Kualitas Pelayanan, Fasilitas, dan Budaya Kerja Berbasis Digital Governance dalam Meningkatkan Kebahagiaan Masyarakat di Disdukcapil Kota Pariaman
The Population and Civil Registration Office of Pariaman City has provided a type of online population document service called Dukcapil Digi Mobile Pariaman. However, this service is less utilized by the community due to the lack of socialization from the Disdukcapil of Pariaman City, and the community does not understand the process of using it, so they prefer manual services. There are also obstacles from the Disdukcapil of Pariaman City it self in improving service quality, namely the lack of facilities and infrastructure such as inadequate service places/rooms and the lack of competent human resources in their fields. This study uses quantitative methods with associative research types that aim to determine the effect of independent variables (service quality, facilities, and digital governance-based work culture) on the dependent variable (community happiness). The sample used in this study was 340 based on the Slovin Formula with a tolerance level of 5%. Sampling using the accidental sampling technique. The data collected from the research results were then processed and analyzed using the simple linear regression formula partially and multiple linear regression simultaneously. The results showed that there was a significant partial influence between service quality on community happiness by 55.5%, facilities on community happiness by 55.4%, and digital governance-based work culture on community happiness by 33.1%. And there is a simultaneous influence of the three independent variables on community happiness of 64.4%. Pentahelix Stakeholder Synergy in a Public Communication Perspective to Realize Digital Tourism
The tourism industry in Indonesia was the second-largest contributor to foreign exchange earnings, which absorbed approximately 10% (13 million workers) of the total national workforce in 2019. However, COVID-19 led to a drastic decline in tourists visiting Indonesia. The number of tourists in West Sumatra Province decreased by more than 50%, while the city of Padang experienced a decrease of more than 75% for foreign and 50% for domestic tourists. To solve this problem, the Padang City Tourism Office devised an alternative solution using digital platforms. The Padang City Tourism Office launched an application called SIDETA (Tourist Destination Information System), which contains information about tourism in Padang. This research aims to investigate how the collaboration between the Padang City Tourism Office and other helix elements contributes to the realization of digital tourism in Padang City and analyze the obstacles and challenges faced by the Padang City Tourism Office in building synergy with other helix elements. This research uses a qualitative and quantitative research approach. Informants and respondents were selected using purposive sampling. Furthermore, three data collection techniques were used: surveys, rapid appraisal, and participatory methods. The results show that 75% of the helix elements in Padang's tourism sector are unaware of the existence of the SIDETA, and 94.2% admit to not being involved in the creation and development of the application
Papua Conflict: An Article Review from the Best Conflict Resolution Method
This article is aimed to review conflict resolution process of Armed Criminal Group in Papua (KKB). This study is a scientific-article review using comparison technique, which compares horse trading method, counter-insurgency (COIN) model, and Military Operations Other Than War (OMSP) to later review the best method in conflict resolution and renew or develop it. This study starts from revealing the background of Armed Criminal Group (KKB) happening in Papua, and then discussing conflict resolution process referring to the separatist movement development from KKB using horse trading method, which is proven effective to resolve this conflict if it is supported by the trust between two parties to have a dialogue where both parties are allowed to deliver their purposes openly. It is different from the application of McCormick’s COIN strategy model which narrowly fails in resolving Papua conflict, and even is possible to create a chance of the new dynamics’ existence in its international dimension, so it is needed to have a new interpretation towards COIN model in Papua, which is by giving solution to conflict-root elimination instead of total elimination by military. Meanwhile, applying Military Operations Other Than War approach (OMSP) is mandatory which is done by every country in order to tackle separatism movements. By those three models mentioned earlier, several strategic steps are formulated later in conflict resolution of Armed Criminal Group (KKB) in Papua
Bibliometric Mapping of Green Economy in Development
