    The Existence of Academic Document on Development of Legal Drafting

    This research purpose to comprehending Indonesia as a legal state, the state is obliged to carry out the development of national law committed in a planned, cohesiveness terpadu, and sustainable in the national legal system that ensures protection of the rights and obligations of all the people in Indonesia based on constitution 1945. Indonesian legal state has characteristic because Pancasila as a basic of law which has differential with the other country that based on west law, such as deliberation, social justice and a law which based on national interest and Indonesian unitary Indonesia which protect the Indonesian homeland. This research is a normative legal research that uses methods of analysis perspective. Most of the data obtained through the library research which done by examining library materials such as books, journals, research report and sekunder data which study about legal drafting.  This research show that, firstly, politic of law as a legal frame work and role to create isu contituendum. President before amendment of constitution 1945 has authority to establish laws, and The House of Representatif (DPR) has authority to give enactment of draft. After amendment constitution 1945 there are shift of power that the legislator’s authority in the hands of the House. Second, the existence of an academic document in each drafting legislation to provide an overview of the results of scientific research that underlie design of any proposed legislation that will be presented and discussed in the House

    This article discusses institutional development in public transport policy in terms of concepts and theories. The institutionalized organization must establish and maintain a network in its environment to keep it alive and functioning, by adjusting to the relationships in an organization's life. The development of the transportation system is carried out in a sustainable, consistent, and integrated manner, both inter and between modes, with other development sectors and taking into account the existence of the local government. The policies formulated by the city government should take into account all available modes of public transportation and may be utilized by the city community. The design of vehicles that will be used as public transportation must also be adapted to the needs of the community and conditions in urban areas

    As one of the big cities in Indonesia, Makassar City also experiences problems in the housing sector and residential areas, the high demand for housing which continues to grow from year to year while the land carrying capacity does not increase causing the housing backlog number to increase every year, Law Number 1 of 2011 concerning housing and residential areas is a policy that is expected to solve the dynamic problem of housing and settlement needs through a package of programs and activities, this study aims to understand the form and benefits obtained through the implementation of housing and settlement policies in the city of Makassar using a perspective Grindel, the research method used is a qualitative descriptive method that aims to explore and find implementation performance as an authentic situation and present it through the data analysis process. The housing and settlement policy in the city of Makassar has realized benefits to policy targets, including benefits for the availability of housing for low-income people, further benefits for improving the quality of the environment in slum areas, as well as benefits for the availability of infrastructure, facilities and public utilities in the area of ​​community settlements

    Relationship of Work Engagement and Quality of Work Life with Nurses Performance in Installations of General Regional Hospital Makassar

    Performance is the work result in quality and quantity achieved by employees in carrying out their duties in accordance with the responsibilities assigned to them. The role of reliable and professional employees is very helpful in improving organizational performance. This study aims to analyze the relationship between Work Engagement and Quality of Work Life with the Performance of Nurses in Inpatient Services in Makassar City Hospital. This type of research is a quantitative study using an observational study with a cross-sectional study design. Sampling using stratified random sampling so that the sample in this study were nurses in the inpatient installation of Makassar City Hospital, totaling 167 respondents. The results showed that there is a relationship between Work Engagement based on the Vigor dimension, the Dedication dimension, the absorption dimension, and the nurse's performance. There is a relationship between Quality of Work Life and the performance of nurses in Makassar City Hospital. It is recommended that hospital management keep paying attention to work engagement, especially the Vigor dimension in order to increase the morale of nurses. Leaders need to know what their employees need so that employees can work according to organizational expectations, one of which is by providing motivation. implementing a culture of health in the work environment so as to create a safe working atmosphere, developing career path plans for nurses, and internalizing the values of good work culture to maintain a sense of pride in the institution

    Density of Aedes Aegypti Larvae Based on Knowledge, Attitude, and Action to Eradicate Mosquito Nest in Daya Market of Makassar City

    Dengue Hemorrhagic Fever (DHF) is a disease caused by a dengue virus infection which is transmitted through the bite of the Aedes aegypti mosquito. To prevent the occurrence of dengue cases, it is necessary to eradicate mosquito nests. The market is one of the public places that has a risk of dengue transmission. This study aims to determine the density description of Aedes aegypti larvae based on the knowledge, attitudes and actions of cleaning managers, traders and visitors to Pasar Daya Makassar City. This type of research is descriptive observational. The research samples were cleaning managers, traders and visitors as well as containers at Pasar Daya and at the respondent's house. Sampling for respondents using purposive sampling method using inclusion and exclusion criteria. The results showed that the number of containers positive for ae.aegypti larvae in the Daya market was 34 containers with a container index value (CI) = 35.4% and the value of Density Figure (DF) 8 and the presence of Ae.aegypti larvae in the respondent's house (positive) amounting to (51.4%). At the level of knowledge of respondents in the poor category (68.6%), while the attitudes and actions of respondents in the poor category showed a high enough percentage, namely 65.7%, and (68.6%). Based on the results of this study, it can be concluded that the density of Aedes aegypti larvae in Pasar Daya Makassar City is in the high category

