The Implementation of Maritime Diplomacy as Indonesia’s Effort to Counter Threats in the Exclusive Economic Zone
As an archipelagic state, Indonesia possesses a strategic and resource-rich Exclusive Economic Zone (EEZ), yet remains vulnerable to sovereignty violations by foreign actors. These threats, particularly in the North Natuna Sea, have prompted the Indonesian government to implement maritime diplomacy as a non-military approach to safeguard its national interests. This article analyzes Indonesia’s implementation of maritime diplomacy in addressing unilateral claims by China and other threats within its EEZ. Using a qualitative approach and literature studies, the study highlights diplomatic strategies such as official protests, multilateral cooperation, defense diplomacy, and the development of border regions. The findings suggest that maritime diplomacy has been effective in reinforcing Indonesia’s legal position and international image, despite ongoing challenges in internal coordination and regional dynamics
Analysis of the Effect of Service Quality on Loyalty with Family Satisfaction as an Intervening Variable (A Case Study)
At the Regional General Hospital, Drs. Jacobus Luna, M.Si, and Bengkayang examine patient loyalty, family satisfaction, and service quality. In order to increase patient family happiness, hospitals must now offer complete services and uphold patient trust by enhancing service quality. With a sample of 100 respondents who are patients at the Regional General Hospital under the care of Drs. Jacobus Luna and M. Si, Bengkayang, this study takes a quantitative method. Descriptive-verificative analysis along with path analysis was used to analyze the data. Although some issues were found that need to be addressed and improved, respondents rated service quality, patient family satisfaction, and loyalty as good to very good, according to the results of the descriptive analysis. The indirect effect's coefficient was higher than the direct effect's (85.1% > 80.4%), and the path coefficients between the variables were positive, according to the findings of the verifying study utilizing path analysis. This suggests that the relationship between service quality and loyalty can be mediated by the intervening variable of patient family satisfaction. Given that the t-value is higher than the t-critical (26.60 > 1.95), the statistical hypothesis test (t-test) demonstrated that the service quality variable has a positive and substantial impact on patient family satisfaction. Loyalty is positively and significantly impacted by the patient family satisfaction variable (t = 21.39 > 1.95). Additionally, loyalty is positively and significantly impacted by service quality (t = 20.05 > 1.95). Because the t-value is higher than the t-critical (3.81 > 1.95), service quality indirectly influences loyalty through patient family satisfaction
Service Quality and Digitalized System for Motor Vehicle Testing in Makassar (Case Study of the Makassar City Transportation Agency's Motor Vehicle Testing Technical Implementation Unit (UPTD) in 2024)
This study aims to analyze the influence of service quality and the implementation of a digitalization system on the effectiveness of motor vehicle inspection services in Makassar City. The background of this research is based on the local government's efforts to improve transparency, efficiency, and accountability in the vehicle inspection process, in line with developments in information technology. The research method used is a qualitative approach with a descriptive method applied to users of vehicle inspection services, as well as interviews with technical officers. The results show that service quality comprising reliability, responsiveness, assurance, empathy, and tangible aspects has a significant impact on user satisfaction. In addition, the implementation of digital systems, such as online registration and integration of vehicle test data, has had a positive effect on time efficiency, ease of access, and the reduction of potential illegal levies. The conclusion of this study affirms that improving service quality and digitalization systems simultaneously supports the development of better, more transparent, and accountable public services in the motor vehicle inspection sector
Implementation of the Government Performance Accountability System (SAKIP) at Makassar Port Authority
This study examines the implementation of the Government Performance Accountability System (SAKIP) at the Makassar Port Authority, focusing on how it enhances institutional accountability and the challenges encountered during its execution. The research employs a qualitative design involving in-depth interviews, document analysis, and direct observation with key informants from various divisions of the Makassar Port Authority. Data were analyzed to identify patterns, supporting factors, and obstacles influencing the effectiveness of SAKIP implementation. The findings indicate that SAKIP has contributed to greater transparency, improved performance reporting, and more efficient budget utilization within the institution. Strong leadership commitment and coordination between divisions have enabled the system to operate effectively, resulting in several performance awards from the Ministry of Transportation and the Ministry of Finance. Nevertheless, challenges remain, including a shortage of human resources skilled in SAKIP, limited budget allocations, and weak integration of data management systems. These factors hinder optimal performance evaluation and timely reporting. The study concludes that successful implementation of SAKIP depends on continuous human resource development, the availability of adequate technological support, and active supervision by internal control units. The findings offer important implications for strengthening public sector accountability in Indonesia by integrating capacity building, digital governance, and performance-based evaluation. The study contributes to the growing body of literature on public accountability and provides a practical framework for enhancing governance quality across government agencies
Analysis of the Financial Statements of the Langkat Provincial Government Based on PP No. 8 of 2006
This study aims to analyze the compliance of the Langkat District Government's financial statements with Government Regulation Number 8 of 2006 concerning Financial Reporting and Performance of Government Agencies, and identify challenges in their preparation. The research method used was qualitative with data collection through observation, interviews with three informants, and documentation. The results showed that the financial statements of the Langkat District Government had complied with Government Regulation No. 8 of 2006 which requires transparency, accountability, and compliance with Government Accounting Standards (SAP). Challenges identified include limited understanding of SAP, differences in interpretation of regulations, and limited competent human resources, which have an impact on the quality of financial statements. This research contributes to the field of public sector accounting by highlighting the challenges and compliance in financial reporting at local government institutions
