Resilience among Youth in the Process of Preparation for Leaving Alternative Care
Young people leaving alternative care in Serbia face numerous challenges while they frequently lack formal and informal support for emancipation. Resilience and preparedness for leaving care increase their chances for successful transition and social integration. This article aims to understand the resilience of youth leaving care in Serbia and the relationship between resilience, type of placement (foster, residential or kinship) and preparedness for leaving care. Quantitative analysis of replies 134 adolescents leaving alternative care had made in self-assessment questionnaires showed: high resilience scores of subjects, lower resilience of youth leaving residential than foster care and interconnectedness between the resilience and most of the indicators of preparedness for emancipation. Results suggest that resilience: (a) could be fostered by improving mental health, structured leisure time, self-care and social skills, and by quality foster carers' support; (b) contributes to positive feelings and general positive attitude toward life; (c) is not connected to school achievements and support by family and other caregivers; (d) of care leavers had more to do with their skills to gain social support than with receiving support from family and the alternative care system. Future research could investigate emancipation outcomes of youth with different baseline resilience and preparedness levels
‘To romanticise or not to romanticise the local’: local agency and peacebuilding in the Balkans
Over the last decade there has been increasing attention within peace and conflict studies on the so-called ‘local turn’ in peacebuilding where the role of local actors, their agency and their relationship to international actors is strongly emphasised. Still, even with widespread academic optimism about the emancipatory potential of the local, strong caveats of ‘not romanticising the local’ are constantly repeated. By looking at the Balkan countries and their traditional practices of peacebuilding, this article asks whether the local has the potential to be the empowering agent or if such expectations are much too ambitious, both at the academic and policy level. Drawing on the research findings which show the persistence of coercive and noncoercive local peacebuilding practices, the article poses the Paris question once again: should liberal peacebuilding be saved, and if so, where are the locals in this rescue attempt
Responses to the challenges and opportunities of global population aging
Population aging is a global demographic trend, which poses challenges but also provides new opportunities to societies. It is also a trend that needs to be addressed at the global level. The subject of this paper is the key challenges and opportunities presented by global population aging, and the responses of the international community to them, which are outlined using the method of content analysis of relevant reports of international organizations, scientific articles and monographs. The analysis concludes that population aging brings important challenges for society, including pressure on the sustainability of public pension and health systems, and a risk of exclusion and discrimination of the elderly, but also opens new opportunities, such as economic contribution of the elderly, their care for younger generations, knowledge-sharing by the elderly and their greater participation in society. The response of international organizations to the changed demographic picture of the world is reflected in the change of approach in aging policy, i.e. a shift toward the promotion of the adoption of a holistic approach, incorporating the implications of the changed demographic picture into political solutions in various areas, and efforts to develop the rights of senior citizens. While the researched implications of aging have been somewhat recognized, they remain insufficiently addressed in national aging policies around the world.Старење популације је глобални демографски тренд, који задаје изазове, односно пружа нове прилике друштвима, који захтевају да буду адресирани на глобалном нивоу. Предмет овог рада су кључни изазови и прилике глобалног старења популације, односно одговори међународне заједнице на њих. У раду је коришћена метода анализе садржаја релевантних извештаја међународних организација, научних чланака и монографија. Закључак је да старење популације носи са собом важне изазове за друштво, укључујући притисак на одрживост јавних пензијских и здравствених система, ризик од искључивања и дискриминације старијих, али и отвара нове могућности, попут економског доприноса старијих, њихове бриге о млађим генерацијама, потенцијалних бенефита од знања старијих и њиховог учешћа у друштву. Одговор међународних организација на измењену демографску слику света огледа се у измени приступа у политици старења, односно промоцији усвајања холистичког приступа, инкорпорирања импликација измењене демографске слике у политичка решења у различитим областима и напорима ка развоју права старијих грађана и грађанки. Приметно је да су истраживане импликације старења донекле препознате, али недовољно адресиране у националним политикама старења широм света
Collecting signatures for the declaration of the electoral list as a possible way of abuse of the electoral rights in the Republic of Serbia
Zakonski uslov proglašenja izborne liste je da ona bude podržana od strane najmanje 10.000 birača. Jedan deo ovih političkih subjekata koji se nalaze na izbornim listama imaju karakter „fantomskih” jer postoje samo u toku trajanja izbornog procesa, dok u periodu između izbora od ovih stranaka nema „ni traga ni glasa”. Izbori često donose dva apsurdna „iznenađenja”. Prvo je da pomenute stranke relativno lako dolaze do potpisa građana koji ih navodno podržavaju, što uzročno-posledično dovodi i do proglašenja njihovih izbornih lista. Drugo je da je broj ukupno osvojenih glasova takvih lista na izborima u nekim slučajevima i značajno manji od broja građana koji su takvim izbornim listama dali poverenje svojim potpisima. To otvara i sumnju da li vladajuće političke stranke, preko svojih članova i partijske infrastrukture, obezbeđuju malim strankama mogućnost kandidovanja, pa samim tim i stvaraju predstavu postojanja demokratskog pluralizma izbornog procesa, kojim se obezbeđuje legitimnost Pitanje prikupljanja potpisa za proglašenje izbornih lista značajno zaokuplja pažnju javnosti u Republici Srbiji u vezi sa predstojećim izborima, posebno nakon smanjenja izbornog cenzusa i bojkota izbora od strane dela opozicije. U ovom radu biće razmotreni i neki konkretni predlozi na koji način se mogu otkloniti ove sumnje i nedostaci i tako unaprediti izborni proces u budućnosti.The legal condition for announcing the electoral list is that it be supported
