    Small-Scale Fishing and Salmon Farming en Aysén. Itinerary of a Critical Investigation into Development in Southern Chile

    This study analyses the economic-cultural responses of twosmall-scale fishing villages of the Aysén coast in the face of the processesof economic development and modernisation currently occurring in theirterritory. The framework in which the problem is defined is the expansionof the caged salmon production industry, and the local promotionof the business mentality by State agencies. In general terms, these twofactors are observed in a process and in a wider spatial context in whichvarious actors coincide. We have called this space the field of development.Although the consequences of the process described —environmentaland territorial, socio-economic, socio-cultural and politico-cultural—may be associated with conventional perspectives, e.g. structural,or reflected in an objectivisation anchored in economic growth indicators,it is also significant to note the subjective aspects implied. We referin particular to the dynamics of practical structuring, which reveal other—unconventional— anthropological dimensions to the process. Underthis consideration we propose a horizontal hypothetical framework, inwhich we maintain that the decisive factors for economic developmentdo not emanate solely from public policy and/or the structuring and/ordestructuring forces of the market, since these capitalist modernisationprocesses are conditioned by dynamics of social and cultural structuringexpressed in the coastal-local development space

    The socio-economic and environmental transformations undergoneby fishing villages, as a result of the premature insertion of this sectorinto the international economy, come in addition to a variety of modernisationprocesses affecting the societies which inhabit coastal spaces, changingtheir daily lives. A second factor is the growing supply of tourism servicesalong the coast, implying new adaptations for fishing settlements. Thesefactors act on the coastline, generating processes of disadaptation and disorientationin fishing communities. This constitutes a negative factor bothfor territorial ordering and for the administration of the resources on whichsmall-scale fishing depends. In this context, the article examines in greaterdepth the territorial dynamics present in two coastal communities on ChiloéIsland, through analysis of the economic and cultural processes and thevariations over time of the fishing grounds used by small-scale fishermen.A qualitative methodology is used, based on participative cartography andin-depth interviews, as well as a bio-economic survey. The central objectiveis to understand from a geosocial focus the economic and productive processesin the two villages, together with possible causes of conflict. Finally,we present the basic factors and aspirations which have made the two communitiesa focus of attention in the ambit of local development in this typeof productive activity

    La presente investigación toma como base teórica el enfoque delas capacidades de Amartya Sen, que reconoce la pobreza como un fenómenomultidimensional, y el método de medición de Alkire y Foster (2007)para analizar la pobreza en Haití. Utilizando la Encuesta de Condición deVida (2001), se seleccionaron las siguientes dimensiones: salud, educación,alimentación, vivienda e ingreso. A diferencia de las mediciones unidimensionalesde pobreza basada en ingreso, los resultados señalan una mayorcontribución de la educación para identificar la pobreza
