    Post-socialism and "ordinary" tourism: New Belgrade

    Purpose - The purpose of this paper is to examine the emerging practices of the "tourism of the ordinary" in the wider frame of post-socialist transformation of Serbia's capital city - Belgrade. By sourcing the inspiration in cultural studies and classics of the studies of the ordinary, focus is directed to the patterns of tourism consumption of practices, places and people that do not fall in the category of tourism attraction. The attention is drawn to New Belgrade (Novi Beograd in Serbian), residential part of Belgrade built predominantly after the Second World War. New Belgrade lacks proper tourism infrastructure, commoditized attractions and consumerable tourism experiences on a large scale. Nevertheless, this part of the city is slowly becoming explored by tourists individually or in organized walking or cycling tours. Visits to New Belgrade are most often connected to alternative or hip visitors and have the allure of both urban exploration and cultural practice, as the tours are offered by specialist architectural organizations or individual guides. By introspecting the case of New Belgrade, this paper attempts to address the prospect that ordinary exist only in relation to the attraction and that its appeal comes from the fact that what is ordinary to someone is attraction to another. Design/methodology/approach - As far as specific approach is concerned, some archival and librarian materials have been analyzed in order to map the territory that is being researched (New Belgrade) and to frame the significance of potential heritagisation (Harrison, 2013) on the built environment and its territory. Further, relevant websites and both primary and secondary resources have been consulted. This mostly refers to the websites of Tourist Organization of Belgrade (TOB) and the Institute for the Protection of Cultural Monuments in Belgrade as two most relevant bodies connecting the urban fabric of the city and its tourism valorization. Findings - In this paper, the authors have tried to demonstrate how tourism of the ordinary might be conducted in urban environment that lacks no tangible resources, whose physical physiognomies are not insignificant and which, in another, alternative tourism regime might be considered attractions. However, in the specific set of characteristics spanning from contested past to ambiguous contemporary valorization, New Belgrade remains an uncharted part of the city for much of the mainstream tourism, leaving its charms for very few visitors, most often engaged in interest of the "ordinary." Originality/value - Although Belgrade is experiencing steady rise in numbers regarding tourist arrivals, length of stay and on-site expenditure, New Belgrade is nowhere to be seen on the map of tourism offer, as per Belgrade's Tourism Organization. TOB's official web page, at the time this piece is written, in the section Attractions, mentions nothing regarding New Belgrade. Among 13 entries - 12 are historic sites of more than a century behind them and one is a lake and outdoor destination

    Evidence-based practice is a current trend in almost all areas of humane services, a consequence of scientific and technological development during the second half of the 20th century with the need and possibilities of connecting and exploiting resources from various fields of social activity, with the aim of having a more humane and effective approach to solving human problems and needs. Evidence-based practice in dealing with offenders is a set of components and characteristics of a rehabilitation program that reduces the rate of recidivism when effectively incorporated into the field of change in criminal behaviour and attitudes. In dealing with offenders, evidence-based practice includes a validated risk and criminogenic needs assessment, motivational interviews and cognitive-behavioural programs. These elements are covered by the principles of the Risk-Need-Responsivity (RNR) model, which is a theoretical and empirical approach to work with juvenile and adult offenders, in particular on implementing community sanctions and measures. The model also includes the development of validated risk assessment tools and principles of evidence-based practice of rehabilitation treatment providers.Praksa zasnovana na dokazima je aktuelan trend u gotovo svim oblastima humanih usluga, posledica je naučnog i tehnološkog razvoja tokom druge polovine XX veka sa potrebom i mogućnostima povezivanja i iskorišćenja resursa iz različitih oblasti društvene delatnosti, u cilju humanijeg i efektiv-nijeg pristupa rešavanju ljudskih problema i potreba. Praksa zasnovana na dokazima u radu sa prestupnicima predstavlja skup komponenti i karakte-ristika programa rehabilitacije koji, kada se efikasno inkorporiraju u oblast promene kriminalnog ponašanja i stavova, smanjuje stopu recidiva. U radu sa prestupnicima praksa zasnovana na dokazima obuhvata validiranu pro-cenu rizika i kriminogenih potreba, motivacione intervjue i kognitivno-bi-hejvioralne programe. navedene elemente obuhvataju principi rizik-potre-ba-odgovor (RnR) modela, koji predstavlja teorijski i empirijski zasnovan pristup u radu sa maloletnim i odraslim prestupnicima, posebno na sprovo-đenju sankcija i mera u zajednici. Model obuhvata i razvoj validiranih instru-menata za procenu rizika i principe na dokazima zasnovane prakse isporuči-laca rehabilitacionog tretmana

