CHALLENGES AND REGIONAL LEGISLATIVE STRATEGIES IN GUIDING COMMUNITY-BASED DEVELOPMENT: A CASE STUDY IN INDONESIA
Full text linkRegional legislatures play a crucial role in ensuring that development policies align with the needs of the community. However, within Indonesia’s decentralized governance system, various challenges persist in the legislative process, including weak coordination with the executive branch, low public participation, and limited capacity among legislators to formulate evidence-based policies. This study aims to identify the main challenges faced by legislative bodies in overseeing community-needs-based development and to formulate strategies that can be implemented to improve the effectiveness of regional legislation. This research employs a qualitative approach using a case study method in several regions across Indonesia. Data were collected through in-depth interviews with legislative members, academics, and civil society organizations, and analyzed using thematic analysis techniques. The findings indicate that executive dominance in policy formulation, limited capacity among legislators, and a lack of transparency in the legislative process are the main factors hindering the effectiveness of the legislative role. Recommended strategies include enhancing legislators’ capacity through evidence-based training, strengthening public participation mechanisms through digital platforms, and implementing policy reforms to increase legislative independence in overseeing regional development. The conclusion of this study emphasizes that the success of community-needs-based development depends on the extent to which the legislative body can perform its role transparently, accountably, and participatorily. The results of this research contribute to the literature on local governance and offer practical recommendations for policymakers to improve the effectiveness of regional legislation. Further research is recommended to expand the geographical scope of the study and to explore more deeply the impact of regulations on the implementation of community-needs-based development
THE ROLE OF THE KUBU RAYA REGENCY LIBRARY IN PROMOTING A CULTURE OF LITERACY
Full text linkThe role of the Kubu Raya Regency Regional Library in realizing a culture of community literacy can be said to have not run as expected. This is based on research that is constrained by the availability of budget funds and human resources. The research data was obtained from the results of observations and interviews with purposively selected research subjects. This type of descriptive research with a qualitative approach, the results of the research, the Kubu Raya Regency Regional Library has not played a role in realizing a culture of community literacy. This can be seen in the role of a Facilitator where the Regional Library has not been able to facilitate several facilities and infrastructure that support in realizing a literacy culture in several school libraries and Community Reading Gardens (TBM) in Kubu Raya Regency. Meanwhile, the role of Community Servant has been carried out according to its provisions. The role as a companion who is actually a partner in realizing a literacy culture based on the research results of the existing companions has never received training in any form so as to affect the ability as a companion. As a Partner, regional libraries have not fully carried out their role in fostering, supporting and collaborating in an effort to improve the literacy culture of the community with existing literacy enthusiasts. Meanwhile, the role as a funder, the regional library does not provide assistance in the form of funds but as an intermediary in literacy activists asking for assistance from the national library. Based on the results of the research, it is recommended: as a facilitator, regional libraries can innovate in accordance with their duties and responsibilities, as a companion can provide motivation, support and inspiration for literacy seekers. Full text linkIslamic Sharia in Aceh is implemented as a form of privilege regulated in Law No. 44/1999 on the implementation of the privileges of Aceh Province. Despite the privilege, the implementation of Islamic Sharia in Aceh still faces challenges, especially the low awareness of the community to implement it consistently. This research aims to analyze the strategies applied by da'i in raising public awareness of the implementation of Islamic Sharia in Danau Paris Sub-district, Aceh Singkil District. The focus of this research includes the condition of the implementation of Islamic Sharia in Danau Paris Sub-district, the da'wah strategy used, as well as the identification of challenges faced by da'i. This research uses a descriptive qualitative approach method, where data is obtained through in-depth interviews, participatory observation, and document study. This research reveals that the implementation of Islamic Sharia in Danau Paris Sub-district faces various obstacles, such as low religious understanding in the community, the influence of outside culture and globalization, the economic challenges of the community and the limitations of da'wah facilities. The da'i overcome these challenges through personal and family approaches, social and cultural approaches and collaboration with community leaders and the Islamic Sharia Office.
