The Influence of the SIPD Application on Budget Management in the Makassar City Government, South Sulawesi Province
In this study, the researcher studies the impact of the SIPD (Regional Government Information System) application on the performance of budget management at the Makassar City Government in South Sulawesi Province. In an explanatory research design with the approach based on quantitative methods, in this research the primary data was obtained with the help of structured questionnaires offered to 100 civil servants directly participating in the planning and financial departments involved in the SIPD-based budget process. The SPSS software was used in the multiple linear regression analysis of the relationships between three independent variables, which were system functionality, ease of use, and user satisfaction and the budget management variable as a dependent variable. The findings indicated that all the three indicators had a positive and significant impact on budget management. User satisfaction had the highest effect among them which shows that user experience is important in establishing the effectiveness of digital systems in governing citizens. The coefficient of determination (R 2) was 62.3 which implies that a large percentage of budget performance change owes its existence to the use of SIPD. The findings can indicate that once properly introduced and maintained, digital tools such as SIPD can become strategic enablers to improve the financial governance of the local level. This paper adds to the body of knowledge on e-governance because it addresses this gap on post implementation assessment on SIPD in large city municipalities
The Relationship Between Cholesterol Levels and Blood Pressure in the Elderly
Hypertension and hypercholesterolemia are two common comorbidities in the elderly and contribute greatly to the increased risk of cardiovascular disease. The two are often found together, but local data on the direct relationship between the two in the elderly population is limited. The purpose of this study is to find out whether there is a relationship between total cholesterol levels and blood pressure in the elderly. This study uses an observational analytical design with a cross-sectional approach. The subjects of the study were 16 elderly members of the posyandu in Balecatur, Sleman, who met the inclusion criteria. Blood pressure was measured using a sphygmomanometer, and total cholesterol levels were measured using a point-of-care device. Data were analyzed using the chi-square test to determine the relationship between cholesterol levels and hypertension. Of the total 16 respondents, as many as 13 people (81.25%) had blood pressure in the hypertension category, and 13 people (81.25%) had total cholesterol levels ≥200 mg/dL. The results of the statistical test showed that there was a significant relationship between cholesterol levels and blood pressure, with a value of p = 0.018 (p < 0.05). From this study, it was found that there was a significant relationship between cholesterol levels and blood pressure in the elderly. These findings confirm the importance of integrated screening for dyslipidemia and hypertension in promotive and preventive programs in the elderly population

Government Strategy in Improving Micro, Small and Medium Enterprises Based on Digital Technology in Bulukumba Regency
The lack of digital knowledge and skills among MSME players is a major obstacle in utilising technology to develop business. The purpose of this study is to analyse the government's strategy in improving the existence of MSMEs in the use of digital technology. This research uses a type of qualitative research in which the data is collected from observations, interviews and document studies. This research was conducted in Bulukumba Regency using the theory of Windrum & Berranger (2002) using indicators 1) Stages to e-business, 2) Recent trends in the adoption of e-business technologies, 3) Organisational factors affecting adoption. The results showed that the initial stage carried out by the government was to provide regulations in an effort to provide a legal umbrella for the presence of MSMEs. In addition, MSMEs are also given training and skills in using digital technology, social media and e-commerce in marketing. The government also has a role in collaborating with educational institutions in increasing the existence of MSMEs in Bulukumba Regency. By applying digital technology in improving and reviving MSMEs is very important, because it can have an impact on the growth of the community's economy due to the surge in visitors from the archipelago and abroad
Hedonic Motivation, Price Value, and Habits in E-Wallet Adoption: Extended UTAUT2 Testing on Generation Z Consumers in Manado
This study explores the role of Hedonic Motivation, Price Value, and Habit in predicting e-wallet adoption among Generation Z consumers in Manado City. Employing a quantitative approach with an explanatory survey design, data were collected from 100 Gen Z e-wallet users in Manado via an online questionnaire, then analyzed using Partial Least Squares - Structural Equation Modeling (PLS-SEM). The findings indicate that all three variables positively and significantly influence e-wallet adoption. Habit emerged as the most dominant predictor (β=0.457), followed by Price Value (β=0.321), and Hedonic Motivation (β=0.189). The model explains 68.5% of the variance in e-wallet adoption (R2=0.685) and demonstrates strong predictive relevance (Q2=0.452). Practical implications suggest that e-wallet service providers and businesses in Manado should reinforce usage habits, offer competitive price value, and enhance hedonic experiences to foster sustained adoption among Gen Z. Although limited to a Gen Z sample in Manado, this research provides new empirical insights into intrinsic factors influencing consumer technology adoption

Public Policy Innovations Related to Millennial Farmers in Indonesia
This study aims to analyze the public policy of the Indonesian government in the Millennial Farmer program. This program is expected to attract the interest of the younger generation to be actively involved in the agricultural sector through a digital entrepreneurial approach. The research method uses a literature study that aims to examine various reference sources related to public policy and innovation in the Millennial Farmer program in Indonesia. Rogers' diffusion of innovation theory is used as an analytical framework to measure the extent to which digital technology can be adopted by millennial farmers. Five main dimensions relative advantage, suitability, complexity, trialability, and observability are the assessment indicators. The results of the study show that although this program offers relative advantages in increasing productivity and market access, there are still obstacles in the complexity and trialability aspects due to limited training and minimal technology trial facilities in the field. The primary survey revealed that 65% of millennial farmers have used agricultural applications, but 60% of them have difficulty understanding digital features and 50% have internet infrastructure constraints. Observability is still low due to the lack of real representation of successful farmers as local role models. The conclusion of this study confirms that the effectiveness of public policy in encouraging the adoption of innovation is greatly influenced by user readiness, infrastructure support, and active involvement of local governments. Therefore, a more adaptive, decentralized, and responsive policy strategy to local needs is crucial to accelerate the transformation of the technology-based agricultural sector
