Implementasi Perda Kota Jambi Nomor 5 Tahun 2024 Tentang Rancangan Tata Ruang Wilayah Kota Jambi Tahun 2024-2044
This study aims to analyze the implementation of Jambi City Regional Regulation Number 5 of 2024 concerning the Spatial Planning (RTRW) of Jambi City for the period 2024–2044, particularly in relation to the use of public road space by informal economic actors, specifically street vendors (PKL). Employing a normative-empirical legal method with a qualitative approach through field observation and interviews, this research identifies a significant discrepancy between the planned spatial framework outlined in the RTRW and the actual use of public space by the community. The findings reveal that the occupation of road shoulders for informal trade has exceeded the designated function of primary collector roads as regulated in Article 21 paragraph (3) of the RTRW, and does not fully align with spatial zoning principles under relevant sectoral laws, including technical guidelines as per Ministry of Public Works Regulation Number 5 of 2023. Such inconsistencies have led to traffic congestion, urban aesthetic degradation, and potential horizontal conflicts between informal and formal economic actors. The study further evaluates the regulation within the framework of legislative drafting principles under Law Number 13 of 2022, concluding that its implementation has not yet achieved full sociological enforceability. As a recommendation, the study calls for the enactment of derivative regulations in the form of a Mayor Regulation (Peraturan Wali Kota) to govern technical aspects of spatial usage for informal economic activities, and the formal designation of city squares (alun-alun) as strategic zones to ensure legality, spatial order, and distributive justice

Analisis Larangan-Larangan Kegiatan pada Bulan Muharram Menurut Kebudayaan Suku Jawa di Desa Sengon Sari Kecamatan Aek Kuasan Kabupaten Asahan Perspektif Hadis
Muharram is known as one of the holy months that has the virtue of worship and certain prohibitions, however in Javanese culture in Sengon Sari Village, Aek Kuasan District, this month is also considered sacred with a number of taboos passed down from generation to generation. This phenomenon gives rise to a dialectic between cultural norms and religious teachings, especially when some of these prohibitions are not explicitly stated in Islamic sources, thus requiring analysis from the perspective of hadith. This study aims to examine the forms of prohibitions on activities in the month of Muharram according to Javanese culture in Sengon Sari Village and assess their relevance and suitability with Islamic teachings through a study of hadith. The method used is a mixed-method with a descriptive-analytical approach through interviews with traditional leaders, observation of cultural practices, and a review of hadith literature. The results show that Javanese people in the village avoid several activities such as marriage, long travel, moving house, and holding large celebrations in the month of Muharram because they are believed to bring bad luck or disaster. However, from the perspective of the hadith, there is no ṣaḥīḥ basis to support this assumption. In fact, the hadith emphasizes Muharram as a month of worship, particularly with the recommendation of the Ashura fast. This cultural prohibition is more of a myth and an attempt to maintain social harmony than a religious obligation. The implication of this research is the need for education that integrates local wisdom values with a proportional understanding of the hadith, so that traditions can continue to be appreciated as part of cultural identity without obscuring authentic Islamic teachings, while also opening up space for dialogue between religious and traditional leaders in building socio-religious harmony
THE The Influence Of School Organizational Climate And Work Motivation On The Professional Competence Of Elementary School Teachers
This study examines school organizational climate and work motivation effects on elementary teachers' professional competence in Jambu Subdistrict, Semarang Regency's 18 rural schools. Previous studies found moderate correlations (Dharmawaty et al., 2022: r = 0.45; Sumantri & Whardani, 2017: R² = 0.28), but simultaneous examination in rural contexts remains limited. Using ex post facto design, 125 teachers were surveyed through proportional random sampling. Instruments measured professional competence (content mastery, student understanding, curriculum application), organizational climate (learning quality, inclusivity, learning culture), and work motivation (internal/external factors) with validated items like "I understand subject scientific structure" and "School promotes innovative strategies." Results showed significant positive effects: organizational climate (r = 0.634, R² = 0.402) and work motivation (r = 0.630, R² = 0.397) individually, with combined influence of 56.2%. These large effect sizes indicate substantial practical significance for real educational settings. Dimensional analysis revealed learning content knowledge (0.333) and learning culture (0.380) had lowest contributions, while internal-external motivation contributed equally (0.634). Findings align with Herzberg's Motivation-Hygiene Theory and Organizational Climate Theory, confirming that both intrinsic satisfaction and environmental factors shape professional performance. The study recommends prioritizing teacher subject mastery through continuous training and strengthening organizational learning culture via structured professional development

Problems Faced By Teachers Of Akidah Akhlak In Developing Students' Attitudes At MTs S Darul 'Arafah Pangkalan Brandan
This research aims to identify the specific challenges faced by Akidah Akhlak teachers in shaping students' moral attitudes and to analyze the strategies implemented to address these issues at MTs S Darul 'Arafah Pangkalan Brandan. Despite the central role of Akidah Akhlak in Islamic education, studies exploring the practical barriers and adaptive strategies of teachers in local madrasah contexts remain limited. This study fills that gap by providing empirical insights into the micro-level dynamics of character education in Islamic schools. Employing a qualitative case study approach, data were collected from four purposively selected teachers through in-depth interviews, classroom observations, and documentation. Data credibility was ensured through triangulation and member checking, while analysis followed the Miles and Huberman model. The findings reveal that teachers encounter persistent obstacles, including low student motivation, negative peer and media influences, limited facilities, and weak parental support. Contributing factors are rooted in family background, peer pressure, social media exposure, and students’ psychological conditions. To overcome these challenges, teachers adopt multifaceted strategies such as role modeling (uswah hasanah), moral advice, habituation through routine activities, individualized approaches, the use of digital media, and collaborative partnerships with parents and madrasah authorities. This study contributes to the broader discourse on Islamic character education by highlighting the necessity of a holistic, contextual, and collaborative approach. The implications underscore the importance of strengthening teacher capacity, parental engagement, and institutional support in sustaining effective Akidah Akhlak education