by at least 10,000 voters. Some of these political entities on the electoral lists
have a “phantom” character because they exist only during the election process, while in the period between elections, there is “no trace or vote” of these
parties. Elections often bring two absurd “surprises”. The first is that the mentioned parties relatively easily get the signatures of the citizens who allegedly
support them, which causes and consequently leads to the announcement of
their electoral lists. The second is that the number of total votes won by such
lists in the elections is, in some cases, significantly lower than the number of
citizens who trusted such electoral lists with their signatures. This also raises
doubts as to whether the ruling political parties, through their members and
party infrastructure, provide small parties with the opportunity to run, and
thus create the image of the existence of democratic pluralism in the electoral
process, which ensures the legitimacy of elections. The issue of collecting signatures for the proclamation of electoral lists significantly captures the attention of the public in the Republic of Serbia in connection with the upcoming
elections, especially after the reduction of the electoral threshold and the boycott of the elections by the opposition. This paper will also discuss some concrete proposals on how to eliminate these doubts and shortcomings and thus
improve the electoral process in the future
Bliži osvrt na tamu u video-igri napravljenoj na osnovu Konradovog romana Srce tame
Jedna od najpoznatijih kritika kolonijalizma u svetskoj književnosti, kontroverzni
roman Srce tame (1899) autora Džozefa Konrada poslužio je kao osnova za realizaciju video-igre po imenu Spec Ops: The Line (2012). Uprkos brojnim razlikama u prostornim, vremenskim i narativnim okolnostima u koje je radnja igre smeštena, ona deli nekoliko sličnosti sa pomenutim romanom, u vezi sa oblikovanjem i razvojem glavnih likova, kontrastom između ambijenta iz kog su protagonisti došli i onog u koji su stigli da ‘spasu’ jadne urođenike, i, možda najbitnije, porukom o suštini ljudske prirode koju i knjiga i igra obznanjuju razotkrivajući tamu koja se može naći u srcu svakog čoveka – čak i samog čitaoca ili igrača. Imajući sve ovo u vidu i oslanjajući se na teoretski okvir postkolonijalnih studija i studija video-igara, prevashodno na članak “Gaming the
Heart of Darkness” autora Pitnera i Donalda (2018), spremio sam anketu namenjenu članovima jedne srpske gejmerske zajednice, konkretno onima koji su igrali Spec Ops. U radu se analiziraju prikupljeni odgovori, a zatim se ispituju način i mera u kojoj je igranje ove igre uticalo na osećaj moralnosti ispitanika i način na koji posmatraju svet
European external action service contribution towards international practice of sustainable development
Rad razmatra institucionalne promene u Evropskoj uniji (EU) čije realizovanje započinje stupanjem na snagu Ugovora iz Lisabona čime se omogućava da EU na globalnom planu a posebno pri glavnom multilateralnom okviru Ujedinjenih nacija (UN) diplomatski deluje na stvaranju saglasnosti za definisanje međunarodne prakse održivog razvoja. Fokus je na formiranju Evropske službe za spoljno delovanje (ESSD) koja je od Ugovora iz Lisabona novo osnovno telo za pružanje podrške celokupnom diplomatskom delovanju EU. Osnovna pretpostavka na kojoj se rad zasniva jeste da EU osnivanjem ESSD započinje svojevrsnu objedinjujuću diplomatiju kojom vodi uspostavljanju međunarodne prakse održivog razvoja.Svi odnosi, procesi, strukture, delovanja i akterske jedinice posmatraju se kroz prizmu teorije prakse vođenja diplomatije i posebno u njoj oblikovano razumevanje zajednice praksi čijom se primenom postiže osvetljavanje zajedništva delovanja EU vođenjem objedinjujuće diplomatije Evropske komisije i Visokog predstavnika koje svojim radom podržava ESSD. Jedan od doprinosa diplomatskih aktivnosti ESSD politici održivog razvoja prepoznaje se i u prenošenju nadležnosti upravljanja Evropskom mrežom zelene diplomatije na ESSD 2012. godine. Zaključnim razmatranjima navodi se da ESSD jeste činjenično osnovana kao prvo autonomno funkcionalno telo EU i prvo zajedničko telo za podršku vođenju diplomatije EU. Kao takvo telo ključan je akter od koga polaze sve diplomatske aktivnosti i drugih institucija EU, a koje bez stručne i ekspertske podrške ESSD ne bi uspešno obavljale svoje zadatke. Iako ne apsolutno samostalna ova služba je značajan točak u mehanizmu uspostavljanja međunarodne prakse održivog razvoja.This paper intends to assess institutional changes undertaken
by the European Union (EU) once thv e Treaty of Lisbon came
into force in December 2009. The main goal is to describe how
establishing the European External Action Service (EEAS) as
a leading diplomatic service of the EU is a crucial step toward
practicing a joined-up approach in diplomacy or so-called
integrated diplomacy. The intention is to bring closer the idea of
the newly established diplomatic service of the EU consisting of
EEAS as the main support to all external activities. Together with
the High Representative and EU Delegations in third countries
and international organizations, this newly established diplomatic
service represents the EU with one voice ultimately coherently
and successfully. Furthermore, this institution is one of the
main characters to make international sustainable development
practice possible. In 2012 EEAS took over presiding and
monitoring the EU Green Diplomacy Network. The mentioned
is considered as just one of the assets in contributing to the
upgraded EU diplomatic service that helps reach sustainable
development goals and European climate neutrality until 2050.
