Perempuan Bali dalam Kontestasi Pemilu: Kuantitas vs Kualitas

Women\u27s political participation in the political stage has increased, one of which is due to the creation of the 2003 Election Law which regulates the quota of women legislative candidates at least 30 percent. The emergence of regulations that open wide avenues for women to take part in politics, in fact, is inversely proportional to the conditions of women cadres in Bali. In Bali, women who succeed in sitting in the district / city legislature can be counted by fingers. From the 2004 to 2014 elections, no more than 10 percent of Balinese women succeeded in gaining positions in the regional legislature. The number of Balinese women who participated was relatively large, but after voting (elections), only a few managed to win. So that this raises the phenomenon of Balinese female cadres being only used as a tool to fulfill the quota of political parties without being given the knowledge, motivation and fighting spirit to take careers seriously in the world of practical politics.&nbsp

The implementation of local governance involves not only the detachment from the shackles of central hegemony, the implementation of decentralization and regional autonomy policies, and the level of empowerment of civil society, but also attention to the ongoing conditions of the transition to democracy in people\u27s lives in the region. Debureaucratization policy is one of the prerequisites for the implementation of good governance. The application of this policy requires the existence of a regional bureaucratic structure that can guarantee that there will be no distortion of aspirations coming from the community and avoid abuse of power. Debureaucratization requires that local governments can be more adaptive to changes and dynamics of society. Thus the bureaucracy will be more just and in favor of the sovereignty of the people so as to prioritize the interests of the people in a professional, proportionate and efficient manner. Debureaucratization practices and decentralization policies have become the main determinants that influence the dynamics of change for the realization of regional governance.&nbsp

Although the eruptions were not as large as in 1963, thousands of people during 2017 were displaced not only around Karangasem Regency but also in some others in Bali. This qualitative study found that, until the eruption in 2017 and 2018, Mount Agung is said to be still in a state of disaster. For that reason, there are still residents who reside less than 4 kilometers from the peak of Mount Agung lived in refugee camps. Nevertheless, in general the problem of evacuation can be said to have been going well
