    The Public Service Function of Neighborhood Heads from the Perspective of Islamic Leadership in Medan City

    This study examines the role of public service functions performed by Neighborhood Heads in Medan City from the perspective of Islamic leadership. The research aims to provide an understanding of how public service practices by Neighborhood Heads align with the principles and values of Islamic leadership, specifically in Medan City. This qualitative descriptive study employs participatory observation and in-depth interviews as the primary methods, utilizing an interview guide as a supporting tool. The in-depth interviews were conducted with informants to gain a comprehensive understanding of: 1) the public service functions of the Neighborhood Head, 2) the efforts made by the Neighborhood Head in fulfilling their responsibilities, 3) the supporting and inhibiting factors in executing their functions, and 4) the alignment of the Neighborhood Head's roles with Islamic leadership principles. The study concludes that the implementation of Islamic leadership values in public service by Neighborhood Chiefs is not limited to those adhering to the Islamic faith but is also evident among non-Muslim Neighborhood Chiefs. Some non-Muslim neighborhood heads demonstrate public service practices consistent with Islamic leadership values. The principles of Islamic leadership, such as amanah (trustworthiness), adil (justice), shura (consultation), and amar ma'ruf nahi munkar (enjoining good and forbidding wrong), have been observed in their practices. However, the principle of justice poses a challenge as Neighborhood Chiefs must operate within the regulations and policies established by the government, which may limit their ability to fully implement this principle

    The Effect of Legal Education on Public Legal Awareness

    This study examines the impact of legal education on public legal awareness in Indonesia, using a quantitative cross-sectional survey design. The research investigates how participation in legal education programs influences individuals' understanding of legal rights, processes, and access to justice. A total of 500 respondents, stratified by demographic factors such as gender, age, education level, and geographic location, were surveyed. The findings reveal that individuals who participated in legal education programs reported significantly higher legal awareness (M = 4.10) compared to those who did not (M = 3.30), with a large effect size (Cohen's d = 0.80). Demographic factors such as education level, employment status, and age were also found to influence legal awareness, with higher educational attainment and employment status positively correlating with increased legal awareness. Gender-based differences were observed, but their practical significance was minimal. Regression analysis further confirmed that legal education is a significant predictor of legal awareness (β = 0.62, p < 0.001). The results emphasize the crucial role of legal education in fostering an informed and engaged citizenry, particularly in enhancing public understanding of legal rights and responsibilities. The study suggests that increasing access to legal education can lead to a more empowered society, capable of participating actively in legal and civic processes

    Effectiveness of Traffic Law Enforcement and Alternative Models for Solving It at the Central Tapanuli Police

    Traffic law enforcement is one of the important efforts in creating order and driving safety. This study aims to analyze the effectiveness of law enforcement against traffic violations in the Central Tapanuli Police Station, identify the factors that cause the high number of violations, and propose a more effective alternative solution model. This study uses a qualitative method with a descriptive approach. Data was obtained through interviews with police officers and the public, observations at several traffic points, and documentation studies related to traffic policies and regulations. The results of the study show that law enforcement at the Central Tapanuli Police still faces various obstacles, including low public awareness of the law, lack of supervision, limited infrastructure, and poor driving culture. Law enforcement, which currently focuses more on repressive measures, has not been able to create a significant deterrent effect. Therefore, more effective alternative models are needed, such as the SIM Point System, Traffic Education for Offenders, Social Sanctions, and ETLE Strengthening. This model is expected to increase public awareness and reduce the number of traffic violations in a more sustainable manner. With the implementation of a more innovative and education-based strategy, it is hoped that the level of traffic compliance in Central Tapanuli can increase significantly. The conclusion of this study indicates that a combination of strict law enforcement and a preventive approach is the main key in creating a more orderly and safe traffic system

    Legal Study on the Validity of Electronic Notarial Deeds in Indonesia: Regulatory Analysis and Practical Implications

