    INTERNATIONAL MEDIA AND PERCEPTION CREATIONS: A STUDY ABOUT THE STRATEGIC NARRATIVES TO SPREAD CHINESE CULTURAL VALUES THROUGH CHINA RADIO INTERNATIONAL IN SRI LANKA

    The research has been conducted to indicate about the China’s main international media in Sri Lanka, “CRI Sinhala Service” The study was aimed to find largely the communication strategies used by CRI Sinhala service to spread China’s culture in Sri Lanka. This was a mix methodological research. The qualitative data collected through 25 interviewees from five major categories such as government officers, private company officers, University academics, journalists and businessmen. Further the data also collected through the CRI Facebook page and CRI website. The quantitative data collected through 300 questionnaires given through social media platforms to Sri Lankans. The research used thematic analysis, content analysis and statistical analysis through SPSS to identify the interesting findings. The research indicated that there are main themes reporting in CRI to spread the China’s culture. Therefore, the main themes indicated as Chinese language, Chinese aesthetics and beauty, Chinese food and Chinese festivals customs and rituals. Each theme has different sub themes as well. There are three main communication strategies indicated to spread Chinese culture. Integrating social media influencer, style repertoire and arrangement and live video reporting. The highest influenced strategy was social media influencer according to the findings

    USE OF BIOMETRIC TECHNOLOGY AND INCLUSION OF MARGINALISED COMMUNITIES IN FOOD SECURITY PROGRAMS

    This paper presents research on the technological applications and its relation with the poverty alleviation programs especially the use of biometrics. One of these programs which is currently undergoing on the issue of food security in Jharkhand, is the Public Distribution System (PDS) and its transformation through technologies. The Public Distribution System is the backbone of India’s food security programs. Today, biometric identification is widely used in ration shops around the nation. The aim of the paper is the assessment of biometric technology in the Public Distribution System (PDS) and the inclusion of marginalized communities within that particularly the tribal people. This paper illustrates the transformative power of using Digital Public Infrastructure (DPIs) for food security schemes and leads to the inclusion of vulnerable communities at large, especially during adverse situations of the pandemic. The system helped combat food grain diversion mafias at large and ensured inclusivity of marginalised sections of the people within the PDS system. The paper not only advocates the need of these digital mechanisms for the smooth functioning of social security programs but it also critically articulates such provisions. It looks upon the technological advancements which our society currently requires for development but also highlights the limitations coming with it which cannot be denied. The introduction of biometric technology to the PDS has rebuilt it into one of the robust mechanisms which identify the beneficiary, regulate the shops, and bring transparency to the system, warding off bogus ration card holders and other malpractices

    The paper highlights the effect of water pollution in Tea Garden areas of Gohpur Sub-division, Sonitpur district, Assam. . Different types of chemical fertilizers, pesticides, fungicides, weedicides are used in Tea Garden areas. These chemicals are deteriorating the drinking water sources for human consumption. Chemicals are vital resource for healthy production of crops. The state of Assam is the World’s largest Tea growing region by production. Huge amount of chemicals are used for high yield in Tea Gardens, but its contamination with water resources are often ignored. In this study, we collected 12 different drinking water samples from 6 Tea Gardens in different spots of Gohpur Sub-division, Sonitpur district, Assam. From analysis, it is observed that potable water quality is not as good as WHO limit

    The present study explores the relationship between technology and philosophy of the adivasi and indigenous people of Jharkhand, as well as their ideological and social responsibilities towards agricultural production and nature. Discussion and study of various dimensions of technological involvement used in making these lands arable for the purpose of cultivating of those rugged and undulating plateau areas of Chotanagpur ‘Jharkhand’ demands much attention to do this work. Valid and reliable secondary data has been used to understand living the native peoples of this land, which goes back up to the pre-Vedic times. Hence ensuring their sustainability in nature, they developed their philosophical worldview by coordinating multiple economic activities and integrated social responsibilities.     IMPROVING SOLUTION QUALITY IN TRANSPORTATION PROBLEMS: A NOVEL ALGORITHM FOR EFFICIENT RESOURCE ALLOCATION

