    Family Support as a right of the child

    This paper considers Family Support as a fundamental right of the child. It examines the relationship between the well-being of the child as the core concept of contemporary legal and welfare systems and family as a vital institution in society for the protection, development and ensuring the overall well-being of the child. Considering the fact that international legal standards recognise that children's rights are best met in the family environment, the paper analyses what kind of support is being provided to families by the modern societies in the exercising of children's rights and with what rhetoric and outcomes. Family Support is also considered as a specific, theoretically grounded and empirically tested practical approach to exercising and protecting the rights of the child. Finally, international legal standards are observed in the context of contemporary theory and practice of Family Support, while the conclusion provides the implications of such an approach

    Nove tendencije u razvoju ekoloških pokreta u XXI veku

    Environmental movements are continuing to demonstrate their relevance and innovative tendencies in the 21st century. Environmental problems are as yet unresolved in this century, the global environmental crisis exists, but the policies of green parties, which arose from environmental movements, have not yielded adequate results. The paper presents the origins of environmental movements as well as their separation from new social movements. In the context of this separation, the paper explores the stages of development of environmental movements from their inception to the present day and compares the activities of these movements, from protest to pacification and marginalization, through "corporate" eco-movements, to the creation of so-called communal eco communities which could figure as environmental movements in the future. Based on the development of environmental movements so far, their future in this century is considered, as well as new tendencies and trends. In this sense, the subject of analysis are movements such as the "Economy for the Common Good", which aims at not only environmental but also complete social transformation, and current and ad hoc movements such as "Extinction Rebellion" and "Fridays for Future". Special emphasis is placed on offshoots, such as "influencer ecologism", "celebrity ecologism" and "tabloid ecologism", that are presented as initiatives that could possibly create environmental movements in the future.Ekološki pokreti pokazuju svoju aktuelnost i inovativnost i u XXI veku, jer ekološki problemi i dalje postoje, kao i globalna ekološka kriza, a politika zelenih stranaka koje su nastale iz ekoloških pokreta nije dala odgovarajuće rezultate. U radu se izlažu uzroci nastanka ekoloških pokreta i njihovog izdvajanja iz novih društvenih pokreta. U kontekstu tog izdvajanja, rad se bavi istraživanjem faza razvoja ekoloških pokreta od nastanka do današnjih dana i upoređivanjem njihovih aktivnosti, od protesta do pacifikacije i marginalizacije, od "korporacijskih" eko-pokreta, do stvaranja takozvanih komunalnih ekoloških zajednica, koje u budućnosti mogu da figurišu kao ekološki pokreti. Na osnovu zakonitosti u dosadašnjem razvoju ekoloških pokreta promišlja se i njihova budućnost u ovom veku, kao i nove tendencije i trendovi. U tom smislu, predmet analize su pokreti poput Ekonomije opšte dobrobiti, čiji cilj nije samo ekološka već i potpuna društvena transformacija, ali i trenutno aktuelni i ad hoc pokreti poput Extinction Rebellion i Fridays for Future. Posebno su naglašene nuspojave, "influenserski ekologizam", "selebriti ekologizam" i "tabloidni ekologizam", koje se predstavljaju kao inicijativa koja može da rezultuje stvaranjem ekoloških pokreta u budućnosti

    Value added of schools in Serbia

    Value added (VA) is one of the measures to assess the quality of school work; when calculating this value, the individual characteristics of students are statistically equalised in order to focus on the factors that are under the jurisdiction of the educational system. The basic value of VA is seen in providing as fair information as possible about the contribution of teachers and / or schools to student achievement. In this paper, we investigate the value added of schools in Serbia. We have set the following research goals: (1) examining the contribution of students' individual characteristics on student achievement in seven subjects, (2) establishing the connection between the student achievement and the expected VA, (3) examining the representation of school groups selected by the expected student achievement and VA and (4) determining the variability of VA of subjects in a particular school. The study was conducted on the sample of 125 elementary schools, with participation of 5065 8th grade students and 5021 parents of these students. Data on student variables were collected through a questionnaire, and from student achievement from the 2011 TIMSS and 2015 final exam databases. Hierarchical modelling was used for the analyses. The results, among other things, show that the expected student achievement and VA are unrelated for most schools, that most schools have both negative VA and below-average expected achievement, and that VA varies between school subjects. The limitations of this study are also given, as well as the implications that the obtained data have on educational policy in Serbia