    The Effectiveness of Salt Business Empowering Program (Pugar) on Salt Farmers’ Income Improvement in Kedungmutih Village of Demak Regency and Kedungmalang Village Of Jepara Regency

    Indonesian national low productivity of salt which is unequal between the need level and salt consumption eventually results in salt import made mainly to meet the industrial needs. The government through the Ministry of Marine Affairs and Fisheries has released a Public Salt Business Empowering Program (known as PUGAR/Pemberdayaan Usaha Garam Rakyat). PUGAR is an empowering program focusing on the improvement of job opportunities and welfare for salt farmers/managers to achieve the self-sufficiency of salt for consumptions and industries. This research aims at examining the influence of salt business empowering program on the salt farmers’ income improvement in Kedungmalang village of Jepara Regency; the implementation level of salt business empowering program in Kedungmutih Village of Demak Regency when compared to that in Kedungmalang Village of Jepara Regency; and the influence of salt business empowering program on the salt farmers’ income improvement in Kedungmutih village of Demak regency. The research was conducted using a descriptive method with a case study approach. The program implementation was quantitatively analyzed. Furthermore, the effectiveness of PUGAR on income was analyzed using T-test. The test result showed that there were income differences in Kedungmutih and Kedungmalang Village before and after the implementation of PUGAR. This finding showed that PUGAR was proven as an effective program to improve the salt farmers’ welfare through income improvement

    Factors Influencing Employees’ Job Motivation: a Case Study of Small and Medium Enterprises in Dong Nai Province

    The research explores the factors affecting employees' job motivation in small and medium enterprises in Dong Nai province from June 2019 to June 2020. The results of multiple linear regression analysis showed that there are five factors including the following elements: relationships in the organization; interesting job; Salary, bonus, and benefits; Training and promotion and assessment of job performance affects the working motivation of employees in small and medium-sized enterprises in Dong Nai province with the significance of 5%. In addBesidesstudy results were processed from SPSS 20.0, Amos software. Estimated parameters of the model by the least least-squared with a significance level of 1%. The results are also significant scientific evidence for researchers and policymakers at small and medium enterprises in Dong Nai province to apply research results to human resource development in the future. Based on the five-factor test results, the author proposed the priority governance implications that the author suggested in order of priority, respectively, interesting work, performance evaluation, organization, salary, bonus and welfare regime, and training and promotion

    Analysis of Factors Affecting Gillnet Fisherman Income

    The purpose of this study is to analyze the income level of gillnet fishermen <10 GT, to analyze the factors that affect the level of income, and to formulate strategies and solutions to increase income. This research was conducted at the Fish Auction Place (TPI) Pabean Udik, Pabean Udik Village, Indramayu Regency. This location was chosen because the Udik Customs Fish Auction Place (TPI) is dominated by fishermen using gillnet fishing gear who have vessels <10 GT. The method used is the census method with samples taken as a whole. The analysis used in this research is the Logistic Regression Analysis and the SWOT Analysis. Research results obtained by using IBM SPSS, namely for the Sig Value Variable in the Equation is 100%, this value is interpreted by 8 (factors) Independent variables can affect income only educational factors that do not affect income and for the results obtained from SWOT analysis namely to increase the income of gillnet fishermen <10 GT at TPI Pabean Udik, namely the development of technology and fisheries business scale, development of access to capital for fishermen, development of marketing access, development of facilities and infrastructure at TPI Pabean Udik, Development of diversification of fish management and environmentally friendly fisheries management

    Students’ Perceptions toward Bilingual Education at ICP Chemistry Education in Makassar

    This study aims to find out: (1) students’ perceptions toward bilingual education in ICP (International Class Program) toward the use of two languages of instructions (English and Indonesian) by the lecturer in classroom. (2) to investigate its benefit for students in ICP chemistry education. The researcher adopted a descriptive qualitative research with a case study method. To gain the data, the researcher employed questionnaire with the students. the subjects in this study were 24 of students sixth semester belong to the International Class Program (ICP) chemistry education in State University of Makassar. The results of this study showed that there were the bilingual education helps the students to gain control their English skill. It showed that students’ positive perceptions toward the use of bilingual language as language instruction in the classroom by the lecturer. It is concluded that teaching chemistry in English facilitates the learners’ attempt in learning English
