Full text link地方自治体制度は国によって異なるが，それでも一般化可能な教訓を導き出すことは可能である。オーストラリアはその好例である。おそらく世界で最も権限が限定された地方自治体でありながら， 不適切な公共政策によって悪化した財政の持続可能性の問題に悩まされている。本稿では，ニューサウスウェールズ州における地方自治体の持続可能性確保に向けた苦闘 ― 数多くの合併と，少なくとも 1件の合併解消承認に至った経緯 ― を概説する。最後に，特に確固たるエビデンスと健全な推論の活用に関して，日本の研究者・実務家が学ぶべき重要な教訓について考察する。textapplication/pd

Full text link研究者は長年，所得不平等が政府支出に悪影響を及ぼす可能性を懸念してきた。実際，政治経済学仮説の発展は学術研究の活発化を促したが，この問題に関する実証的証拠はむしろ混在し，決定的ではない。本稿では，オーストラリア・ニューサウスウェールズ州の地方自治体を事例に，地域内所得不平等と政府支出との関係を検証する。同州では税収と所得の連動性が低く，課税制限（税率上限）が適用され，再分配的性質をもつ公共財・サービスがほとんど存在しない。こうした状況を踏まえ，我々は先行研究とは異なる説明枠組みを提案し，実証的に検証する。公共政策の立案に資する知見を得るためには，理論を実証的に検証することが重要であることを明らかにする。textapplication/pd
人口減少地域における地方自治体の財政の持続可能性 : オーストラリア・ニューサウスウェールズ州を事例に《特集》
Full text link人口減少を経験する地方自治体は財政持続可能性も低下する可能性が高いと想定されている。本稿では，この広く受け入れられている前提を，理論とオーストラリア最大の州であるニューサウスウェールズ州の財務諸表データの双方を参照しながら検証する。分析の第一段階では，人口減少が地方自治体の財政の持続可能性に及ぼす可能性のある結果を予測する上で，文脈の重要性を簡潔に検討する。第二段階では，6年間の人口統計・財政データを用いた分析により，分析の予測能力を検証する。いずれの結果も，一部の予想とは著しい対照をなす。結論として，本稿の知見から導かれる重要な公共政策上の示唆を列挙するとともに，他地域における教訓を提示する。textapplication/pd

『見習い物語』の学び方 : イギリス18世紀の従弟とキャリア教育<人文・社会科学>
Full text linkThis paper aims to find a model of career education in The Apprentices (1982) by Leon Garfield (1921-96): an omnibus volume of twelve short stories about young job trainees in the eighteenth-century London. Published in the period of the British disease and Thatcherism causing the worst unemployment since WWII, this historical novel, depicting the diligence and resilience of the rising generation in the golden age of overseas trade expansion of the British Empire, conveys a message for the contemporary adolescent reader to regain a will to work, professional ethics and ideals of life. In order to realise the objective, the author presents this juvenile novel as a variant of a school novel, with elaborate devices for educational frameworks and schemes: a catalogue of various professions as a curriculum, tales of twelve months and festivals as a school calendar, downtown areas of London as school grounds, Biblical quotations for religion classes, and nursery rhymes for music and PE classes. The whole book serves as a textbook of vocational education, providing practical examples of successes and failures, and also as another Bible for teenage workers-to-be, offering valuable lessons and anecdotes of dedication and negligence, compassion and conspiracy, wisdom and silliness, love and hatred in workaday lives of apprentices. Among many vivid and attractive characters, the lamplighter and the linkboy, appearing in most stories, function as narrators, for to give light to the world is to show the truth to the world, which is the mission of a novelist. Especially the linkboy Possul, originally named Apostle, is literally an holy apostle to deliver tales and teachings, and is further represented as Christ, reviving from death and saving people. Thus contriving exquisite designs in literature, Garfield bears a torch to light the present-day England?presumably in the hope of performing a miracle in the brighter future of the reader.textapplication/pd
