    Implementation of the One Data Policy in the State Civil Apparatus Sector in the Implementation of One Data Indonesia in the Work Area of Regional Office XI of the State Civil Service Agency

    The one data policy for State Civil Apparatus is a necessity. This is done to create an integration of personnel data that can be accessed nationally and is well organized, and to support better decision-making related to ASN policies. This study was conducted to determine the process of implementing One Data for ASN Fields in the Implementation of One Data Indonesia in the Work Area of ​​Regional Office XI BKN in promotion services. Research data was collected through interviews, observations and secondary data reviews. By using a qualitative design, it was found that its implementation in promotion services for North Sulawesi Provincial Government agencies had obstacles that disrupted efforts to achieve the objectives of the State Civil Service Agency Regulation Number 13 of 2022. Lack of attention from ASN to personal personnel data, frequent employee rotation and the ability of implementers to use technology hindered the achievement of policy implementation objectives

    To be able to improve performance in public organizations, organizational culture, motivation and work discipline are very much needed. This study was conducted at the Regional Office XI of the State Civil Service Agency in Manado City. Using a quantitative design, this study was conducted to determine the influence of organizational culture, motivation and work discipline on organizational performance both partially and simultaneously. The findings of the study are that organizational culture has a positive and significant effect on organizational performance, motivation has a positive and significant effect on discipline, organizational culture has a positive and significant effect on organizational performance, motivation has a positive and significant effect on organizational performance, discipline has a positive and significant effect on performance. discipline has a weak effect, but still plays a role in improving organizational performance. However, other factors may also contribute to improving performance more significantly

    Community Development (CD) in Petroleum Industry of South Sudan: A Contextual Review

    Community Development (CD), though a crucial element within the petroleum industry, has historically been neglected and insufficiently studied, particularly in relation to Corporate Social Responsibility (CSR). This disregard has led to CD initiatives being implemented remotely, with limited effectiveness. In South Sudan, despite having a mature and robust petroleum sector operating through three Joint Operating Companies (JOCs) in blocks 3 & 7, 1, 2 & 4, and 5A, CD programs and projects have largely employed a non-participatory (top-down) approach. As a result, communities often fail to take ownership of projects, leading to unsustainable development and eventual collapse of initiatives. The study emphasizes the importance of a participatory (bottom-up) model in which communities are at the core of all petroleum industry processes—from exploration, appraisal, development, and drilling, to production and decommissioning. The proposed model advocates for comprehensive community consultation and positions Participatory Rural Appraisal (PRA) as the central methodology. PRA enables communities to identify, prioritize, and address their most pressing issues through the creation and execution of a Community Action Plan (CAP). Using a case study approach, the research examined CD departments across all JOCs in South Sudan. It concludes that while the petroleum industry is capital-intensive, it is equally people-intensive and must be led by the communities themselves. It further recommends that Community Development Committees (CDCs) be directly elected and managed by locals, free from political influence, to ensure effective, inclusive, and sustainable development

    The Contribution of Inventory Management Software to Cost Efficiency in Inventory Holding of Tanzanian Private Companies: A Case of Tanzania Breweries Limited

    This study assesses the contribution of inventory management software to cost efficiency in inventory holding at Tanzania Breweries Limited (TBL), inventory tracking, and automated replenishment. Conducted at TBL’s Dar es Salaam Tanzania, the research uses a deductive approach with a quantitative design. Data were collected through structured questionnaires from 277 respondents selected via stratified random sampling from a population of 1,279 employees. Analysis was performed using descriptive and multiple regression analysis through IBM SPSS version 27. The findings indicate that all two inventory management software variables were significantly contribute to cost efficiency in inventory holding. Inventory tracking improves visibility and stock optimization; and automated replenishment reduces overstocking by ensuring timely inventory refills. The study concludes that the integration of these technological tools enhances operational efficiency and cost-effectiveness. It provides practical insights for inventory and supply chain specialists in private manufacturing industries, highlighting the strategic role of technology in inventory management. The results empirically support the adoption of modern inventory systems as a means to enhance cost efficiency and improve overall logistics performance

