Hubert Bonin’s latest book presents an 
important contribution to both French fi-
nancial and diplomatic history in China. 
Banking in China (1890s–1940s): Business 
in the French Concessions is a detailed study 
of French banking and trade operations 
in late Imperial and Republican China. 
Bonin’s second manuscript in Routledge’s 
Banking, Money and International Finance 
series is a fitting supplement to his French 
Banking and Entrepreneurialism in China 
and Hong Kong: From the 1850s to 1980s 
(Routledge, 2019). Both books should 
probably be read together, but those seek-
ing a more detailed understanding of the 
early business history of the concession ter-
ritories ceded by the Qing dynasty will be 
more than catered for in this monograph. 
Based on extensive archival and contem-
porary documentation, Bonin investigates 
the origins, development and growth of 
several French financial intermediaries in 
the French concession ports of southeast 
China. Although the geographical scope 
of this investigation is limited to the three 
French concessions in Guangzhou, Tianjin 
and Wuhan, the book expands the analy-
sis on French finance and trade to include 
most of the southeast coast and the Yang-
tze delta. 
The mid- and late nineteenth century 
‘Scramble for China’ sets the political 
backdrop to this business history. While 
the periodization is not always exact, with 
political events in China often overlapping 
with key causal factors in French bank-
ing history, the linear approach allows for 
continuity from one chapter to the next 
and fosters a more nuanced approach to 
unpacking French banks’ corporate strate-
gies. However, and given the importance 
of this period for European expansion into 
East Asia and the author’s own emphasis 
on the processes of financial globalization, 
many historians will be left wanting more 
information about the political context 
in which the banking developments took 
place. There is little background informa-
tion on European colonialism in China 
and the system of territorial concessions is 
left largely unexplained. Although we are 
presented with a comprehensive review of 
trade flows to and from China, the balance 
of trade provides limited insights into the 
economic and social structures in China 
before and during the European penetra-
tion into the mainland markets. French fi-
nancial market entry and gradual success is 
generally treated as a self-fulfilling proph-
ecy with limited evidence on Chinese re-
sistance, competition, or collaboration. 
Nonetheless, it is the thorough analysis 
of competition and cooperation between 
foreign banks from Britain, France, Ger-

many, USA, and Japan where the book re-
ally comes into its own. The dynamics of 
trans-imperial connections and collabora-
tions in finance and trade are untangled in 
the greatest of details. Although the rheto-
ric on French commercial aspirations in 
China (as opposed to Indochina) is not en-
tirely new, the ample quantitative evidence 
presented in this book will promote new 
interpretations of French financial opera-
tions in Southeast Asia. 
This dense book is arranged chronologi-
cally into five parts covering a whopping 
26 chapters. After the Introduction, Part 
II builds up the argument by mapping out 
French financial stakeholders in southeast 
China at the turn of twentieth century 
with the majority of the evidence based 
on the growth strategies of the Banque de 
l’Indochine. Part III consolidates the argu-
ment on French financial competitiveness 
and openness in Republican China after 
the 1911 Revolution. Part IV expands on 
the fragile political environment by direct-
ing the analysis towards the opportunities 
and threats to French financial interests 
presented by the Japanese invasion of 
Manchuria and the outbreak of the Sino-
Japanese War. Part V allocates three chap-
ters to the conceptual analysis of economic 
patriotism by concluding with a broad dis-
cussion on the impact of French banking 
in China. All in all, the 26 chapters cover a 
broad array of topics at the intersection of 
French banking and (direct and indirect) 
economic imperialism. Great additional 
effort and care has been taken to include 
a total of 108 tables. The tables are very 
informative and are supplemented by brief 
discussions of the descriptive statistics. Fi-
nancial historians are here presented with 
an abundance of quantitative data extract-
ed from the meticulously collected archi-
val sources. Conversely, given the empha-
sis on economic geography it is regrettable 
that no maps were included in this study. 
Just a few maps could go a long way to 
help visualize the spatial dynamics of the 
concessions. The study lists many place 
names, but most readers (even those with 
a good knowledge of Chinese geography) 
will get lost and frustrated without a good 
map to identify the cities and territories 
referred to in the text. 
The argument is consistent, but not as 
developed as one might expect from the 
introduction. Instead, the answers to how 
and why private French banks sided with 
the Third Republic’s colonial ambitions 
in East Asia are provided in brief chap-
ter conclusions. It also remains disputed 
whether French economic patriotism was 
the symptom or the cause of French im-
perialism in China. Some of this reason-
ing certainly has to do with the fact that 
the majority of the evidence is based on 
the Banque de l’Indochine. “The French 
Bank” is often used as proxy for the growth 
strategy of the whole French financial in-
dustry in China. Banque de l’Indochine’s 
“aim was to promote French interests in 
the name of economic patriotism at the 
same time as developing its own business, 
which would require it to approach all po-
tential clients in the area” (p. 137). Such 
generalisations fail to capture the complex-
ity of the interactions and cooperation be-
tween French banks and can only provide 
tentative conclusions that will need to be 
confirmed with additional case studies. 
The book is certainly no easy reading, 
but business and financial historians of 
colonial banks will be rewarded with vast 
amounts of new data on market concen-

tration, liquidity, and trade in China and 
Indochina. The strengths clearly lie in the 
details and the clarity with which banking 
operations are described. Some of the most 
original and interesting insights come from 
the regional development of the Banque 
de l’Indochine. The bank’s branches in 
Guangzhou and Hong Kong illustrated 
the growing international participation 
and competitiveness in trade throughout 
Southeast Asia and even Australasia. For 
the non-specialists in financial history, 
this book can be a little overwhelming 
as it delves deeply into technical aspects 
of banking operations and risk manage-
ment. Many of these topics, such as the 
conversions needed for numerous foreign 
exchange systems, will prove difficult to 
grasp unless readers take a deeper dive into 
the referenced literature. Considering the 
book’s historical data-driven layout, the re-
sults will ultimately prove very useful for 
scholars seeking in-depth understanding 
of the financial architecture and economic 
geography in European, North American, 
and Japanese trade concessions in China. 
This study is a tremendous feat and a tes-
tament to Hubert Bonin’s decades of ex-
pertise in French colonial banking history. 
Although a demanding read, this book 
should feature as an authoritative and in-
valuable reference source on financial his-
tory in China.

Er glaube nur der Statistik, die er selbst 
gefälscht habe, soll Winston Churchill ge-
sagt haben. Das stimmt zwar nicht, aber 
viele stimmen der Botschaft dieser Aussage 
bis heute zu. Insbesondere Statistiken au-
toritärer und diktatorischer Regierungen 
sei grundsätzlich zu misstrauen, da sie mit 
hoher Sicherheit ‚gefälscht‘ seien. Dass der 
Blick in eine solch vermeintliche ‚Fälscher-
werkstatt‘ lohnt, zeigt Arunabh Goshs 
Buch über die Genese der amtlichen 
Statistik der Volksrepublik China in den 
1950er Jahren. Er zeigt, dass der Vorwurf 
des Fälschens, der Ignoranz und der In-
kompetenz, den bereits Zeitgenossen den 
Statistikern der Volksrepublik machten, zu 
kurz greift und oft unangemessen ist. Dar-
über hinaus bietet Ghosh neue Einsichten 
in die Globalgeschichte der Statistik, die 
Handlungsmöglichkeiten des chinesischen 
Staates und die Wissenschaftsdiplomatie 
des frühen Kalten Kriegs. 
Ghosh interessiert sich vor allem für die

This book begins with a short paragraph 
about no less than four men who went by 
the name of Karl Lamprecht in the small 
town of Jessen in the nineteenth century, 
and thus aims to attune the reader to the 
difficulties of the genre of scholarly biogra-
phy, which often succumbs to the fallacy 
of a coherent life along theoretical insights 
that were, after all, only found in adult-
hood. In contrast to such projections of 
later insights, for which scholars become 
famous, onto the entire lifespan, Roger 
Chickering, who taught at Georgetown 
University for a long time, emphasises in 
his Lamprecht biography the influence 
of the father and the older brother, who 
died early in a diphtheria epidemic. From 
here, the author unfolds a panorama of the 
development of Germany and its histori-
ography between the 1870s and the First 
World War, in which he places one of the 
best-known and most controversial schol-
ars, whose success and failure he tries to 
make sense of precisely on the basis of the 
early influence of parental claims. Chick-
ering sees the persistent striving to impress 
parents as the key to why the pastor‘s son, 
despite sharing so many characteristics 
with his colleagues, stands out conspicu-
ously among the historians of his genera-
tion.
Lamprecht is a particularly rewarding ob-
ject for this kind of approach, for the ma-
terial on his life and work, as well as regular 
self-reflections, flow abundantly. The fact 
that he was driven by irrepressible energy, 
wrote a multi-volume German cultural 
history on his own and inspired and co-au-
thored several world histories, that he was 
a successful academic organiser and was 
not satisfied with the narrowed standard of 
the discipline in terms of political history 
and national history, got on the nerves of 
his colleagues and led him into all kinds 
of quarrels, which sometimes came across 
as methodological disputes that are still of 
interest today and sometimes as the lowest 
intrigue against his doctoral students. On 
the other hand, his reputation abroad was 
considerable and his influence on the in-
stitutionalisation of neighbouring subjects 
(for example, at the Kiel Institute of World 
Economics, the Hamburg and Frankfurt 
reflections on new types of universities 
more strongly oriented towards contem-
porary problems) was considerable.
His sense of mission as an innovator of 
historical science was by no means under-
developed, and it earned him a wide vari-
ety of support for his successful attempt to 
establish a university institute for cultural 
and universal history that was truly up to 
the tasks of a global-historical perspective, 
along with the appropriate interdiscipli-
nary environment.