Syariat Islam di Aceh diterapkan sebagai bentuk keistimewaan yang diatur dalam Undang-Undang Nomor 44 Tahun 1999 tentang penyelenggaraan keistimewaan Provinsi Aceh. Meskipun memiliki keistimewaan, penerapan Syariat Islam di Aceh masih menghadapi tantangan, terutama rendahnya kesadaran masyarakat untuk menjalankannya secara konsisten. Penelitian ini bertujuan untuk menganalisis strategi yang diterapkan oleh para da’i Perbatasan dalam Menguatkan Nilai-nilai Syariat Islam di Danau Paris, Kabupaten Aceh singkil. Fokus penelitian ini meliputi kondisi penerapan Syariat Islam di Kecamatan Danau Paris, strategi dakwah yang digunakan, serta identifikasi tantangan yang dihadapi oleh para da’i. Penelitian ini menggunakan metode pendekatan kualitatif deskriptif, yaitu data diperoleh melalui wawancara mendalam, observasi partisipatif, dan studi dokumen. Penelitian ini mengungkapkan bahwa penerapan Syariat Islam di Kecamatan Danau Paris menghadapi berbagai kendala, seperti rendahnya pemahaman agama di masyarakat, pengaruh budaya luar dan globalisasi, tantangan ekonomi masyarakat serta keterbatasan fasilitas dakwah. Para da’i mengatasi tantangan tersebut melalui pendekatan personal dan kekeluargaan,pendekatan sosial dan budaya serta kolaborasi dengan tokoh masyarakat dan Dinas Syariat Islam
Strategy of Permadani Dakwah Institution in Guiding Qur'an Village Program in Bandar Setia Village, Percut Sei Tuan District
Full text linkThe Permadani Dakwah Institute (Association of Qur'anic Dakwah Youth), is an organization that focuses on building the young generation in an educational journey based on the Qur'an. This study aims to analyze the strategies carried out by the Permadani Dakwah Institute within the framework of the Qur'an Village development program in Bandar Setia Village, Percut Sei Tuan District. This study uses a qualitative descriptive approach, namely data obtained from in-depth interviews with the head of the institution, foundation, and teachers in program management. The results of the study indicate challenges and obstacles, such as the minimal role of youth and lack of support from the local government. The Qur'anic Village Managers overcome these obstacles by collaborating with the community, parents and the local government by organizing various dakwah programs, such as tafsir studies, dhikr, tasbih prayers, teenage dakwah overnight stays, children's post-maghrib studies and Permadani sharing. The strategies used have proven to be effective and efficient in building the Qur'anic generation in the Qur'anic Village.
Lembaga Dakwah Permadani (Persatuan Pemuda Dakwah qur’ani), merupakan organisasi yang berkonsentrasi membangun generasi muda dalam menempuh pendidikan berlandaskan Al-Qur'an Penelitian ini bertujuan untuk menganalisis strategi yang dilakukan oleh Lembaga Dakwah Permadani dengan rangka pembinaan program Kampung Qur'an di Desa Bandar Setia, Kecamatan Percut Sei Tuan. Penelitian ini menggunakan pendekatan deskriptif kualitatif, yaitu data yang diperoleh dari wawancara mendalam terhadap ketua lembaga, yayasan, dan pengajar dalam pengelola program. Hasil penelitian menunjukkan terdapat adanya tantangan maupun hambatan, seperti minimnya peran pemuda dan kurangnya support dari pemerintah setempat. Para Pengelola Kampung Qur’ani mengatasi hambatan tersebut dengan melakukan kolaborasi ke masyarakat, orang tua dan Pihak pemerintah setempat dengan menyelenggarakan berbagai program dakwah, seperti pengajian tafsir, dzikir, sholat tasbih, mabit dakwah remaja, pengajian ba’da maghrib anak-anak dan Permadani berbagi. Strategi yang digunakan teruji efektif dan efisien dalam membangun generasi Qur’ani di Kampung Qur'an
INTRINSIC MOTIVATION OF SANTRI IN THE TAHFIDZUL QUR'AN PROGRAM AT PONDOK DARUT TAUHID PESANTREN ZAINUL HASAN GENGGONG PAJARAKAN
Full text linkThis study aims to examine the intrinsic motivation of students in participating in the Tahfidzul Qur'an program at the Pondok Darut Tauhid Pesantren Zainul Hasan Genggong. The main focus of the study is how internal motivation such as love for the Qur'an, the desire to gain Allah's pleasure, and the spirit of achieving personal achievement play a role in the success of the tahfidz program. The approach used is a qualitative approach with a case study method. Data were obtained through in-depth interviews, participatory observation, and documentation of students who are active in the tahfidz program. Data analysis was carried out descriptively through data reduction, data presentation, and drawing meaning from field findings. The results of the study indicate that intrinsic motivation of students has a significant role in the sustainability and achievement of memorizing the Qur'an. Students who have strong internal motivation tend to be more consistent, disciplined, and have higher resilience in facing challenges during the memorization process. In addition, the supportive pesantren environment and the role of ustadz in providing spiritual guidance also strengthen this motivation. This finding provides an illustration that the success of the tahfidz program is not only determined by the teaching method, but is also greatly influenced by the strength of motivation from within the students themselves
