    The Magic of Belgrade: A City Where Heritage Meets the Modern

    The capital of Serbia, Belgrade, is a city with a lengthy history dating back to the seventh millennium BC. In the third century BC the Celts named it Singidunum, whereas since the ninth century AD it has been known as Beligrad, meaning The White City. Strategically located on the crossroad between the Occident and the Orient, between the Pannonian Valley and the Balkans, at the confluence of the Danube and the Sava River, this city, in which heritage meets the modern, is also the meeting point of influences from West and East. The city has been depicted by many authors, both Serbian and foreign, but among these literary works stands out the oeuvre of Momo Kapor, who devoted his whole life to writing about and painting the scenes from life in Belgrade. Kapor was well known and successful both as a painter, having exhibited his work in renowned galleries in Serbia and abroad, and as a writer, since his forty-odd novels and short story collections are bestsellers in Serbia and have been translated into dozens of foreign languages. In The Magic of Belgrade, Momo Kapor does not only describe the monuments and people of this beautiful city, he even searches for what he calls "the spirit of Belgrade". The purpose of this paper is to pinpoint such elements of Kapor's work that capture the spirit of the place by reflecting, on the one hand, its heritage and, on the other, its urban growth which has resulted in its modernity

    Procena resursa dece i mladih u sukobu sa normama zajednice

    The paper presents a research conducted in order to analyze the representation of resources of children and youth in conflict with community norms in different domains, and to develop an instrument for their comprehensive and rapid assessment in research and prevention programs. A questionnaire, the List of Strengths of Children and Youth in Conflict with Community Norms - LS1, was applied by 32 experts from 9 centers for social work in the assessment of 67 persons aged 11 to 20, referred there due to suspicion of antisocial behavior. The highest representation of resources was obtained in the peer and family groups, and the lowest at work and at school. The LS1 has shown high reliability and a good constructive, convergent and criterion validity, as well as usefulness in practical application. Based on expert suggestions, the LS1 was revised in the LS2 questionnaire.U radu je prikazano istraživanje sprovedeno u cilju analize zastupljenosti resursa dece i mladih u sukobu sa normama zajednice u različitim domenima, kao i razvoja instrumenta za njihovu obuhvatnu i brzu procenu u istraživanjima i preventivnim programima. Upitnik Lista snaga dece i mladih u sukobu sa normama zajednice - LS1 je primenjen od strane 32 stručnjaka iz 9 centara za socijalni rad u proceni 67 osobe uzrasta od 11-20 godina upućenih zbog sumnje na antisocijalno ponašanje. Dobijena je najveća zastupljenost resursa u vršnjačkoj grupi i porodici, a najmanja na poslu i u školi. LS1 je pokazao visoku pouzdanost i dobru konstruktivnu, konvergentnu i kriterijumsku valjanost, kao i korisnost u praktičnoj primeni. Na osnovu sugestija stručnjaka, LS1 je revidiran u upitnik LS2

    Exploring Serbia-Kosovo Trade Relations: Achieving Peace through Trade Interdependence?

    The nexus between trade and peace has been an important and controversial topic among international relations analysts. The phrase 'trade promotes peace', mostly associated with liberal scholars, became rather relevant in the post-Cold War period, linking increased trade with peace-building and comprehensive improvement of relations between parties in conflict. In this paper, the authors argue that Serbia-Kosovo trade interdependence has played a very limited role in the peace-building process. Using data available since 2000, the authors find that relatively stable trade relations and an improved institutional free-trade framework (CEFTA 2006) has failed to prevent major political disputes between Serbia and Kosovo (such as violence of 2004 and promulgation of the Declaration of Independence in 2008). At the end, the article provides several alternative explanations as to why trade interdependence was not a key determinant for long-term peace between Serbia and Kosovo

    Reclaiming the local in EU peacebuilding: Effectiveness, ownership, and resistance

    Since the early 2000s, the "local turn" has thoroughly transformed the field of peacebuilding. The European Union (EU) policy discourse on peacebuilding has also aligned with this trend, with an increasing number of EU policy statements insisting on the importance of "the local." However, most studies on EU peacebuilding still adopt a top-down approach and focus on institutions, capabilities, and decision-making at the EU level. This special issue contributes to the literature by focusing on bottom-up and local dynamics of EU peacebuilding. After outlining the rationale and the scope of the special issue, this article discusses the local turn in international peacebuilding and identifies several interrelated concepts relevant to theorizing the role of the local, specifically those of effectiveness, ownership, and resistance. In the conclusion, we summarize the key contributions of this special issue and suggest some avenues for further research