He recognised with great clarity the two 
central questions that historians had to 
face at the beginning of the 20th century: 
how could one open up methodologically 
in a suitable way to reflect the gradual de-
mocratisation of societies whose fate would 
no longer be decided by the rulers alone, 
and how should one historically record 
and describe the competition of all socie-
ties (and not only the Western ones) for 
the appropriate ways of dealing with the 
global interdependence that had become 
indissoluble in the meantime? His answers 
were sometimes crude and in many places 
written down on the basis of hastily com-
piled insights of other authors. This has 
led many a posterity to condemn him as 
having unnecessarily damaged the relevant 
cause. Social history, which dominated es-
pecially in the 1970s and 1980s in West 
Germany (the so-called Bielefeld school), 
saw itself better equipped with its appeal 
to Max Weber and thought relatively little 
of Lamprecht. 
However, it is debatable whether Lampre-
cht‘s errors of caution, his still underdevel-
oped access to sources for global historical 
considerations and his enormous energy, 
which probably had an intimidating effect 
on some of his contemporaries, are suffi-
cient to understand why he was so consist-
ently marginalised in Germany. First, it is 
striking that his opponents formed strange 
coalitions to cut Lamprecht off from hav-
ing a greater influence on the discipline as 
a whole. Conservative historian Georg von 
Below and liberal sociologist Max Weber 
would not normally be thought to be in 
the same camp, but they were surprisingly 
united in their attacks on Lamprecht. Oth-
ers joined in, albeit far less fervently, as the 
present volume shows in two central chap-
ters over 100 pages under the telling titles 
„For God’s sake, just no more of it!“ (in 
the American original even more hinting 
at the brutal tone of the polemics: „Axes 
and Knives“) and „Banishment“ provide 
ample evidence. Lamprecht obviously 
stood in the way of both a continuation 
of traditional event-oriented and narra-
tive rather than analytical political history 
and an opening up of historical science to 
(later classified as sociological) theorising. 
It was not by chance that Weber saw him-
self as a universal historian for some time 
before he conceptually separated his field 
and thus pointed the way to a separation 
of history and sociology. 
A second dimension can be assumed, 
which has more to do with the persistence 
of regional academic cultures within the 
German Empire and their struggle for in-
terpretive hegemony. It was no coincidence 
that many of Lamprecht‘s opponents were 
at home in Germany’s south-west, while at 
the Saxon University of Leipzig, the cir-
cle supporting Lamprecht (characterised 
by Chickering as the “Positivistenkränz-
chen”) could not be divided.1 There was 
more than local sociability and considera-
tion at play here, as Chickering‘s cleverly 
chosen name suggests. The members of 
this intellectual circle, who did not even 
all belong to the same generation, were 
guided by similar ambitions to grasp the 
newly emerging global interconnectedness 
for their respective disciplines: Friedrich 
Ratzel as a human geographer, Wilhelm 
Wundt as an anthropologist and Lampre-
cht with his world history – inspired by 
their colleagues in the natural sciences 
and much further removed from norma-
tive assumptions about the superiority of 
Europe and its overseas settlers than the

mainstream of the German humanities 
and social sciences. 
Positivism here was less an elaborate meth-
odology than a willingness to engage in 
collecting new data from all corners of the 
world and preparing it for comparison. 
Lamprecht brought to this endeavour an 
openness to historical change. At a time, 
however, when area studies was only just 
emerging and in many places initially pur-
sued colonial studies, the empirical basis 
for such a global-historical programme 
was more than thin. Lamprecht answered 
the problem only partially in his histori-
cal analyses, but mainly with his planning 
of a new science organisation and new in-
frastructure for his discipline inspired by 
experiences made in the natural sciences: 
first of all, the establishment of a library 
that provided sources and secondary lit-
erature from and about all parts of the 
world, secondly, the recruitment of young 
scholars from East Asia, Western Europe 
and America to broaden the knowledge 
base and to research with the people from 
the region instead solely about them. His 
own research trips, including the one he 
undertook across the USA, ended with 
the discovery that there might be greater 
historical dynamic elsewhere and that this 
resulted from greater openness to immi-
gration and the foreign in general. This ob-
servation “in the field” culminated in the 
idea that in the ongoing and ever increas-
ing competition between nations, the one 
that was most willing to learn from others 
was probably ahead. This positivism was 
clearly less normative than the attitude of 
many of Lamprecht‘s colleagues, who were 
convinced of the historical superiority of 
their own culture.
It is not surprising that these points of 
contention were not settled with his death, 
but resurfaced again and again when prin-
ciples of a renewed global history had to 
be negotiated. Perhaps it was not so much 
a question of dilettantism versus profes-
sionalism, but rather of the opposition 
between normativity and analytical open-
ness. In any case, the idea remained that 
Lamprecht had not only been guilty of his 
own misfortune, but had also done lasting 
damage to the good cause of improving 
historical scholarship. While in the GDR 
it was above all Hans Schleier who had en-
deavoured to rediscover Lamprecht (as an 
„alternative to Ranke“2), the quarantine in 
the Federal Republic was, with exceptions 
such as Luise Schorn-Schütte3, highly ef-
fective. 
It was into this climate that Roger Chick-
ering published the American original of 
his Lamprecht biography in 19934 and 
contributed enormously to the objecti-
fication of the debate by making people 
aware of the diversity of Lamprecht‘s ini-
tiatives in the first place and actually de-
scribing them in a way that is saturated 
with sources. The three-part division of his 
book reflects this well: “the becoming of 
the historian” is followed by „the destruc-
tion of the historian“, but then an equally 
long section under the title “the historian 
lives on”. The often polemical controversy 
between social and cultural historians was 
slowly dying down in 1993 and more and 
more works were discovering German pre-
cursors of a new cultural history.5 At the 
same time, the rise of global history began, 
albeit in the Federal Republic in the ges-
ture of a new beginning that almost exclu-
sively followed foreign, above all Anglo-
Saxon, models.6 The fact that Lamprecht

had already formulated many of the new 
ideas before 1914 and that, based on his 
plans, the teaching and research of world-
historical contexts remained a trademark 
of Leipzig University for a century and 
under different political auspices was con-
ceded, but hardly examined for its conse-
quences. It is only with difficulty that the 
new global history is freeing itself from the 
myth of its own rootlessness.7 
Almost three decades after the first edition, 
the German translation of Chickering‘s ex-
cellent biography of the enfant terrible of 
German historiography is now available. 
New sources from the estate, which was 
thought to have been destroyed during 
the war, have now surfaced, but the author 
gives weighty reasons for saying that there 
is nothing lurking in it that would force 
him to deviate from his earlier judgements. 
This also has to do with the fact that the 
hyperactive Lamprecht often entrusted his 
ideas to more than one addressee – thanks 
to the early use of the typewriter.
Chickering has succeeded in writing a 
captivating biography that is a fascinat-
ing example of the acceleration of schol-
arly life even before the First World War 
and invites us to recognise the parallels 
to problematic situations with which we 
struggle today. One can only be grateful 
to the translator, the publisher and the 
Humboldt Foundation that this impor-
tant book is finally available in German.

culties facing the service – from the end 
of the Cold War to the rise of fake news 
– are thoughtfully outlined. The authors 
also make clear how the daily operations 
of the BBC and the BBC World Service 
have converged, and the influence of the 
Foreign Office has declined. 
However, the chapter lacks detailed infor-
mation about the types of programs pro-
duced for multimedia distribution, the de-
gree of local uptake for those programmes, 
and the feedback BBC is receiving for its 
work today. The views of the BBC’s upper 
administration are well-represented, but 
there is little here about the day-to-day 
operations of the BBC services or their 
cultural impact. The section titled “Look-
ing Forward from 2018” reads like a press 
release. As an introduction to the contem-
porary service, the chapter suffices, but it 
leaves many questions for researchers to 
pursue.
Overall, Johnston and Robertson’s work 
verifies earlier histories of the BBC World 
Service by arriving at largely the same con-
clusions, using largely the same sources. 
The discussion of local reception adds 
some nuance to the story, but, of course, 
the BBC’s listener data is not representa-
tive of the actual audience experience. Ad-
ditional source materials, drawn from the 
vernacular services and from interviews 
with or diaries of listeners, might have 
provided a clearer picture of the impact 
of British overseas broadcasting. Likewise, 
oral histories with BBC producers, not just 
administrators, might have added depth to 
the final chapter. How well are the BBC 
and the BBC World Service getting along 
under this new arrangement? What are the 
gains and losses of these joint operations? 
Has the new funding formula (part license 
fee revenue, part grant from the Office of 
Developmental Assistance) provided in-
creased stability or additional chaos? John-
ston and Robertson’s text offers a basic 
overview but leaves the nitty gritty ques-
tions for future researchers.

That Romanian studies have survived in 
the US is largely thanks to Vladimir Tis-

maneanu, Professor of Politics and Direc-
tor of the Center for the Study of Post-
Communist Societies at the University 
of Maryland, College Park.1 Since 1990, 
he has often returned to his former home 
country and offered public commentary 
on the reassessment and rewriting of the 
past. He has also sought to bridge the 
divide between US and East European 
academia. For Ideological Storms, he part-
ners with Bogdan C. Iacob, one of those 
scholars who bring together the best of 
both academic worlds.2 The volume ana-
lyzes intellectuals’ service and support as 
well as challenge to totalitarian regimes 
in Europe, with a focus on Romania. The 
editors propose to explore the motivations 
and visions of intellectuals who turned 
away from Enlightenment rational think-
ing, personal and professional integrity, 
and traded modern conceptions of the 
state and all that was associated with nine-
teenth-century liberalism for “fantasies of 
salvation”.3 
Ideological Storms showcases prominent, 
established, and regionally well-known 
scholars based in the US and Europe. The 
volume contributes to the study of totali-
tarian regimes, intellectual history and the 
history of ideas in Eastern Europe. It is di-
vided into four parts: (I) “Intellectuals and 
Communism in Europe”, (II) “Revolution 
and Utopia”, (III) Visions of the Nation in 
Eastern Europe”, (IV) “Lessons at the turn 
of a Century”. The twenty chapters vary in 
length, from 16 to 45 pages. Several con-
tributions summarize already published 
monographs (Paul Hollander, Stanislao 
Pugliese, Niko Marantzidis, Marius Stan, 
Jeffrey Herf ), others condense works-in-
progress (Iacob, David Brandenburger, 
Jan-Werner Müller). Some take a fresh 
look at well-known cases of “tempted” 
Western intellectuals fascinated by the So-
viet Union (Pugliese, Michael David-Fox, 
Michael Scammel – Angelo Mitchievici 
demonstrates that Romanian intellectuals 
could similarly be swayed), while others in-
vite the reader onto less trodden grounds.4 
What follows highlights a few chapters 
and provides a general impression. 
Several authors explore Romanian intellec-
tuals’ role in political right and left extrem-
ism. Uninitiated readers should consult 
the chapters by Iacob, Dennis Deletant, 
and Tismaneanu. Iacob evaluates “the 
enduring illusion” of popular democracy 
and ideas for national renewal that, in the 
name of “socialist patriotism”, Romanian 
intellectuals put forth between 1944 and 
1947. Deletant explores Romania’s most 
controversial historical figure, Marshall 
Ion Antonescu, who threw his lot in with 
Cornelius Codreanu and the fascist Iron 
Guard. Although the anti-Semitic, anti-
Communist, and anti-modernist Marshall 
admired their slogan “God, Nation, and 
King” (p. 294), by September 1940, he 
found himself unable to control the Le-
gionnaires’ penchant for violence. Bereft of 
strategic options, he partnered with Nazi 
Germany to counter the perceived Soviet 
threat, a disastrous and genocidal alliance 
for which nevertheless some still admire 
him today. Tismaneanu grapples with one 
of the country’s most prominent intellec-
tuals, Emil Cioran, and his “Metapolitics 
of Despair”.5 He uses Cioran’s post-World 
War II repentant recollections, Mihail 
Sebastian’s and Constantin Noica’s biog-
raphies to highlight the complexities and 
paradoxes of the “1927 generation.” The 
émigré Cioran, who had once applauded 
the rise of the Nazis in Berlin as cure for