    The transportation problem is a critical application in the field of operations research. Finding an optimal solution to transportation problems can be challenging due to the complexity or cost of computer programs involved, as well as the time required for optimization. As a result, obtaining an initial basic feasible solution for the transportation problem has gained significant attention. The objective is to find a systematic approach that produces a solution close to, and at times, even the optimal solution. In this research paper, we propose the Cost-Quality method (CQM), a novel technique for obtaining an initial basic feasible solution for the transportation problem. CQM aims to maximize the transportation of goods while minimizing the associated costs, incorporating a weighting method-like strategy to achieve the most effective solution. By considering both the quantity of goods transported and the transportation costs, CQM strives to provide an optimal or near-optimal solution to address transportation problems. Through a comprehensive analysis and experimentation, we evaluate the effectiveness of CQM in comparison to existing methods. We examine its ability to deliver balanced solutions, minimize transportation costs, and achieve computational efficiency. The results demonstrate the advantages and practical implications of CQM, highlighting its potential to improve resource allocation and decision-making processes in transportation planning and logistics. This research contributes to the advancement of finding initial basic feasible solutions in transportation problems, offering insights into the development of more efficient and effective approaches for solving real-world optimization challenges. With CQM, transportation problem solvers can benefit from enhanced solution quality and computational efficiency, leading to optimized resource utilization and cost reduction.            &nbsp

    SOME ISSUES ABOUT STRENGTHENING THE IMPLEMENTATION OF ETHNICITY POLICY FOR THE KHMER ETHNICITY IN VIETNAM

    Vietnam has distinct regional cultures, with the Khmer ethnic group playing a vital role in the cultural diversity of the Southwestern region. This research utilized content analysis of secondary data on the Khmer to reflect challenges implementing current ethnic policies and propose enhancing solutions. Recommendations focus on raising awareness and investment to preserve Khmer religious-cultural heritage. More priority is needed in remote areas to improve education quality, healthcare services, economic growth and poverty reduction for the Khmer. Policies should concentrate on agricultural development, new technologies, tourism, vocational training and job creation to increase productivity and incomes. With appropriate guidance, Vietnam can further advance social equality and national unity. The study provides insights on limitations in current ethnic policies and practical measures to strengthen implementation, affirming the importance of ensuring minority rights for national development

    पुस्तकालय में कम्प्यूटर के प्रयोग से पुस्तकालय की महत्व में वृद्धि हुई है। इसका उपयोग पुस्तकालय में पुस्तक सूची पर नजर रखने और पुस्तकालय प्रबंधन में कार्य कुशलता लाने के उद्देश्य से किया जाता है। इस तकनीकी में पुस्तकों एंव अन्य पाठ्य सामग्री में आरएफआईडीटैग लगाया जाता है। जो कि रेडियों तरंगोें केे द्वारा उनकी पहचान या ट्रैकिंग करने में सक्षम होता है। इस पत्र के माध्यम से पुस्तकालय में विभिन्न प्रकार के पुस्तकालय साॅफ्टवेयरों का विकास किया गया है। जिसके द्वारा पुस्तकालय का स्वचालन किया जा सकता है। पुस्तकालय स्वचालन कार्य से सबसे बड़ा फायदा यह हुआ की पुस्तकालय में आने वाले पाठकों का समय बचाया जा सकें । जिसमें एक आरएफआईडी तकनीक है जिसके द्वारा परिचालन का कार्य चंद मिनटों में किया जा सकता है। इस शोध पत्र में विभिन्न साॅॅॅॅफ्टवेयरों की मदद से पुस्तकालयों का स्वचालन कार्य किया जा रहा है। इस शोध पत्र में डेलनेट, सोल, कोहा मार्क एंव अन्य आदि युक्तियों का प्रयोग करके पुस्तकालयों को डिजिटलीकरण किया जा रहा है। जिससे पाठक एंव कर्मचारियों के समय को बचाया जा सकता है तथा भौतिक संसाधनों को संग्रहित करने में आसानी हो जाती है और साथ-साथ पुस्तकों को भौतिक रूप से रखने की समस्या से भी बचा जा सकता है