Practice theory and specific community practice approaches
have been used in this research and writing process. EU, together
with its institution EEAS, High representative, EU Delegation,
and European Commission, are considered a specific community
of practice. Of course, relations with the UN and enhanced
EU status within this multilateral framework are of utmost
importance in concluding that the EU is the most significant
contributor to sustainable development globally. This paper
tries to explain the newly established approach of integrated
diplomacy reflected in the diplomacy of the EEAS. Additionally, the expertise provided by this service to all EU institutions is
the central indicator of how one diplomatic body and practice
can be successful, especially when it comes to the sustainable
development area. The concluding remarks elaborate that
EEAS, using not just Green Diplomacy Network but all assets
on disposal, is trying to have the global reach and effect. This
influence consists of making a network of people, locally and
globally, that understand how sustainable development is crucial
for the Universe as a whole. Fostering that idea deeply in all
spheres of EU actions and practices makes EEAS and EU main
contributors to international sustainable development practice
on three specific levels: EU member states, third countries and
within the UN multilateral framewor
Serbian Orthodox Church Municipality in Trieste in Yugoslav-Italian Relations 1954–1971
The paper analyzes the role of the Serbian Orthodox Church Municipality in Trieste (SOCM) in Yugoslav-Italian relations in the period from the signing of the London Memorandum in 1954 to the early 1970s. In that period, the SOCM president Dragoljub Vurdelja, an anti-communist and an opponent of socialist Yugoslavia, had a decisive role. Yugoslavia perceived the SOCM under Vurdelja‘s leadership as a center of anti-Yugoslav propaganda, so it sought to take control over this church community. To that end, Yugoslavia raised this issue in its relations with Italy and used all available diplomatic means to persuade this country to remove Vurdelja from Trieste. However, the improvement in relations between the SOCM and Yugoslavia began only after Dragoljub Vurdelja died in 1971
Pandemija korona virusa - šansa za uspešnu digitalizaciju rada ili dodatno unižavanje prava radnika
Aktuelna pandemija korona virusa nas je prisilila da pronađemo nove načine rada, komunikacije i življenja, ali i otvorila brojna pitanja o tome kako su uređena naša društva, kakva je njihova budućnost i u kom pravcu treba ulagati resurse radi očuvanja stabilnosti. U ovom radu pokušaćemo da osvetlimo promene do kojih dolazi usled sveobuhvatne upotrebe digitalnih alata u sferi rada. Otuda i istraživačko pitanje: da li aktuelna pandemija predstavlja šansu za uspešnu implementaciju digitalnog rada posredstvom digitalnih platformi? Ovim istraživanjem se želi pronaći kauzalni odnos između pandemije i rada na digitalnim platformama. Istraživanja su pokazala da pandemija ima dva ključna efekta na ovaj rad: (1) na povećanje potražnje i (2) opadanje potrebe za ovim radom. Ovo istraživanje je pokazalo da, iako pandemija ima veliki uticaj na promene u radu digitalnim platformama, ona predstavlja još jednu propuštenu šansu, što se posebno manifestovalo kroz opadanje prihoda digitalnih radnika i dodatno unižavanje njihovih prava.The Coronavirus pandemic forced us to find new ways of labour, communications and living, and it opens a numerous question about the organization of our society and its future and about the direction of investing the resources to
preserve the stability. In this paper, we will try to describe the changes that occur due to the extensive use of digital tools in the field of work. Therefore, the research question is: If the actual Coronavirus pandemic is the opportunity for
the successful implementation of digital work thought Crowd employment? In this research, we want to find a causal relation between Coronavirus pandemic and Crowd employment. The researchers found two essential effects at
this work: (1) distancing bonus and (2) downscaling loss effect. This research showed that although the pandemic has an enormous impact on changes in Crowd employment, it represents another missed opportunity, which manifested through the decline in digital workers’ incomes and further humiliation of their rights