The Impact of the Implementation of Law No. 22 of 2009 on the Ownership of Individual Vehicle Driver's License at the Langkat Police
This study aims to analyze the impact of the implementation of Law No. 22 of 2009 concerning Road Traffic and Transportation on the ownership of individual vehicle Driver's License (SIM) in the jurisdiction of the Langkat Police. The method used in this study is a qualitative approach with data collection techniques through interviews, observations, and documentation studies. The results of the study show that although these regulations have been implemented effectively with the existence of Mobile SIM services and online registration systems, there are still some obstacles. Among them are difficulties in practical exams, low legal awareness of the community, and the rampant practice of fraud in the process of making driver's licenses. In addition, the limited practical exam facilities and the number of supervisory personnel are also obstacles in the implementation of this regulation. This research suggests the need to increase public education, improve SIM service infrastructure, and increase law enforcement to reduce violations and increase public compliance with traffic regulations. It is hoped that with this improvement, driver's license ownership in the Langkat Police area can increase, and the number of traffic accidents can be reduced
Managing Goals in the Implementation of Corporate Social and Environmental Responsibility Programs in North Kalimantan Province
This study is intended to determine how the implementation of Managing Goals in the Implementation of Corporate Social and Environmental Responsibility Programs in North Kalimantan Province. By that contained in the Regulation of the Governor of North Kalimantan Province Number 11 of 2023. The data is then compiled in a qualitative study. Based on the results of the study, the research findings show that there are differences in the objectives of the three main elements of this TJSLP program. Starting from companies that see this program not purely as a development program but also as a fulfillment of obligations and the government and society view this program as a whole as sustainable development of the social environment of the North Kalimantan community. As well as the differences in the roles carried out by each stakeholder element in implementing the TJSLP program in North Kalimantan Province
Collaboration Process, Inhibiting and Supporting Factors in the Proactive Recruitment Program for Candidate Members of the Republic of Indonesia Police
This study aims to analyze the collaboration process and inhibiting and supporting factors in collaborative innovation in the proactive recruitment program for prospective members of the Indonesian National Police. The research design used is qualitative with a case study strategy. This research was conducted at 3 Regional Police (POLDA), namely the South Sulawesi Police, North Kalimantan Police, and Papua Police. Determination of research informants using purposive sampling. Data collection includes observation, in-depth interviews, and document reviews. Data analysis techniques use interactive data analysis. Validity and reliability use triangulation, combining various data sources, methods, or theories to verify and strengthen research findings. The results of the research on the process in the Proactive Recruitment Program involve complex collaboration between internal and external stakeholders, with major challenges such as limited access to information in remote areas, lack of coordination, and administrative barriers. The driving factors include competent human resources, good cooperation, and technology, while the obstacles are problems with coordination, infrastructure, data incompatibility, and social and cultural challenges
Implementation of Regional Tax Improvement Services in Calculating Bphtb Based on Land Value Zones E-BPHTB Application at the Regional Revenue Agency Office of Langkat Regency
Land Value Zone (ZNT) based on market value, ZNT can be used to determine tariffs in land services, community references in transactions, determining compensation, inventory of public and community asset values, monitoring land values and land markets, and references for determining NJOP for PBB, to be fairer and more transparent. In the study, a ZNT map was formed based on land values with mass assessments using a sales comparative approach which was overlaid with the Stabat District Administration Map, Langkat Regency and the 2013 PBB Block Map and compared with land values based on NJOP. The land price data calculated is pure land price data with the value of buildings that have been issued and adjustments according to the characteristics of the Regional Socio-Economic conditions. The Results of the Study Obtained 49 Land Value Zones from NJOP (Taxable Object Sales Value) data and data based on the Land Price Transaction Survey. Meanwhile, from the analysis of the average increase in income, the increase in regional income based on the comparison between Transaction Price and NJOP Value was 409.31%
The Role of the Public Prosecutor in Prosecuting Suspects of Drug Abuse Criminal Acts in Bone Regency
Drug abuse is categorized as an Extra Ordinary Crime due to its serious threat to national security. This study aims to examine the role of Public Prosecutors in prosecuting drug crime suspects in Bone Regency. Using an empirical research approach, the study was conducted through field research at the Watampone District Attorney's Office, focusing on the prosecutors' responsibilities in handling narcotics cases. The findings reveal several key roles of public prosecutors: receiving and reviewing case files after police investigations to determine completeness (P-21); accepting the suspect and evidence during Stage II; and prosecuting the suspect in court. In the courtroom, the prosecutor prepares indictments based on evidence and facts from investigations and must convincingly prove the suspect's guilt under relevant provisions of the Narcotics Law. The study also identifies key obstacles faced by public prosecutors, including weak coordination between law enforcement institutions such as the Police, BNN, and Customs, which often hinders information sharing and evidence alignment. Additionally, the limited understanding of evolving technologies and methods used by drug syndicates presents further challenges in effectively prosecuting such cases. The study concludes that strengthening inter-agency cooperation and enhancing the technical knowledge of prosecutors are essential steps to improve the prosecution process in drug-related crimes
