    Implementation of the I'DIS (Integrated Discipline) Application in Imposing Disciplinary Punishments on Civil Servants in Government Agencies in the Province of North Sulawesi

    The use of the I'DIS Application in the implementation of the Imposition of Disciplinary Punishments for Civil Servants is indicated to be inconsistent between regulations and their implementation. Many Government Agencies in the working area of ​​the Regional Office XI BKN Manado still do not use the I'DIS Application and do not understand the input process or have not reached the stage of the process of making a Disciplinary Punishment Decree. This study aims to describe and analyze the Implementation of the I'DIS (Integrated Discipline) Application in the Imposition of Disciplinary Punishments for Civil Servants in Government Agencies in the Province of North Sulawesi. By using a qualitative design, it was found that the Implementation of the I'DIS Application in the imposition of disciplinary punishments for Civil Servants in Government Agencies in the Province of North Sulawesi still lacks a deeper understanding of the application, especially when technical guidance is carried out online. Likewise, resources including human resources, facilities and infrastructure are inadequate

    Effectiveness of the Village Apparatus Empowerment Program in Village Financial Management in Mandailing Natal Regency

    This study aims to analyze the effectiveness of the village apparatus empowerment program in village financial management in Mandailing Natal Regency. This empowerment program is designed to increase the capacity of village officials in managing and supervising the allocation of village funds to be more transparent and accountable. The method used in this study is a qualitative approach with case studies. Data collection was carried out through in-depth interviews, participatory observations, and documentation involving village officials, program assistants, and village communities. Data analysis was carried out using thematic analysis techniques. The results show that the effectiveness of the empowerment program is influenced by four main indicators, namely communication, resources, disposition, and organizational structure. Effective communication between the district government, assistants, and village officials supports the understanding of village financial management. However, there are obstacles in delivering information to the public. Limited human resources and technology are obstacles in the implementation of the program, especially in remote areas. The positive disposition of most village officials in applying the principles of transparency and accountability has had a positive impact, although there is resistance to change among more senior village officials. A clear organizational structure and good coordination between village officials have been proven to increase the effectiveness of village financial management. The conclusion of this study is that the success of the village apparatus empowerment program in village financial management is highly dependent on the synergy between communication factors, resources, disposition, and organizational structure

    Analysis of the Role of Zakat in Eradicating Poverty (Case Study of the Medan City Yatim Mandiri Foundation)

    Poverty is a major problem that is certainly experienced in a developing country, one of which is Indonesia. This means that poverty is a condition where someone cannot meet their basic needs. Welfare is something that can be felt by someone in their life where they feel their life is fulfilled and sufficient without any burden and pressure. This study aims to determine the role of zakat as a tool or intermediary in poverty alleviation in the city of Medan. This research method uses a qualitative method with a descriptive analysis approach. The type of data collected uses interview data at the Yatim Mandiri foundation in the city of Medan. The results of the study revealed that the Laznas Yatim Mandiri zakat program in the city of Medan has proven effective in improving the welfare of mustahik. With a collaborative approach between education, health, and economic empowerment, this foundation has succeeded in improving the standard of living of mustahik and reducing poverty

    Implementation of Presidential Regulation Number 39 of 2019 Concerning One Data Indonesia in Langkat District Government

    One Data Indonesia (Satu Data Indonesia/SDI) is a national policy designed to establish high-quality, integrated government data. Mandated by Presidential Regulation No. 39 of 2019, all government institutions, including local governments, are required to implement SDI to support effective planning, monitoring, and evaluation of regional development. This study analyzes the implementation of SDI in Langkat Regency, identifies key challenges, and proposes strategies for more effective adoption. Employing a descriptive qualitative approach, the study gathers data through observations, interviews, and documentation. Informants include members of the Langkat Regency SDI implementation team, such as representatives from Bappeda, BPS, Diskominfostand, and regional apparatus organizations (RAOs). Findings indicate that SDI implementation in Langkat is still in its early stages. Initial progress includes the establishment of local regulations, the formation of SDI-related institutions, and the development of the Langkat SDI Portal. However, several significant obstacles hinder full implementation. These include suboptimal coordination among RAOs, limited human resources with expertise in statistics and data management, inadequate technological infrastructure, low internet connectivity, lack of system integration, and insufficient understanding and commitment to SDI principles. Moreover, awareness of SDI’s benefits among stakeholders remains low. Despite these challenges, SDI presents a strategic opportunity for enhancing data governance at the regional level. Strengthening institutional coordination, investing in capacity building, improving infrastructure, and increasing awareness are essential to ensure the successful and sustainable implementation of SDI in Langkat Regency

    Police Efforts in Tackling Oil Palm Theft in the Jurisdiction of the Serdang Bedagai Police

    Oil palm theft is one of the crimes that often occur in the jurisdiction of the Serdang Bedagai Police. This crime is influenced by various factors, such as the economic condition of the community, the weak plantation security system, and the existence of an organized network of theft syndicates. This study aims to analyze the factors that cause oil palm theft, the role of the police in overcoming it, and the obstacles faced in the law enforcement process. The research method used is qualitative descriptive, with a case study approach in the jurisdiction of the Serdang Bedagai Police. Data was obtained through interviews with police officers, the community, and plantation officials, as well as documentation and observations in the field. The results of the study show that the Serdang Bedagai Police have made various efforts in dealing with oil palm theft through preventive, repressive, and pre-emptive approaches. These efforts include routine patrols, cooperation with plantations, legal socialization to the community, and law enforcement against perpetrators. However, there are still obstacles such as limited human resources, low public participation in reporting crimes, and the complexity of the theft syndicate network. To overcome this obstacle, synergy between the police, the community, and plantation companies is needed in improving the security system and creating alternative economic solutions for the surrounding community. With a more comprehensive approach, it is hoped that the number of oil palm theft in this region can be significantly reduced

