    No full text

THE RESPONSIBILITY TO PROTECT IN NORMATIVE DEADLOCK: ASEAN’S DILEMMA IN THE ROHINGYA ISSUE

This article examines the limitations of the Responsibility to Protect (R2P) in Southeast Asia, using the Rohingya crisis in Myanmar as a case study. While ASEAN has formally endorsed R2P, its response to the crisis reveals a persistent gap between normative commitment and institutional capacity. This study investigates how deeply entrenched principles of non-interference and consensus have shaped ASEAN’s reluctance to operationalise protective norms, even amid documented mass atrocities. Drawing on qualitative document analysis and framed within constructivist and norm localisation theories, the article explores both regional and global failures to act. The analysis reveals that ASEAN’s response was fragmented, with individual member states selectively engaging based on domestic interests, and that international inaction further eroded the credibility of R2P. By highlighting the disjuncture between rhetorical acceptance and practical implementation, the article argues for a reinterpretation of sovereignty and a rethinking of institutional mechanisms in order to strengthen atrocity prevention in the region. The study further recommends that ASEAN develop a regional monitoring and early-warning mechanism to enhance timely and coordinated responses to emerging mass-atrocity risks

PARTICIPATION OF THE YOUNG GENERATION AS MEMBERS OF THE 2024 ELECTION KPPS: CASE STUDY IN KALIREJO VILLAGE, SALAMAN DISTRICT, MAGELANG REGENCY

This research is motivated by the phenomenon of high participation of the younger generation as members of the KPPS in the 2024 Election in Kalirejo Village, Salaman District, Magelang Regency. This research uses a qualitative method. The results of the study show that the majority of the young generations participation as members of KPPS in Kalirejo Village is included in the type of participation compelled by socio-economic reasons. Then followed by spontaneous participation and induced participation. Other types of participation, such as participation compelled by custom/tradition only appear in a small percentage of the younger generation and are situational. Meanwhile, participation compelled by law can be said not to be found in the participation of the younger generation as members of KPPS in Kalirejo Village. The supporting factors for this participation are personal awareness or intrinsic motivation, support from other parties (extrinsic motivation), as well as the existence of financial incentives (honorarium) and the need for productive activities. Then, the inhibiting factors are lack of interest or political awareness, work constraints, obstacles to family licensing and having family members who cannot be abandoned, as well as incompatibility of educational qualifications

    No full text

GEN Z IN TRANSITION: BETWEEN IDEALISM AND PRAGMATISM IN POLITICS

The 2024 general election positions Generation Z as a major electoral bloc (33.6% of voters), yet their engagement is often perceived as apathetic. This study examines the motivations of Gen Z’s political participation and their relationship with participation typologies. A mixed-methods convergent design was applied, involving 200 Mataram University students. Quantitative data from questionnaires were analyzed using cross-tabulations, chi-square tests, and ordinal logistic regression, while qualitative data from open responses were thematically coded. Findings show that most respondents were spectators (57%), followed by critics (22%), gladiators (11.5%), and apathetic (9.5%). Idealistic motives (especially voice matters, policy change, and political education) were dominant. Chi-square tests revealed significant links between several idealistic factors and active participation, but in regression only political identity (B = –1.356, p = .005) consistently predicted critic and gladiator roles. Pragmatic motives (e.g., economic reward, mobilization) appear in narratives but lose significance in multivariate tests, indicating their role as situational triggers rather than structural drivers. These results highlight a paradox: Gen Z’s participation is grounded in idealism yet negotiated within pragmatic realities. Politics for Gen Z thus emerges not merely as transactional, but as a space for identity, learning, and normative aspirations

MULTI-LEVEL GOVERNANCE ANALYSIS IN THE BOUNDARY DISPUTE BETWEEN PALEMBANG CITY AND BANYUASIN REGENCY IN THE TEGAL BINANGUN AREA

This study examines the dynamics of resolving the regional boundary dispute between Palembang City and Banyuasin Regency in Tegal Binangun within a multi-level governance framework. The trigger for the conflict was Minister of Home Affairs Regulation No. 134/2022, which changed administrative boundaries, eliciting objections from the Palembang City Government and public rejection. A qualitative method using purposive sampling involved informants from the Provincial Government Bureau, the City/Regency Governance Section, and village officials. The data were analyzed using NVivo 15 and supplemented with a literature review. The results indicate that the South Sumatra Provincial Government plays a strategic role as a mediator, while the district/city governments act as policy implementers. However, interactions between levels are not optimal, particularly in terms of communication and coordination at the village level. Community participation remains asymmetrical, and the role of NGOs has not been structurally facilitated, adding to the complexity of the conflict. Minister of Home Affairs Regulation 134/2022 serves as the legal basis for policy integration, but its effectiveness depends on social legitimacy, implementation flexibility, and support from public service information systems. The research recommends cross-actor collaboration, adaptive public communication, and capacity building for local governments to achieve sustainable, fair, and service-oriented dispute resolution

EVIDENCE-BASED POLICY IN THE FORMULATION OF LOCAL REGULATIONS: A CASE STUDY OF THE RIAU PROVINCE HOUSING AND SETTLEMENT DEVELOPMENT PLAN POLICY

Housing and settlement issues in Riau Province continue to increase in line with population growth, urbanization, high housing backlog rates, and the existence of slums and disaster-prone areas. This study aims to examine the application of EBP in the Riau Province RP3KP through three main aspects: the commitment of policy actors, the use of data and scientific knowledge, and the organizational readiness for implementation. The study uses a post-positivist qualitative approach with data collection techniques in the form of in-depth interviews and documentation studies. The analysis was conducted using the interactive model of Miles, Huberman, and Saldana. The results show that political support for the RP3KP is relatively strong, but the involvement of non-governmental actors is still limited. Scientifically, the drafting of the RP3KP has utilized primary and secondary data, but the integration of local empirical findings is still weak. From an implementation perspective, institutional capacity and cross-sector coordination are not yet fully ready, especially in relation to synchronization with the Spatial Plan (RTRW). These findings emphasize the need to strengthen EBP so that the RP3KP is more adaptive, contextual, and effective in addressing the complexity of housing issues in Riau.

TRADE UNIONS’ COLLECTIVE POWER IN DECARBONIZATION FOR ENSURING A JUST ENERGY TRANSITION SYSTEMATIC REVIEW

A just energy transition requires not only technological shifts toward clean energy but also social inclusion and fairness in the world of work. Trade unions play a dual role—protecting workers while shaping energy policy and advancing social justice—yet their strategic contributions remain understudied, especially in comparisons between developed and developing countries. This study conducts a Systematic Literature Review (SLR) using the PRISMA protocol on 25 peer-reviewed publications (2015–2025). Trade union strategies are interpreted using Kalt’s (2022) typology—oppositional, reactive, affirmative, transformational—and analyzed through six empowerment dimensions: structural, organizational, advocacy/negotiation, socio-cultural, economic, and ideological. Findings show unions in developed countries predominantly adopt affirmative and transformational strategies, engaging in reskilling initiatives, climate negotiations, and institutionalized social dialogue. Conversely, unions in developing countries rely more on oppositional or reactive strategies due to limited institutional capacity and weaker bargaining positions amid rapid transition policies. The study underscores the need for multidimensional empowerment to strengthen unions’ ability to influence policy and safeguard workers during decarbonization. These insights offer practical implications for policymakers and labor organizations committed to equity, sustainability, and socio-ecological justice in energy transitions