bourgeois mediocrity and timidity, “un-
derstood that he had been wrong” and 
embraced “the values of democratic liber-
alism” (p. 233).
By contrast, Vladimir Petrović discusses 
two cases who never “understood”: the 
demographers Vasa Čubrilović and Sabin 
Manuilā and the ways in which the social 
sciences in Serbia and Romania promoted 
ethnic cleansing. The author argues that 
the two are representative for a genera-
tion that, already in the 1940s, considered 
removal, expulsion, and extermination of 
“internal foreigners” (p. 324) (margin-
alized groups, mostly Jews) legitimate, 
even necessary tools in the building of a 
modern state; curiously, for neither, this 
proved a career breaker after 1945. In 
likewise comparative fashion but across 
generations, Michal Kopeček contrasts the 
ideas and biographies of two intellectuals, 
Zdeněk Nejedlý (1878–1962) and Karel 
Kosík (1926–2003) and contextualizes 
their different “national road[s] to social-
ism” (p. 345) within their respective times, 
the 1940s–1950s and the 1960s, as well 
as within the history of Czech political 
thought.  
Several studies explore cases of intellectu-
als who overcame or resisted the totalitar-
ian temptation: Pugliese discusses Ignazio 
Silone’s struggles with the promises of 
socialism and Christianity as well as post-
war attempts at coming to terms with this 
tormented intellectual, who according to 
the author only found peace on a 1962 
pilgrimage to historic Palestine. Remem-
bered mostly for “Darkness at Noon” and 
his personal torment, Michael Scammel 
explores oft-neglected aspects of Arthur 
Koestler’s biography and oeuvre, especially 
his lifelong “yearning for happiness” (p. 
236), and declares him “a mystic at heart” 
(p. 248). Jan-Werner Müller studies a se-
lect group of anti-totalitarian Cold War 
liberals (Isaiah Berlin, Raymond Aron, 
Noberto Bobbio) and their post-war anti-
Communist embrace of the welfare state. 
Like others recently, the author rediscovers 
Judith Shklar and the idea that pluralism, 
contradictions, and uncertainty – discon-
certing as this might be – are inherent to a 
liberal order.6 Mark Lilla uses the epilogue 
for another scathing dismissal of “tempt-
ed” Western intellectuals and reiterates his 
belief that, for a body politic to function, 
it requires collective identification with 
its founding values as well as emotional 
bonding.
Readers will note that there is only one 
woman among the twenty authors, which 
speaks volumes about the state of the field, 
its composition, and conceptual approach-
es. Only Simonetta Falasca-Zamponi in-
cludes gender as an analytical category as 
she explores the fabrication of Mussolini as 
a virile yet romantic hero, combative and 
brooding, a doer and a thinker. Portrayed 
as a man destined to lead the slumbering, 
effeminate masses, an artist-politician ea-
ger to craft a new, dynamic, virile (and 
gendered) nation, by 1922, he represented 
a welcome contrast “to the old [sluggish 
and corrupt] political elites” (p. 196). 
The editors indicate that political contes-
tations in Romania over the “right” in-
terpretation of the past (on political loy-
alties) torpedoed and almost ended this 
publishing venture (p. 20). This rocky 
backstory may explain the volume’s slight 
conceptual incoherence. Totalitarianism 
wafts through many chapters and certainly 
undergirded the editors’ mission, but the 
concept remains underdefined. Part Four

is intended to offset the volume’s Euro-
centricism; although each chapter offers 
valuable insights, they (as well as other 
contributions) fall outside of the volume’s 
conceptual framework (except Müller). 
The hope to salvage liberal democracy 
in the age of Trump, Putin, Orbán, and 
Brexit seems to have propelled the year-
long, multi-conference project. However, 
the volume hardly delivers on the editor’s 
intention to explore the “nexus of ideo-
logical zeal and dictatorial hubris” (p. 6) in 
the twentieth as well as possible implica-
tions for the twenty-first century (p. 19). 
Nevertheless, enthusiasts of intellectual 
history will truly enjoy this collection, the 
new take on better known and hitherto 
underexplored case studies; and those curi-
ous to explore the “Ideological Storms” of 
Europe’s mid-twentieth century will find 
much inspiration.

The aim of these two massive volumes of 
around 1300 pages is nothing less than to 
substantiate and exemplify the claim of a 
historical social science beyond the purely 
reconstructive retelling of historical pasts. 
Accordingly, passages on the theory of 
history alternate with those on concrete 
objects and source analyses. At the same 
time, the aim of a socio-historical didac-
tics of history is not lost sight of. This 
undeniable complexity has presented the 
author with considerable challenges as to 
how to document the basis in sources and 
secondary literature alone. Volume 1 con-
cludes with almost 200 pages of footnotes, 
to which is added a bibliography 36 pages 
long, while volume 2 contains another 
150 pages of footnotes plus 22 pages of 
bibliography. The two volumes are recog-
nisably the fruit of years of searching in 
many areas of modern historiography and 
bring together bodies of knowledge that 
otherwise tend to be discussed separately 
in specialised terms.

oversimplifying or romanticizing migra-
tory experiences. Historians are of course 
well aware of the problems of comparing 
the past and present, yet we are also aware 
of the issues in trying to capture and im-
agine the perspectives of those who have 
not been able to leave their own record.

ern slavery” narratives function to tell one 
story while silencing others.

Essai sur la monarchie autrichienne en 
son état actuel en 1790, a cura di Derek

This small book, which nevertheless re-
produces more than 500 manuscript 
pages, is one of the most comprehensive 
descriptions of the Austrian monarchy 
from a moment when its dual character 
appeared particularly endangered, since 
after the death of Joseph II in 1790 it was 
quite questionable whether the election 
as Emperor of the Holy Roman Empire 
could continue to be associated with the 
Habsburg crown. Only a short time before 
Joseph, the wife of Archduke Franz had 
died in childbirth together with their baby, 
leaving a frantic search for a new wife for 
the aspirant to the throne, who was finally 
found in the eldest daughter of the ruling 
couple of Naples. In order to prepare the 
15-year-old Maria Theresa for her eventual 
political role, one of the customary inven-
tories of the structures and resources of 
the domain was made, which turned out 
to be unusually thorough and competent. 
The fact that the work later received little 
attention was due on the one hand to the 
political lack of interest on the part of the 
intended reader, who was to distinguish 
herself more as a patron of music and gave 
birth to the expected heirs to the throne in 
quick succession, but above all to the rela-
tively smooth transition of the crowns first 
to Leopold II and then to Archduke Franz, 
so that the dynastic crisis that had caused 
the repertoire remained relatively brief.
While one copy of the description was 
found in the estate of Baron Acton, who 
became Regius Professor of Modern His-
tory at Cambridge in 1895, another copy 
probably reached the library of the Centre 
for Austrian Studies at the University of 
Minnesota during the Second World War, 
where Derek Beales was able to consult it 
but not copy it, while Renato Pasta made 
the version that survived in Cambridge 
the basis of this first publication, which 
he most competently introduces with a 
concise essay on the political order and fi-
nances of the Habsburgs and then reviews 
all those studies that have relied on various 
parts of the manuscript without ever con-
sidering its complete publication.
In future, researchers will be able to access 
the carefully edited text without having to 
travel to Minneapolis or Cambridge, and 
at the same time compare it with other 
descriptions of such kind, which were a 
genre often used in the second half of the 
18th century not only in Vienna to inform 
various publics about the internals of gov-
ernment business. Sometimes the authors 
took longer passages from older accounts, 
but sometimes, and this seems to have 
been the case here, they sketched out the 
necessary basis for a new start in the face 
of a foreseeably serious crisis that made a

simple continuation of the reign seem en-
dangered.

Forschungen zu Migranten und Mobilität, 
transnationalen Akteuren und globalen 
Biographien erfreuen sich einer schon län-
ger anhaltenden Beliebtheit. Im Zuge des-
sen wurde in letzter Zeit das Augenmerk 
jedoch stärker auf die Schwierigkeiten und 
Hindernisse solcher Lebenswege gelenkt, 
und diese stehen auch hier im Zentrum 
des Interesses. 
Nancy L. Green (EHESS Paris) resümiert 
zunächst die Debatten zur transnationalen 
Geschichte seit den frühen 1990er Jahren. 
Unter dem Stichwort „transnationalism“ 
widmet sie sich dabei vor allem der Mi-
grationsgeschichte. Sie plädiert einerseits 
dafür, nicht allein die Mobilität und die 
Handlungsoptionen von Migranten zu 
betonen, sondern auch die Probleme 
grenzüberschreitender Verortung sowie 
die Schwächen transnationaler Netzwerke 
in die Analyse einzubeziehen. Zugleich 
will sie nicht nur die Einwanderer in ih-
ren Ankunftskontexten in den Blick neh-
men, sondern auch untersuchen, wie die 
Herkunftsländer mit der Emigrationsfrage 
umgingen.
Im Folgenden behandelt Green diese bei-
den Themen aus verschiedenen Blickwin-
keln. Ein Kapitel erzählt ausführlich die 
Geschichte eines Amerikaners in Frank-
reich, der 1907 wegen Weinfälschung ver-
urteilt wurde und in die Schweiz floh. Von 
dort versuchte er, Behörden, Politiker und 
persönliche Kontakte in verschiedenen 
Ländern zu mobilisieren, um sich seiner 
rechtlichen Probleme zu entledigen. 
Zwei weitere Kapitel widmen sich der Fra-
ge, wie Nationalstaaten angefangen haben, 
die Rechte und Pflichten ihrer im Ausland 
lebenden Staatsbürger zu problematisieren 
und aktiv zu gestalten. Beginnend mit dem 
Expatriation Act (1907) wird die Entwick-
lung in den USA und einigen europäischen 
Auswanderungsländern bis in die 1960er 
Jahre dargestellt. Die Haltungen der Staa-
ten zur Emigration wandelten sich, und 
die Bindungen an die Ausgewanderten 
wurden gepflegt oder eingeschränkt, bis 
hin zum Entzug der Staatsbürgerschaft. 
Das letzte Kapitel kehrt zu den Auswande-
rern selbst zurück und analysiert anhand 
von Amerikanern in Paris, wie diese den 
Herausforderungen transnationaler Le-
bensführung begegneten, indem sie das 
US-Konsulat um Hilfe ersuchten. Dabei 
konnten sie nicht immer auf die erhoffte 
Unterstützung bzw. die weitergehende An-
erkennung als Staatsbürger zählen. Frauen 
waren stärker gefährdet, ihren Status zu 
verlieren, vor allem durch Heirat.
Diese Studie reiht sich in die derzeitige 
Debatte über Begrenzungen und blinde 
Flecken der transnationalen und Glo-
balgeschichte ein. Vor allem aber ist dies 
eine kurze und gut lesbare Abhandlung 
über das schwierige Verhältnis von Nati-
onalstaaten zu ihren im Ausland lebenden 
Staatsbürgern.

unfortunately has only little value for read-
ers who are interested in the actual Non-
Aligned Movement – which was formed 
only at the Lusaka summit in 1970, much 
in contrast to Niebuhr’s anachronistic use 
of the term ‘non-alignment’ – and the 
global impact of it. Nonetheless, Niebuhr’s 
book complements the existing scholar-
ship on socialist Yugoslavia on certain 
aspects of legitimacy and state-building. 
In this regard, Niebuhr wrote a compel-
ling piece of South-Eastern European and 
Cold War history.

