The results showed that OHS variables have a positive and significant effect on employee performance. The highest average value of OHS indicators was obtained for compliance with safety procedures, followed by the provision of PPE. This finding is reinforced by the results of interviews and field observations, which indicate that employees have a positive perception of OHS implementation, although there is still a need for improved health facilities and a comprehensive understanding of OHS. Other factors such as individual characteristics and career development were also found to contribute to improving employee performance. This study emphasizes the importance of implementing an effective OHS system, clear career development, and increasing individual capacity in creating a productive, safe, and sustainable work environment

Comparative Analysis of Active and Passive Portfolios with the Single Index Model and Capital Asset Pricing Model in Indonesia: Policy Directions in the Capital Market

This research conducts a comparative analysis between active and passive investment portfolios using two fundamental models in finance: the Single Index Model (SIM) and the Capital Asset Pricing Model (CAPM). The study focuses on stocks traded on the Indonesia Stock Exchange (IDX) that were not consistently included in the prestigious LQ45 Index during the period from January 2015 to June 2025. Using a rigorous quantitative method, the research compares portfolio performance, return, and risk under different strategies. The results conclusively indicate that portfolios designed with the Single Index Model consistently outperform those based on CAPM, and that active strategies deliver superior performance compared to passive ones. Beyond financial performance, the findings also carry significant policy implications. The consistent superiority of SIM suggests that regulators and market authorities should integrate simplified yet effective portfolio models into investor education initiatives. Similarly, the outperformance of active strategies highlights the importance of strengthening corporate disclosure standards and ensuring fair access to timely information, so that both institutional and retail investors can benefit equitably. By linking quantitative evidence with governance concerns, this study provides valuable insights for investors while offering policy directions to enhance transparency, inclusivity, and investor protection in Indonesia’s capital market

    Philosophical Approach in Legal Research

This study discusses the philosophical approach in legal research as a fundamental framework that goes beyond the normative and empirical approaches commonly used in legal studies in Indonesia. This paper is motivated by the dominant tendency of the positivistic approach that ignores the philosophical dimension of law, thus making law merely a technocratic and functional instrument. This research is a normative legal research using a philosophical and conceptual approach. The philosophical approach is used to explore the ontological, epistemological, and axiological aspects of law, while the conceptual approach is used to examine key concepts such as the philosophical approach, legal epistemology, and legal rationality. In this study, the philosophical approach is approached through six forms: metaphysical, epistemological, ethical, logical, hermeneutical, and critical. Each approach is explained in a theoretical framework and its application in the context of legal research. The main findings show that the philosophical approach not only enriches theoretical insights, but also opens up reflective space to understand law as an expression of values, morality, and civility of society. Therefore, the integration of philosophical approaches in legal research methodology is very important in order to develop legal science that is not only normative and empirical, but also critical, ethical, and meaningful. This study also recommends the importance of reformulating legal education to be more sensitive to the philosophical and reflective dimensions, in order to produce graduates who are more critical and contributive to social transformation and legal science

The purpose of this study is to determine and examine how employee performance at the Bantaeng Regency Election Supervisory Board is impacted by leadership, skill, and pay.  Using t-tests and multiple linear regression analysis, the study was carried out at the Bantaeng Regency Election Supervisory Board main office and sub-district supervisory offices (Panwaslu).  Questionnaires are the main tool used in this quantitative study to collect data.  65 respondents who work for the Bantaeng Regency Election Supervisory Board participated in the study.  The findings show that leadership has a favorable but not statistically significant impact on employee performance, as shown by the significance value P = 0.080 > 0.05 and the t-table value exceeding the t-count (1.669 > 1.7810).  The t-table value is less than the t-count (1.668 < 4.906), with a significance value of P = 0.000 < 0.05, indicating a positive and substantial influence of the competence variable on performance.  With a significance value of P = 0.002 < 0.05 and a t-table value less than the t-count (1.668< 3.243), compensation also has a positive and significant impact on performance.  The model summary's R2 value, as determined by the R2 coefficient of determination test, is 0.843. This indicates that the independent variables of leadership, competence, and compensation can predict the dependent variable of employee performance by 84.3%, with other factors influencing the remaining 15.7%.  Additionally, the output displays a R value of 0.665, suggesting a substantial correlation between employee performance and leadership, competence, and pay

Regional Cooperation Governance in Urban Economic Development: A Strategic Study in Pangkalpinang City

The city government of Pangkalpinang faces various urban challenges such as disparities in public services, inflationary pressures, and low competitiveness in strategic sectors. To address these issues, the city has implemented inter-regional and cross-sectoral cooperation aimed at strengthening development governance. This study seeks to analyze the forms of regional cooperation in the economic sector and their contribution to sustainable development. A mixed-methods approach was employed, focusing on eight Key Performance Indicators (KPIs). The findings reveal that the cooperation encompasses infrastructure development, economic and tourism promotion, metrological services, distribution of staple goods, waste-to-energy management, and fishery quality assurance. The partner satisfaction indicator recorded the highest performance score of 99.82%, indicating an effective partnership relationship. However, other indicators such as active agreements, inter-regional innovation, integrated planning, and MSME development scored below 50%, reflecting persistent challenges in coordination and institutional capacity. This suggests that although regional cooperation has had a positive impact on service efficiency and the local economy, substantial challenges remain. Future efforts should focus on strengthening joint planning, fostering innovation, enhancing collaboration, and empowering the microeconomic sector to ensure that regional cooperation becomes more inclusive and sustainable, positioning Pangkalpinang as a regional growth center in the Bangka Belitung Islands
