Evaluation of Administrative Position Equalization Policy Into Functional Positions at the Institute of Home Government
Bureaucratic simplification is part of the national bureaucratic reform that aims to create an effective, efficient, and professional government. One form of implementation is the equalization of administrative positions into functional positions. In the Institute of Domestic Government, this policy began to be implemented in 2020 by equalizing 137 administrative positions into functional positions. However, many functional officials resulting from the equalization still have difficulty in carrying out their new duties. This study aims to evaluate the implementation of the policy of equalizing administrative positions into functional positions at IPDN. In addition, this study also identifies supporting factors, obstacles, and efforts made to overcome them using a qualitative approach and the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam. Data were collected through in-depth interviews, observations, and documentation, and analyzed using NVivo software. The evaluation results show that this policy has a strong foundation and supports the bureaucratic reform agenda and is relevant to IPDN's objectives, but still faces challenges in the input aspect, such as limited resources, lack of training, and inadequate work guidelines. In terms of process, policy implementation is hampered by weak coordination between units, minimal monitoring and evaluation, and low employee involvement in decision making. Although in the evaluation of this policy product it has a positive impact on employee professionalism and satisfaction, the effectiveness of its implementation is still not optimal due to mismatched tasks and increasing administrative burdens
Combating Corruption in Indonesia: Digital Evidence in Criminal Prosecution
This study investigates the role and effectiveness of digital evidence in the criminal prosecution of corruption cases in Indonesia. With the growing prevalence of technologically mediated corruption ranging from encrypted financial transactions to manipulated digital documentation traditional legal frameworks face substantial challenges in ensuring evidentiary reliability, procedural fairness, and institutional coordination. Employing a qualitative case study approach, this research draws on in-depth interviews and documentary analysis to examine the institutional, legal, and technical dimensions of digital evidence utilization within the Indonesian justice system. Findings reveal persistent barriers, including the absence of comprehensive legal standards for digital evidence authentication, limited forensic capacity among law enforcement personnel, and fragmented inter-agency cooperation. These structural limitations not only hinder prosecutorial effectiveness but also compromise the integrity of judicial outcomes. In response, the study proposes a multi-layered framework encompassing regulatory reform, capacity-building, and procedural standardization to facilitate the lawful, secure, and effective use of digital evidence. By integrating digital forensic tools into legal practice, Indonesia’s anti-corruption enforcement can enhance prosecutorial accuracy, judicial trust, and overall institutional resilience
Policy Implementation Obligation to Use Environmentally Friendly Shopping Bags in DKI Jakarta
The volume of waste from the people of Jakarta reaches 7,500 tons every day, 14% or 1,000 tons are single-use plastic waste. It is estimated that every day there are 650-800 thousand pieces of plastic bags entering the Bantargebang TPST. What needs to be worried about the massive use of plastic shopping bags, plastic shopping bags made from plastic (polyolefin or polyvinyl chloride) can be a threat to humans and the earth, in this case plastic shopping bags take 10 to 20 years to decompose, even taking up to hundreds of years to decompose completely. This study uses a qualitative method with a descriptive approach using the policy implementation theory from Grindle (1980) with primary and secondary data sources. Data collection techniques are carried out through interviews, observations and documentation, data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta has been running well in the dimension of the policy context, but in the dimension of the content of the policy, namely the types of benefits that will be generated and resources that are still not optimal. Inhibiting factors for the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta, namely: limited socialization and communication, resistance from business actors, less than optimal supervision, lack of interest from business actors in providing environmentally friendly shopping bags. Efforts made to overcome obstacles to the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta, namely: socialization and public education, support and incentives for traders and business actors, strengthening regulations and supervision, and affordable shopping bag alternatives

An Optimal Effect Of Overload And Unbalanced Load On Transformer Lifetime In 20kv Distribution Substation
This study aims to analyze the effect of overload and load imbalance on the service life of transformers in 20 kV distribution substations. Distribution transformers function vitally in the power distribution system, but often face problems such as overload and load imbalance that can affect their performance. The research method used is a quantitative approach with field measurements, focusing on evaluating transformer loading conditions. The measurement results show that the transformer operates at an overload with a loading percentage reaching 109.8%, and a load imbalance of 19.16%. These findings indicate that these conditions can cause an increase in operating temperature, damage insulation, and shorten the life of the transformer. The combination of overload and load imbalance accelerates transformer damage and reduces its reliability, which ultimately has a negative impact on the continuity of electricity supply to consumers. This study recommends the importance of effective load monitoring and management to maintain transformer performance and improve the quality of electricity supply. The results of this study are expected to provide insight for distribution system managers in an effort to improve the efficiency and operational reliability of distribution transformers