Der Aufstieg der Bundesrepublik zu ei-
ner der führenden Wirtschaftsmächte der 
Welt ist eng verbunden mit der Wieder-
eingliederung des Landes in globale Han-
delsströme nach dem Ende des Zweiten 
Weltkrieges. Auch in der populären und 
medialen Wahrnehmung der Bundesrepu-
blik der Gegenwart scheint die Prosperität 
des Landes davon abzuhängen, wie viele 
Erzeugnisse der Industrie sowohl in den 
Nachbarländern als auch auf geographisch 
fernen Märkten wie der Volksrepublik 
China oder Japan nachgefragt werden. 
Der Aufstieg zum „Exportweltmeister“ 
war kein Vorgang vergleichbar dem plan-
mäßigen, raschen Wiederaufbau einer 
zerstörten westdeutschen Innenstadt. Viel-
mehr handelte es sich um einen äußerst 
mühsamen Prozess der Internationali-
sierung und des Abtastens ausländischer

Märkte. 1988 äußerte Alfred Herrhausen, 
Vorstandssprecher der Deutschen Bank, 
dass die Vorstände westdeutscher Kon-
zerne bis weit in die 1970er Jahre hinein 
sich lediglich auf einen kleinen Teil Euro-
pas konzentriert hätten. Erst in den 1980er 
Jahren seien aus primär auf Deutschland 
und seine westlichen Nachbarländer fo-
kussierten Unternehmen global agierende, 
multinationale Konzerne geworden. 
Steffen Dörre beschäftigt sich in seinem 
Buch mit der Frühphase des „Wirtschafts-
wunders“. Sein Untersuchungszeitraum 
endet mit dem Beginn der „Ölpreiskrise“ 
von 1973. Im Zentrum seiner Betrach-
tung steht weniger der reale Austausch von 
Waren und Dienstleistungen zwischen 
der Bundesrepublik und anderen Welt-
regionen, sondern Diskurse über einen 
imaginierten Raum, den er – quellennah 
– unter dem Begriff „Übersee“ subsu-
miert. Dabei handelt es sich primär um 
die Länder und Kulturen Afrikas, Asiens 
und Lateinamerikas. In seiner kultur- und 
wissensgeschichtlichen Arbeit fragt der 
Autor sowohl nach Kommunikations- und 
Vernetzungsstrukturen in der frühen Bun-
desrepublik als auch nach der (Re)Pro-
duktion von Wissen über die imaginierten 
„überseeischen“ Märkte. Hierbei sieht er 
die von ihm betrachteten Außenhandels-
experten aus Wissenschaft und Wirtschaft 
als „Denkkollektiv“, das über einen ge-
meinsamen „Denkstil“ erst zu der inneren 
Homogenität und Sicherheit finden konn-
te, um nach dem Zweiten Weltkrieg das 
Wagnis des Fernhandels einzugehen. Die 
vom Autor berücksichtigten Quellenbe-
stände umfassen Jahresberichte, Sitzungs-
protokolle und Publikationen sowohl von 
Forschungsinstituten als auch Interessen-
verbänden und Bildungseinrichtungen der 
Wirtschaft. Dazu gesellen sich Materialien 
über Ausstellungsprojekte und Delegati-
onsreisen.
Dörre identifiziert für den ersten The-
menbereich seiner Untersuchung – die 
Institutionalisierung des Sprechens über 
„Übersee“ – insgesamt fünf lokalisierbare 
Wissenscluster. Diese gruppierten sich 
um die Hansestadt Hamburg, Düsseldorf, 
Stuttgart, München und Berlin. Der Au-
tor analysiert präzise die Dynamiken im 
Verhältnis zwischen den fünf Wissensclu-
stern im Verlauf des Untersuchungszeit-
raums. Er beschreibt die führende Rolle 
der Vertreter der Hamburger Kaufmann-
schaft und Landesvereine in den späten 
1940er und frühen 1950er Jahren. Als 
entscheidend erwiesen sich hier Kontakte 
aus der Vorkriegszeit sowie die geogra-
phische Nähe der Akteure innerhalb des 
Hamburger Clusters. Gerade in den ersten 
Jahren der Bundesrepublik interessierten 
sich führende Vertreter der Industrie we-
nig für Auslandsmärkte, sondern nutzten 
primär die Chancen, die sich für sie im 
Inland ergaben. Dies änderte sich nur 
schrittweise, wobei sich besonders die eher 
mittelständische geprägten Regionen in 
Süddeutschland als Nachzügler erwiesen. 
Eine Vorreiterrolle nahm das um Düssel-
dorf gruppierte Cluster ein. Dies lag zum 
einen am bedeutenden Engagement der 
örtlichen IHK als auch an der Nähe zu 
dem sich neu formierenden politischen 
Zentrum der Bundesrepublik in Bonn. 
Eine Abstiegsgeschichte stellt aus Sicht 
Dörres dagegen das Berliner Wissens-
cluster dar. Der Versuch, Berlin (West) 
als Frontstadt im Kalten Krieg besondere 
Bedeutung zu geben, scheiterte zumindest 
im ökonomischen Sinne an der Abwande-
rung vieler vormals exportstarker Unter-

nehmen in den süddeutschen Raum, was 
einen Exodus an Fachkräften in Industrie 
und Wissenschaft bewirkte. 
Im zweiten Untersuchungsbereich – der 
Wissensproduktion – sticht heraus, dass 
laut Autor zumindest im ökonomischen 
Bereich nicht von einem intellektuellen 
Neuanfang gesprochen werden könne. 
Viele der führenden Akteure der späten 
1940er und frühen 1950er Jahre seien 
noch stark im Großraumdenken der 
Kriegs- und Vorkriegszeit verhaftet ge-
wesen. Daher sei es in der unmittelbaren 
Nachkriegszeit vor allem darum gegan-
gen, die Bundesrepublik in einen europä-
ischen/transatlantischen Großraum zu in-
tegrieren und sie auf den „angestammten“ 
Platz des ehemaligen Deutschlands als 
Exporteur von hochwertigen Investitions-
gütern zu überführen. Dieses Denken in 
Großräumen – so Dörre – plausibilisierte 
gleichzeitig die gedankliche Konstrukti-
on von „Übersee“ als einem potentiellen 
Großraum. Auch ließ sich das Denken 
in starren, wenig dynamischen Welthan-
delsstrukturen auf „Übersee“ übertragen. 
So wie es aus Sicht der Zeitgenossen „na-
türlich“ gewesen sei, dass die BRD vor 
allem Maschinen und andere Fertigwaren 
exportierte, sei es selbstverständlich, dass 
in „Übersee“ vor allem Rohstoffe und 
Agrarerzeugnisse für den Export herge-
stellt würden. Dies schloss groß angelegte 
Industrialisierungskampagnen aus Sicht 
westdeutscher Akteure aus. Dennoch 
weckte „Übersee“ bereits in dieser frühen 
Phase die Phantasie vieler Vertreter aus 
Wirtschaft und Wissenschaft Sofern diese 
Märkte als zumindest in Teilen „entwick-
lungsfähig“ betrachtet wurden, musste es 
sich um Zukunftsmärkte für die deutsche 
Exportindustrie handeln. Dörre vertritt 
hierbei die These, dass solche Debatten 
strukturbildend gewirkt hätten und den 
realen Finanz- und Warenströmen voran 
gegangen seien.
In der Tat waren die späten 1950er und die 
1960er Jahre von einem starken Anwach-
sen des Handels mit „Übersee“ geprägt. 
In dieser Zeit verschoben sich auch die 
Grenzen des Diskurses. Akteure aus der 
Bundesrepublik unterschieden sich hierbei 
in ihrer Analyse der Situation in der nicht-
westlichen Welt vom Diskurs in den USA. 
Sie verwiesen – so Dörre – nicht auf einen 
immanenten Kapitalmangel als Ursache 
für „Unterentwicklung“, sondern auf insti-
tutionelle und mentale Faktoren. Gerade 
dies machte aus ihrer Sicht die Bundesre-
publik zu einem idealen Partner der „über-
seeischen“ Länder. In ihrer Selbstsicht 
betrachteten Vertreter aus Wissenschaft 
und Wirtschaft die Bundesrepublik als ein 
immer noch relativ kapitalarmes Land, 
das sich vornehmlich aufgrund spezieller 
Eigenschaften der Bevölkerung wie Dis-
ziplin und Arbeitseifer so schnell aus der 
Krise der Nachkriegsjahre befreit hätte. 
Wenn es gelänge, anderen Kulturen diese 
„Werte“ zu vermitteln, könnten auch sie 
am „Wirtschaftswunder“ teilhaben. Dieser 
ideelle Export nach „Übersee“ müsste au-
tomatisch den Export westdeutscher Ma-
schinen nach sich ziehen. 
Der Autor fragt – getreu dem wissensge-
schichtlichen Ansatz – nicht nach dem 
objektiven Wahrheitsgehalt der analy-
sierten Diskurse. Er fokussiert insgesamt 
wesentlich stärker auf Strukturen als auf 
individuelle Akteure. Auch geht es ihm 
weder um eine Erklärung des Erfolgs der 
westdeutschen Exportwirtschaft noch um 
das Aufzeigen einer direkten Beziehung 
zwischen Diskurs und konkret nachweis-

barer politischer Entscheidung. Dies mag 
für den mehr von der wirtschaftswissen-
schaftlichen Seite kommenden Leser eine 
Enttäuschung darstellen. Trotz dieser aus 
dem methodischen Ansatz herrührenden 
Einschränkungen handelt es sich um ein 
höchst lesenswertes Buch und einen wert-
vollen Beitrag zur deutschen Zeitgeschich-
te, der zahlreiche Anknüpfungspunkte 
für weiterführende Forschungsarbeiten 
bietet. Nicht zuletzt wäre es spannend, 
das Subjekt-Objekt-Verhältnis umzu-
drehen und den Umgang der vermeint-
lichen Adressaten des westdeutschen 
„Wirtschaftswunder“-Diskurses mit die-
sem Exportversuch in den Mittelpunkt 
weiterführender Forschung zu stellen.