    Strategije destigmatizacije u spoljnoj politici država: studija slučaja spoljne politike Republike Srbije od 2001. do 2018. godine

    Stigmatization of states is one of the most powerful and permanent forms of stratification in the international society. Aware that stigma disables them to enjoy equal position and treatment in the international relations as other states, stigmatized states tend to do away with this burden as quickly as possible. An important stage for destigmatization is the foreign policy towards former enemies. The main research question of this dissertation is why the states in parallel apply different and even contradictory strategies of destigmatization in their relations with former enemies. The dissertation claims that the state applies different destigmatization strategies in parallel in case it finds itself in a situation of “destigmatization dilemma”. Destigmatization dilemma is the situation in which the state fears that compromising strategies leading towards fast destigmatization at the same time reduce its security in relations with former enemies. It stems from the parallel pursuit of the fastest possible destigmatization – directing the state to use compromising strategies, and the pursuit of preserving security – directing the state to use negation strategies. The theoretical model offered in the dissertation presents a pioneer explanation of the choice of destigmatization strategies in foreign policy. Empirical verification of the model is conducted through a case study of the foreign policy of the Republic of Serbia in the period 2001 – 2018. Serbia is one of the paradigmatic cases of a state which strives towards destigmatization, applying in parallel even contradictory strategies in its relations with former enemies. The dissertation applies an interpretivist process tracing of Serbia’s foreign policy towards former enemies in the given period, with the use of discourse analysis. The empirical contribution of the dissertation is reflected in the original classification and thorough description of the foreign policy of Serbia in the 21st century.Stigmatizacija država je jedan od najmoćnijih i najtrajnijih oblika stratifikacije u međunarodnom društvu. Svesne da ih stigma onemogućava da u međunarodnim odnosima uživaju jednak položaj i tretman kao ostale države, stigmatizovane države nastoje da se tog tereta što brže oslobode. Važna pozornica za destigmatizaciju jeste spoljna politika prema nekadašnjim neprijateljima. Glavno istraživačko pitanje ove disertacije je zašto države paralelno primenjuju različite, čak i kontradiktorne strategije destigmatizacije u odnosima prema bivšim neprijateljima. U radu se tvrdi da država primenjuje paralelno različite strategije destigmatizacije ukoliko se nađe u situaciji „destigmatizacijske dileme“. Destigmatizacijska dilema je situacija u kojoj država oseća bojazan da kompromisne strategije koje vode bržoj destigmatizaciji ujedno umanjuju njenu bezbednost u odnosima sa bivšim neprijateljima. Ona proističe iz paralelnosti težnje ka što bržoj destigmatizaciji, koja državu usmerava ka upotrebi kompromisnih strategija, i težnje ka očuvanju bezbednosti, koja državu usmerava ka upotrebi negacijskih strategija. Teorijski model ponuđen u disertaciji predstavlja pionirsko objašnjenje odabira strategija destigmatizacije u spoljnoj politici. Empirijska provera modela vrši se kroz studiju slučaja spoljne politike Republike Srbije od 2001. do 2018. godine. Srbija je jedan od paradigmatskih primera države koja teži destigmatizaciji, a koja u odnosu prema bivšim neprijateljima primenjuje paraleleno različite, pa i kontraditkorne strategije. U radu se vrši interepretativističko praćenje procesa spoljnopolitičkog delovanja Srbije prema bivšim neprijateljima u ovom periodu, uz upotrebu analize diskursa.     Supporting Development of Resilience Among Children in Foster Care

