    Predmet analize su reforme u oblasti rada i radnih odnosa u Srbiji iz ugla socijalne politike. Cilj autorki je da analizom njihovih efekata, posredstvom opisa stanja na tržištu rada, ukažu na prilike, ali i na prepreke za realizovanje agende zapošljavanja. Teorijski okvir analize predstavljaju postavke Gaja Stendinga (Guy Standing) o prekarijatu, pod kojim se podrazumeva klasa ljudi koja se ubrzano uvećava, a kojoj pripadaju svi oni čiji su životi obojeni različitim vrstama nesigurnosti, koje su u vezi sa radom. Metodološki pristup zasniva se na prezentovanju regulatornih instrumenata i statističkih podataka. Rezultati analize ukazuju na opstajanje niza nepovoljnih trendova u oblasti rada, prvenstveno kao posledica dva trenda: uvođenja određenih neadekvatnih regulatornih odredbi, uporedo sa odsustvom mehanizama implementacije regulatornih odredbi koje bi potencijalno imale pozitivne efekte

    Dimensional Approach to Populism: Party Communication During 2014 Elections in Serbia

    The populism has been a prominent topic in academic community quite some time and even proclaimed one of the most contentious issues in political sciences, but scholars have applied populist perspective on party performance in Serbia quite rare. The aim of this paper is to deepen our understanding of populism in the post-communist context by examining the quantity and quality of populism manifested in the mainstream political discourse in Serbia. Although populism is polyvalent concept, this paper argues that significant consistency around dimensions of populism can be identified. Therefore, based on literature review the most common dimensions of populism were abstracted and integrated into the analytical matrix of this research: 1) people centrism 2) anti elitism 3) language style 4) crisis discourse and 5) exclusionism. Following outlined dimensions of populism, quantitative and qualitative content analysis of the electorate TV debates during 2014 parliamentary elections was done. The results reveal the character of centrist populism: populist elements were almost equally dispersed across four out of five dimensions in the discourse of all political parties. Without excluding any group from the people, mainstream parties construct the people as wise diagnosticians of “societal illnesses” and blame each other for inability to implement popular wisdom to solve the systemic societal crisis

U današnjem svetu koncept „smart and green“ sve više utiče na kvalitet života u urbanim megapolisima, kao i očuvanju i zaštiti životne sredine. Upotrebom novih tehnologija s jedne strane, i očuvanjem „zelene agende“ s druge strane, obezbeđuje se osiguranje održivosti životne sredine. Urbane metropole ne samo da u budućnosti treba da budu „pametne“ – one moraju biti i „zelene“.     This article analyses the way of managing urban policy in Scandinavian countries, as an example for Serbia. By analyzing urban policy as complex activity, because it demands contextual approach, democratic governmental capacities, good management with capacities to tail services according to the needs of citizens in their community, we could understand cities as stimulators of development and creators of welfare. This analysis tries to identify how Serbia, as transitional country can learn lessons from Scandinavian countries, to modernize management, democratize political system (decentralization and strengthening local government capacities), as well as to decrease corruption and misuses in public affairs. In methodological sense this article includes analysis of the system, the way of creation and steering urban policy in Scandinavian countries with affirmation of knowledge (evidence based public policy) and professionalism. Case study of Copenhagen city and experiences from other cities from this region, will procure in view of potential benefits of such an approach. On this basis comparison is made with similar processes in Serbia, which give us possibility to identify necessary corrections in our system. Some of the results of this paper are better knowledge of Serbian system weaknesses (especially in way of managing cities), loss of benefits which democratic and decentralized society enables, modern management, creation of policies on evidence, and creative searching for solution. One can conclude that reform changes, which turn out to be impossible for implementation in our society, do not demand great material investments, but demand the changing of values, priorities and model of behavior

    Accession to the European Union and Prospects for the Development of Political and Economic Relations in the Danube Region

