    Implementation of Government Employees with Employment Agreements Policy in Teacher Functional Positions in the Gorontalo Province

    This study aims to determine and analyze the level of compliance, smoothness of routine functions, performance and desired impacts on the Implementation of the study assignment policy for ASN in the Gorontalo Provincial Government. This study uses a qualitative research method and for data collection the researcher combines interviews, documentation and observation. To analyze the data, the researcher uses the opinion of Miles and Huberman, namely data collection, data reduction, data display and conclusions. The results of the study show (1) The implementation of the PPPK teacher procurement policy in Gorontalo shows positive compliance from the implementer, although it still faces obstacles such as limited resources, slow verification, and applicant administrative errors, so that increased coordination and awareness of the rules are needed; (2) The implementation of the PPPK teacher procurement policy in Gorontalo is running positively by involving BKD and ASN, although it faces challenges such as errors in proposing needs and inappropriate placements, so improvements are needed to achieve optimal equity and quality of education; (3) The success of the implementation of the PPPK teacher policy in Gorontalo was assessed as good in terms of the performance of the implementers, such as the transparency of the BKD in the selection, but the impact was not optimal due to inaccurate data on teacher needs, so an evaluation was needed to improve the equality and quality of education

    The Influence of Investment, Funding, and Liquidity Policies on the Value of Consumer Goods Industry Sector Companies with Good Corporate Governance as a Moderating Variable

    This study aims to determine the influence of Investment, Funding, and Liquidity Policies on Company Value in the Consumer Goods Industry sector, with Good Corporate Governance (GCG) as a moderating variable. The study population consists of 99 companies, with 87 selected as samples using purposive sampling techniques. The data analysis methods used include classical assumption tests, multiple correlation coefficient analysis (R), coefficient of determination analysis (R²), F-test, t-test, and Moderated Regression Analysis (MRA). The classical assumption test results show that the data is normally distributed, linear, and free from multicollinearity, heteroscedasticity, and autocorrelation. The multiple correlation coefficient result of 0.657 indicates a strong relationship between Investment Policy, Funding, and Liquidity with Company Value. The coefficient of determination (R²) is 43.2%, meaning these three variables explain 43.2% of the variation in Company Value, while the remaining 56.8% is explained by other factors not examined in this study. The F-test results for equation 1 show that Investment, Funding, and Liquidity Policies do not simultaneously affect Company Value. However, equation 2 reveals that when GCG is included as a moderating variable, these independent variables jointly influence Company Value. The t-test results for equation 1 indicate that Funding and Liquidity have a partial effect on Company Value, while Investment Policy does not. In equation 2, Funding and Liquidity—when moderated by GCG—show a partial influence, while Investment Policy still does not. The MRA results conclude that GCG, although significant, does not moderate the relationship between Investment, Funding, and Liquidity Policies and Company Valu

    Transfer Pricing and Board Gender Diversity: Testing the Interaction Effect

    This study analyses the transfer pricing phenomenon in Indonesian coal mining companies. The purpose of the study is to examine the influence of ownership concentration, foreign ownership, independent commissioners, and tangibility on transfer pricing, with board gender diversity as a moderator, while controlling for company size, leverage, and profitability. The study used a sample of coal companies listed on the Indonesian Stock Exchange from 2015 to 2021. The study analyzed 87 data observations using panel data regression. The results of the interaction model test (random effect model) show that ownership concentration positively influences transfer pricing practices, while foreign ownership and independent commissioners have a negative influence. Another predictor, tangibility, does not show an impact on transfer pricing practices. The interaction effect test reveals that board gender diversity can moderate the influence of ownership concentration, independent commissioners, and foreign ownership on the company's transfer pricing actions. The novelty of this research lies in the use of board gender diversity as a moderating variable for the effect of ownership concentration, foreign ownership, independent commissioners, and tangibility on transfer pricing, which is controlled by company size, leverage, and profitability

    Work Discipline of State Civil Apparatus at the Bureau of Procurement of Goods and Services of the Regional Secretariat of North Sulawesi Province