THE IMPORTANCE OF DISTINGUISHING LEADERSHIP FROM MANAGEMENT IN TODAY’S WORLD
Full text linkThis study seeks to reexamine the significance of the distinction between leadership and management within the ever-evolving and unpredictable environment of modern organizations. Employing a qualitative methodology through an extensive literature review, the research delves into the nuanced roles and interconnectedness of leadership and management in contemporary organizational settings. While traditional literature often treats leadership and management as separate domains, this study highlights a shifting paradigm toward their unification within a single professional role. The study’s key contribution lies in its emphasis on a holistic and strategic approach to human resource development, aimed at cultivating individuals who can fulfill both managerial and leadership functions. Findings suggest that maintaining a strict conceptual divide between leadership and management is increasingly outdated, particularly within high-performing organizations. Consequently, there is a growing need for organizational policies that integrate both skill sets into employee training, career progression, and performance appraisal systems. Ultimately, the research concludes that the success of modern organizations depends on the synergy, not the separation of leadership and management
The Influence of Accounting Information Systems on Financial Statement Quality through Internal Control: Case Study of the Ministry of Religious Affairs in Sungai Penuh City
No full textThis study aims to determine the effect of Accounting Information Systems on the Quality of Financial Statements through Internal Control (Case Study of the Ministry of Religion of Sungai Penuh City), this type of research is Quantitative research and data collection techniques in this study using observation and distribution of questionnaires, where questionnaires were distributed to 20 respondents who were employees of the Ministry of Religion of Sungai Penuh City. The findings of the research results show that there is a direct influence between the Accounting Information System (X1) on internal control (X2), namely, amounting to 0.25. There is a direct influence between the Accounting Information System (X1) on the Quality of Financial Statements (Y), namely, by 0.11. There is a direct influence between internal control (Z) on the quality of financial statements (Y), namely, by 0.10. There is an indirect effect of Accounting Information System (X1) on the Quality of Financial Statements (Y) through Internal Control (Z), namely, by 0.05
Social Transformation Through Dhikr: Thoriqoh Naqsyabandiyah's Da'wah Strategy in Central Java
Full text linkThis study describes the da'wah strategy applied by Thoriqoh Naqsyabandiyah Al-Khalidiyah in Central Java as a representation of Sufistic da'wah that is integrative and adaptive in responding to the challenges of modernity. This order not only focuses on the spiritual dimension through the internalization of dhikr khofi and the practice of muraqabah, but also implements a da'wah bil-hal approach, namely da'wah through concrete examples in the social sphere. Using a qualitative approach, data was collected through in-depth interviews, documentation studies, and participatory observation of the community of worshipers in the Demak area. The research findings indicate that the tarekat's da'wah strategy is built on the foundation of three main dimensions as proposed in Al-Bayanuni's theory: emotional-spiritual ('athifi), rational-intellectual ('aqli), and empirical-behavioral ('hissi) dimensions. Such strategies not only contribute to the formation of individual spiritual character, but also strengthen social solidarity and form an inclusive religious society. Another specialty of this Thoriqoh is its ability to contextualize Sufistic values with local culture, such as through the use of tembang macapat in dhikr activities and recitation assemblies. Thus, Thoriqoh Naqsyabandiyah Al-Khalidiyah functions not only as a means of spiritual development, but also as a catalyst for social change that is transformative, contextual, and far-reaching in the midst of the diversity of Central Java society.
