Creation of a Large Language Model-Based Agent for Construction Safety Dialogues in Virtual Reality
Construction sites inherently contain many hazards that put workers at risk of injury, including potential falls, electric shocks, falling objects, and improper equipment use. Required safeguards include but are not limited to providing certified wearable protective gear or physical installations, and administering extensive training programs. Construction companies worldwide have an ethical imperative to implement and actively monitor these fundamental worker safety measures to ensure well-being and enable project success. In recent years, training applications on both PC and mobile devices have become increasingly popular due to their easy accessibility and the option for multilingual implementation. The authors present the concept of using a virtual reality (VR) environment for vocational training in construction safety training. Specifically, the authors will focus on a virtual 3D environment involving hazard recognition tasks and interaction with virtual avatars. Non-playable characters (NPC) or avatars may have pre-scripted behavior or actions while some are driven by an Artificial Intelligence (AI). Avatars are an essential part of a game and can break the immersion of the virtual world if they act in unrealistic ways. Believable Agents (BA) are virtual characters designed to exhibit lifelike behaviors and interactions. The goal is to increase realism and immersion by mimicking human behaviors and psychology. This paper aims to create believable agents (BAs) within the VR context using AI and Large Language Models (LLM). We will focus on developing these BAs in three key areas: their movement within the VR environment, their interaction with virtual construction site elements and hazards, and their interaction with the human player through dialog. Through this research, the authors explore how BAs could potentially enhance the authenticity and efficacy of VR training scenarios. A functional prototype is presented and validated using real construction safety exam questions, which the BAs answer in dialogue with the player

BIM-based Building Permits: An Assessment of The Current State and Prospects in Germany and Internationally
The ongoing digital transformation is catalyzing significant shifts across various industries, including the construction sector. A central focal point of this transformation lies in the realm of Building Information Modeling (BIM), where the digital model of the building provides the basis for the innovative method. This transparent and collaborative approach increases process efficiency and reduces the susceptibility to planning errors.
This study examines the impact of the digital transformation on the building permit process, both in Germany and on a global scale. It encompasses a comparative analysis of civil and construction projects. The methodology encompasses a systematic review of relevant literature from international databases, coupled with a nationwide survey of permitting authorities within Germany. This dual approach aims to illuminate the expectations and perspectives of personnel working within German building administrations and to contrast these with the international landscape.
The primary objective of this study is to conduct a comparative assessment of the status of digital and BIM-based permitting processes while identifying best practice examples. By adopting an international perspective, the research provides valuable insights into industry standards and charts a course towards a more efficient and streamlined future for the building permit process within Germany.
Results of this study reveal that the digital transformation has indeed influenced the building permit process in both Germany and on a global scale. However, compared to countries like Singapore and Estonia, Germany lags in implementing BIM-based building permit processes. The study emphasizes the importance of learning from global best practices to enhance Germany's construction sector

Health and Safety (H&S) Specifications: H&S Practitioners’ Experiences
An H&S specification must be provided to designers by the client in terms of the Construction Regulations. The designers in turn must take the H&S specification into account and provide the client with a report as a response thereto. Furthermore, clients must provide principal contractors (PCs) with an H&S specification (contractor) as part of the tender documentation. Successful PCs in turn must evolve an H&S plan in response thereto, which must be discussed with and approved by the client before the PC commences work on site. The study reported on, investigated practices relative to ‘contractor’ H&S specifications. The sample strata included members of the Association of Construction Health and Safety Management (ACHASM), and delegates attending H&S specification workshops. Findings include: quality is more important than H&S; H&S specifications are provided on approximately 71.4% of projects; H&S specifications are marginally project specific; short, average, and long H&S specifications are encountered by respondents’ organisations; 52.9% of aspects / issues that should be addressed in H&S specifications are addressed frequently, whereas 47.1% are addressed infrequently; existing services, and H&S file predominate in terms of the aspects / issues addressed frequently; the statement ‘H&S specifications should be a useful reference’ attracted the highest level of concurrence, and a range of project stakeholders are incapable of compiling H&S specifications. Conclusions include: H&S specifications are not managed, evolved, and comprehensive in terms of the Construction Regulations; the potential contribution of H&S specifications to managing H&S is not being realised, and there is a lack of competencies in terms of compiling H&S specifications. Recommendations include: a standard should be prepared in terms of H&S specifications; built environment professional associations and statutory councils should promote continuing professional development (CPD) relative to H&S specifications, and H&S specifications should be reviewed in terms of compliance by principal agents
