Transformational Leadership on OCB with the Mediating Role of Organizational Culture
This study aims to analyze the influence of transformational leadership on Organizational Citizenship Behavior (OCB) with the mediating role of organizational culture among employees of Hotel Daima Padang. The reason for conducting this study is the discovery of low levels of OCB through a pre-survey, as well as the importance of leadership and organizational culture in improving OCB in the hospitality industry. The method used in this study is a quantitative approach with a census technique involving 54 respondents. To analyze the data, Structural Equation Modeling-Partial Least Square (SEM-PLS) was used with the assistance of SmartPLS software. The findings of the study indicate that: (1) transformational leadership has a positive and significant influence on OCB (β = 0.658, p = 0.000), (2) transformational leadership has a positive and significant influence on organizational culture (β = 0.634, p = 0.000), (3) organizational culture positively and significantly influences OCB (β = 0.567, p = 0.000), and (4) organizational culture significantly mediates the relationship between transformational leadership and OCB (β = 0.363, p = 0.000). This study also confirms Social Exchange Theory (SET) as a theoretical foundation, which shows that the reciprocal relationship between leaders and employees results in additional work behavior. The results of this study provide practical contributions for the management of Hotel Daima Padang to strengthen the transformational leadership approach and create a collaborative work culture to support OCB in a sustainable manner
Limitation of Fuel Subsidy in Healthizing State Revenue and Expenditure Budget
Fuel oil (BBM) subsidy policy in Indonesia has been an important element in economic policy since the era of President Soeharto's administration. Initially, this subsidy was aimed at maintaining energy price stability and protecting people's purchasing power, especially low-income groups. However, over time, fuel subsidies have created various economic and environmental problems, including a large burden on the State Revenue and Expenditure Budget (APBN), economic distortions, and obstacles to the renewable energy transition. This research uses a normative legal approach to analyze fuel subsidy policies within the framework of the welfare state in Indonesia, with the aim of formulating more effective regulations. The data used is primary, secondary and tertiary legal materials which are analyzed descriptively-analytically. The research results show that the fuel subsidy policy has not been effective and efficient, with most of the benefits being enjoyed by the middle and upper income groups, while those who should benefit, namely the poor, are left behind. Therefore, it is necessary to reformulate fuel subsidy policies with the principles of social justice, economic sustainability, transparency and accountability. Formulating more targeted policies, developing renewable energy, and implementing the principles of good governance will strengthen the welfare state and support more equitable and sustainable development

Legal Perspective on the Practice of Illegal Mobile Phone Trading with Fake IMEI
The illegal trade of mobile phones with fake IMEI is a serious problem that has an impact on various aspects, including economic, legal, as well as security and social. This study aims to analyze the legal arrangements, impacts, and legal liabilities for those who sell mobile phones with illegal IMEI in Indonesia. The method used in this study is a qualitative approach with normative analysis techniques on laws and regulations, case studies, and studies of previous research. The results of the study show that although regulations related to IMEI control have been implemented through the Telecommunications Law, the ITE Law, and the Regulation of the Minister of Communication and Information, their implementation and supervision are still experiencing obstacles. From an economic perspective, the circulation of illegal devices causes state losses due to the loss of potential taxes and import duties. From a legal perspective, weak supervision of marketplaces and distribution networks of illegal devices hinders the effectiveness of the policies that have been set. In addition, sanctions against illegal IMEI traders still do not provide an optimal deterrent effect. This study recommends strengthening law enforcement, increasing supervision of online marketplaces, and educating the public about the importance of buying devices with official IMEIs. With these steps, it is hoped that the circulation of illegal mobile phones can be suppressed and IMEI regulations can run more effectively

Emerging Trends in Vaccine Development Integrating Pharmaceutical Science with Public Health
The rapid evolution of vaccine science accelerated by the COVID-19 pandemic has generated profound shifts in the landscape of global health, biotechnology, and public policy. This study conducts a thematic scoping review to critically examine emerging paradigms in vaccine development, focusing on their scientific innovation, translational pathways, regulatory integration, and public health implementation. Drawing on peer-reviewed literature and strategic policy documents from 2018 to 2025, the analysis identifies four interrelated domains: (1) technological innovation in platforms such as mRNA, saRNA, AI-guided antigen design, and nanocarrier systems; (2) translational pharmacology, including the challenges of real-world implementation, personalized immunization, and genomically-informed vaccinology; (3) policy integration and the tensions between global regulatory architectures, intellectual property regimes, and regional manufacturing autonomy; and (4) public health implementation, where infrastructure, sociopolitical trust, and health equity shape uptake and access. Across all domains, the study finds that scientific progress alone is insufficient to ensure global immunization justice. Instead, the translation of vaccine innovation into equitable impact is mediated by structural inequalities, geopolitical asymmetries, and the uneven capacities of health systems. The findings underscore the urgent need for ethically grounded, interdisciplinary strategies that align biotechnological advancement with equitable public health outcomes, particularly in low- and middle-income contexts
