Get PDF地方創生のもとでも，東京圏への人口流入が続いている。人口流入の層は20歳代が多くを占めている。まず，東京圏への転入増の原因を考えてみると，大学や専修学校への進学については，地元志向が見られ，東京圏への移動は多くはない。そのなかで，「夢追い型」ともいうべき専修学校が東京等の大都市にしか立地していない現状もあり，若者がそこに引き寄せられている側面もある。また，東京圏の大学で学んだ者が，Uターン就職をせず，東京圏に滞留している要素もある。また，東京圏からの転出減の要因については，東京圏の高校生自身も地元志向であることと，東京圏の大学で学んだ者がUターン就職しなくなったことなどが考えられる。これらの要因の一つは，地方における大卒者と高卒者の賃金水準の格差である。人口移動に関する政策的課題としては，一般的に地方に雇用を増やすことではなく，高等教育修了者にふさわしい高賃金の職を増やすことで大卒者のUターンを増やすことになる。departmental bulletin pape