Scholarship that falls under the rubric of 
“contemporary history” inherited from the 
first generation of post–Cold War histori-
ography an easy periodization: the alpha 
and omega of our present world lies in the 
moment that falls somewhere between the 
fall of the Berlin Wall, German reunifica-
tion, and the collapse of the Soviet Union. 
The dissolution of the bipolar Cold War 
order, so the argument goes, made space 
for a new constellation of problems that 
would come to define the world we now 
inhabit. The years 1989, 1990, or 1991 
thus appear, varyingly, as the beginning or 
ending of countless monographs, edited 
volumes, articles, conferences, and docu-
mentaries. 
With Zeitenwende 1979, Frank Bösch po-
sitions himself among the growing collec-
tion of historians determined to reassess 
this periodization and the assumptions 
that undergird it. Bösch joins scholars who 
have redirected their attention toward the 
1970s, the decade that ushered in the era 
“after the boom” (nach dem Boom) of early 
post-war reconstruction, as the historians 
Anselm Doering-Manteuffel and Lutz 
Raphael have argued.1 Like the political 
scientist Claus Leggewie, the philosopher 
Peter Sloterdijk, and the historian Niall 
Ferguson, Bösch wants to put a finer point 
on this assessment by designating 1979 as 
the global watershed of our present. His 
contribution to this scholarship is to ana-
lyse, together, the wave of crises that swept 
the globe during this year. Over ten chap-
ters, each addressing a different event and 
geography, Bösch demonstrates how these 
crises initiated a series of “international 
structural developments” (p. 15) that laid 
the groundwork for the themes that preoc-
cupy the world today. 
These themes are, by nature, familiar to 
us. In chapters on the Iranian Revolu-
tion and Pope John Paul’s visit to Poland, 
Bösch argues that religion assumed a new 
significance around the world. He places 
particular emphasis on the strengthening 
of political Islam. Chapters on the onset of 
the Nicaraguan Revolution and the height 
of the humanitarian crisis surrounding the 
Vietnamese “boat people” allow Bösch to 
show the evolution of powerful transna-

Emily Kenway: The Truth About Mo-
dern Slavery, London: Pluto Press, 2021,

A writer and an activist, Emily Kenway 
previously worked as an advisor to the UK’s 
anti-slavery commission. With this, her 
first book, The Truth About Modern Slav-
ery, Kenway sets out to challenge, question 
and expose the “modern slavery” narrative 
as perpetuated by New Abolitionists such 
as Kevin Bales and Andrew Forest since 
the 1990s, as well as by the British state 
and media more broadly since the 2010s. 
In so doing, she shows how the term is be-
ing used in a very undifferentiated way for 
a whole breath of groups, situations and 
circumstances of exploitation, while at the 
same time it’s usage function to conceal a 
host of contradictory practices. Predomi-
nantly inspired by the work of George La-
koff, Kenway employed a frame analysis to 
interrogate the specific meanings behind 
the metaphor. Besides the Introduction 
and Conclusion, the book has 5 analytical 
chapters. Chapter 1 focuses on the emer-
gence of a neat narrative around “modern 
slavery”, while also pointing to the messier 
reality behind it. Chapter 2 examines the 
UK’s border and criminalisation practices 
and policies, leading to the conclusion that 
the state itself is infact creating the condi-
tions for trafficking. Chapter 3 then deals 
with sex work, while chapter 4 focuses on 
non-sex work labour exploitation. Chapter 
5 takes a look at the role of the public and 
campaigns, highlighting how 85 per cent 
of anti-trafficking projects are focused on 
awareness raising; A fact which does service 
to a government which would rather avoid 
making change to structures and cultures 
of exploitation. Kenway’s book is well re-
searched and convincingly argued. It does 
not, however, stop at providing a frame 
analysis. At different points throughout, 
the author shifts into her role as advocate 
outlining what people and states should 
do. This indicates that the target audience 
is intended to be NGO employees and the 
broader public. While consciously focused 
on UK discourses and practices, the book 
may nevertheless prove insightful for those 
concerned with the topic of human traf-
ficking in other national contexts. At the 
same time, however, the book may stimu-
late the thoughts of historians of 19th and 
20th century migration; Not for the basic 
historicisation which Kenway has attempt-
ed, but rather for her knowledge on why 
marginalized individuals make certain de-
cisions for themselves and their children, 
as well as for her proposal for alternative

descriptive vocabularies which try to avoid 
reproducing discourses, while neither 
oversimplifying or romanticizing migra-
tory experiences. Historians are of course 
well aware of the problems of comparing 
the past and present, yet we are also aware 
of the issues in trying to capture and im-
agine the perspectives of those who have 
not been able to leave their own record. 
Kenway’s book exposes how today “mod-
ern slavery” narratives function to tell one 
story while silencing others.

Essai sur la monarchie autrichienne en 
son état actuel en 1790, a cura di Derek 
Beales e Renato Pasta, Florence: Firenze 
University Press, 2018, 218 pp.
This small book, which nevertheless re-
produces more than 500 manuscript 
pages, is one of the most comprehensive 
descriptions of the Austrian monarchy 
from a moment when its dual character 
appeared particularly endangered, since 
after the death of Joseph II in 1790 it was 
quite questionable whether the election 
as Emperor of the Holy Roman Empire 
could continue to be associated with the 
Habsburg crown. Only a short time before 
Joseph, the wife of Archduke Franz had 
died in childbirth together with their baby, 
leaving a frantic search for a new wife for 
the aspirant to the throne, who was finally 
found in the eldest daughter of the ruling 
couple of Naples. In order to prepare the 
15-year-old Maria Theresa for her eventual 
political role, one of the customary inven-
tories of the structures and resources of 
the domain was made, which turned out 
to be unusually thorough and competent. 
The fact that the work later received little 
attention was due on the one hand to the 
political lack of interest on the part of the 
intended reader, who was to distinguish 
herself more as a patron of music and gave 
birth to the expected heirs to the throne in 
quick succession, but above all to the rela-
tively smooth transition of the crowns first 
to Leopold II and then to Archduke Franz, 
so that the dynastic crisis that had caused 
the repertoire remained relatively brief.
While one copy of the description was 
found in the estate of Baron Acton, who 
became Regius Professor of Modern His-
tory at Cambridge in 1895, another copy 
probably reached the library of the Centre 
for Austrian Studies at the University of 
Minnesota during the Second World War, 
where Derek Beales was able to consult it 
but not copy it, while Renato Pasta made 
the version that survived in Cambridge 
the basis of this first publication, which 
he most competently introduces with a 
concise essay on the political order and fi-
nances of the Habsburgs and then reviews 
all those studies that have relied on various 
parts of the manuscript without ever con-
sidering its complete publication.
In future, researchers will be able to access 
the carefully edited text without having to 
travel to Minneapolis or Cambridge, and 
at the same time compare it with other 
descriptions of such kind, which were a 
genre often used in the second half of the 
18th century not only in Vienna to inform 
various publics about the internals of gov-
ernment business. Sometimes the authors 
took longer passages from older accounts, 
but sometimes, and this seems to have 
been the case here, they sketched out the 
necessary basis for a new start in the face 
of a foreseeably serious crisis that made a

Dieser Sammelband reiht sich ein in eine 
wachsende Zahl von Studien zur Geschich-
te der Statistik, die neue Einblicke in den 
Wandel von Wissensordnungen und mo-
derner Staatlichkeit eröffnen. Aus kultur-
historischer Sicht legt er den Schwerpunkt 
auf die Frage, welchen Einfluss statistische 
Praktiken auf die Etablierung und Neudefi-
nition gesellschaftlicher Kategorien hatten. 
Die Herausgeber geben in der Einleitung 
einen nützlichen Überblick zur Geschich-
te der Statistik und betonen deren Rolle 
in Politik und gesellschaftlichen Aushand-
lungsprozessen sowie in der Erzeugung kul-
tureller Wirklichkeiten. 
Die Beiträge untersuchen statistische Prak-
tiken vor allem im Kontext der Heraus-
bildung moderner Nationalstaaten im 19. 
und frühen 20. Jahrhundert und sollen zu-
gleich transnationale Vergleichsperspekti-
ven eröffnen. Der Fokus liegt auf Deutsch-
land, Österreich und der Schweiz, hinzu 
kommen einige Aufsätze zu China und den 
USA sowie zur Entwicklung internationa-
ler Arbeits- und Wirtschaftsstatistiken. Die 
Kapitel zeigen einerseits, dass die Einfüh-
rung statistischer Erhebungen nicht selten 
mit Umsetzungsproblemen, Widerständen 
gesellschaftlicher Gruppen sowie Konflik-
ten um ihre Ausrichtung und Anwendung 
einherging. Medizinalstatistiken, Volks-
zählungen, meteorologische Messungen 
oder Bildungsstatistiken erschlossen neue 
Wissensbestände und Aufgabenbereiche, 
die für die Verwaltung moderner Staaten 
unerlässlich wurden. Sie waren häufig mit 
Modernisierungs- und Reformprojekten 
verbunden, wobei Steuerungskompeten-
zen auch zwischen verschiedenen Ebenen 
– kommunal, bundesstaatlich oder inter-
national – neu austariert werden mussten. 
Die Beiträge untersuchen darüber hinaus 
die weitreichenden Auswirkungen statisti-
scher Erfassung und Normierung auf ge-
sellschaftliche Vorstellungen von Erwerbs-
tätigkeit (z.B. im Hinblick auf die Arbeit 
von Frauen), von schulischer Bildung (im 
Hinblick auf die Rolle des Staates im Schul-
wesen und die Kategorisierung von Schul-
kindern) oder demographischer Entwick-
lung (im Hinblick auf Familienplanung 
und Überbevölkerung).
Auch wenn die Synthesearbeit weitgehend 
den Lesern überlassen bleibt, werfen die 
Beiträge interessante Schlaglichter auf die 
jüngere Forschung zum Thema. Sie analy-
sieren, wie Statistiken zum unerlässlichen 
Mittel der Evidenzerzeugung und gesell-
schaftlichen Steuerung wurden und neh-
men zugleich das Verhältnis von Staat und 
Wissenschaft in den Blick.