Kajian ini menguraikan strategi dakwah yang diterapkan oleh Thoriqoh Naqsyabandiyah Al-Khalidiyah di Jawa Tengah sebagai representasi dakwah sufistik yang bersifat integratif dan adaptif dalam merespons tantangan modernitas. Tarekat ini tidak hanya menitikberatkan pada dimensi spiritual melalui internalisasi dzikir khofi dan praktik muraqabah, tetapi juga mengimplementasikan pendekatan dakwah bil-hal, yakni dakwah melalui keteladanan konkret dalam ranah sosial. Dengan pendekatan kualitatif, data dikumpulkan melalui wawancara mendalam, studi dokumentasi, serta observasi partisipatif terhadap komunitas jamaah di wilayah Demak. Temuan penelitian mengindikasikan bahwa strategi dakwah tarekat ini dibangun di atas fondasi tiga dimensi utama sebagaimana dikemukakan dalam teori Al-Bayanuni: dimensi emosional-spiritual (‘athifi), rasional-intelektual (‘aqli), dan dimensi empiris-perilaku (‘hissi). Strategi tersebut tidak hanya berkontribusi pada pembentukan karakter spiritual individu, tetapi juga memperkuat solidaritas sosial dan membentuk masyarakat religius yang inklusif. Keistimewaan lain dari Thoriqoh ini adalah kemampuannya dalam mengontekstualisasikan nilai-nilai sufistik dengan budaya lokal, seperti melalui pemanfaatan tembang macapat dalam aktivitas dzikir dan majelis pengajian. Dengan demikian, Thoriqoh Naqsyabandiyah Al-Khalidiyah berfungsi tidak hanya sebagai sarana pembinaan spiritual, melainkan juga sebagai katalisator perubahan sosial yang transformatif, kontekstual, dan berdaya jangkau luas di tengah keberagaman masyarakat Jawa Tengah.
 
THE INTEGRATION OF HADITH TEACHINGS IN JAVANESE LITERATURE: A STUDY ON SYIIR SEKAR KEDATON BY AL HAJAWI
Full text linkThis study explores the integration of hadith values within the classical Javanese literary work Syiir Sekar Kedaton by Al Hajawi, highlighting its function as a medium for moral education, character development, and Islamic spiritual guidance. Using a qualitative descriptive-analytical method, the research analyzes the textual content of Sekar Kedaton to identify embedded ethical teachings derived from hadith literature. Primary data consisted of the syiir text itself, while secondary data were drawn from hadith collections, scholarly articles, and literature discussing Islamic and Javanese cultural intersections. The findings reveal that Sekar Kedaton conveys core Islamic values such as honesty, justice, social responsibility, cleanliness as part of faith, patience, and empathy, all aligned with prophetic teachings. These values are presented in poetic form, making them accessible and memorable to diverse audiences. The syiir also reflects the cultural internalization of Islamic norms, particularly regarding family harmony, gender roles, and spiritual discipline. The study concludes that literary works like Sekar Kedaton can be strategically utilized in Islamic character education, offering culturally relevant content for both formal and informal learning settings. It recommends further comparative research on similar regional Islamic literary texts across Indonesia to uncover unique cultural da'wah patterns and enrich religious literary discourse. This research underscores the need to preserve and study traditional Islamic literature as both cultural heritage and a valuable educational resource
Revealing the Symbolic Meaning of the Telek Jumpai Dance within the Belief System of the Jumpai Village Community
Full text linkThis study explores the symbolic meanings embedded in the sacred Telek Jumpai Dance performed in Jumpai Village, Klungkung, Bali. The problem addressed in this research arises from the limited understanding of the symbolic functions of its movements and ritual properties, despite its long-standing role in maintaining spiritual balance within the community. The study aims to identify and interpret the symbolic meanings of the dance through the perspectives of local cultural actors. Using a qualitative descriptive approach, data were collected through participatory observation, in-depth interviews with ten informants selected via purposive sampling, and documentation of ritual performances. The findings reveal that each component of the dance such as the white mask, fan, headdress, and core movements acts as a symbolic medium in the communication between the physical (sekala) and spiritual (niskala) realms. Movements like nyalud, nyeregseg ngemapat, aras-arasan, and ngotes represent purification, protection, balance, and spiritual alertness. The community perceives Telek Jumpai not merely as an artistic tradition but as a sacred cultural identity, functioning as a guardian symbol, a unifying force, and a transmitter of ancestral values to younger generations.