    L’étude du film Avatar 1 de J. Cameron montre comment les industriels débarquent avec un impressionnant matériel militaire lourd dans une aire forestière verdoyante et riche, pour chasser les Navi’s clonés, afin d’y exercer d’intenses activités industrielles. Cette occupation anarchique des terres pour exploiter un minerai rarissime (l’Unobtanium) ne se fait sans heurt, ni résistance des autochtones et questionne aussi les conceptions et le mandat que l’on assigne à ces multinationales qui, se comportent comme des prédateurs forestiers ; saccageant sans vergogne avec des bulldozers l’univers forestier au détriment de la vie animale qui grouille et fourmille dans ce milieu. Le courant de sympathie qui s’établit immédiatement entre ces protecteurs résistants et les défenseurs de la Nature fournit la base d’une fraternité humaine et écologique qui se déploie et s’approfondit. L’acteur principal Jake Sully marié à la princesse Neytiri s’illustre d’ailleurs en ce sens, en luttant aux côtés des autochtones traqués. Somme toute, la solution pour nourrir des milliards d’êtres humains et faire du profit, ne se trouve ni dans la déforestation aveugle, ni dans l’hyper-adaptation sociale, mais dans la biodiversité ou gestion rationnelle des ressources. Ce qui nous conduit à une transformation de l’éthique sociale. Cette recherche souligne l’affrontement dans le film entre l’approche actionnelle des industriels et l’importance de l’art à relayer l’éveil du peuple autochtone avec son message écologique résistant, pour protéger et sauvegarder la forêt. Et ce, face à l’activisme, aux attaques et assauts répétés des envahisseurs, au profit de l’industrialisation. Le réalisateur, au final, nous invite à nous engager dans la voie d’une didactique écologique éclairée (pensée autochtone - pensée écologique), afin de repenser notre rapport au monde dans un contexte de danger et de complexification climatique. Un cri d’alarme pour soutenir également de façon inclusive les autochtones (Unit, indiens, aborigènes, pygmées...) qui luttent et vivent dans ces milieux

    Application of IUD Contraception Among Childbearing-Age Couples Within The Parigi Community Health Center Work Area

    The use of IUD contraception is one of the most effective methods for controlling births and improving reproductive health. However, its usage among women of reproductive age remains low, influenced by various factors. According to data from the Parigi Moutong Health Department, IUD contraception ranks third lowest among contraceptive methods, with a usage rate of only 3.4%. This study aims to analyze the factors influencing the use of IUD contraception among women of reproductive age in the Parigi Health Center Work Area in 2024. This research employed a quantitative analytical approach with a cross-sectional study design. The population comprised all women of reproductive age (15–49 years) residing in the Parigi Health Center Work Area, with a sample size of 100 respondents. The sampling technique used was proportional stratified random sampling. The analysis included bivariate analysis using Simple Logistic Regression and multivariate analysis using Multiple Logistic Regression. The bivariate analysis identified several variables as candidates for multivariate analysis: knowledge, parity, husband’s support, socio-cultural factors, service accessibility, service hours, service costs, staff friendliness, and equipment availability. Multivariate analysis revealed significant factors influencing IUD usage: knowledge (p=0.001), parity (p=0.032), spousal support (p=0.028), socio-cultural factors (p=0.002), and service quality, which includes accessibility (p=0.025), service time (p=0.043), service costs (p=0.038), provider friendliness (p=0.040), and equipment availability (p=0.008). Knowledge, parity, husband’s support, sociocultural factors, and service quality significantly affect the use of IUD contraception in the Parigi Health Center Work Area

    The Misconception of Digitalization in Local Government: Between Efficiency and Practical Reality

    Digital transformation in the local government sector is frequently associated with improvements in efficiency, transparency, and accountability. However, this study reveals that digitalization does not automatically lead to enhanced bureaucratic performance. The purpose of this research is to evaluate common misconceptions in the implementation of digitalization policies, particularly in the procurement of goods and services in Gorontalo Province. Employing a qualitative approach and in-depth analysis across four key dimensions, human resources, organizational structure, technology, and processes. this study finds that the use of the e-Procurement system has introduced new challenges, including limited staff competencies, dysfunctional coordination, and underdeveloped ethical practices. The findings highlight a significant gap between the normative expectations of digitalization and its practical implementation. The study recommends the adoption of a systemic approach that takes into account the social, structural, and cultural aspects of organizations before initiating digital transformation

    Contributions and Characteristics of Maritime Higher Education Institutions (PTKL) in the Sea Transportation Sector Supporting the Advancement of the National and International Shipping Industry