Jeffrey D. Sachs: The Ages of Globaliza-
tion. Geography, Technology, and Insti-
tutions, New York: Columbia University

The renowned sustainable development 
scholar and advisor Jeffrey Sachs published 
a concise history of mankind, organized 
along seven distinct ages of globalization 
since the emergence of the modern man 
(homo sapiens sapiens). He character-
izes each of these ages at the intersection of 
physical geography, institutions, and tech-
nology. Although the book appeared in the

midst of the COVID-19 pandemic, it was 
conceived before this virus reminded us of 
the ecological constraints the modern man 
has been facing over the past seventy thou-
sand years or so. This timing allowed the 
author to pay last-minute attention to glob-
al diseases and global fighting against it in 
the preface. He thus underscored his opti-
mism when it comes to the power of global 
cooperation in order to face the threats and 
secure the benefits of globalization, under-
stood as “the interlinkages of diverse socie-
ties across large geographical areas” (p. 2).
The book consists of nine chapters, seven 
of which are dedicated to the – rather con-
ventional – seven ages of globalization: (1) 
the paleolithic age, characterized by lar-
gescale migration (70,000–10,000 BCE), 
(2) the neolithic age, in which agriculture 
facilitated the emergence of civilizations in 
the “lucky latitudes” (10,000–3000 BCE), 
(3) the equestrian age, where the domes-
tication of pack and draft animals revolu-
tionized economy and politics (3000–1000 
BCE), (4) the classical age, that saw the 
expansion of land-based empires (1000 
BCE–1500 CE), (5) the ocean age, when 
navigation and the intertwining of state 
and capital ushered the world into an age of 
global empire (1500–1800), (6) the indus-
trial age, premised on energy-rich economy 
and industrial warfare (1800–2000 ), and 
finally (7) the digital age in which we live 
today (twenty-first century). These seven 
chapters are preceded by an introduction 
and followed by a fundamentally optimistic 
outlook chapter.
The book is richly illustrated with coloured 
maps, graphs, and pictures, and further 
contains numerous tables, a data appen-
dix, notes, suggestions for further reading 
per chapter, an overall bibliography, and 
a fourteen-pages index containing names, 
places, events, and concepts. The target 
group seems to be an interested general 
public rather than a specialized academic 
readership.

Sanjay Subrahmanyam: Europe’s

Sanjay Subrahmanyam has emerged not 
only as a polyglot mediator between South 
Asian and Western European history, but 
also as a brilliant theorist of what he calls 
“connected histories” who is not satisfied 
with the stereotypes left by a long Euro-
centric tradition of historiography. The 
present volume impressively shows how 
this Eurocentrism can be pulverized if one 
puts to the test the myth of peoples with-
out history and memory by bringing to 
light the material actually available, which 
abounds much more than the prominent 
fiction of a lack of sources documenting 
non-European worldviews would like. At 
the same time, the author uses very cau-
tiously and precisely interpreted examples 
to familiarize the reader with the meth-
odological pitfalls of analysing the recip-
rocal observations that he is passionately 
interested in. For example, when François 
Bernier in his well-known work États 
du Grand Mogol reports on the court of 
Mughal emperor Aurangzeb, although 
mainly dealing with the competition of 
European powers for influence in South 
Asia, is this in any way about India, which 
Bernier had actually travelled to, or is this 
just the occasion to bring a very European 
observation to the people? 
The book was written (or at least inspired) 
by the author’s stay in Berlin at the begin-
ning of the new millennium and thus at a 
moment when the slogan “Kinder statt In-
der” (children instead of Indians) was gain-
ing popularity. And this in a place that cel-
ebrates the consumption of currywurst as 
a local top highlight! This leads Subraman-
yam to the question, or at least reinforces 
its urgency, of what is the actual image of 
India and Indians Europeans, and what is 
the starting point of such an image. This is 
reason enough to delve deep into the lore 
of the three centuries known as the early 
modern period, i.e. the time before the ad-
vent of industry. The first chapter is exten-
sive in length and breadth, being devoted 
to the arrival of the Portuguese in South 
Asia and reconstructing in detail a very 
specific European-South Asian encounter 
that was a result of the peculiarities of the 
Portuguese Empire, which had half of the 
globe guaranteed to it by the Pope and yet

could often only be present selectively and 
temporarily, as well as of the changing po-
litical and sociocultural configurations on 
the Indian subcontinent. 
When speaking about India, religion and 
religious differences fascinated Europeans 
in a unique way, and the author devotes 
another large chapter to this topic, impres-
sively problematizing whether this is an 
interest in religion in the narrower sense, 
or rather a discussion of the philosophical 
foundations and cultural patterns of the 
Mughal Empire.
Subramanyam dedicates the following 60 
pages to James Fraser, one of the many au-
thors and collectors of the Enlightenment 
who did not achieve world fame but who, 
however, were crucial for the dissemina-
tion (and, as the author demonstrates 
very precisely, for the co-production with 
local informants and sources) of knowl-
edge about distant regions. These authors 
selected what seemed to be particularly 
revelatory and attractive in their respective 
social contexts and in turn prepared this 
selected knowledge for a regional commu-
nity of readers (and practitioners). 
That cultural encounter and mutual 
knowledge was not and could not be a 
peaceful, symmetrical process free from 
claims to power and oppression. Such cir-
cumstances are dealt with in the fourth 
chapter under the heading “The Transi-
tion to Colonial Knowledge”, with which 
two central arguments are linked: on the 
one hand, the foundation of this knowl-
edge and curiosity arose before coloniza-
tion, and, on the other hand, colonization 
adapted all knowledge to the new context 
of exploitation and domination.
The volume would not be typically Sub-
ramanyam if it did not leave another barb 
shortly before the end and change the di-
rection of analysis. Whereas the main fo-
cus was previously on what kind of image 
the various Europeans had of the various 
Indias, in the concluding chapter he exam-
ines the interest of Indians in Europe and 
summarizes the outcome of this reversed 
perspective in three stages. At first, the Eu-
ropeans were of interest, but not Europe 
as a somehow relevant geographical entity. 
These Europeans could be observed as ar-
rivals who wore good clothes, but were not 
very careful about personal hygiene in a 
way that was shocking for contemporary 
Indians. They were technically gifted and 
experienced in navigation, but not par-
ticularly confident or brave militarily on 
land (p. 309). It was only after the English, 
Dutch, and French also began to appear 
in larger numbers in the later seventeenth 
century that the Mughal court became 
increasingly interested in the form of gov-
ernment in faraway Europe and in the ap-
parent political fragmentation in the late 
stages of the early modern empire. But it 
is only in the second half of the eighteenth 
century (and thus considerably later than, 
for instance, in the Ottoman Empire) that 
documents (in Persian and Malayalam) 
can be found in greater numbers in which 
South Asian travellers disseminated their 
impressions of their experiences in Europe.
The book is at once elegant and a little 
unapproachable because the alternation 
between the detailed presentation of ex-
amples, which demonstrate the author to 
be a scrupulous worker in archives and 
libraries, and concise theoretical conclu-
sions, which are placed in the respec-
tive debate with only a few brushstrokes, 
presupposes a great resolve in the reader 
while encouraging the intellectual gratifi-

cation from exploring the chapters. In the 
end, Subramanyam’s book is an extremely 
important contribution to the history of 
transregional relations between 1500 and 
1800.
Andrew B. Liu: Tea War. A History of 
Capitalism in China and India, New 
Haven / London: Yale University Press,

The book under review could easily have 
been three books. The first is about the 
actual ‘tea war’, the fierce competition be-
tween China and India as tea-producing 
countries during the nineteenth and part 
of the twentieth centuries. Their tea trades 
were organized quite differently. In Chi-
na tea was grown on family farms, then 
brought to ‘factories’ in market towns by 
tea peddlers to be processed by seasonal la-
bour, and then brought to tea warehouses 
in coastal ports to be purchased by for-
eign trading companies. Liu convincingly 
claims that the peasant households and 
inland tea factories appeared to be inde-
pendent firms but were in fact “enmeshed 
in crippling relationships of financial de-
pendency” (p. 243) to the tea warehouses. 
The seasonal labour force in the tea fac-
tories became subjected to an increasingly 
strict and coercive labour-regime. In India, 
British officials and planters at first tried 
to replicate the Chinese model by bringing 
in Chinese ‘experts’ and peasants, but ulti-
mately decided to grow tea on large plan-
tations and undertake all of the tasks in-
volved themselves, from clearing the land 
to packaging the finished leaves. Initially 
they hoped to use free wage labour. As that 
did not work out, they increasingly began 
to use indentured labour whose position 
became all but undistinguishable from 
that of slaves. The Indian ‘formula’ became 
so successful – at least for the investors – 
that in the beginning of the twentieth cen-
tury Chinese went to India to ‘learn the 
trade’ and make it more capital-intensive.
The second book deals with changes in 
thinking about economics, especially 
about labour, production and value and 
considers these changes as induced by 
changes in the actual economy. For China 
it postulates a shift in opinion from a pro-
merchant stance in which the merchant 
was considered as someone who facili-
tated exports to an anti-merchant stance 
in which the merchants’ activities were 
increasingly described as ‘non-productive’ 
and only ‘exploitative’. For the case of In-
dia, the author shows how, when setting 
up a tea trade based on free labour did not 
work, it was argued that India did not have 
a labour market of free moving labour and 
that therefore planters, helped by govern-
ment, had to fall back on a more coercive 
system of indentured labour. In the twen-
tieth century, Indian nationalist then in-
creasingly began to hold the position that 
in India, like in the West, labour ought to 
be free, which would have the added ad-
vantage that it would also be more produc-
tive. 
The third book, or rather collection of 
long excursions that for the author clearly 
counts as the major contribution of the

Indochina. The strengths clearly lie in the 
details and the clarity with which banking 
operations are described. Some of the most 
original and interesting insights come from 
the regional development of the Banque 
de l’Indochine. The bank’s branches in 
Guangzhou and Hong Kong illustrated 
the growing international participation 
and competitiveness in trade throughout 
Southeast Asia and even Australasia. For 
the non-specialists in financial history, 
this book can be a little overwhelming 
as it delves deeply into technical aspects 
of banking operations and risk manage-
ment. Many of these topics, such as the 
conversions needed for numerous foreign 
exchange systems, will prove difficult to 
grasp unless readers take a deeper dive into 
the referenced literature. Considering the 
book’s historical data-driven layout, the re-
sults will ultimately prove very useful for 
scholars seeking in-depth understanding 
of the financial architecture and economic 
geography in European, North American, 
and Japanese trade concessions in China. 
This study is a tremendous feat and a tes-
tament to Hubert Bonin’s decades of ex-
pertise in French colonial banking history. 
Although a demanding read, this book 
should feature as an authoritative and in-
valuable reference source on financial his-
tory in China.