    Страни језик често је у високошколској настави издвојен као предмет који нема јасно утврђено место у курикулуму. У овом раду истражују се ставови и мотивација студената о настави енглеског језика и енглеског језика струке трагајући за одговором на питање да ли је она подједнако делотворна без обзира на место предмета у курикулуму или годину студија на којој се ови предмети изучавају. Спроведена је анкета међу студентима Одељења за дизајн Високе школе струковних студија – Београдске политехнике, којом је утврђено да је код студената развијена свест о значају ових предмета и потреби да се они изучавају на терцијерном нивоу образовања, али и да постоје различити ставови о месту ових предмета унутар курикулума. Кроз анкету утврђено је и у коликој мери су студенти упознати са нивоима Заједничког европског оквира за стране језике, и могу ли да процене сопствено знање енглеског језика. Испитивање ставова студената и упоређивање добијених резултата са постојећим теоријским, стручним и педагошким постулатима добар су показатељ у ком правцу треба даље да се развија постојећи курикулум и настава страног језика у контексту високошколске установе струковних студија.In higher education setting, foreign language is often singled out as a subject that has no distinct place in the curriculum. This paper examines the attitudes and motivation of students who learn English Language and English for Specific Purposes in Belgrade Polytechnics, College of Vocational Studies, searching to answer the question whether it is equally effective to learn English Language and English for Specific Purposes regardless of the place in the curriculum or year of studies when these subjects are introduced. A survey was carried out among the students of the Design Department of College of Vocational Studies – Belgrade Polytechnics, which established that students were aware of the importance of those subjects and the need to study them at the tertiary level of education, but also recognized different views about their place within the curriculum. Additionally, through survey we established if the students were aware of The Common European Framework of Reference for Languages levels and individual language proficiency. Examining students' attitudes and comparing the obtained results with existing theoretical, professional and pedagogical postulates point towards the direction in which we can further develop our existing curriculum and language teaching at tertiary vocational education level

    The role of the Shanghai Cooperation Organization in the China`s New Security Concept

    Using the methods of content analyses we will anatomize the position of the Shanghai Cooperation Organization (SCO), within China`s New Security Concept and multilateralism based on it. Introducing the new way of security perception is a confirmation that official Beijing becomes more active and constructive in creating supportive environment with the aim to realize national goals. The first part of this paper will tackle the changes that occurred in Chinese understanding of the security concept. This will help us to understand the reasons why People`s Republic of China (China) besides bilateral diplomacy, started to pursue the multilateral channels of communication. Simultaneously, those changes show us how China perceives position within the international order and relations with other states. The second part of this paper will be dedicated to the institutional development of the SCO. Analyzing institutional, logistical and personnel enlargement of the SCO, we will see what kind of goals, not only China, but as well other member states wanted to achieve. In the same part of this paper we will analyze the concrete movements that China triggered through or supported by this Organization with aim to create stable security architecture in Central Asian region.     Current Challenges of the European Integration Process of the Western Balkans Countries

    In this article, the authors analyze the most significant achievements of the current dynamics of the accession of the Western Balkans to the EU (Process of Stabilization and Association), with a special emphasis on numerous issues that stand in the “European way” of these countries. In this context, a specific analysis will be linked to numerous internal problems in the Western Balkans countries, as well as in their bilateral relations, and how does this affect the possible acceleration of the European integration process. Of course, the authors in this paper devoted considerable attention to the role of “non-EU” countries in the region of the Western Balkans, especially the Russian Federation, the Republic of Turkey and the People’s Republic of China. Also, the presentation will discuss how the countries of the Western Europe, which obviously will remain dominant in the European Union in the next period (Germany, France and Italy) will position themselves concerning a new enlargement of the EU to the Western Balkans. Also, the unfinished process of Brexit (2016) opens up some problems when it comes to the entering the countries of the Western Balkans into the European Union. Certainly, there are some “weak points” in the European integration process of the Western Balkans countries (corruption and organized crime in the case of Montenegro, relations with the government in Pristina when it comes to Serbia, etc.)

    Subjective universality of great novelists as an artistic measure of history's advance towards actualising Kant's vision of freedom

    The main idea behind this article is that in order to understand the meaning that Kant's political philosophy is rendered to by the given socio-historical context of a community we need to turn for help to artistic genius whose subjective "I" holds a general feeling of the world and life. It is in this sense that authors of great novels can help us in two ways. First, their works summarise for our imagination artistic truth about man's capacity for humanity, the very thing that Kant considers to be the scientifically improvable "fact of reason'. Second, works of great writers offer for our insight destinies of individuals who decide to pursue moral dictate in a society, thus actualising the potential that lies hidden in all of us, making us worthy of respect. As we lack objective scientific standard of measurement, artist's universal feeling of the world is impressed upon us through a narrative about a man who, in a given society and in a given moment, decides to exercise his autonomy and seek the divine in himself. Contemporary social scientists' attempts to prove historical progress is characterised by the very lack of humbleness. Referring to the great novelists' works in this article is aimed to remind scientists of restraint and self-control demanded from them by the citizen of Konigsberg

    The study The Role of the Orthodox Churches in the Democratization Processes in Greece, Serbia and Russia explores the role of the Orthodox Christian religious actors, namely the Orthodox Churches, in the democratization processes in Greece, Serbia and Russia. Until just recently, neglecting the role and influence of religion into politics and political behavior was usual in the Political science literature. Contrary to that, our study is based on an assumptions that religion is an important element for explaining and understanding politics and political behavior, that religious actor have a potential to act politically and that this field of research is one of the most important fields in Political science in general. Therefore, this study has a goal to be a humble contribution to the future development of the politology of religion...Studija Uloga pravoslavnih crkava u procesima demokratizacije u Grčkoj, Srbiji i Rusiji istražuje ulogu pravoslavnih verskih aktera, tj. pravoslavlanih crkava, u procesima demokratizacija u Grčkoj, Srbiji i Rusiji. Zanemarivanje uloge i uticaja religije na politiku i političko ponašanje je do relativno skoro bio standard u politikološkoj literaturi. Nasuprot tome, naša studija polazi od činjenice da je religija važan element za objašnjavanje i razumevanje politike i političkog ponašanja, da verski akteri imaju potencijal za političko delovanje i da je ova oblast istraživanja jedna od fundamentalnih oblasti u političkim naukama.