    Analysis of Determinants of Employee Performance at PT Ezar Jaya Resources

    This study aims to analyze the factors that determine employee performance at PT Ezar Jaya Resources. The factors studied include competence, work culture, and job satisfaction, both partially and simultaneously on employee performance. The research method used is a qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study show that competence has a significant influence on employee performance. Employees with higher competencies tend to have better work productivity and are able to complete tasks efficiently. In addition, work culture also plays a role in shaping a conducive work environment, where employees who work in a positive culture are more motivated and show high loyalty to the company. Job satisfaction was also found to be an important factor that had an impact on employee enthusiasm and dedication at work. Employees who are satisfied with the compensation system, work environment, and career development opportunities show more optimal performance. Further analysis revealed that competence, work culture, and job satisfaction simultaneously had a greater influence on employee performance than if these factors were analyzed separately. Therefore, companies need to manage these three factors effectively to increase the productivity and competitiveness of companies in the plantation industry

    Improving Elementary School Teachers' English Competence: Challenges, Strategies, and Implementation of Communication-Based Learning

    The main goal of this community service program targets the enhancement of English language abilities among Pinrang Regency's elementary school teaching staff through training methods based on communication. Intensive one-week training under this program implements practice-focused training methods through storytelling sessions, role-play activities and digital media applications. The program conducts a competence evaluation for teachers before implementing training programs meant to enhance their speech proficiency and interactive English teaching techniques. The training data reveals higher English usage motivation and consciousness among teachers yet multiple learning execution obstacles persist. Three key challenges emerge from teachers' restricted language skills and insufficient social contact with the English language and their lack of practical experience with classroom interactive teaching methods. The utilization obstacles of technology along with lack of support within the professional community work as important factors which diminish the effectiveness of this training approach. A lasting solution is necessary to enhance the English teaching capabilities of elementary teachers according to the findings of this program. Follow-up sessions and mentoring along with developing a professional community need to support the delivery of effective teaching methods which start from short-term training. Bilingual pedagogy strategies enable teachers to implement English gradually during their lessons. Participation from different organizations would enable improved English teaching quality at elementary schools to operate at its best potential

    Contestation of Legal and Social Norms in Early Marriage

    This research discusses the phenomenon of early marriage that occurs in Pinayungan Village, Karawang Regency, by highlighting the imbalance between legal norms and social norms prevailing in the community. Although legal regulations, such as Law No. 16 of 2019 and PERMA No. 5 of 2019, have regulated the minimum age of marriage and marriage dispensation procedures for the protection of children's rights, the practice of early marriage is still rampant. Through a juridical-sociological approach and qualitative method, this study explores the sociocultural factors behind early marriage, including the belief in the "itung-itungan" tradition and parents' concerns about promiscuity. Interviews with the Religious Affairs Office and one of the children who married early show that social norms in the community take precedence over formal state legal norms. This phenomenon reinforces the concept of "living law" proposed by Eugen Ehrlich. In addition to violating positive law, the practice of early marriage also causes violations of various children's rights guaranteed by the Child Protection Law and the Convention on the Rights of the Child, such as the right to education, health, decent work, and the right to grow and develop optimally. This study recommends the need for a culture-based legal approach to encourage the effective implementation of child protection and prevention of early marriage

    The Role of the Mandailing Natal Regency Transportation Office in Increasing Regional Original Revenue (PAD) Parking Management in Panyabungan City

    The low parking revenue in Mandailing Natal Regency over the past two years has hurt Regional Original Revenue (PAD). Observations show that this problem is caused by a lack of public awareness of paying parking fees and a lack of knowledge about parking services. This study aims to analyze the role of the Mandailing Natal Regency Transportation Office in increasing PAD through parking management in Panyabungan City. The approach used is qualitative with descriptive type, and data is collected through observation, interviews, and documentation conducted at the Transportation Agency office. The results showed that the agency has three leading roles in parking management to increase PAD: planning, mobilizing, and supervising. However, internal and external obstacles complicate parking management, such as the lack of parking lots in Panyabungan City that could disrupt nearby shops and the unavailability of terminals for rural transportation and buses. Therefore, although the role of the Transportation Agency is already underway, further optimization is needed to increase PAD through better parking management in Panyabungan City

    Consumer Protection of Export Transportation Services in the Case of Crime of Goods Theft (Juridical Analysis at PT. Spice Lines International, Sunggal District)

    International trade is an important sector in the Indonesian economy, especially through export activities involving sea transportation services. However, in practice, the process of transporting export goods cannot be separated from various risks, one of which is the crime of theft that causes large losses for business actors. This study aims to analyze the legal responsibility of transportation service providers in the case of theft of export goods, as well as to examine the legal protection of service users, especially PT. Spice Lines International which suffered losses due to theft during sea transportation. The research method used is a normative and empirical juridical approach, with data collection techniques through interviews and documentation studies. The results of the study show that although there are legal provisions governing the responsibility of carriers, their implementation is still weak. Many cases of losses due to theft are not resolved through legal channels due to evidentiary constraints, weak contract clauses, and lack of legal understanding from service users. The legal protection provided by laws and regulations has not been fully effective in guaranteeing the rights of service users to obtain compensation. Therefore, it is necessary to strengthen legal instruments in transportation agreements, improve logistics security systems, and optimize dispute resolution through mediation or arbitration. This study recommends a reformulation of regulations and synergy between stakeholders to create a fairer and more functional legal protection system in the export transportation service sector