Er glaube nur der Statistik, die er selbst 
gefälscht habe, soll Winston Churchill ge-
sagt haben. Das stimmt zwar nicht, aber 
viele stimmen der Botschaft dieser Aussage 
bis heute zu. Insbesondere Statistiken au-
toritärer und diktatorischer Regierungen 
sei grundsätzlich zu misstrauen, da sie mit 
hoher Sicherheit ‚gefälscht‘ seien. Dass der 
Blick in eine solch vermeintliche ‚Fälscher-
werkstatt‘ lohnt, zeigt Arunabh Goshs 
Buch über die Genese der amtlichen 
Statistik der Volksrepublik China in den 
1950er Jahren. Er zeigt, dass der Vorwurf 
des Fälschens, der Ignoranz und der In-
kompetenz, den bereits Zeitgenossen den 
Statistikern der Volksrepublik machten, zu 
kurz greift und oft unangemessen ist. Dar-
über hinaus bietet Ghosh neue Einsichten 
in die Globalgeschichte der Statistik, die 
Handlungsmöglichkeiten des chinesischen 
Staates und die Wissenschaftsdiplomatie 
des frühen Kalten Kriegs. 
Ghosh interessiert sich vor allem für die 
konzeptionelle und institutionelle Dimen-
sion der amtlichen Statistik der Volksre-
publik. Nach einer Skizze statistischer 
Aktivitäten in China vor 1949 skizziert 
er den Aufbau des statistischen Amts für

Nordostchina. Dieses stand 1952 Mo-
dell für die Gründung der landesweiten 
statistischen Behörde (Kap. 2). Zentrales 
Merkmal sei gewesen, dass mathematisch 
basierte Erhebungsmethoden für die dau-
erhafte statistische Beobachtung nicht 
verwendet wurden. Das betraf vor allem 
Verfahren mit Zufallsstichproben. Ghosh 
sieht dies als Folge der Orientierung der 
Volksrepublik an der Sowjetunion. China 
sei der dort Anfang der 1950er Jahre ko-
difizierten Praxis gefolgt, Statistik, mit der 
allein ökonomische und soziale Phänome-
ne zu erfassen seien, von einer mathema-
tischen Statistik zu trennen, die nur im 
naturwissenschaftlichen Kontext adäquat 
erschien. Resultiert habe diese konzeptio-
nelle Entscheidung darin, dass statistische 
Daten mithilfe regelmäßiger Vollerhebun-
gen und sporadischen Zensus erhoben 
wurden (Kap. 3). Bis Ende des Jahrzehnts 
sei dieses Verständnis von Statistik dank 
neuer Lehrbücher und Kurrikula sowie 
einer jüngeren Expertengeneration in der 
Volksrepublik zur Norm geworden. (Kap. 
4). Mit diesen Kapiteln reiht sich Ghosh 
in eine Forschungstradition ein, die sich 
mit der Genese staatlicher Statistikbehör-
den befasst. Allerdings widmet sich das 
Buch gleich zwei Forschungslücken. Zum 
einen mangelt es an Untersuchungen die-
ser Art zu Ländern in Asien, Afrika und 
Südamerika. Zum anderen fehlt es an Stu-
dien, die sich mit der zweiten Hälfte des 
20. Jahrhunderts beschäftigen. 
Die Arbeitsweise der Statistikbehörde war 
Ghosh zufolge vom Anspruch geprägt, 
mit einer landesweiten Infrastruktur so 
umfassende wie ‚objektive‘ Daten über 
das wirtschaftliche und soziale Geschehen 
zu generieren und diese innerhalb kur-
zer Zeit an Behörden, die Partei und die 
Wirtschaftsplanung weiterzuleiten. Dieser 
Anspruch habe sich angesichts wirtschaft-
licher und sozialer Dynamiken, angesichts 
der Kompetenzteilung zwischen Partei 
und Staat, angesichts des Mangels an aus-
reichend geschulten Mitarbeitern und 
angesichts fehlender Routinen, die statis-
tische Fehler hätten aufdecken können, 
kaum einlösen lassen. Die Datenmen-
gen, die mit Vollerhebungen dauerhaft 
erhoben werden mussten, seien zu groß 
gewesen, um sie in kurzen Intervallen so 
zusammenstellen zu können, dass sie für 
die Zentralregierung, niedrigere Verwal-
tungsebenen und die Parteieinrichtungen 
gleichermaßen hilfreich gewesen wären. 
Infolge des Zeitdrucks sei es zudem üblich 
gewesen, noch nicht vorliegende Zahlen 
zu schätzen. Von einer Verwaltungsstufe 
zur nächsten sei dieses Problem größer 
geworden und habe auf nationaler Ebe-
ne „gross inaccuracies“ (S. 129) zur Folge 
gehabt. Dieses strukturelle Problem habe 
sich kaum lösen lassen, auch nicht mit den 
von Ghosh plastisch beschriebenen Versu-
chen, an die revolutionäre Moral und den 
Patriotismus der Statistiker zu appellieren 
und diese zum ständigen Selbststudium 
aufzufordern (Kap. 5/6). Diese Kapitel 
widmen sich den Handlungsspielräumen 
(und deren Grenzen), innerhalb derer 
der neue Staat versuchte, Instrumente zu 
etablieren, um die Gesellschaft Chinas zu 
gestalten und zu steuern. Die von Ghosh 
beschriebenen Probleme ähneln jenen, die 
Regierungen und Behörden auch anders-
wo lösen mussten. Insofern war die Volks-
republik ‚normal‘. Besonders aber war die 
ideologisch bedingte Vehemenz, mit der 
sie sich auf bestimmte Methoden kon-
zentrierte und älteres Wissen – etwa über 
die ländliche Gesellschaft, die mit Voll-

erhebungen schwer zu erfassen war – als 
‚bourgeois‘ und unnütz ablehnte. Trotz der 
Unmenge erhobener Zahlen habe dies zu 
einem „poorly informed [state]“ (S. 284f.) 
geführt.
Auswege aus dieser ideologisch-struk-
turell bedingten Sackgasse hätten Mitte 
der 1950er Jahre zwei Ansätze geboten. 
Der erste war die großmaßstäbliche An-
wendung von Zufallsstichproben für 
die dauerhafte statistische Beobachtung 
ökonomischer und sozialer Phänomene. 
1956 bis 1958 habe diese bis dahin als 
bourgeois-kapitalistisch gebrandmarkte 
Methode in der Volksrepublik hohe An-
erkennung erfahren und sei auf dem Weg 
gewesen, die sowjetisch geprägte Statistik 
abzulösen oder zumindest zu ergänzen. 
In einem der spannendsten Kapitel seines 
Buchs beschreibt Ghosh den diesbezügli-
chen Austausch mit einem der Vorreiter 
dieser Methode, dem Inder P. C. Maha-
lanobis. Gegenseitige Besuche der Fach-
leute, das öffentlich bekundete Interesse 
von Premier- und Außenminister Zhou 
Enlai sowie eine breite fachliche Diskussi-
on der Vor- und Nachteile dieses Ansatzes 
hätten sowohl die neue Offenheit als auch 
eine Abkehr von den sowjetischen Vor-
bildern demonstriert. Die Ursachen des 
sowjetisch-chinesischen Zerwürfnisses, so 
Ghosh, müssten angesichts dessen nicht 
nur im politisch-ideologischen Feld, son-
dern auch in ‚technischen‘ Aspekten wie 
der statistischen Methode gesucht werden 
(Kap. 7).
Der von Mao Zedong initiierte ‚Große 
Sprung nach Vorn‘ und die sich gleich-
zeitig verschlechternden diplomatischen 
Beziehungen zu Indien hätten den groß-
maßstäblichen Einsatz von Zufallsstich-
proben verhindert. Stattdessen habe die 
Statistikbehörde zeitweise ganz auf die 
zweite, politisch opportune Alternative 
zur Vollerhebung gesetzt: eine an Maos 
eigenen Sozialerhebungen aus der Vor-
kriegszeit orientierte Methode. Diese 
habe sich vom ‚Formalismus‘ westlich ge-
prägter, mathematisch basierter Statistik 
ebenso abgegrenzt wie von der angeblich 
für China nicht geeigneten Vollerhebung 
sowjetischer Prägung. Wissen sei ihr zufol-
ge nur aufgrund eigener Anschauung und 
Erfahrung, mittels „indigenous methods“ 
(S. 259) zu generieren, nicht mithilfe ab-
strakter Erhebungen. Folgerichtig sei es 
nun darum gegangen, die ‚Massen‘ für 
statistische Arbeiten zu mobilisieren und 
mithilfe bewusst (und nicht zufällig) aus-
gesuchter Stichproben Schlüsse auf allge-
meine Entwicklungen zu ziehen. Die amt-
liche Statistik sei dezentralisiert worden 
und die Zahl ihrer Mitarbeiter von rund 
200.000 (1956) auf etwas mehr als 20.000 
(1963) gesunken (S. 277). Die Hoffnung, 
mit der neuen Methode qualitativ besse-
re Daten zu erhalten, habe sich aber nicht 
erfüllt. Unwissen und Konfusion hätten 
zugenommen, vor allem, weil die Qualität 
der Erhebungen von ihren nun oft nicht 
statistisch geschulten Bearbeitern abge-
hangen habe. Im Kontext der Kampagne 
hätten diese zudem dazu tendiert, posi-
tive Nachrichten zu verfassen. In dieser 
methodisch bedingten Unwissenheit ‚des 
Staates‘ sieht Ghosh eine weitere Ursache 
der Hungerkatastrophe, die der ‚Große 
Sprung‘ auslöste (Kap. 8).
Ghoshs Buch ist ein lesenswertes Beispiel 
dafür, wie aufschlussreich Statistikge-
schichte sein kann. Über die referierten 
Erkenntnisse hinaus weckt es vor allem 
Neugier. Welche Probleme etwa mussten 
Statistiker konkret überwinden, wenn sie

wollten? Obwohl Ghosh in ihr „the most 
intractable foe“ der Statistikbehörde sieht 
(S. 140), bleiben die konkreten Umstände 
etwas blass. Inwiefern rezipierten chine-
sische Experten Debatten und Innovati-
onen in der statistischen Fachwelt außer-
halb Indiens und der Sowjetunion, und 
wie verhielten sich die Volksrepublik und 
ihre Statistiker gegenüber Möglichkeiten, 
sich in Fachverbänden, internationalen 
Organisationen und bilateral mit anderen 
Ämtern grenzüberschreitend zu vernetzen? 
Vermutlich sehr vorsichtig oder gar nicht. 
Doch im Buch gibt es allein den Hinweis, 
das chinesische Außenministerium habe es 
abgelehnt, einer Organisation asiatischer 
Statistiker beizutreten (S. 214). Die Auf-
nahme eines der renommiertesten Statisti-
kers des Landes, Jin Guobao, in das Inter-
nationale Statistische Institut 1950 und die 
ab jenem Zeitpunkt von der Sowjetunion 
angestrebte Berufung von Statistikern der 
Volksrepublik in die Statistische Kommis-
sion der Vereinten Nationen bleiben uner-
wähnt. Und welche Rolle spielten Zahlen, 
Tabellen und Grafiken in der massenmedi-
alen Öffentlichkeit der jungen Volksrepu-
blik und insbesondere in der Propaganda 
von Partei und Staat? Angesichts des von 
Ghosh beschriebenen Versuchs, im Rah-
men des ‚Großen Sprungs‘ die ‚Massen‘ 
in die statistische Arbeit einzubeziehen, 
erscheint diese Frage von Interesse.