    This study aims to analyze the level of discipline of State Civil Apparatus (ASN) at the Bureau of Procurement of Goods and Services (BPBJ) of the Regional Secretariat of North Sulawesi Province, as a strategic factor in supporting the effectiveness of government administration and public services. ASN discipline is an important indicator of professionalism, integrity, and transparent and accountable bureaucratic performance. This study uses a qualitative descriptive method with data collection techniques through in-depth interviews, direct observation, and documentation of five informants consisting of structural officials and implementing staff. Data analysis was carried out inductively to describe the factual condition of ASN discipline based on Sutrisno's theory (2011) which includes five main indicators, namely compliance with regulations, compliance with superiors, attendance level, punctuality in completing tasks, and willingness to carry out additional work. The results of the study indicate that the level of ASN discipline at BPBJ is still not optimal. Some violations found include non-compliance with dress codes, late arrivals, absences without explanation, and lack of responsibility in completing tasks on time. Furthermore, the implementation of internal oversight has not been accompanied by the application of strict sanctions, thus failing to provide a deterrent effect for civil servants who violate the law. The study's conclusions emphasize the need to strengthen the disciplinary development system through increased individual awareness, leadership role models, and consistent implementation of sanctions to create a professional apparatus with integrity and commitment to supporting bureaucratic reform within the North Sulawesi Provincial Government

    The Influence of Investment Knowledge, Self Control, and Herding Behavior on Stock Investment Decisions of Investors in Pontianak City

    This study aims to determine the effect of Investment Knowledge, Self Control, and Herding Behavior on Investment Decisions for investors in Pontianak City. The phenomenon of the increasing number of investors, especially from millennials and generation Z, encourages the need to understand the factors that influence their investment decisions. This study uses a quantitative approach with an associative method. Primary data was obtained through questionnaires distributed to investor respondents, while secondary data was obtained from literature and official sources such as the Indonesia Stock Exchange (IDX). The research sample consisted of stock investors who actively invest in Pontianak City. The results of multiple linear regression analysis show that the variables Investment Knowledge and Self Control simultaneously have a significant effect on Investment Decisions, with a coefficient of determination (R²) of 0.752. However, based on the partial test (t-test), only Investment Knowledge is proven to have a significant effect individually, while Self Control and Herding Behavior do not have a significant effect. The correlation between variables shows a strong relationship between the three and investment decisions (r = 0.867). Thus, it can be concluded that investment knowledge is a dominant factor in investment decision making by investors in Pontianak. This research is expected to be a reference for investors and related institutions to improve financial literacy in making more rational investment decisions

    Political Institutions of Governments Under Scrutiny: a Global Experience

    Institutions have emerged as the core engine of any functioning government. While a government is the product of the state, it must be effectively driven by institutions-particularly political institutions. Drawing from the works of Bevir (2008), this study emphasizes that institutions-defined as rules, procedures, policies, laws, regulations, and systems-are essential constraints that guide governance within any polity. The study explores various political systems, including parliamentary, presidential, and hybrid (mixed) systems, through global case studies. Each system presents its own strengths and weaknesses; however, the study stresses that the choice of a political system must be context-specific and environmentally relevant to the society it governs. Beyond the mere existence of institutions, the study argues that their operational effectiveness is what truly matters. Institutions must not only exist but also function efficiently and be driven by capable individuals. The presence of no institutions is detrimental, but the existence of weak institutions is even more harmful. Most critically, strong institutions without strong, ethical, and competent individuals can lead to institutional failure and governance collapse. Through critical analysis of global experiences, the study concludes that institutions must be deliberately established, supported by a political culture that promotes respect and adherence, especially among elites. Furthermore, for institutions to yield meaningful results, they must be led by individuals with high competence, integrity, and dedication to national service

    Turnaround Times and Freight Wagon Competitiveness: Evidence from Tanzania Railways Corporation

