Print Legal Regulations on Preventive Policies in Handling Narcotics Crimes
Drug abuse is a serious problem that has a negative impact on individuals, families, and society. Combating drug crimes in Indonesia requires not only a repressive approach, but also effective preventive policies based on the rule of law. This study aims to analyze the legal rules underlying preventive policies in combating drug crimes, with a focus on the effectiveness of implementation and the obstacles faced in the field. This study uses a normative legal method, which analyzes laws and regulations such as Law Number 35 of 2009 concerning Narcotics, Regulation of the Chief of Police No. 8 of 2021 concerning Handling of Criminal Acts Based on Restorative Justice, and Attorney General's Guidelines No. 18 of 2021 concerning Settlement of Narcotics Crime Cases Through Rehabilitation. The results of the study indicate that preventive policies have an important role in preventing drug abuse, especially through education, socialization, and cross-sectoral cooperation. However, the implementation of this policy is often hampered by weak coordination between institutions, limited resources, and low public awareness. Therefore, preventive policies supported by strong legal regulations and effective implementation can be a significant strategy in overcoming drug crimes. This study recommends the need for evaluation and improvement of regulations, increasing the capacity of implementers in the field, and strengthening community participation to create a safer environment free from the threat of drugs
Analysis of the Role of Infrastructure and Transportation in the Development of Batam City
Batam City is a city known as the gateway to free trade in Indonesia, continuing to improve itself from time to time. A number of strategic infrastructure projects were then worked on to encourage economic growth, and increase Batam's competitiveness with regions in Indonesia and other countries such as Malaysia and Singapore. Historically, various supporting infrastructures have been built since this area was developed as an industrial area. Starting from highways, ports, to airports that were deliberately built to attract investment. However, the massive development of Batam now also demands development according to the times. The results of this study are used to analyze how infrastructure and transportation can contribute to the development of Batam City from an economic, social, and environmental perspective. With a qualitative approach and SWOT analysis, this study evaluates the influence of government policies, private investment, and the influence of infrastructure development on the competitiveness of Batam City. The results of the study show that investment in road, port, and airport infrastructure has increased connectivity that can drive the city's economic growth globally. The sustainable and competitive growth of Batam City requires a more targeted strategy in the development of infrastructure and transportation. The use of data-based technology such as GIS can help in more accurate planning, while the integration of public transportation systems will increase efficiency and comfort for the community
Environmental Governance in Handling Flood Problems in Makassar City
Environmental management or Environmental Governance is a comprehensive approach that involves various stakeholders in decision-making, policy formulation, and implementation of strategies to address environmental problems. In the context of Makassar City, this approach is crucial in managing the increasing risk of flooding due to climate change, changes in land use, and population growth. This study highlights the effectiveness of flood management policies based on community participation, information transparency, and coordination between institutions. The survey results show that the majority of the community feels that flood management policies are not yet effective, with low levels of participation. In addition, the lack of transparency and coordination between institutions are major obstacles in the implementation of flood mitigation policies. This study recommends improving the participatory and collaborative approach in Environmental Governance, by integrating ecosystem-based policies, strengthening the role of the community, and increasing the use of sustainable infrastructure to create city resilience to future flood disasters
Diversification Products and Digital Marketing as Innovation and Creativepreneurship Smart Farming Community Karangpucung Village
Karang Pucung Village, located in the lowlands of Purbalingga Regency, has great potential for fruit and vegetable farming. Agricultural innovation has been developed by millennial farmers, especially in melon cultivation. Since 2015, farmers organized under the ARTANSI CANDRA KAHURIPAN Tourism Awareness Group (POKDARWIS) have cultivated melons using hydroponic methods. This initiative responds to the increasing national demand for fruits and vegetables and growing health awareness. However, the main problems faced by partners include a lack of knowledge in agricultural product processing, packaging, and marketing. These limitations hinder the optimal utilization of melon harvests. Additionally, partners struggle with online marketing and bookkeeping. Proper accounting is essential for running a sustainable business, yet partners have not implemented systematic and detailed financial recording either manually or digitally. To address these issues, participatory training and mentoring methods are proposed. This approach involves partners directly in each step of the process, including problem identification, analysis of possible actions, action planning, and implementation. This “bottom-up” method ensures that the actions taken are appropriate, targeted, and practical for addressing real problems faced by the community. The result of this community service activity is the ability of local farmers to process melons into melon chips, a product with market potential at both the local and national levels. Through this approach, the community not only enhances its economic value but also strengthens its business practices in packaging, marketing, and financial management, promoting sustainability and independence in the agricultural sector
Human Resource Development in Kintom District Government, Banggai Regency, Central Sulawesi Province
The objectives to be achieved in this study are to determine and analyze Human Resource Development in the Kintom District Government, Banggai Regency, Central Sulawesi Province. To scientifically measure Human Resource Development in this study using the Human Resource Development theory proposed by Michael Armstrong, which includes the elements: Learning, Education, Development and Training. This research is a type of descriptive research using a qualitative method approach. This research took place in the Kintom District Government, Banggai Regency. Determination of research informants was carried out purposively. The research informants in this study were 7 (seven) informants. This research uses Primary Data and Secondary Data. Data collection was carried out using observation, interview and documentation techniques. Data analysis in this study uses an interactive model, including: Data Condensation, Data Display, and Conclusion Drawing/Verification. Based on the results of research and discussion on Human Resource Development in the Kintom District Government, Banggai Regency. It is concluded that the Learning aspect and Development aspect in human resource development have been implemented optimally. While the Education aspect and Training aspect in human resource development have not been implemented optimally
Law Enforcement Against Medical Personnel as Perpetrators of Fraud in the National Health Insurance Program