    Kako protov stigme i autostigme osoba s dijagnozom psihoze? Prikaz tretmana psihotičnih poremećaja u dva društvena konteksta

    In this paper, we discuss the possibility of applying the psychodrama method in dealing with the stigmatized group of people with psychotic disorders. Despite many advances in pharmacy and psychotherapy, it is true that in the Western world there is still a marked stigma and discrimination against psychiatric patients. Our research question was whether the outcome could be different if the treatment of patients was performed in a manner different from that which is common in Western psychiatric practice? To answer this question, we describe the treatment and treatment outcomes for psychosis patients in Africa, and then outline how to reduce stigma and auto-stigma through psychodrama. The theoretical basis for this is Moreno's theory of roles as well as various theoretical views on the possibilities of the psychotherapy of psychoses. This "step-by-step" treatment has been shown to lead to learning new and more appropriate patterns of behavior, acquiring previously unpracticed social roles, and ultimately to increasing self-esteem, much like African psychotherapy. The final outcome of both approaches is similar to each other by the rituals they use and the permissions they give to patients to be authentic in their illness-without imposing "normality" from expert positions, low relapse rates, high social functionality and low self-stigma. It can be concluded that by considering the importance of social-psychological, sociological as well as socio-cultural aspects of mental disorders, it can significantly contribute to reducing discrimination and stigmatization of mentally ill people.U ovom radu, bavimo se prikazom mogućnosti primene psihodramske metode u radu sa stigmatizovanom grupom osoba sa psihotičnim poremećajem. I pored brojnih dostignuća u oblasti faramcije i psihoterapije, istina je da u zapadnom svetu i danas opstaje izrazita stigma i diskriminacija psihijatrijskih pacijenata. Naše istraživačko pitanje bilo je da li ishod može biti drugačiji, ukoliko se tretman obolelih izvodi na način različit od onog koji je uobičajen u zapadnoj psihijatrijskoj praksi? Da bismo odgovorili na ovo pitanje, opisali smo način tretiranja i ishode lečenja obolelih od psihoza u Africi, a potom smo prikazali na koji način se u psihodrami postiže smanjenje stigme i autostigme. Teorijska osnova za to je Morenova teorija uloga kao i različita teorijska stanovišta o mogućnostima psihoterapije psihoza. Pokazalo se da je ovaj tretman izvođen u "koracima" vodi učenju novih i adekvatnijih obrazaca ponašanja, sticanju do tada nepraktikovanih socijalnih uloga i konačno porastu samopoštovanja, slično kao i afrička psihoterapija. Konačan ishod i jednog i drugoh pristupa koji međusobno nalikuju po ritualima koje koriste i dozvolama koje daju pacijentima da budu autentični u svojoj bolesti - bez nametanja "normalnosti" sa ekspertskih pozicija, nizak su nivo relapsa, visoka socijalna funkcionalnost te niska samostigmatizacija. Može se zaključiti da se kroz sagledavanje značaja socijalno-psiholoških, socioloških ali i socio-kulturoloških aspekata mentalnih poremećaja u značajnoj meri može doprineti smanjenju diskriminacije i stigmatizacije mentalno obolelih ljudi

    Toward ideational collective action: the notions of common good and of the state in late 19th century social liberalism

    The aim of this paper is to analyze notions of common good and of the state in late 19th century British social liberalism and their relation to collective action of the citizens. The author shows that British social liberals argued for a type of state that uses top down strategy to encourage collective action in order to transform individuals into a socially responsible groups, i.e. good citizens. The paper focuses on philosophical works of F. H. Bradley, ethics of T. H. Green and political philosophy of B. Bosanquet. analyzing their efforts to reconceptualize ideas of classical liberalism and utilitarian doctrine of the individual, society and the state in light of emerging influence of leftist social movements. The author argues that the works of British social liberals are a foundation of the state and society which will dominate liberalism in the second half of 20th century, i.e. the idea of the welfare state

