on-target, on-time, and real change. The results show that the implementation of the SRIKANDI application has made a positive contribution to the order, efficiency, and accountability of archive management within the agency. However, several obstacles remain, such as network limitations, lack of technical training, and not all OPDs have used this system optimally. In addition, the use of manual letters is still found, especially from external parties such as student organizations and non-governmental agencies that have not been integrated into the SRIKANDI system. In conclusion, the implementation of SRIKANDI is considered effective in improving the archival oversight index, although its implementation still requires optimization, both from a technical and human resource perspective.Penelitian ini bertujuan untuk mengetahui efektivitas penerapan Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) dalam meningkatkan indeks pengawasan kearsipan pada Dinas Perpustakaan dan Kearsipan Kabupaten Sinjai. Latar belakang penelitian ini berangkat dari pentingnya digitalisasi arsip sebagai bagian dari reformasi birokrasi dan perwujudan sistem pemerintahan berbasis elektronik (SPBE). Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis efektivitas mengacu pada empat indikator menurut Sutrisno, yaitu: pemahaman program, tepat sasaran, tepat waktu, dan perubahan nyata. Hasil penelitian menunjukkan bahwa penerapan aplikasi SRIKANDI memberikan kontribusi positif terhadap keteraturan, efisiensi, dan akuntabilitas pengelolaan arsip di lingkungan instansi. Meskipun demikian, masih terdapat beberapa kendala, seperti keterbatasan jaringan, kurangnya pelatihan teknis, dan belum semua OPD menggunakan sistem ini secara maksimal. Selain itu, masih ditemukan penggunaan surat manual, terutama dari pihak eksternal seperti organisasi mahasiswa dan instansi non-pemerintah yang belum terintegrasi dalam sistem SRIKANDI. Kesimpulannya, implementasi SRIKANDI dinilai efektif dalam meningkatkan indeks pengawasan kearsipan, meskipun pelaksanaannya masih membutuhkan optimalisasi, baik dari sisi teknis maupun sumber daya manusia

    The existing policies provide clear direction for organizations or governments to achieve desired results, especially in the tourism sector. Policy implementation is the final step of the policy process. The rule implementation process is the final and most significant determinant of overall policymaking. Implementation aims to build a network to open up opportunities where public policy objectives are realized through government organizations involving various interested parties in an activity agenda, such as the tourism sector. For this reason, the theory used to conduct this study is Edward III's policy implementation theory. Based on this theory, the success of policy implementation is determined by four factors: communication, resources, disposition, and bureaucratic structure.Abstract Kebijakan yang ada memberikan arah yang jelas bagi organisasi atau pemerintah untuk mencapai hasil yang diinginkan, terutama dalam sektor pariwisata. Implementasi kebijakan adalah langkah terakhir dari proses kebijakan. sebenarnya, proses implementasi aturan menjadi penentu terakhir yang paling signifikan atas pembuatan secara keseluruhan kebijakan. Tujuan implementasi adalah membangun jaringan untuk membuka peluang dimana tujuan kebijakan publik direalisasikan melalui aktivitas organisasi pemerintah yang melibatkan berbagai pihak yang berkepentingan dalam suatu agenda kegiatan, seperti halnya sector pariwisata. Untuk itu, Teori yang digunakan untuk melakukan kajian ini adalah teori implementasi kebijakan Edward III.     The aim of this research is to determine the role of DP3AP2KB Sinjai in handling domestic violence (KDRT). This research uses a qualitative research methodology that focuses on the case process for handling domestic violence (KDRT) cases in Sinjai Regency. Data collection through observation, interviews and documentation methods. The data obtained was analyzed based on indicators determined by looking at the results of data collection from research informants, namely the Head of the Sinjai PDP3AP2KB Service along with the Head of the Women and Child Protection Division, the Head of the Mainstreaming and Gender Data Division, the Head of the Sinjai PPA UPT, and the community. The results of this research show that the handling of cases of domestic violence (KDRT) in this case has been intensively handled by the Government in collaboration with cross-sectors such as the Sinjai Police, the Women and Children Protection Institute and received recommendations for accelerating the handling of victims of domestic violence. Determinant factors include program activities, guidance, counseling and mediation, training, deliberation and monitoring that are needed in the follow-up to handling cases of domestic violence (KDRT).Tujuan penelitian ini adalah untuk mengetahui peran DP3AP2KB Sinjai dalam penanganan kekerasan dalam rumah tangga (KDRT). Penelitian ini menggunakan metodologi penelitian kualitatif yang fokus pada proses kasus penanganan kasus kekerasan dalam rumah tangga (KDRT) di Kabupaten Sinjai. Pengumpulan data melalui metode observasi, wawancara dan dokumentasi. Data yang diperoleh dianalisis berdasarkan indikator yang ditentukan dengan melihat hasil pendataan dari informan penelitian yaitu Kepala Dinas PDP3AP2KB Sinjai beserta Kepala Bidang Perlindungan Perempuan dan Anak, Kepala Bidang Pengarusutamaan dan Data Gender, Kepala UPT PPA Sinjai, dan masyarakat. Hasil penelitian menunjukkan bahwa penanganan kasus kekerasan dalam rumah tangga (KDRT) pada kasus ini telah ditangani secara intensif oleh Pemerintah bekerjasama dengan lintas sektor seperti Polres Sinjai, Lembaga Perlindungan Perempuan dan Anak dan mendapat rekomendasi percepatan penanganan korban kekerasan dalam rumah tangga. Faktor determinannya antara lain kegiatan program, bimbingan, konseling dan mediasi, pelatihan, musyawarah dan pemantauan yang diperlukan dalam tindak lanjut penanganan kasus kekerasan dalam rumah tangga (KDRT)