JKN is program issued by the government aimed providing certainty in providing comprehensive health services for all Indonesian citizens. However, since JKN was first implemented until now, many challenges have been experienced, one of which is the large number of fraudulent acts in its implementation dominated by JKN participants themselves. Therefore, this research aims to find out. what prevention efforts have been carried out, the application of current sanctions, and how to update the application of sanctions for JKN participants who commit fraud in the implementation of JKN in Indonesia. This research is normative legal research referring to legal sources, especially statutory regulations relating to acts of fraud in healthservice programs. Legal sources in this writing consist of primary legal materials and secondary legal materials. The data collection technique used is library research. The data analysis techniques carried out in this research will go through a qualitative processing and analysis stage. The results of this research show that prevention efforts that have been carriedout by the government include reporting suspected fraud to the Fraud Prevention and Handling Team, maintaining the confidentiality of residence identity and JKN KIS cards so that they are not misused, and complying with all existing regulations, then implementing sanctions against Currently, acts of fraud only take the form of administrative sanctions,therefore the effort to reform the application of sanctions is to include the concept of criminalization in the form of imprisonment in order to catch fraudsters in the implementation of JKN in Indonesia
Nuclear Energy Policy Draft as an Alternative to Support National Resilience
This article analyses the nuclear energy policy model relevant to such countries as the United States of America, Russia, France and Japan. Moreover, this article also considers the international organizations, for example the International Atomic Energy Agency, as the supervising body in the field of nuclear energy programs and their security. The process of developing nuclear energy program must be well planned and must incorporate security, safety and environmental factors. Consequently, this nuclear energy policy must address all factors technical, economic, social-political and environmental factors underlying nuclear energy production.In this case, the IAEA and other international organizations contributing to stable and secure nuclear power usage are quite significant to the fulfillment of this requirement.great potential as an energy source that can reduce dependence on the use of fossil energy sources that are increasingly scarce and are often claimed to cause environmental damage. However, the use of nuclear energy also has risks that must be managed properly, such as nuclear accidents and the risk of terrorism. Several countries have developed their nuclear programs with the aim of meeting domestic energy needs and also as a national defense strategy. However, the development of this nuclear energy program also poses challenges in terms of security and safety. This article discusses the nuclear energy policy model that has been implemented in countries such as the United States, Russia, France, and Japan
Analysis of the Utilization of Assessment Center Results in Civil Servant Career Development in the Regional Government of North Sulawesi Province
Assessment center is a comprehensive method to assess the ability, competence and suitability of a person with a certain role or position, by measuring technical and non-technical competence. The North Sulawesi Provincial Government in supporting the bureaucratic reform process has the responsibility to implement employee development programs through the assessment center method before holding a position as a high-ranking official. This study was conducted to explain the utilization of assessment center results in career development (promotion, rotation/mutation, and competency development) of Civil Servants (PNS) in the North Sulawesi Provincial Government. Qualitative design was used in this study. The research findings that the utilization of assessment center results by the North Sulawesi Provincial Government in this case through BKD as the personnel management official has not been effective enough because there are still elements of subjectivity in the mutation/rotation of Officials/Employees. In terms of selection/filling of JPTP (Promotion), the North Sulawesi Provincial Government is committed to continuing to use the Assessment Center method even though in reality there are still elements of subjectivity when it is already in the selection committee. In addition, the results of interviews with informants indicate that the utilization of assessment center results has not been optimal due to various factors, including political intervention, lack of understanding of assessment centers, implementation of the merit system, organizational culture, talent management systems, and budget issues and availability of training, as well as regulations/legal umbrellas
Public Policy Network Implementation: A Case Study in the Development Urban Farming for Sustainable Food Independence in Makassar City
Urban farming uses land intensification to meet the daily need for fresh fruit and vegetables for residential areas in urban areas. Urban agriculture provides positive value in meeting food needs and practical values that are meaningful for environmental and regional economic sustainability. Urban farming solves the problems above by creating green open space through open land management amid dense buildings and urban settlements. This research aims to analyze the implementation of development network policies for urban farming for sustainable food independence in Makassar City. This research uses a descriptive qualitative approach with data collection methods, namely observation, in-depth interviews, and documentation. The informants in this research are the authorities and are directly involved in the development of urban farming for sustainable food independence in Makassar City. The research results show that the implementation of the development policy network urban farming for sustainable food independence in Makassar City, it still needs to be improved through joint actions carried out between stakeholder. This is because there is still a lack of instructors assisting the Women Farmers Group (KWT) which is the target of the program urban farming in Makassar City. So, this influences the sustainability of the activities of utilizing yard land into productive land which can help in food independence for the people of Makassar City
The Influence of Midwife Performance Determinant Factors on Service Quality at Aji Batara Agung Dewa Sakti Regency Hospital, Kutai Kartanegara
The purpose of this study is to examine the relationships between service performance and the variables of motivation, rewards, workload, supervision, and training. This study's methodology is quantitative in nature. A total of 36 midwives from Aji Batara Agung Dewa Sakti Hospital made up the study's sample. Data for the study were gathered via questionnaire answers, and with the use of the SEM PLS software, SEM techniques were used for analysis. Data analysis findings indicate that training, supervision, workload, incentives, and motivation all have a major impact on service quality. According to this conclusion, the quality of the resultant service improves with the amount of these five variables. Nevertheless, there is no meaningful correlation between the reward variable and service quality. According to this study, management at Aji Batara Agung Dewa Sakti Hospital in Kutai Kartanegara Regency must give priority to managing these crucial elements in order to enhance service quality