    Indonesia being the largest archipelagic nation that owns more than 17000 islands and 70 percent of its territory is maritime has strategic advantage in the global maritime industry. This article presents the aspects of contribution and institutional profile of the Maritime Higher Education Institutions (the Higher Education Ministries and Institutions PTKL) within the framework of the Ministry of Transportation, which play a major role in the production of the maritime human resource qualified both internationally and professionally. The study focuses on the peculiar educational model of PTKLs, combining vocational training, certification based on the STCW, boarding school discipline, and a curriculum focused on the industrial realm by using a qualitative descriptive approach and the document analysis-based approach. The results indicate that PTKLs essentially meet the national labor demands but help essentially to supply Indonesia to the worldwide domain as the 3 rd. largest ones to supply seafarers globally. The system has more than 234 maritime institutions comprising core PTKLs such as STIP Jakarta and PIP Semarang and it yields an approximate 1,800 certified graduates each year. Additionally, PTKLs enjoy strategic alliances with more than 400 bodies such as the shipping companies, foreign academies, and port authorities. Although they are proven to be effective, PTKLs pose a regulatory challenge because there is a misalignment of the accreditation frameworks and no formal recognition of PTKLs in the national law of education. The article ends with suggestions of the formation of special maritime accreditation bodies, convergence of vocational standards and institutionalization of financial arrangements to promote the long-term competitiveness. Enhancement of PTKLs will play a key role in the future of Indonesia and its status as a Global Maritime Fulcrum

    The Factors Associated with Prevalence of Road Accidents in Dar es Salaam Tanzania

    Road accidents have become a common challenge in Tanzania’s urban centers, particularly Dar es Salaam, which records the highest number of traffic incidents nationally. This study examined the factors influencing the prevalence of road accidents in Tanzania, focusing on driver behaviors, motor vehicle faults, and pedestrian behaviors. Guided by a positivist philosophy and deductive approach, an explanatory research design was employed to establish causal relationships. A sample of 392 respondents, including drivers, conductors, passengers, and pedestrians, was selected using stratified and probability sampling techniques. Data were collected through structured questionnaires and documentary reviews from sources such as LATRA and the National Bureau of Statistics. Quantitative analysis was conducted using IBM SPSS, applying descriptive statistics and multiple regression analysis. Results revealed that driver behaviors, pedestrian behaviors, and vehicle faults all contribute to road accidents. However, pedestrian behaviors (β = 0.217, p = 0.000) and driver behaviors (β = 0.146, p = 0.044) showed the strongest significant influence, while vehicle faults had a weak and statistically insignificant effect (β = 0.109, p = 0.046). The study recommends enhancing driver education, promoting pedestrian safety through better infrastructure, and strengthening vehicle inspection programs. The findings provide empirical evidence for policymakers to design effective interventions to reduce road accidents in Tanzania

    Response of Potato (Solanum tuberosum L.) to NPSB Fertilizer Rate and Inter Row Spacing at Buno Bedele Zone

    Potato is a key tuber crop in Ethiopia, contributing significantly to food security and rural livelihoods. However, its productivity remains low due to factors such as improper fertilizer application and unsuitable inter-row spacing. This study was conducted during the 2022–2023 cropping season to evaluate the effects of NPSB fertilizer rates and inter-row spacing on potato yield and yield components. Four NPSB levels (50, 100, 150, and 200 kg ha⁻¹) and three inter-row spacings (65, 75, and 85 cm) were tested, along with a control, using a 4 × 3 factorial arrangement in a randomized complete block design with three replications. Analysis of variance revealed significant effects of both NPSB rate and spacing on all measured parameters, though their interaction was not significant. The highest marketable tuber yield (51.36 t ha⁻¹) was obtained with 200 kg ha⁻¹ NPSB, while the widest spacing (85 cm) produced 45.16 t ha⁻¹. Agronomic efficiency was greatest (152.4 kg kg⁻¹) at the lowest NPSB rate (50 kg ha⁻¹). Marketable tuber yield showed strong positive correlations with total tuber yield (r = 0.99***), average tuber weight (r = 0.92***), and large tuber size (r = 0.92***). Partial budget analysis indicated the highest net benefits of 1,231,355 birr ha⁻¹ (3823.92% MRR) for NPSB and 2,120,240 birr ha⁻¹ (11,444.83% MRR) for 85 cm spacing. Therefore, applying 150 kg ha⁻¹ NPSB fertilizer with 85 cm inter-row spacing is the most productive and economically viable practice for potato cultivation in the study area
