    Implementation of Good Governance Principles in the Recruitment of State Civil Apparatus in the Ternate City Government

    The public really expects the government's performance to be better. The implementation of good governance is a medium to improve the quality of government performance. Efforts to realize good governance in Indonesia, although they have long been planned and implemented, have not been fully successful. Because it requires a process, consistency and commitment from all parties involved. This study was conducted to analyze the implementation of good governance principles in the CASN PPPK recruitment process at the Ternate City Government in the 2023 Budget Year. Using a qualitative design, it was found that the implementation of good governance principles had been carried out optimally, but not yet effectively. The use of information technology in the implementation and training process and the application of standard operating procedures is an important thing to do

    The Influence of Competence and Emotional Intelligence on the Performance of Civil Servant Resources at the Secretariat Office of the DPRD of North Sulawesi Province

    This study aims to analyze the effect of emotional intelligence competence on the performance of civil servants at the Secretariat of the Provincial House of Representatives of North Sulawesi. This study uses a quantitative approach with a correlation method. Data were collected through questionnaires distributed to 65 civil servant respondents and analyzed using multiple linear regression techniques. The results of the study indicate that competence has a positive but insignificant effect on the performance of civil servants, while emotional intelligence has a positive and significant effect. Simultaneous testing shows that competence and emotional intelligence together have a significant effect on the performance of civil servants. These findings indicate that emotional intelligence plays an important role in improving civil servant performance, particularly in coping with work pressure and building harmonious working relationships in a bureaucratic environment. Conversely, competence does not yet have a significant influence, possibly because it has not been fully utilized in work tasks. This study suggests that strengthening emotional intelligence should be a strategic priority in efforts to improve civil servant performance

    Digital Lexicon: The Impact of Social Media Neologisms on Students’ Linguistic Proficiency

    This study investigates the impact of social media-induced neologisms on the linguistic proficiency of university students in Cameroon. With the widespread use of platforms like Twitter (now X), TikTok, Instagram, Facebook, and WhatsApp, an increasing number of slang terms and abbreviations—collectively termed neologisms—have become part of students’ daily communication. While these terms foster informal expression and social bonding, their use in academic writing undermines grammatical accuracy, lexical appropriateness, spelling, coherence, and formal tone. Drawing on Halliday’s Systemic Functional Linguistics, particularly Register Theory, this research analyses the written output of 200 first and second year university students, identifying 645 neologism occurrences across 55 distinct types. A coding scheme tracks the frequency, form, and syntactic roles of these neologisms, with attention to their ideational, interpersonal, and textual functions. Additionally, a structured survey explores students’ metalinguistic awareness, language habits on social media, and ability to distinguish between formal and informal registers. Findings show a strong presence of neologisms such as “4u,” “ghosted,” “vibes”, “nerve” and “low-key” in formal assignments, leading to inappropriate register use and reduced clarity. Many students demonstrate "register flattening," struggling to shift between informal digital language and formal academic expression. While the study recognizes the creative and identity-shaping value of social media neologisms, it highlights their unintended negative effects on academic writing standards in the digital age. The research recommends targeted pedagogical interventions to build students’ awareness of language register and promote formal writing skills. Though linguistic innovation reflects cultural change, academic successrequires mastery of formal communication norms; promoting register awareness is therefore essential for maintaining academic standards

    This study aims to determine the Quality of Employee Services at the Tapa Health Center, Bone Bolango Regency. The research method uses a qualitative type. The results of the study indicate that the services of the Tapa Health Center, Bone Bolango Regency are of good quality. This can be seen from the reliability seen from the competence of officers, both medical and non-medical officers, which can be measured from their educational background, work experience and skills in completing a job, responsiveness seen from the high initiative of Tapa Health Center officers, Bone Bolango Regency in responding to what the community needs in the health sector and empathy seen from the seriousness of the Tapa Health Center, Bone Bolango Regency in providing attention to the community, such as the willingness and readiness of officers to help people who have difficulty accessing health services