    The critical literature on peacebuilding has mainly addressed the local and its agency in the post-conflict phase while the nexus between context occurring prior to the implementation of the liberal peace agenda and subsequent hybridization of the local and the international has largely been overlooked. Accordingly, this text discusses the idea that success of any peacebuilding project is also dependent on political, economic or social circumstances present in a country or region before international intervention. Hence, the article analyses the context in the Socialist Federal Republic of Yugoslavia (SFRY) before the conflicts in the 1990s as a decisive factor to understanding successful implementation of the liberal peace in the region

    Kriza kao faktor politizacije u Evropskoj uniji

    U članku autorka ispituje uticaj velike krize Evropske unije na proces politizacije antikriznih mera usvajanih tokom 2010. i 2011. godine. Praćenjem procesa usvajanja „paketa šest mera”, kao i analizom reagovanja različitih nacionalnih i transnacionalnih političkih aktera, autorka pokazuje da je uobičajena pretpostavka o krizi kao podsticajnom faktoru za politizaciju samo delimično ispravna. Šest mera čiji je cilj bio da se unapredi nekadašnji Pakt stabilnosti i rasta i nadzor nad ekonomskim i fiskalnim politikama država članica EU, značajno je ograničio ovlašćenja nacionalnih organa da se bave ovim pitanjima ali i povezanim politikama. I pored velikog značaja i ozbiljnih posledica ovih šest antikriznih mera, one nisu izazvale intenzivnu politizaciju, bar ne onakvu koja bi omogućila da suprotstavljeni zahtevi različitih političkih aktera utiču na konačan ishod odlučivanja i da se politizacija iz nacionalnih okvira prenese na nadnacionalni nivo. Naprotiv, kriza suverenog duga u EU upravo je poslužila političkim elitama da eventualna sporna pitanja izoluju od širih političkih konflikata i da ih drže mahom unutar nacionalnih granica. Osim krize, i drugi faktori doprineli su umirivanju politizacije. Autorka nalazi da su to način oblikovanja (predstavljanja) politizovanog pitanja, ustrojstvo ekonomske i monetarne unije kao decentralizovanog i policentričnog sistema upravljanja i konačno, složena i konsocijativna priroda Evropske unije.The article examines how the great crisis in the European Union influenced the politicization of the anti-crisis measures taken during 2010 and 2011. By tracing the process of adoption of the so-called “Six-Pack” measures as well as by analyzing the reactions of different national and transnational political actors, the author shows that the usual hypothesis about the crisis as a factor giving impetus to politicization is only partially right. The six measures adopted with the aim of reinforcing the Stability and Growth Pact and the surveillance of the member states’ economic and fiscal policies, have considerably limited the competencies of national institutions within this policy field. Regardless of its enormous importance and serious consequences, the adoption of the Six-Pack did not provoke any considerable politicization, at least not strong enough to enable influence of the contesting voices on the decision-making result. The limited politicization also failed to travel from national contexts to supranational level. On the contrary, the sovereign debt crisis served the political elites to isolate the possible contentious issues from the wider political conflicts and keep them inside the national borders. The author finds that apart from the crisis, other factors have contributed to appeasing of the politicization

    Latin America and the Nobel peace prize: in search of regional peace

    Prikaz biografija šest latinoameričkih laureata Nobelove nagrade za mir autor kontekstualizuje s obzirom na kolonijalnu prošlost kontinenta i političke transformacije u sadašnjosti. Autor pokazuje da su pojedine nagrade dodeljene u skladu sa odredbama Nobelovog testamenta (za doprinos razoružanju, posredo- vanje u okončanju sukoba), dok su druge proizašle iz širih tumačenja dimenzije mira od strane članova Nobelovog komiteta (ljudska prava, prava starosedelaca). Autor je ukazao na kontroverze vezane za pojedine kandidate, ali i za sam No- belov komitet, tj. njegove propuste da nagradi mnogo veći broj latinoameričkih državnika, aktivista, socijalnih pokreta koji su zaslužili da se njihov doprinos miru, regionalnom i globalnom, uvaži. Zbog toga autor zaključuje da je ovaj region imao marginalan status u istoriji nagrađivanja, koji se delom može objasniti i spoljnopolitičkim interesima Norveške, i da se Nobelova nagrada ne može tretirati kao univerzalni kriterijum za ocenjivanja doprinosa miru.The author gives an overview of the biographies of six Latin American laureats of the Nobel Peace Prize contextualizing them in the colonial past and present politcal transformation. The author shows that some prizes were given in accordance with the provisions of the Noble testament (for contributions to disarmament, bringing conflicts to an end through mediation), while others were the result of a broader interpretations of dimensions of peace by the members of the Nobel Committee (human rights, the rights of indigenous people). Controversies related to some laureats, are pointed out, as are controversies related to the Nobel Committe itself, i.e. its failure to award a much larger number of Latin American statesman, activists, social movements who’s contribution to peace, regional and globel, deserved respect. For this reason, the author concluded that Latin America has a marginal status in the history of Nobel peace prize awards, which in part can be explained by the foreign policy interest of Norway. Thus, the Nobel Peace Prize can not be treated as a universal criteria for evaluating contributions to peace