    This study aims to evaluate the validity of electronic notary deeds in the context of Indonesian law, analyze their implementation challenges, and compare regulations with other countries that have adopted similar systems. The method used is a normative juridical approach with an analysis of various regulations, such as the Notary Position Law, the ITE Law, and the Government Regulation on Electronic Systems and Transactions. In addition, the study draws on the study of international literature and regulations, such as the eIDAS Regulation in the European Union, to offer a comparative perspective. Data analysis was carried out qualitatively through descriptive and comparative techniques. The findings show that regulations in Indonesia, while providing a basic foundation for electronic documents, still require more specific adjustments to accommodate the digitization of notary deeds. Key challenges include aspects of legal validity, digital security, and resistance to traditional legal culture. In contrast, the experiences of developed countries such as the European Union and Japan highlight the importance of reliable technological infrastructure and adaptive regulations to ensure successful implementation. The conclusion of the study emphasizes the need to harmonize national regulations with international standards as well as strengthen technological capacity and notary understanding of digital systems. The study recommends the development of a more integrated legal framework, improved digital security, and public and professional education to accelerate the transition to electronic notary deeds in Indonesia

    Analysis of the Implementation of Public Service Standards at the District Level

    Service Standards are benchmarks used as guidelines for service delivery and as references for assessing service quality, representing the obligation and commitment of service providers to the community in delivering quality, fast, easy, affordable, and measurable services. This study aims to determine and analyze the implementation of public service standards in Penajam Sub-District, Penajam Paser Utara District. The research adopts a qualitative descriptive approach method. Data in this study consist of primary and secondary data, which were analyzed qualitatively, leading to drawn conclusions. Primary data were obtained through in-depth interviews with informants at the Penajam Sub-District Office, including the Sub-District Head, General Affairs Subsection Head, Section Heads, Sub-District Employees/Staff, and service users from the community. The findings of the research are as follows: 1) The overall implementation of public service standards in Penajam Sub-District is reasonably good and sufficiently satisfying to the community. However, there is still a need for improvement and enhancement in the quality of public service implementation; 2) The preparation, establishment, and implementation of Service Standards in Penajam Sub-District have adhered to the principles outlined in Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014, including simplicity, accountability, sustainability, and fairness. However, they have not yet fully incorporated participatory and transparent elements; 3) There are several types of services with detailed per-component service standards that have not been established in the Decree of the Penajam Sub-District Head, Penajam Paser Utara District Number: 060/129/Kec.PNJ-Umum/XI/2023 regarding the Establishment of Service Standards in Penajam Sub-District; 4) Subsequent socialization efforts related to the established Penajam Sub-District Service Standards have not been conducted, thus affecting the understanding of service officers regarding public service implementation; 5) Publication efforts concerning Penajam Sub-District Service Standards have not been undertaken through electronic or non-electronic media

    This study is intended to determine the implementation of efficiency in public-private partnerships in the management of Steam Power Plant PT. Bosowa Energi. Efficiency is a comparison between output and input that describes a company's ability to run operations without wasting resources excessively. The sources in this study are all stakeholders related to Efficiency in Public Private Partnerships in the Management of Steam Power Plant PT. Bosowa Energy. Especially stakeholders involved in the Management of Steam Power Plants in Jeneponto Regency. In this study, the researcher used qualitative​ research to collect related data on The Efficiency of Public Private Partnership in the Management of Steam Power Plant PT. Bosowa Energy in Jeneponto Regency. In this case, PT Bosowa Energy has succeeded in achieving efficiency through the use of the latest technology and maintenance management carried out together with related vendors, such as PT D&C and PT Nalco, which also play a role in maintaining optimal operations. The results of this study indicate that there are obstacles to achieving this efficiency, namely the limited supply of high-carbon coal. Calories which is the main fuel of the Jeneponto PLTU. The supply of this type of coal is increasingly limited because many coal companies prefer to export the coal abroad at a more profitable price. This follows the theory of Hodge & Greve (2007) regarding the challenges in public-private partnerships, where dependence on scarce resources can cause obstacles in achieving efficiency

    Breaking Up the Root of Conflict: Fundamentalism and Radicalism in Social Context