    Beginning in 1995 with Austrian accession to the European Union, the long-standing and irreversible process of gathering the Danube states about the common values of cooperation, democracy and prosperity has begun. Facing the challenges of transition, the countries of Central and Eastern Europe have seen the benefits of economic and political integration in Europe. The great enlargement of the European Union in 2004 prompted the consideration of the possible rapid gathering of all the Danube basin countries in a common European family. With joint efforts of the European Union and these countries, political and economic integration has become a reality. This paper seeks to show that membership in the European Union has become a useful mechanism for effective and efficient resolution of disputes in the Danube basin. Additionally, the latter enlargements of the European Union in 2007 and 2013 have confirmed that cross-border integration of the Danube region countries is one of the priorities of the European Union's regional policy. The alignment of policies at the national, regional and European level sends a clear message that, despite the burden of the past, the calculation of enlargement leads to the resolution of bilateral issues and the ever closer connection in the Danube region. Interdependence in that political context undoubtedly leads to further linkage in the areas of infrastructure, energy, tourism, environment and security. Previous experiences of countries that have already become Member States of the European Union show how other Danube family members can take advantage of the membership perspective in overcoming current issues and disputes. In order to maintain this idea, we believe that it is justifiable to continue with the completion of the entire Danube puzzle in the common picture of the European Union

    Using a real case scenario in teaching social work with children and families in different practice settings

    Transforming classroom knowledge into practice competency is particularly challenging in social work with children and families. It involves complex, competitive practice approaches and different service settings with procedures and norms influencing a child's wellbeing. The paper presents the content, application, and evaluation of a module based on a case scenario which considers the limitations and achievements of social work with children and families in different settings. A mixed-method approach was applied to this review process. Students were given an evaluative questionnaire based on the theoretical framework of experiential learning whereupon they wrote reflective essays describing their learning experience. Case method contributes to the acquisition of reflective, integrative, and stimulating knowledge. The participation level contributes to the students' satisfaction during such learning. Students have learned that families with multiple and complex needs require a holistic approach that separate systems and services cannot provide. This way of learning, with certain limitations, allows activation and an intensive learning experience for large groups of students relevant for a number of social work schools

    Ethnic distance in montenegro 10 years after gaining independence [Etnička distanca u Crnoj Gori deset godina nakon sticanja nezavisnosti]

    In this paper, we present a longitudinal research study examining ethnic distance in Montenegro. The research is based on measuring ethnic distance at two points in time: in 2013 and 2018. This research was carried out using the nine-level Bogardus social distance scale. There are some important notions con-sidering the significance of measuring ethnic distance in Montenegro. First, this is a multi-ethnic country where Montene-grins, as the main ethnic group, have a relatively small majority. Second, this was the last country to leave former Yugosla-via, gaining independence in 2006. Third, the main political and social cleavage in this society is based on ethnicity. Fourth, there has been no change in the ruling elite of Montenegro since the beginning of the transition from socialism to liberal democracy. The main hypothetical argument re-garding the expected changes in inter-ethnic distancing is, therefore, political. During the process of gaining independ-ence, there was an informal alliance among Montenegrins and non-Serbian minorities, since Serbs as an ethnic group wanted Montenegro to remain in a com-mon state with Serbia. This caused clear and pronounced political division in Mon-tenegrin society. Of course, this kind of social cleavage has historical precedents in the Balkans. Prior to the independence issue, which was raised in the late 1990s, Montenegrins and Serbs, as the combined ethnic majori-ty, were in favour of Serbia and Montene-gro remaining united. However, after gaining independence, Serbs, who had been a majority in their own country, suddenly become a minority in Montene-gro. Since almost any politics in the Balkans is ethno-politics, we examined inter-ethnic distance across two reference periods in order to identify the trends in inter-ethnic distancing. The results showed that the overall inter-ethnic distance in Montene-gro increased during that five-year period. We argue that the temporary alliance between Montenegrins and non-Serbian minorities resulted in good inter-ethnic relations among these groups, while they were striving to achieve a common politi-cal goal. However, after independence was achieved, it was to be expected that inter-ethnic relations would deteriorate. We provide evidence to support this thesis. The results of our research show that overall inter-ethnic distance increased in the five-year period surveyed. In partic-ular, we saw a dramatic increase in the ethnic distancing of Albanians away from all other groups. In addition, ethnic Bosni-ans are distancing themselves from Mon-tenegrins and Serbs more so than they were in 2013. On the other hand, we found that there was no change in ethnic distancing be-tween Montenegrins and Serbs. Addition-ally, item analysis showed that the dis-tance between Montenegrins and Serbs is very small, and is not in fact an issue of ethnicity, but rather one of politics. This was evidenced by the fact that the only sensitive issue between Serbs and Monte-negrins was for a member of the other ethnicity "to have a leadership position in my country". In all other regards, we measured a low inter-ethnic distance be-tween Serbs and Montenegrins. We conclude that increase in ethnic dis-tance is caused by political variables and overall regional context. As Montenegro is a multi-ethnic country, the deterioration of ethnic relations could seriously jeopard-ize the country's overall political stability

