ナッジ政策の倫理的問題と透明性〔論文〕
Get PDF本稿では、ナッジの倫理的問題のうち、主体性としての自律性と政治的透明性の問題を取り上げ、この問題を解決するための透明性の確保について論じた。ナッジは、人びとの生活をより良くするために人間の思考のクセを利用して合理的な選択や行動を促す仕組みである。それゆえ、選択の自由の侵害、操作によって人びとの自律性が損なわれることが懸念されている。また、民主主義において不可欠な熟議・熟慮や政治的正当性の低下が危惧されている。これらの懸念の対策に共通することは、透明性の確保である。そこで、透明性の要素を明らかにした上で、具体的にどのような情報が市民に提供されればよいかを検討した。その結果、公平(Fairness)、開放(Openness)、尊重(Respect)、目標(Goals)、意見(Opinions)、対案(Options)、委任(Delegation)の七つの項目について、それぞれ開示(Disclosure）、明瞭さ(Clarity）、正確さ(Accuracy)の三つを充足することが重要であることが確認できた。
Among the ethical concerns of nudging, this study addresses the problems of autonomy as agency and political transparency. It also explores ways to guarantee transparency in to address these problems. Nudges are devices that make use of human cognitive processes that are superficial to promote logical decisions and actions that enhance people's lives. Thus, there are worries that restricting and controlling people's freedom of choice may erode their sense of autonomy. There are also worries that democracy's cornerstones, political legitimacy, and discussion, may become less prevalent. They are all similar in that they guarantee openness. Thus, after elucidating the constituents of transparency, we deliberated on the nature of the information that ought to be supplied to the public. Consequently, it was established that Disclosure, Clarity, and Accuracy are essential requirements for each of the seven items: Fairness, Openness, Respect, Goals, Opinions, Options, and Delegation１．ナッジの政策と理論的背景