aufzuzeigen. Im Jahr 2020 ist mit Profes-
sor Felix Wemheuer (Universität zu Köln) 
einer der renommiertesten Sinologen des 
deutschsprachigen Raums Gastheraus-
geber des Jahresbuchs. In der aktuellen 
Ausgabe steht die wirtschaftliche Trans-
formation der sozialistischen Welt seit den 
späten 1970er Jahren aus globalgeschicht-
licher Perspektive im Fokus, wobei ein 
Schwerpunkt auf die Volksrepublik China 
gelegt wird. 
Bisherige historische Forschung befasste 
sich primär aus nationalgeschichtlicher 
Sicht mit den Themen Wirtschaftsreform, 
gesellschaftlich-politische Öffnung und 
Systemtransformation in sozialistischen 
Gesellschaften. Diese wurde ergänzt durch 
Transitionsliteratur aus komparativer Per-
spektive. Gerade im Bereich der histo-

Jahre umgesetzt. Diese hätten als Motor 
einer gesamtgesellschaftlichen Transfor-
mation gedient. In diesem Narrativ steht 
die durch Reformen mögliche (und bisher 
gescheiterte) gesellschaftliche Öffnung 
im Fokus. In den letzten Jahren setzte 
jedoch eine Erweiterung dieser Ansätze 
durch global- und transnationalgeschicht-
liche Narrative ein. So wurden verstärkt 
bi- und multilaterale diplomatische und 
wirtschaftliche Beziehungen untersucht.1 
Auch erste Untersuchungen zum Wissen-
saustausch über Wirtschaftsreformen zwi-
schen Akteuren aus China und Akteuren 
aus anderen sozialistischen Staaten, etwa 
Ungarn, wurden veröffentlicht.2 Außer-
dem sind Untersuchungen zum Austausch 
von Wirtschaftswissen zwischen (ver-
meintlich) westlichen Partnern mit chine-
sischen Reformökonomen in den 1980er 
Jahren veröffentlicht worden.3
Insgesamt wird bisher jedoch der da-
malige Austausch sozialistischer Staaten 
untereinander in der Forschung vernach-
lässigt. Es stellt sich die Frage, inwiefern 
Chinas Wirtschaftsreformen andere Staa-
ten beeinflussten – und umgekehrt von 
vorhergehenden marktsozialistischen und 
marktliberalen Reformen und Politikan-
sätzen in anderen Staaten beeinflusst wur-
den. Die Entwicklung eines oft als auto-
ritären Staatskapitalismus beschriebenen 
politischen Systems und des (Wieder-)
Aufstiegs Chinas zur Weltmacht ist ohne 
eine Betrachtung des Austauschs mit der 
Außenwelt jedoch nicht zu verstehen. 
Umgekehrt beeinflusste diese Transforma-
tion Veränderungen und Reformversuche 
in anderen Staaten der Welt. Es fehlt noch 
an umfassenden Erklärungen der Wirt-
schaftsreformen in China als Phänomen 
der Globalisierung in der sozialistischen 
Welt. Das aktuelle Jahrbuch rückt in die-
ses Forschungsfeld vor und zeigt die trans-
nationalen Wechselwirkungen der Refor-
men mit der sozialistischen Welt auf. Es 
versammelt Beträge wichtiger etablierter 
und Nachwuchsforschender zur Thematik 
und gibt einen umfangreichen Einblick in 
aktuelle Forschungstrends und -diskussio-
nen. Zudem handelt es sich um die erste 
deutschsprachige Publikation zur Thema-
tik. 
Konkret geht es in dem vorliegenden Band 
um die Wirtschaftsreformen im Kontext 
globaler Lern- und Austauschprozesse. 
Zum einen werden Inspirationsquellen 
der chinesischen Reformpolitik außerhalb 
Chinas dargelegt, zum anderen wird der 
Einfluss der chinesischen Wirtschafts-
reform auf andere sozialistische Staaten 
untersucht. Ein weiterer Schwerpunkt 
liegt auf der Wirkmacht der chinesischen 
Reformen im globalen Süden und auf 
transnationalen Handelsbeziehungen in 
der sozialistischen Welt. Einige Beträge 
beschäftigen sich mit der wirtschaftlichen 
Transformation in anderen sozialistischen 
Staaten wie der Sowjetunion oder der 
DDR ohne einen direkten Chinabezug 
aufzuweisen. In den diversen Beiträgen 
wird die Zeit der späten 1950er bis 1990er 
Jahre untersucht. Der Band gliedert sich 
in drei thematische Abschnitte: erstens 
Chinas Reform und Öffnung im Kontext 
globaler Lernprozesse, zweitens der Ein-
fluss des chinesischen Modells im globalen 
Süden und drittens Handelsbeziehungen 
zwischen sozialistischen Staaten. 
Die chinesischen Wirtschaftsreformen 
werden hier aus einem globalhistorischen 
Blickwinkel betrachtet. Die Stärke des 
Bandes liegt somit in der Darstellung der 
Reformen in ihrer Einbettung in Aus-

tauschprozesse in der Welt. So werden die 
chinesischen Reformen mit Reformzyklen 
in Osteuropa verglichen (im Beitrag von 
Wemheuer) oder der Einfluss von Ludwig 
Erhards Wirtschaftspolitik auf die chinesi-
schen Preisreformen in den 1980er Jahren 
untersucht (Weber). Auch die Rolle der 
Auslandschinesen im Reformprozess wird 
diskutiert (Schäfer). Ein weiteres Thema 
sind wirtschaftliche Reformversuche im 
Polen der 1980er Jahre (Peters). Susanne 
Weigelin-Schwiedrzik und Liu Hong stel-
len den bisher wenig untersuchten Dialog 
chinesischer Reformer mit reformkommu-
nistischen Strömungen in Osteuropa dar. 
Die Arbeit der beiden in Wien tätigen For-
scherinnen verspricht langfristig besonders 
spannende neue Erkenntnisse zu liefern, 
denn Liu Hong war langjährige Assistentin 
des einflussreichen chinesischen Reform-
ökonomen Wu Jinglian und hat so einen 
besonderen Einblick in die chinesischen 
Wirtschaftsreformen erhalten. 
Auch der Einfluss der chinesischen Re-
formen auf andere sozialistische Länder, 
konkret Bulgarien (Kandilarov), Tansania 
(Burton) und Kuba (Dimitrov), wird he-
rausgestellt. Im dritten Teil des Jahrbuchs 
werden die Wirtschafts- und Handelsbe-
ziehungen innerhalb der sozialistischen

die ungarisch-chinesischen Handelsbezie-
hungen (Vámos), die Scharnierjahre der 
chinesischen Wirtschaftspolitik 1974/75 
(Lionnet), der Beitrag der sowjetischen 
Energiepolitik zum Zusammenbruch des 
Bretton-Woods-Systems (Sanchez-Sibo-
ny), der Versuch des Rats für gegenseitige 
Wirtschaftshilfe, Rückstände in der Ent-
wicklung digitaler Technologien zu über-
winden (Herrmann) und die Beziehungen 
der DDR zur Europäischen Wirtschafts-
gemeinschaft (Graf ). Zusammenfassend 
legt der Band also einen Schwerpunkt auf 
den wirtschaftlichen Wissenstransfer und 
Handelsaustausch in der sozialistischen 
Welt. So wird aufgezeigt, dass sich Glo-
balisierung eben nicht nur in der kapita-
listischen Welt vollzog, sondern dass diese 
gerade auch innerhalb des sozialistischen 
Blocks durch Austauschprozesse stattfand. 
Das aktuelle Jahrbuch zeigt erfolgreich 
auf, dass Chinas Wirtschaftsreformen von 
der Außenwelt inspiriert und beeinflusst 
wurden, und dass sie umgekehrt diese be-
einflussten. Es bündelt wichtige Beiträge 
zur aktuell anlaufenden Forschungsdebat-
te zur Einbettung der chinesischen Trans-
formation seit den späten 1970er Jahren 
in einen globalhistorischen Kontext und 
neue Forschungsbeiträge zu Wirtschafts-
reformen und Wirtschaftspolitik in sozi-
alistischen Staaten in der zweiten Hälfte 
des 20. Jahrhunderts. Es zeigt so einerseits 
Forschungslücken auf und sucht anderer-
seits diese zu schließen. Einige Beiträge 
behandeln jedoch wirtschaftliche Reform-
zyklen und Wirtschaftspolitik in sozialisti-
schen Staaten ohne einen direkten Bezug 
zu China. Der für das Jahrbuch gewählte 
Titel „Machterhalt durch Wirtschaftsre-
formen. Chinas Einfluss auf die sozialis-
tische Welt“ ist daher etwas irreführend, 
zumal auch der Einfluss der Außenwelt 
auf Chinas Reformen behandelt wer-
den. Hier wäre ein anderer, alle Beiträge 
im Werk stärker einbindender, Titel hilf-
reich gewesen. So jedoch werden China-
forschende über den fehlenden Bezug zu 
ihrem Forschungsfeld an mancher Stelle 
stolpern, während Forschende zu (post)
sozialistischen Staaten ohne Chinabezug 
Beiträge zu einem solchen Feld wohl kaum 
in einem Band mit diesem Titel vermuten.

In den letzten Jahren hat ein neuer Trend 
in der China- und Geschichtsforschung 
eingesetzt: Das Erklären der Transformati-
on Chinas seit den späten 1970er Jahren 
als globales Phänomen, das mit einem 
vermehrten Wissensaustausch, vertieften 
Handelsbeziehungen und diplomatischen 
Beziehungen mit der Welt einherging, 
hiervon beeinflusst wurde und wiederrum 
die Welt beeinflusste. Das aktuelle Jahr-
buch für Kommunismusforschung ver-
sammelt die zu diesem Thema forschenden 
Wissenschaftlerinnen und Wissenschaftler 
und bietet einen gelungenen Überblick 
über Themen und Trends im Bereich der 
global- und wirtschaftgeschichtlichen Er-
forschung der Transformation Chinas und 
Osteuropas.

A number of recent studies have widened 
the analytical horizon for comprehend-
ing the increasingly intricate relationship 
between the arts and processes of globali-
zation and transnational mobility. Schol-
arship has shifted from bounded episte-
mologies that situate artistic production 
largely within national or local contexts to 
expansive frameworks which highlight cir-
culatory flows, fluid geographies, and liq-
uid connections. The new conceptual zone 
that Sean Metzger expertly demarcates in 
The Chinese Atlantic broadens the con-
temporary theoretical semantics of fluidity 
and liquid spatiality by foregrounding the 
“seascape” as the book’s central image and 
method. Metzger presents the seascape as 
an original framework for understanding 
“the theatricality of globalization” as artic-
ulated in China-inflected artistic produc-
tion across the Atlantic.
Following a prologue that outlines the 
project’s evolution over many years of re-
search in Trinidad, Martinique, South Af-
rica, and other locales, the volume offers a 
theoretical introduction, five chapters, and 
an epilogue. The chapters are structured 
around five aquatic keywords – “reeling”, 
“incorporating”, “flowing”, “ebbing”, and