    Cultural violence as a longue duree process: from colonialism to humanitarianism

    The main hypothesis of the paper is that Orientalism, as a form of cultural violence, represents a long-term historical structure which is reproduced through discourses and practices of various social systems. The authors apply genealogy and longue duree approaches to analyze discourses of colonialism, antisemitism, nationalism, and humanitarianism, indicating the long-lasting identity division along the West-East (Orient) axis, as well as continuity of the cultural content that implies the superiority of the Self and the inferiority of the Other. The analysis also shows that all these discourses, although mutually different, can be rooted in the Orientalist matrix and thus become instruments for legitimizing and justifying various forms of indirect (repression, exploitation) and direct violence (wars, genocide, ethnic cleansing).     Procena aspekata i efekata realizacije terenske prakse od strane studenata socijalne politike i socijalnog rada

    Field practice is considered as an important part of academic education, but the researches of its aspects and effects are underrepresented. The paper is aimed at: examination of the representation of field practice aspects among undergraduate students of social politics and social work at the Faculty of Political Sciences - University of Belgrade (FPS-UB) and its effects on development of students' professional competencies, an analysis of differences between students of various academic years and an analysis of the association the effects of practice has with characteristics of work organization - teaching base and cooperation with mentors. Research was conducted by TPS1 questionnaire among 201 students within all four years of academic studies. About four-fifths off all questioned students gave positive answers on majority of aspects of cooperation with mentors, practice organization by FPS-UB and teaching base and practice effects, but there were also some deficiencies. Cooperation with mentors and teaching base organization of practice are highly associated with practice effects and both variables combined have independent impact on variance of practice effects. Findings are discussed in the lights of contemporary researches.Terenska praksa je važan deo savremenog univerzitetskog obrazovanja, ali su istraživanja njenih aspekata i efekata nedovoljno zastupljena. Ciljevi rada su: analiza zastupljenosti aspekata terenske prakse i zadovoljstva ovim aspektima iz perspektive studenata osnovnih studija socijalne politike i socijalnog rada na Fakultetu političkih nauka Univerziteta u Beogradu (FPN-UB), njenih efekata na razvoj profesionalnih kompetencija studenata, razlika između studenata različitih studijskih godina i povezanosti efekata prakse sa karakteristikama radne organizacije (nastavne baze za praksu) i sa saradnjom sa mentorima. Istraživanje je sprovedeno upitnikom TPS1 među 201 studentom sa sve četiri godine studija. Oko četiri petine studenata je pozitivno ocenilo većinu aspekata saradnje sa mentorom, organizacije prakse od strane FPN-UB i nastavne baze i efekata prakse, ali su se pokazali i nedostaci. Saradnja sa mentorom i organizacija prakse u nastavnoj bazi visoko su povezane s efektima prakse i obe varijable daju nezavisan uticaj na varijansu efekata prakse. Nalazi su diskutovani u svetlu savremenih istraživanja