    Implementasi Kebijakan Undang-Undang Nomor 16 Tahun 2019 Tentang Perkawinan Di Kabupaten Sinjai

    This research aims to analyze the implementation of the policy of Law No.16 of 2019 concerning Marriage in Sinjai Regency. This law regulates changes to the minimum age limit for marriage from 16 years for women to 19 years for both women and men. This research uses a qualitative approach with descriptive methods, which aims to describe in depth the implementation of this policy at the district level, as well as the factors that influence it. Data was collected through interviews with related parties such as the Head of the District Ministry of Religion Office. Sinjai, officials at the KUA (KUA North Sinjai, South Sinjai and TellulimpoE), the Religious Courts, and the community. The research results show that the implementation of this policy in Sinjai Regency still faces various challenges, including a lack of public understanding of changes to the law, limited resources in socialization, and a culture that still prioritizes traditional norms regarding marriage age. However, this policy has started to have a positive impact in reducing the rate of early marriage, although it is not yet completely effective. This research suggests the need for increased outreach and support from various parties to realize the objectives of the law.Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Undang-Undang No.16 Tahun 2019 tentang Perkawinan di Kabupaten Sinjai. Undang-Undang ini mengatur tentang perubahan batas usia minimal perkawinan yang semula 16 tahun untuk perempuan menjadi 19 tahun baik untuk perempuan maupun laki-laki. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, yang bertujuan untuk menggambarkan secara mendalam pelaksanaan kebijakan ini di tingkat kabupaten, serta faktor-faktor yang mempengaruhinya. Data dikumpulkan melalui wawancara dengan pihak-pihak terkait seperti Kepala Kantor Kementerian Agama Kab. Sinjai, pejabat di KUA (KUA Sinjai Utara, Sinjai Selatan dan TellulimpoE), Pengadilan Agama, dan masyarakat. Hasil penelitian menunjukkan bahwa implementasi kebijakan ini di Kabupaten Sinjai masih menghadapi berbagai tantangan, termasuk kurangnya pemahaman masyarakat terhadap perubahan undang-undang, keterbatasan sumber daya dalam sosialisasi, dan budaya yang masih mengedepankan norma-norma tradisional terkait usia perkawinan. Meskipun demikian, kebijakan ini sudah mulai memberikan dampak positif dalam menurunkan angka pernikahan dini, meskipun belum sepenuhnya efektif. Penelitian ini menyarankan perlunya peningkatan sosialisasi dan dukungan dari berbagai pihak untuk mewujudkan tujuan undang-undang tersebut

    Optimizing Village Funds Through BUMDes Managerial Model in the Local Trade Sector

    The management of Village Funds through Village-Owned Enterprises (BUMDes) in the local trade sector offers great opportunities while posing complex institutional challenges. This article aims to examine how managerial models within BUMDes can effectively optimize Village Funds using a reflective approach grounded in institutional theory. This research adopts a qualitative-descriptive method through a literature review of eight academic books and seven scholarly journals. The findings indicate that the success of local trade business management by BUMDes depends not merely on capital support but primarily on the existence of institutional structures that regulate roles, incentives, and sanctions with clarity. When village institutions are capable of establishing rational and consistent rules of engagement, Village Funds can transform into productive and sustainable capital. This article recommends the formation of adaptive, transparent, and enterprise-oriented institutional systems within all BUMDes trade units

    Analisis Strategi Pengembangan Breeding Center Peternakan Sapi Potong dan Arah Kebijakan Berdasarkan Metode Force Field Analysis (FFA) di Merauke

    Pengembangan peternakan sapi skala rakyat di Merauke belum optimal, kondisi ini perlu diberikan solusi untuk meningkatkan potensi pengembanganya. Penelitian ini bertujuan untuk memproyeksikan strategi pengembangan peternakan skala rakyat di Kabupaten Merauke melalui metode force field analysis untuk mengetahui arah kebijakan yang tepat. Penelitian dilakukan pada peternakan rakyat sebanyak 60 peternak di tiga distrik yaitu Sota, Semangga dan Kurik. Data diperoleh dari Focus group Discussion (FGD) dan wawancara kepada peternak secara detail dari narasumber inti seperti kepala dinas peternakan dan kesehatan hewan Kabupaten Merauke. Data dianalisis menggunakan metode Force Field Analysis (FFA) berdasarkan ketentuan faktor pendorong (D) dan faktor penghambat (H). Hasil penelitian yang diperoleh bahwa faktor pendorong pengembangan sektor peternakan adalah sumber daya pakan, adanya penerapan teknologi reproduksi, pasar, kemampuan adaptasi ternak, harga jual stabil, dan kelembagaan peternak. Faktor penghambat utama yang diperoleh dari penelitian ini adalah sumber daya manusia (SDM) peternak, modal usaha, penyakit ternak, mitra peternakan dan pengelolaan limbah kotoran sapi. Kesimpulan penelitian menunjukkan bahwa faktor pendorong (D) memiliki nilai lebih kecil dibandingkan dengan faktor penghambat (H), oleh sebab itu rekomendasi kebijakan yang diusulkan adalah menguatkan sistem kelembagaan breeding di setiap distrik, pembentukan balai bibit ternak unggul di Merauke, agar ketersediaan bibit semen beku dan program inseminasi buatan dapat dilakukan sepanjang tahun