    संविधान के प्रथम अनुच्छेद में भारत को ‘राज्यों का संघ‘ कहा गया है। संविधान विशेषज्ञ सुभाष कश्यप के अनुसार, शाब्दिक दृष्टि से 'केंद्र' एक वृत्त के मध्य में एक बिंदु को इंगित करता है, जबकि 'संघ' संपूर्ण वृत्त है। संविधान सभा के सदस्य संविधान में 'केंद्र' या 'केंद्र सरकार' शब्द का प्रयोग न करने के लिये बहुत सतर्क थे, क्योंकि उनका उद्देश्य एक इकाई में शक्तियों के केंद्रीकरण की प्रवृत्ति को दूर रखना था।  लोकतंत्र की विकास यात्रा में संघ-राज्य संबंधों में नवीन प्रवृत्तियों का जन्म हुआ है, जो कि संविधान निर्माताओं की मूल मान्यताओं से दूर प्रतीत होती है। जीएसटी के माध्यम से कर संग्रह की एकीकृत प्रणाली ने राज्यों को वित्तीय आवश्यकताओं की पूर्ति के लिए संघ पर निर्भर बनाया है, न्यू मीडिया मंचों पर संघ द्वारा राज्यों को जीएसटी भुगतान में देरी की खबरे अक्सर प्रकाश में आती है। कोरोना काल में जहां संघ ने नीतियों के निर्माण और निर्धारण में आधिपत्य स्थापित किया तो वहीं राज्य ऑक्सीजन संकट के समय अपने स्वास्थ्य संसाधनों की जरूरतों के लिए केंद्र पर निर्भर हो गए थे। यह स्थिति उस समय सार्वजनिक हुई जब राज्यों के मुख्यमंत्रियों की प्रधानमंत्री के साथ वर्चुअल बैठक को दिल्ली के मुख्यमंत्री ने सोशल मीडिया प्लेटफार्म पर लाइव शेयर कर दिया। संसद संविधान की सातवीं अनुसूची के तहत कृषि उपज एवं बाज़ारों के संबंध में एक कानून नहीं बना सकती है क्योंकि कृषि एवं बाज़ार राज्य के विषय हैं। किंतु कृषि कानून के समय इसका उल्लंघन एवं राज्यों द्वारा विरोध स्पष्ट रूप से देखने में आया है। 'हैडलाइन मैनेजमेंट' के माध्यम से विरोध को समर्थन के रूप में प्रदर्शित करने के प्रयास की परंपरा इसी दौर की देन है। संघ द्वारा नियुक्त राज्यपाल की भूमिका विशेषकर ऐसे राज्य जहां दूसरे दलों की सरकारें है में संदेहास्पद रही है। मध्यप्रदेश, महाराष्ट्र जैसे बड़े राज्यों में जनता द्वारा निर्मित सरकारों का दल बदल के माध्यम से सत्ता परिवर्तन इसी दौर की घटनाएं है। दिल्ली, पश्चिम बंगाल, राजस्थान, झारखंड आदि राज्यों में केंद्रीय जांच एजेंसी की भूमिकाओं ने निष्पक्षता पर सवाल खड़े किए है। इस शोध पत्र में न्यू मीडिया के संदर्भ में संघवाद की उभरती प्रवृत्तियों का वर्णन किया गया है

    A NEW APPROACH FOR FINDING AN INITIAL SOLUTION NEAR TO OPTIMUM FOR THE SOLID TRANSPORTATION PROBLEMS

    The solid transportation problem (STP) is a particular type of linear programming problem. This paper presented an approach for solving STP in a highly efficient and a few iterations until finding an optimal solution. The proposed method provides an initial solution near to optimum solution to the solid transportation problem close to the optimal solution. Using Lingo software, a numerical example was used to compare the solution from the proposed method to the optimal solution.      &nbsp