    Cognitive consciousness, the awareness of self and environment through mental processes, remains a central enigma in cognitive science and philosophy. This paper explores cognitive consciousness through the lens of Object-Oriented Cognition, a framework that integrates diverse cognitive domains and provides conceptual tools for addressing epistemological challenges. Two foundational principles are emphasized: first, consciousness inherently unfolds within a temporal context, and second, it is inseparable from the physical organism that houses cognition. Within this framework, cognitive consciousness is not a cognitive object or event but a fundamental substrate enabling the formation and experience of cognitive objects. This substrate facilitates the connection between incoming cognitive stimuli and value functions—mechanisms by which a living being allocates and utilizes internal and external resources. The paper highlights that without the organismal connection, such cognitive processing and meaningful cognitive events cannot occur. Cognitive consciousness, therefore, acts as a dynamic interface that links cognition with physiological and environmental realities, ensuring the functionality and coherence of cognitive behavior. By emphasizing the indispensability of this substrate for the emergence of cognitive events, this research provides a new perspective on the structural role of consciousness in cognition. Although this approach sheds light on the nature of cognitive consciousness, it also identifies open questions, particularly regarding the mechanisms sustaining this substrate and their relation to neural processes issues that invite further inquiry within the Object-Oriented Cognition framework

    The Influence of Price and Location on Repurchase Interest at TB Marloby in Sungai Kakap District with Satisfaction as an Intervening Variable

    The aim of this research is to determine the effect of price and location on repurchase interest at TB Marloby in Sungai Kakap sub-district with satisfaction as an intervening variable. This research uses associative research methods. The research results show that all indicator items are valid and the constructs used are reliable. The R-square value shows that price and location influence satisfaction by 55.3% and influence repurchase intention by 69.7%, both of which are moderate influences. Hypothesis testing shows that price and location have a positive and significant effect on satisfaction and repurchase intention. Satisfaction also has a positive and significant effect on repurchase intention. Price and location have a positive effect on repurchase intention through satisfaction

    Financial Administration Management at Bulango Health Center, Bone Bolango Regency

    This research aims to obtain an overview of Financial Administration Management at the Bulango Community Health Center, Bone Bolango Regency. The research method uses a qualitative research type with a qualitative approach. Data collection techniques were carried out through interviews with several informants and observation as well as recording secondary data related to the research problem. The results of the research show that the management of financial administration at the Bulango Community Health Center is not well managed, as seen from: 1). Planning in managing financial administration is following organizational guidelines, namely following the Strategic Plan, Work Plan, Budget Work Plan, and Budget Implementation Documents but in implementation, it is still there are obstacles when inputting inappropriate code; 2). The organization shows that the division and grouping of work at the Bulango Community Health Center are not by the competency of the existing human resources at the Bulango Community Health Center; 3). Mobilization indicators show that human resources/employees working are not optimal in recording inappropriately both in incomplete writing and incomplete SPJ, so they often experience delays in disbursing funds; 4). Supervision or control in financial administration management is not optimal even though it has been carried out through internal and external audits

    11,12-dehidro-β-sitosterol Compound from the stem of Belajang Susu (Scindapsus pictus Hassk)

    The belajang susu plant (Scindapsus pictus Hassk.) Is a species of the genus Scindapsus and belongs to the family Araceae which is used by the traditional Mambi community as an anticancer. Plants belonging to this genus are generally used as ornamental plants, but some are used as medicinal plants because they contain active compounds and are anti-inflammatory, analgesic, antioxidant and antitumor. Plants of S. pictus Hassk. reportedly contains oxalate which is usually in the form of calcium oxalate, flavonoids sulfate and a mixture of flavones and flavonol sulfates. Research methods include extraction, fractionation and identification using FT-IR and NMR spectrophotometers. The results obtained are compounds 11,12-dehydro-β-sitosterol in the form of needle crystals with a melting point of 132-134oC