This research presents a bibliometric analysis of the term "Green Economy on Development" in journals indexed by Scopus, using the VOSviewer and Biblioshiny tools. The main objective is to map research trends, identify keywords, collaborate between researchers, and geographically distribute publications related to the green economy in the development context. The methodology includes data collection from the Scopus database, bibliometric network analysis, and visualization with VOSviewer to assess inter-keyword relationships and collaboration patterns. Additionally, Biblioshiny is used for statistical and temporal analysis of publication trends. Search results found 5282 articles related to green economics. The article "Green innovation and organizational performance: The influence of big data and the moderating roles of management commitment and HR practices " is the most cited, with 648 citations since its publication in 2019. The results show that research on the green economy has increased significantly recently, focusing on sustainability, renewable energy and environmental policy. Collaboration analysis shows a robust international network between institutions and researchers. This study provides valuable insights for researchers and policymakers regarding the Development and directions of green economy research and highlights the importance of global cooperation in achieving sustainable development goals
Evaluasi Pengembangan Kawasan Strategis Pariwisata Daerah Banten Lama Kota Serang
This research focuses on the Evaluation of the Development of the Banten Lama Regional Tourism Strategic Area, Serang City, Banten Province. with the aim of knowing the results of the evaluation of the Old Banten Development. According to (Dunn 2003), there are six indicators for evaluation, namely adequacy, equity, responsiveness and suitability and this research uses descriptive qualitative research methods. Informants in the research came from elements of the Serang city government, Banten province and the center as well as other stakeholders. The results of the research are known. The effectiveness of the development of the Banten Sultanate area is still less than optimal, as indicated by the division of tasks and functions that are not yet synergistic, there are unfinished buildings, minimal parking management, weak implementation of sanctions related to acts of vandalism, minimal care and maintenance, minimal provision of signs, there is resistance. development by residents. Efficiency is still weak due to the minimal development budget for the Sultanate of Banten. Adequacy is still minimal, indicated by the absence of a special decree to manage Banten Lama, the lack of parking attendants, the lack of trash cans, seating, grass cleaning equipment, and the absence of communication equipment in the field. Leveling is still less than optimal, which is indicated by the lack of discipline among visitors and the public regarding cleanliness, while the advantage is that the community gets economic income. Good responsiveness is characterized by officers who are fast and alert. Less than optimal accuracy is indicated by the lack of comprehensive physical development.Penelitian ini berfokus kepada Evaluasi Pengembangan Kawasan Strategis Pariwisata Daerah Banten Lama Kota Serang Provinsi Banten. dengan tujuan untuk mengetahui hasil evaluasi Pengembangan Kawasan Strategis Pariwisata Daerah Banten Lama. Evaluasi menurut (Dunn 2003) yaitu efektivitas, efisiensi, kecukupan, pemerataan, daya tanggap dan kesesuaian menggunakan metode penelitian deskriptif kualitatif. Informan dalam penelitian berasal dari unsur pemerintah kota Serang, provinsi Banten dan pusat serta pemangku kepentingan lainnya. Hasil penelitiannya diketahui. Efektivitas pengembangan kawasan kesultanan banten masih kurang optimal yang ditandai dari pembagian tugas dan fungsi yang belum sinergi, terdapat bangunan yang belum selesai, minimnya manajemen pengelolaan parkir, lemahnya penerapan sanksi terkait aksi vandalisme, minimnya perawatan dan pemeliharaan, minimnya penyediaan rambu – rambu, terdapat penolakan pembangunan oleh warga. Efisiensi masih lemah akibat minimnya anggaran pembangunan Kesultanan Banten. Kecukupan masih minim ditandai tidak adanya SK Khusus untuk mengelola Banten Lama, minimnya juru parkir, minimnya tempat sampah, tempat duduk, alat pembersih rumput, dan belum adanya alat komunikasi di lapangan. Perataan masih kurang optimal yang ditandai dengan tidak disiplinnya pengunjung dan masyarakat mengenai kebersihan, sedangkan kelebihannya masyarakat mendapat pendapatan ekonomi. Responsivitas baik ditandai dengan petugas yang cepat dan sigap. Ketepatan kurang optimal yang ditandai dengan belum tercapainya pembangunan fisik secara menyeluruh
Tinjauan Sistematis Perencanaan Pembangunan Desa di Indonesia: Tata Kelola, Partisipasi, dan Transformasi Digital