    Turnaround time remains a major constraint to the competitiveness of freight operations at Tanzania Railways Corporation (TRC). This study examined the effect of turnaround time on the competitiveness of TRC’s freight services, focusing on three critical components: cargo handling time, maintenance time, and wagon retention time. Adopting a positivist philosophy and a quantitative, explanatory research design, the study sampled 171 participants, comprising TRC staff and freight clients, of whom 152 responded. Data were collected through structured questionnaires and analyzed using descriptive statistics and multiple regression analysis. Results revealed that cargo handling time (ß = - 0.143, Sig. = 0.087) had an insignificant negative effect on competitiveness while wagon retention time (ß = -0.243, Sig. = 0.000) had a significant negative effect. Conversely, maintenance time (ß = 0.333, Sig. = 0.000) demonstrated a significant positive impact. These findings imply that inefficiencies in cargo handling and prolonged wagon retention undermine TRC’s service competitiveness, while effective maintenance contributes positively to. The study recommends that TRC invest in advanced technologies, workforce training, and preventive maintenance. Additionally, improvements in scheduling and logistics coordination are necessary to minimize retention time and enhance overall operational performance and service appeal. This study contributes empirical evidence from Sub-Saharan Africa to the limited literature on rail freight turnaround times, offering managerial insights for improving operational efficiency in state-owned railway corporations

    The Influence of Online Reviews on Trust and Repurchase Intention on Traveloka at Muhammadiyah University of Pontianak

    This study examines the influence of online reviews on consumer trust and repeat purchase intention among users of the Traveloka platform as one of the most widely used online travel marketplaces in Indonesia. The rapid development of digital technology has transformed consumer behavior, particularly in seeking and purchasing travel services such as airline tickets and hotel accommodations. Online customer reviews play a crucial role in shaping perceptions, reducing uncertainty, and influencing purchasing decisions. Using a descriptive quantitative approach, data were collected through observations on Traveloka’s platform, interviews with active users, and questionnaires distributed to Traveloka application users at Universitas Muhammadiyah Pontianak. Secondary data were obtained from relevant documents, including reports on active Traveloka users. The study employed normality tests, multicollinearity tests, multiple linear regression, and hypothesis testing (t-test and F-test) to analyze the relationships between variables. The results indicate that online reviews significantly affect consumer trust, which in turn positively influences repeat purchase intention. Trust also acts as a key mediating factor connecting online reviews to purchase behavior. The findings highlight the importance of authentic and transparent review systems for enhancing consumer confidence in online transactions. This research contributes to understanding digital consumer behavior and provides recommendations for practitioners and future researchers

    The study aims to analyze and describe implementation of the policy of providing grant assistance to community organizations at the National Unity and Politics Agency of Gorontalo Province,) the determining factors for the success of the policy of providing grant assistance to community organizations at the National Unity and Politics Agency of Gorontalo Province. The research approach uses a qualitative method with a descriptive research method and the research procedure is carried out by observation and interviews with informants. The data analysis technique used is the interactive analysis of the miles and huberman model. The results of the study indicate that the implementation of the policy of providing regional grant assistance to community organizations at the National Unity and Politics Agency of Gorontalo Province has been running quite well. In terms of budgeting, the allocation of grant funds has been well planned. At the implementation and administration stages, the mechanism for disbursing grant funds has been running quite smoothly, the success of the implementation of the policy of providing regional grant assistance to community organizations is greatly influenced by various factors such as communication, which ensures that there is an understanding between the government and community organizations regarding the procedures and criteria for submitting grants. A proactive attitude and concern for the needs of community organizations will speed up the process. An efficient and flexible bureaucratic structure facilitates coordination between agencies, reduces administrative barriers, and accelerates the disbursement of funds

    Systematic Review Analysis: Well-Being Factors in the Elderly

    well-being in the elderly is a multidimensional condition that is influenced by various main factors, such as social relationships, economic stability, physical and mental health, spirituality, and a supportive environment. This study aims to explore and analyze the factors that influence elderly well-being through a systematic literature review (slr) approach. The results showed that social relationships stood out as the most significant factor in improving elderly well-being. Positive social support from family, friends and community has been shown to have a major impact on psychological well-being, helping older adults reduce emotional distress, and improving happiness and quality of life. In addition, economic stability through good financial planning, regular physical activity and spirituality-based approaches also play an important role. Interventions such as reminiscence therapy and adaptive coping strategies can maintain the mental health of the elderly in facing the challenges of aging. This study concludes that the well-being of the elderly can be improved through a holistic approach involving social, economic, health, spirituality, and environmental aspects
