Implementation of Collaborative Policy for Tourism Village Development in Bintan Regency, Riau Islands Province
This study was conducted to determine the Implementation of Collaborative Policy for Tourism Village Development in Bintan Regency, Riau Islands Province. Tourism has experienced a very rapid development so that the demand for varied tourist objects and destinations is getting higher, the presence of tourist villages is one of the answers to these needs. The role of the government and related stakeholders is becoming increasingly important in collaborating to respond to these developments. This research is designed descriptively - qualitatively. To see the Policy Implementation of Bintan Regent Regulation No. 31 of 2022 concerning tourist villages and villages, researchers used Ryan Nugroho's Policy Implementation Theory (2004: 159) and Emerson, Nabatchi and Ballough's Collaboration Theory (2012). This research was conducted in the tourist village of Bintan Regency, Riau Islands Province. The results showed that the implementation of the collaborative tourism village development policy in Bintan Regency has not been effective. This is due to the low proactivity of collaboration elements. To address this challenge, the research designed a collaboration model called the "POROS 1X-5Y in 5W-1H MODEL," which offers a systematic approach to improving the effectiveness of collaboration. Based on the findings, the implementation of collaboration policies still requires strengthening collaborative aspects in order to optimally support the development of tourist villages. The designed model is expected to be a strategic reference in the management and development of tourist villages in the future
Cost and Time Analysis Using the Earned Value Method in the Construction Of Villa Kandya House, Ubud, Bali
In the Kandya House Villa Construction project in Ubud, Bali, there was a delay with a time deviation of -11.97%. This delay has the potential to cause the completion time of the work, which according to the contract is scheduled for 53 weeks, to be exceeded. To evaluate the time and cost performance in this project, the Earned Value method was used. This method utilizes three main indicators, namely Actual Cost of Work Performed (ACWP), Budgeted Cost of Work Performed (BCWP), and Budgeted Cost of Work Scheduled (BCWS). The results of the analysis show that the project time performance has decreased, characterized by a Schedule Variance (SV) value of -Rp 375,265,411.62. This value reflects a significant difference between planned and completed work. In addition, the Schedule Performance Index (SPI) was recorded at 0.772, which means that time efficiency only reached 77.2% of the planned schedule. As a result, the projected completion of work using the Estimate to Schedule (ETS) and Estimate at Schedule (EAS) indicators increased to 421 days or equivalent to 60.090 weeks, far exceeding the contract duration. In terms of cost, the analysis shows suboptimal performance, with a Cost Variance (CV) value of -Rp 48,700,590.06. This indicates that the actual costs incurred were higher than the planned budget for the completed work. In addition, the Cost Performance Index (CPI) value was recorded at 0.963, which means that the efficiency of budget utilization only reached 96.3%. Overall, the results of the analysis showed that from both time and cost aspects, the project experienced a significant decline in performance. This indicates the need for improvement efforts to get the project back on track, especially through more effective schedule control and budget management
The Effect of the Implementation of Education Policy Based on Policy Attitudes on the Competency of Vocational High School Graduates in Jayapura Regency, Papua Province
The low absorption of Vocational High School (SMK) graduates in the world of work is a challenge for all parties in making vocational education policies. The same condition is also experienced in Papua Province, especially with the policy of regional expansion. Research on education policies in the competency standards of vocational school graduates needs special attention, so that vocational school graduates in Papua, especially in Jayapura Regency, have competence, in accordance with the needs of the world of work, which can improve the welfare of the Papuan people and regional development. In this study, a quantitative approach with descriptive and inferential statistical analysis was used to reveal the influence of the implementation of education policies based on the attitudes of policy makers on the competence of vocational school graduates in Jayapura Regency, Papua Province. The survey respondents totaled 252 people, consisting of the Government, private sector, and civil society. The results of the study show that the implementation of the policy has gone well, as evidenced by high categorization, which means that the implementation of the competency policy for vocational school graduates has gone well in Jayapura Regency. The implementation of policies through the MSN approach shows the greatest influence on competency 4, namely responsible behavior in reflecting, taking initiative and designing strategies for learning and self-development, as well as being used to adapting and maintaining commitment to achieve goals with a contribution of 48.4%. The factors that hinder implementation occur because the affective and conative aspects of attitudes are still in the average category even though there is a contribution of policy makers' attitudes to the implementation of the approach of 51.7% and there is a very significant influence of attitudes towards policy implementation through the MSN approach (F=267,776; p=0.00). This shows that policy implementation can be carried out more optimally if there is a more positive attitude from policy makers towards the competence of vocational school graduates, especially improvements in affective and contive aspects

Indonesian Territory Clustering Based On Harvested Area and Rice Productivity Using Clustering Algorithm
Rice (Latin: Oryza sativa) is one of the most important cultivated plants in civilization. This plant is the main commodity for almost all Indonesian people. Indonesia is in third place as the largest rice producing country in the world. However, based on data from the Statistics Indonesia, Indonesia will still import rice until 2022. The transfer of paddy fields is one of the reasons why Indonesia is still importing rice to this day. Many lands that used to be paddy fields have turned into airports, industrial land, housing, and so on. Rice production is one of the important topics to be discussed in order to develop rice production in areas that are still relatively low. The purpose of this research is to classify cities/regencies in Indonesia based on rice production data in 2021. In this study, three clustering methods were used, namely, Partitioning Around Medoid (PAM), Clustering Large Applications (CLARA) and Fuzzy C-Means (FCM). Then the three methods are compared based on their silhouette coefficient values. The best obtained method is FCM method with two clusters and a silhouette value of 0.828. Results clustering with the best method is used as a reference in making maps clustering. Areas that are still relatively low are expected to increase rice productivity