    U radu se sa stilsko‐retoričkog aspekta analiziraju romantičarski stereotipi teksta o Zagrebu revije „Hello!“. Vrednost turističkog teksta određuje se sposobnošću da se kod recipijenta izazove znatiželja, jasna i upečatljiva želja za neposred‐nim doživljavanjem predočenog. Otuda bi tekstovi o turizmu trebalo da imaju svojstva najboljih putopisnih tekstova kojima se pokreću osećanja, estetska aktivnost i duh tragalaštva. Umesto toga, u tekstu se nude patetični stereotipni sadržaji kojima se recipijentu predočava gledište snobizma. Jezičkom i stilsko‐retoričkom analizom se ne iscrpljuje celina pojava modernog turizma, ali se bez takve analize ne može otvoriti put prema razumevanju složene tajne ljudskih seoba.The paper analyses, from the stylistic and rhetorical aspect, the romantic stereotypes of the text about Zagreb in magazine “Hello”! The value of the tourist text is specified by its ability to cause the curiosity with the recipient, and to provoke clear and impressive desire for the immediate experience of the presented. Hence, the texts on tourism should have the characteristics of the best travel texts that trigger feelings, aesthetic activity and the spirit of searching. Instead, the text offers pathetic stereotypical content that gives the recipient an impression of snobbism. Both linguistic and stylisic and rhetorical analysis does not deplete the entirety of the phenomenon of modern tourism, but without such an analysis one cannot open the way of understanding the complex secrets of human migrations

    Reporting democratization conflicts: Ethical dilemmas and challenges from The perspective of Serbia’s journalists

    U radu se istražuje način na koji novinari u Srbiji razumeju svoju ulogu u izve- štavanju o važnim političkim i društvenim sukobima, šta smatraju etičkim izve- štavanjem, sa kojim etičkim dilemama se susreću i kako ti izazovi utiču na nji- hovo izveštavanje. Istraživanje se teorijski zasniva na konceptima koji ispituju novinarsku etiku sa normativnog, organizacionog i individualnog aspekta, a metodološki se zasniva na četiri studije slučaja sukoba u demokratizaciji Srbije od 2001. do 2015. godine i na kvalitativnoj analizi dubinskih intervjua sa 28 novinara i urednika relevantnih medijskih kuća.This paper examines how ethical values and ethical code of conduct are interpreted and practiced by professional journalists reporting on non-violent democratization conflicts in Serbia. Building on theoretical concepts which approach to journalism ethics from normative, organizational and individual level, this study shows how journalists perceive ethical reporting of democratization conflicts, which ethical dilemmas they have faced and how those challenges influenced overall media coverage. Empirically, this paper draws on indepth interviews with 28 journalists working in national news organizations and four conflict cases in Serbia’s democratization between 2001 and 201

    The Effectiveness of Self-Employment of the Roma - A Quasi Experimental Design

    This paper is based on the estimation of the effects of the self-employment of the Roma on their social values and work attitudes. To provide the evidence for the possible positive outcomes of starting their own business, we used a quasi experimental design, i.e. we provided the design based on a comparison of the self-employed Roma (experimental group) and those who did not start their business (control group). We tested the operational hypothesis onto eight measurements of the values and work attitudes. As a method, OLS regression and logistic regression have been employed. We found that self-employment policy of Roma can significantly contribute to their positive work attitude, internal locus of control, interpersonal trust, perceived treatment by the majority and job satisfaction. However, we found no significant effect of starting new business by the Roma onto intrinsic work orientation, gender equality attitude and overall life satisfaction. We conclude that promoting and investing in self-employment policy of the Roma and marginalized groups in general can be an effective policy measure in improving their overall social inclusion