    This study critically examines the interrelated phenomena of fundamentalism and radicalism, focusing on their conceptual foundations, socio-political functions, and ambivalent impacts within contemporary Indonesian society. Drawing on a qualitative, literature-based methodology, the research engages religious texts, academic discourse, and socio-political theory to explore how these ideologies emerge in response to structural inequality, moral disorientation, and identity-based exclusion. Rather than reducing fundamentalism and radicalism to extremist threats, the study analyzes them as complex, context-dependent responses to perceived injustice and cultural fragmentation. The findings reveal that both ideologies possess dual potentials: they can foster moral solidarity, community resilience, and ethical critique, yet they also risk producing intolerance, exclusion, and authoritarianism particularly when politicized or absolutized. Root causes such as economic marginalization, epistemic insecurity, and elite manipulation are identified as key drivers of ideological entrenchment. The study concludes by emphasizing the need for nuanced, justice-oriented responses that address the structural conditions underlying ideological radicalization, and calls for future research grounded in lived experience, interdisciplinary analysis, and civic ethics

    Analysis of Occupational Safety and Health Management System Implementation (SMK3) at PT. PLN (Persero) UP3 South Makassar

    This research is qualitative and utilizes a descriptive approach. Data analysis techniques include data collection, data reduction, and data presentation. Three informants participated in this study: key informants, regular informants, and supporting informants. The results of this study indicate that PT PLN (Persero) UP3 Makassar Selatan has established policies related to OHS, the planning of the Occupational Safety and Health Management System has been implemented well due to the planning of procurement and construction of OHS facilities, the implementation of the OHS management system has been implemented well because the implementation of work always refers to the SOP set by the company, Measurement and Evaluation of OHS Management System is implemented well because internal monitoring and audits are always carried out by the OHS supervisor, Review and Improvement of OHS Management System has been implemented because there are always surprise inspections (sidak) carried out by the OHS supervisor to ensure the consistency of OHS implementation, and if there is a violation of procedures, sanctions will be given according to the company's internal regulations. In the implementation of the program there are obstacles, namely: the lack of human resources who are experts in the field of OHS and support related to funding.     Implementation of Digital Village in Totobo Village, Pomalaa District, Kolaka Regency

    The purpose of this study is to find out how the implementation of Digital Village is in Totobo Village, Pomala District, Kolaka Regency. In the research conducted by the author using a Qualitative Research Method with a Descriptive Approach and Qualitative Case Study Research Type. The location of the research is in Totobo Village, Pomalaa District, Kolaka Regency. Informants in this study include the Village Apparatus and the Totobo Village Community. In collecting data, the author conducted Observations, Interviews and Documentation, which were then analyzed by reducing data, presenting data, then drawing conclusions in data analysis were also carried out when collecting data. Digital village is a concept that integrates the use of Information and Communication Technology in various aspects. In a study conducted by the Author in Totobo Village, Pomalaa District, Kolaka Regency, it was found that the implementation of Digital Village in terms of Communication, Resources, Disposition, Bureaucratic Structure has been going well but not yet fully optimal. The community, which previously received information manually, has been facilitated by the use of Digital media, in this case social media as a medium for delivering Village Information. The obstacles found were related to the network, Servers that hinder application access, Village Webs that have not been realized as a resource for information facilities related to village profiles and information that are needed and can be accessed by the public, there has been no Socialization of Digital-based Public Services to the community as a means of helping the community understand and use digital technology effectively

    The Influence of Cyber Public Relations Strategy on Consumer Trust of QRIS Users

    This research study aims to quantify the extent of impact of Cyber Public Relations strategies to the level of trust towards QRIS by digital consumers. QRIS (Quick Response Code Indonesian Standard) is a digital payment system whose payment technology is based on QR-code that users can scan via the mobile phone. QRIS is gaining momentum in the fast-growing digital environment since it is convenient, effective, and aligned with the cashless-society project in Indonesia. Cyber Public Relations strategies are online communication programs undertaken by an institution or company to develop an organizational image, consumer involvement, as well as create faith in their services. The current research is a quantitative study of Cyber PR strategy and the extent of confidence with QRIS that uses the survey research design and the population of 100 respondents who use digital services. The results reveal that Cyber Public Relations actions have a powerful impact on the trust of QRIS users. As a result, it can be thus concluded that successful use of digital communications through Cyber PR practices is invaluable in making good impressions and in establishing consumer beliefs in QRIS as a secure and reliable mode of digital payment