    The Effectiveness of the National Unity and Politics Agency of Karawang Regency in Fostering Community Organizations

    Community organizations are organizations founded by the community voluntarily with certain goals that are social, religious, cultural or common interests. Community organizations have an important role as a forum for community aspirations, social services, and strengthening involvement in the world of politics to build the nation. Conflicts that occur between social organizations can cause divisions between organizations in the future. This research aims to solve a problem that will be researched, therefore researchers in this research use descriptive methods with a qualitative approach. This research uses the theory of Organizational Effectiveness according to Duncan in Richard M. Steers (2003) with indicators of goal achievement, integration and adaptation. The results of this research are that conflicts that occur in Karawang Regency can cause divisions between organizations. suggests that the National Unity and Politics Agency prioritize training activities to avoid conflicts between organizations in the future. Training and coaching provided to organizational representatives in conflict management. Evaluation of the extent to which these skill improvements contribute to reduced conflict as well as increased collaboration between organizations could be a major focus in future studies

    Cross Sector Collaboration: Transformasi Digital Layanan Publik Perangkat Daerah Di Pemerintah Provinsi Sulawesi Barat

    Kemitraan lintas sektor diperlukan untuk transformasi layanan publik digital di Indonesia. Namun, kapasitas yang tidak memadai, kekurangan infrastruktur, dan kurangnya akuntabilitas masih terlihat di tingkat daerah. Studi kasus ini menyelidiki bagaimana kolaborasi lintas sektor mendukung pelaksanaan SPBE di Pemerintah Provinsi Sulawesi Barat dengan melihat lima aspek: kondisi awal, proses, struktur dan tata kelola, faktor pendorong dan penghambat, dan keluaran dan akuntabilitas.  Studi ini dilakukan menggunakan pendekatan kualitatif studi kasus, dengan delapan informan utama yang dipilih secara purposif. Data dikumpulkan melalui wawancara dan observasi partisipatif, serta analisis dokumen. Hasil penelitian menunjukkan: (1) Masalah SDM, infrastruktur, dan koordinasi pada fase awal menghambat adopsi digital, dan (2) proses kolaborasi meningkat secara bertahap melalui pemetaan kebutuhan, penyusunan MoU/PKS, pembentukan tim koordinasi lintas-OPD, forum pengarah, dan keberanian komunikasi (3) Struktur dan tata kelola menggabungkan tim pengarah, teknis, dan evaluasi dengan mekanisme akuntabilitas seperti berita acara, audit inspektorat, dan pelaporan digital (4) Beberapa pendorong utama adalah dukungan pimpinan dan kemitraan strategis seperti (UGM/CfDS, PLN ICON+, Telkom, RRI, dan dukungan pusat), akan tetapi Stabilitas jaringan, disparitas literasi digital, dan keterbatasan anggaran adalah tantangan utama (5) Hasil awal termasuk layanan integrasi seperti Srikandi, keterhubungan SIMPEG nasional, peningkatan konektivitas seperti penarikan FO ke desa, dan peningkatan indeks SPBE dan praktik akuntabilitas kolaboratif. Studi ini memberi kontribusi pada konsep cross sector collaboration  yaitu kolaborasi lintas sektor tidak lagi diposisikan sekadar sebagai alat koordinasi, melainkan sebagai instrumen strategis untuk meningkatkan kepercayaan publik terhadap pemerintahan berbasis digita

    The Principle of Pluriversality in the Indigenous Peoples Recognition Policy

    This research examines the application of the principle of diversity in the policy of recognizing indigenous peoples in Mamasa Regency, West Sulawesi. This principle offers an alternative perspective to the dominance of single state sovereignty, emphasizing the importance of recognizing the existence of local socio-political systems, including institutional structures and customary law. Using an exploratory case study methodology, this research examines the process of identification, verification, and validation of indigenous communities by the local government. The findings indicate that the policy of recognizing indigenous peoples is normatively quite progressive through the establishment of an Indigenous Peoples Commission. However, its implementation remains hampered by bureaucracy, minimal institutional capacity, and budget constraints. This study emphasizes that respect for diversity is a crucial decolonial step in improving state-indigenous peoples relations. However, political and administrative dynamics remain more dominant than the substance of recognition, resulting in a slow process of restructuring these relations and not yet fully reflecting a commitment to the plurality of knowledge systems and local governance practice