Village development is fundamental to improving community welfare and reducing regional disparities. This study analyzes village development planning in Indonesia using a systematic literature review approach on recent studies. The findings indicate that the effectiveness of village development planning is influenced by community participation, institutional capacity, and technological integration. However, community participation faces limited understanding and ineffective deliberation mechanisms. Weak institutional capacity at the village level also hinders the implementation of development programs, highlighting the need to strengthen governance systems and ensure transparency in village fund management. Moreover, the utilization of technology in village development planning remains suboptimal, despite its potential to enhance planning efficiency and program monitoring. This study emphasizes the importance of a holistic approach to village development planning by integrating social, economic, and technological aspects to create a more adaptive and sustainable development model. The findings contribute to policymakers in formulating more inclusive and locally driven village development strategies. Furthermore, this study serves as a reference for future research in developing a more responsive village development planning model that addresses social and economic challenges in Indonesia
Examining Farmer and Seed Construction in the Context of Seed Policy: A Social Constructionist Perspective
The role of crop seeds extends beyond the essential task of achieving food security and is embedded in technical, social, economic, and political debates. The character of seeds and their association with farmers has transformed, influenced by social constructs embedded within policies. This research endeavors to scrutinize the impact of the social construction of farmers and seeds within national policies on their respective roles at the grassroots level. The foundational premise of this approach posits that the social construction of the target demographic significantly shapes the perspectives of public officials, thereby influencing agendas and policy formulations. Employing a qualitative methodology, this study entails the analysis of both secondary data, encompassing national seed policies, and primary data acquired through the Seed Self-Reliant Village initiative in Ngasin Village. The findings elucidate a negative construction of smallholder farmers, depicting them as lacking influence, while seeds are portrayed as integral production materials geared towards augmenting productivity. At the local level, knowledge pertaining to seeds is cultivated based on productivity criteria, delineating the appropriateness of seeds for dissemination. This research contributes valuable insights to the realm of public policy analysis, underscoring the infrequently utilized yet potent social construction approach
Analisis Key Performance Indicator (KPI) Dan Pengetahuan Produk Syariah Terhadap Kinerja Tenaga Penjualan Dengan Motivasi Kerja Sebagai Variabel Intervening Pada Bank Muamalat Indonesia (BMI)
The growth of Islamic banking is influenced by various factor, including the performance of sales personnel in offering products. Selling skills should also be supported by a deep product knowledge product sharia. In addition, work motivation is an integral part of performance enhancement. The use of Key Performance Indicator (KPIs), Products Knowledge, and work motivation and their relationship with performance need to be measured to what extent these variables are interconnected. This research aims to analyze Key Performance Indicators and Sharia Product Knowledge on the performance sales personnel, with work motivation as an intervening at Bank Muamalat Indonesia. The background of the study is based on understanding how Key Performance Indicators and Knowledge Product Sharia owned by sales personnel can explain the relationship with performance, with work as mediation. This research is a quantitative study and utilizes a questionnaire distributed to sales force or marketing employees. Data collection was done by distributing the questionnaire through online media to the sales force. The data processing and analysis software used is SMARTPLS 3.0. The results of the direct effect variable test show that the Key Performance Indicator (X1) has a significant effect on Sales Force Performance (Z) at 0.192 with a t-statistic (2.444>1.96) or p-value (0.015<0.05). The effect of Key Performance Indicator (X1) on Work Motivation (Y) is a significant at 0.291 with a t-statistic (3.525>1.96) or p-value (0.000<0.05). The effect of Work Motivation (Y) on Sales Force Performance (Z) is significant at 0.366 with t-statistic (4.581>1.96) or p-value (0.000<0.05). The effect Knowledge Product sharia (X2) on Sales Force Performance (Z) is significant at 0.241 with a t-statistic (2.652>1.96) or p-value (0.008<0.05). The Effect of Knowledge Products Sharia (X2) on Work Motivation (Y) is significant at 0,453 with a t-statistic (5.542>1.96) or p-value (0.000<0.050). Meanwhile, for the indirect effect analysis, the indirect effect of Key Performance Indicator (X1) on Sales Force Performance (Z) through Work Motivation (Y) is 0.106 with p-value of 0.012 <0.05, which means that Work Motivation (Y) mediates the effect of Key Performance Indicator (X1) on Sales Force Performance (Z). The indirect effect of Knowledge Product Sharia (X2) on Sales Force Performance (Z) through Work Motivation (Y) is 0.166 with p-value of 0.001 <0.05, which means that Work Motivation (Y) mediates the effect Knowledge Product Sharia (X2) on Sales Force Performance (Z).Pertumbuhan perbankan syariah banyak dipengaruhi oleh berbagai faktor tanpa kecuali kinerja dari tenaga penjualan dalam menawarkan produk. Ketrampilan menjual produk juga harus didukung oleh Pengetahuan Produk