    Savremeni koncept hraniteljstva usmeren je na osnaživanje dece i mladih na porodičnom smeštaju. Kako je reč o deci i mladima čiji je razvoj ugrožen promenama i gubicima koji često imaju odlike traumatskog iskustva, od izuzetnog je značaja razvijati njihove kapacitete za suočavanje i prevladavanje životnih nedaća. Kreiranjem pogodnih uslova u različitim aspektima porodičnog života može se pružiti podrška razvijanju rezilijentnosti kod ove osetljive grupe. Cilj ovog istraživanja bio je da ispita iz kojih domena porodičnog života deca i mladi na hraniteljstvu crpe snagu i podršku. Analizirani su izveštaji hranitelja o 53 dece i mladih osoba o kojima brinu. Prigodni uzorak je činilo 42 hranitelja (o čega 33 žene, a 11 hranitelja srodnika) sa područja Beograda i Valjeva. Utvrđeno je da mladi najviše snage i podrške crpe iz snažnih porodičnih odnosa ispunjenih toplinom, ljubavlju i konkretnim vidovima podrške, kao i obrazovanja koje je redovno, prilagođeno potrebama deteta i odvija se uz saradnju škole i hranitelja. Implikacije ovih nalaza razmatrane su u okviru rada.The modern concept of social protection is directed towards empowerment of children and youth in foster care. As developmental trajectories of these children and young people are frequently marked with experiences of change, loss and trauma, it is of utmost importance to foster their capacity to cope with and overcome life’s difficulties. The development of resilience in this vulnerable group can be supported by providing suitable conditions in different aspects of their foster care functioning. The aim of this study was to examine which domains of foster family life are sources of strength and support for children and young people in foster care. Foster carers’ reports on 53 children and young people they care for wereanalysed. The sample consisted of 42 foster parents (33 women and 11 foster relatives) from Belgrade and Valjevo. Finding show that children and young people in our study drew the most strength and support from strong family relationships filled with warmth, love and concrete forms of support, as well as education that iscontinues, designed to meet the needs of the student and carried out through cooperation of the school and the foster parents. No differences were found between reports of foster parents from different cities, whilefoster care families based on the kinship relations were better suited to support resilience in children and young people.     Политика становања и праћење џентрификације – лекције из Шведске

    Предмет овог чланка је анализа начина вођења политике становања и решавања проблема социјалне искључености и сегрегације у градовима у Шведској. Ова држава је у време благостања имала један од најдемократскијих концепата доступног становања да би са неолибералним концептом предузетниког управљања направила велике промене. Те промене су довеле до примене нових механизама и инструмената управљања али је дошло и до већих социјалних разлика, до пораста сиромаштва, социјалне изолованости и сегрегације због запуштања бриге о доступности станова. У том смислу су искуства шведских градова врло интересантна и за Србију као транзициону земљу која је са модела доступног и мешовитог становања прешла на тржишни модел. И у Србији држава и локалне власти запостављају стамбену политику. Циљ ове анализе је идентификација разлога и последица преласка на неолиберални модел те како Србија може да предупреди проблеме који су настали у Шведској, да обезбеди доступне станове својим грађанима а смањи шансе за сегрегацију и сиромаштво. Методе: анализа модела становања, студија случаја џентрификације у четири града у Шведској, те компарација са стањем у Србији и Београду (видови џентрификације). Закључак: Доступност стана, поред доброг образовања и квалитетног посла спадају у најбитније чиниоце благостања за појединце те политику становања и у неолибералном амбијенту треба неговати, пре свега у односу на социјално осетљиве категорије. Резултат: Чланак указује да у Србији треба подићи осетљивост за проблеме сиромашних, подићи квалитет база података, креирати индикаторе као инструменте праћења и вредновања резултата ове политике уз партиципацију грађана

    Media Discourse and the Quality of Democracy in Serbia after Milošević

    The article examines the quality of democracy in Serbia via the quantitative analysis of media discourse. It reveals robust competition, participation and accountability in the first decade after regime change, followed by major recent decline, thus showing that expert assessments from influential indices of democracy underrated democratic quality in the former period and overrated it later. Also revealed are the advantages of complementing expert assessments with those based on media discourse. The content analysis examined 1,921 coded items from print and electronic media coverage of major political conflicts at strategic points in the country?s democratisation