Syariah yang luas. Selain itu motivasi kerja juga bagian dari yang tidak terpisahkan dalam peningkatan kinerja. Penggunaan Key Performance Indicator, Pengetahuan Produk Syariah dan Motivasi Kerja dan hubungannya dengan Kinerja perlu diukur sejauh mana variabel tersebut saling terkait. Penelitian ini bertujuan untuk menganalisis Key Performance Indicator dan Pengetahuan Produk Syariah terhadap kinerja tenaga penjualan dengan motivasi kerja sebagai variabel intervening pada Bank Muamalat Indonesia. Latar belakang penelitian didasari untuk mengetahui bagaimana Key Performance Indicator dan Pengetahuan Produk Syariah yang dimiliki oleh tenaga penjualan dapat menjelaskan adanya hubungan dengan kinerja dan motivasi kerja sebagai mediasi. Penelitian ini merupakan jenis penelitian kuantitatif dan menggunakan kuesioner yang didistribusikan pada tenaga penjualan. Teknik pengumpulan data dengan cara menyebarkan kuesioner melalui media online kepada tenaga penjualan. Software olah data dan analisis yang digunakan adalah SMARTPLS 3.0. Hasil uji variabel direct effect, variabel Key Performance Indicator (X1) dengan Kinerja Tenaga Penjualan (Z) sebesar (0.192) dan signifikan dengan t statistik (2,444>1.96) atau p-value (0.015<0.05). Pengaruh Key Performance Indicator (X1) terhadap Motivaadanya si Kerja (Y) sebesar (0.291) dan signifikan dengan t statistik (3,525 >1.96) atau p-value (0.000<0.05). Pengaruh Motivasi Kerja (Y) terhadap Kinerja Tenaga Penjualan (Z) sebesar (0.366) dan signifikan dengan t statistik (4.581 >1.96) atau p-value (0.000<0.05). Pengaruh Pengetahuan Produk Syariah (X2) terhadap Kinerja Tenaga Penjualan (Z) sebesar (0.241) dan signifikan dengan t statistik (2.652 >1.96) atau p-value (0.008<0.05). Pengaruh Pengetahuan Produk Syariah (X2) terhadap Motivasi Kerja (Y) sebesar (0.453) dan signifikan dengan t statistik (5,542 >1.96) atau p-value (0.000<0.05). Sementara untuk Indirect Effect diperoleh analisis Pengaruh tidak langsung variabel Key Performance Indicator (X1) terhadap Kinerja Tenaga Penjualan (Z) dengan variabel intervening Motivasi Kerja (Y) adalah 0.106 dengan P-values 0.012 < 0.05 artinya signifikan maka motivasi kerja (Y) memediasi pengaruh Key Performance Indicator (X1) terhadap Kinerja (Z). Keterbukaan Informasi Publik dalam Penyelenggaraan Pemilu di Indonesia
The General Election Commission is a national, permanent and independent election management institution tasked with carrying out elections. Law Number 14 of 2008 concerning Openness of Public Information (KIP) is a path towards an era of open information and transparent and responsible state administration which is formally guaranteed in national law. Openness of public information is important in elections in order to build a government system in the future. The aim of this research is to determine the role and efforts made by the KPU in providing information to the public in order to realize openness of public information in the implementation of elections. This research uses a qualitative method where the results obtained are in the form of descriptive data written based on sources obtained from books, theses, journals and articles. From the research conducted, it was found that the KPU is a non-partisan government institution tasked with election activities and has been mandated in Law no. 15 of 2011 concerning holding national and local general elections. Efforts that the KPU can make include creating a website to provide information to the public periodically and at any time
Pengembangan Electronic Government Si Cakman dalam Mewujudkan Kepastian Layanan di Lembaga Pemasyarakatan Kelas IIA Sidoarjo
In line with the growing demands for excellent public service delivery, Class IIA Correctional Institution Sidoarjo as one of the Correctional Technical Implementation Units in East Java participated in trying to improve service quality through the idea of digital bureaucracy by implementing the concept of e-government and creating an online-based public service product, namely Si Cakman or Innovation Track Delivery. However, in implementing Si Cakman, Class IIA Correctional Institution Sidoarjo still faces various challenges and obstacles. The research aims to find out, analyze and describe the successful elements of Si Cakman e-government development in realizing service certainty at Class IIA Correctional Institution Sidoarjo using the theory of successful elements of e-government development based on the results of studies and research from the Harvard JFK School of Government. This research uses descriptive qualitative research with a case study approach. Data collection techniques through interviews, observation and documentation. The results showed that the development of Si Cakman e-government at Class IIA Correctional Institution Sidoarjo can be said to be quite successful, this can be seen from the support of the vision and mission and socialization, the availability of technological infrastructure, and the benefits felt by all related parties. However, in its application there are shortcomings in terms of policy, availability of financial resources and human resources, improvements are needed so that the implementation of e-government Si Cakman can run optimally
